LRP responses are due September 1, 2015 and the IESO expects to award contracts by the end of this year. The IESO undertook a Request for Qualification process (RFQ) in 2014 to qualify eligible proponents (Applicants) to respond to the LRP. Capstone Infrastructure Corporation (CIC) was one of the successful Applicants qualified to move forward into the LRP stage. Capstone Power Development (Capstone), a subsidiary of CIC is managing the development of the proposed Erie Shores Wind Farm 2 (the Project) through an affiliate, Erie Shores Wind Farm II Limited Partnership (the Proponent). A Public Community Meeting is required under Section 3.2.5 (c) of the LRP Rules, and a Public Community Meeting Summary Report must be provided to the Clerks of the Project Communities, and made public on the Project website. This Summary of the Public Community Meetings held on August 25, 2015 (concurrently) is part of Capstone’s commitment to inform and consult with local communities and stakeholders regarding the proposed Project. The Public Community Meetings were organized by Capstone to present an overview of the LRP process and to gather input and comments on the proposed Project. This Report presents a summary of the consultation activities and feedback associated with these Public Community Meetings. 1.1 ERIE SHORES WIND FARM 2 PUBLIC COMMUNITY MEETING SUMMARY REPORT Consultation Process August 27, 2015 2.0 2.1 CONSULTATION PROCESS NOTIFICATION OF THE PUBLIC COMMUNITY MEETINGS In the early stages of the LRP process, a contact list was developed wherein regulatory agencies, as well as provincial, municipal, aboriginal, and public stakeholders with a potential interest in the Project, were identified (Appendix A). As Capstone or their agents and consultants receive feedback, contacts will be added or removed from this list. The Notice of Public Community Meeting was published at least 15 days before the Community Meetings, on four separate days, in local newspapers that circulate to the Township of Malahide and the Municipality of Bayham, as detailed in Table 1. Copies of the newspaper advertisements are provided in Appendix B. The Community Engagement Plan and Site Considerations Information were made available for review at the meetings, and panels prepared by Capstone were on display to provide further information on the Project and Proponent (Appendix C). Attendees were encouraged to participate by asking questions, providing opinions and feedback, and signing a register to be placed on the Project Contact List for future Project For ease of public access, a URL short-form has been used in all consultation materials. Comment forms that are mailed in will be added to this Report as received. 2.4 ERIE SHORES WIND FARM 2 PUBLIC COMMUNITY MEETING SUMMARY REPORT Conclusion August 27, 2015 3.0 CONCLUSION Overall, there was a positive interest in the Project at both public meetings, and reaffirmation of support for the successful integration of the first phase of the Erie Shore Wind Farm which is currently operating in the Township of Malahide and Municipality of Bayham. A number of attendees expressed interest in possibly hosting a turbine or other project-related infrastructure on their properties. Based on oral and written comments and questions received, concerns were raised with respect to: • Impacts to wildlife; • Impacts to wetlands and water resources; • Impacts to woodlands (tree removal); • Noise regulations, EMF from turbines, underground and overhead lines; • Visual impacts from transmission lines (preference of underground lines); • Setbacks from residences and natural features; and, • Property values. Basically, they do not approve of my husband, and (despite his efforts to provide for our family) they probably never will. I became pregnant with my parents’ first grandchild.
