Carden, Chief Operating Officer SUBJECT: As-Needed Mechanical and Metal Fabrication Contractor – Award Contracts 2014-027 and 2014-028 to the two lowest, responsive, responsible bidders Approve SUMMARY: Staff has completed procurement for two As-Needed Mechanical and Metal Fabrication Contractors to perform renewal and replacement and general maintenance tasks on Tampa Bay Water’s infrastructure. RECOMMENDATION: Award Contracts 2014-027 and 2014-028 to Regional Engineering & Services, Inc. and Tampa Armature Works, Inc. respectfully for the As-Needed Mechanical and Metal Fabrication Contractor. COST/FUNDING SOURCE: $1,000,000.00 per Four Year Contract /Uniform Rate, Capital Improvement, Bond, and Renewal & Replacement Funds DISCUSSION: A bid request for As-Needed Mechanical and Metal Fabrication Contractor services, Contracts 2014-027 and 2014-028, was posted to the Onvia Demand Star and Tampa Bay Water websites on October 20, 2013. A mandatory pre-bid conference was conducted on October 30, 2013 with three companies in attendance. On Tuesday, November 12, 2013, bids were received from three contractors and publicly opened with the following results: BIDDER Regional Engineering & Services, Inc. Tampa Armature Works, Inc. Mechanical Industrial Services, Inc. BASIS OF AWARD* 474.00 590.00 638.00 *Note – these amounts represent a summation of bid units used as the basis of award. Staff has evaluated the bids and all supporting documents and determined Regional Engineering & Services, Inc. (Attachment A, bid schedule) and Tampa Armature Works, Inc. (Attachment B, bid schedule) to be the two lowest responsive, responsible, bidders for As-Needed Mechanical and Metal Fabrication Contractor services. Staff recommends award of Tampa Bay Water Contracts 2014-027 and 2014-028 to Regional Engineering & Services, Inc. and Tampa Armature Works, Inc., respectively. Each contract is for a four year term with a total not-to-exceed contract value of $1,000.000. The proposed contracts have been approved as to form by the Tampa Bay Water General Counsel’s Office. Copies of these contracts are available upon request. Matt Jordan December 2, 2013 Page 2 of 2 BACKGROUND: There is a growing need for the following type of work as part of the Renewal and Replacement program and the ongoing general maintenance of the Agency’s aging infrastructure: Gate operator repair or replacement Pump repair or replacement Pump and motor alignment Equipment disassembly or reassembly Cleaning lubrication, balancing, and condition assessment Compressor servicing and repair Application of coatings to metal surfaces Metal tank repair/modification Miscellaneous metal item fabrication Repair/modification to metallic items including catwalks, stair cases, handrails, grating, vaults, doors, and louvers These contracts will provide a mechanism to assure the work is completed in a timely manner with qualified mechanical and metal fabrication contractors.
