LETTER FROM THE PRESIDENT
Dear Colleagues,
Thank you for attending the 2016 PPS Annual Conference and Exhibition at the Wynn Las Vegas. PPS members have always been happy to
return to Las Vegas and this year is no exception. We are on track to
break all attendance records this year!
During this year of celebrating the Section’s first 60 years, I am struck by
how many themes and challenges remain unchanged. What started in 1956
as “The Self-Employed Section” (later changed to Private Practice Section in 1975) has
throughout its history looked at business practices (contractual agreements between physical therapists
and hospitals was piquing interest in the 1960s), legislative advocacy (including a grassroots effort in
1981 to respond to new salary equivalency guidelines published in the Federal Register), and practice
management (computer-enhanced office operations was a hot topic in the 1990s). “The more things
change, the more they stay the same” has never felt more appropriate.
In 1997, the Section’s bylaws were reorganized to expand the Section’s purpose to include “promotion of
free enterprise as a method of satisfying the physical therapy needs of the public.” It’s not a big leap from
that to the Section’s current mission to “Champion the success of the physical therapist in business.”
As we gather this week to learn together and have fun together, I hope you will join me in reflecting on
the members who have come before us to build and sustain this great Section. As President of PPS,
it is my honor to represent the 4,200 proud members of the Private Practice Section and to join my
colleagues on the PPS Board of the Directors, the PPS Staff, and the more than 100 member volunteers
who work on Committees, Task Forces, and in other supporting roles to champion your success.

Dear Annual Conference Attendees,
Welcome to Las Vegas for the Private Practice Section’s 2016 Annual
Conference and Exhibition! Every year this event grows larger and
more exciting, and this year is no exception. From the programming to
the social events, we offer you a schedule packed with education and
networking designed to reignite your passion for business and reconnect
you with the friends and colleagues so many of you see year after year.
To mark the Private Practice Section’s 60th year, your PPS staff began reviewing the archives of photos
and videos collected throughout the years and called on you, our members, to share your memories. It
would be difficult to overlook the value so many of you place on the relationships you have formed within
the Section and especially at this event, given how many of you mentioned these relationships as among
the most important benefits you have received. While you’re busy catching up with old friends this week,
I want to challenge you to meet someone new. There are at least 50 new PPS members attending this
week, and I hope you will join your staff and Board of Directors to make them feel welcome.
I want to express a special thank you to the Annual Conference Program Work Group, under the
leadership of Ed Ramsey, PT, DPT, who reviewed nearly 120 proposals to determine the educational
content that you would find most useful and relevant to running a successful practice. In addition to
the exceptional programming you’ve come to expect—like the Pre-Conference Workshop on Payment
Updates for Private Practice, the Administrators Certificate Program (now in its fifth year and attracting
more practice administrators than ever), and provocative and inspiring Keynote speakers—you will
find even more sessions on payment and billing, succession planning, alternative business models and
services, branding and marketing your practice, and creating a healthy corporate culture.
I would also like to express my gratitude to the exhibitors, sponsors, and PPS Industry Partners who are
with us this week. The financial support they provide the Section and this event in particular has allowed
PPS to keep your conference registration fees and membership dues unchanged for many years.
Finally, my deepest thanks are to you, the members of the Private Practice Section, for your continued

Welcome to the PPS 2016 Annual Conference and Exhibition!
It is with great pleasure that I welcome you all to Las Vegas for the
Private Practice Section 2016 Annual Conference and I would like to
thank the Wynn for having us back. Every year, Annual Conference
is a time for reconnecting with both new and old friends and this
year we have the added pleasure of celebrating the Private Practice
Section’s 60th anniversary. As always, it is through the hard work
of the Annual Conference Program Work Group, your PPS staff, and
hundreds of volunteers (assisting on work groups, committees, presenting, and
working behind the scenes) that we continue to raise the bar on the quality education and networking
opportunities at this conference.
We hope the keynotes we have selected will challenge you to change your paradigm or consider a
few new strategies before 2016 wraps up. We are very fortunate to have Ann Rhoades presenting our
opening keynote, “Creating an Enviable Culture that Outperforms the Competition,” followed Saturday
morning by a lively debate between two political heavyweights, Mike Murphy and Paul Begala. I
understand it’s Vegas and there are so many options stealing your attention but set the alarm clock and
attend the morning sessions. Murphy and Begala will bring wisdom and insight into the possible direction
healthcare may go depending on who wins in November. Whether it’s Hillary or The Donald, we have both
sides covered.
So thank you again for making this conference so successful, because without you and all the networking
that happens during and outside the conference, the Section and the Program Work Group would not be
going into 2017 so strong and confident about the future of private practice. Before you pack your bags
to leave Las Vegas with stories that may live forever but stay in Vegas, mark your calendar and book your
flights for our 2017 Annual Conference in Chicago, November 1-4. We look forward to seeing you there!

Ann Rhoades is a corporate executive with over 25 years’ experience in a variety of service-based

workplace cultures based on values and performance. She held the position of vice president of the People
Department for Southwest Airlines and executive vice president of Team Services for Promus Hotel Corporation. Most recently, she was the executive vice president of People for JetBlue Airways where she remains a
board member. Rhoades is a popular speaker on the subject of customer service and how to build a strong
high-performing culture. Her book Built on Values was released in January 2011.

In Memoriam
It is with a sense of great admiration that our PPS family
acknowledges the passing of Charles Magistro, PT, DPT (hon),
DrSci (hon), FAPTA, a passionate physical therapy leader whose
contributions spanned education, research, policy, and community
involvement, who passed away in April of this year at age 91.
Charles was a PPS pioneer and leader without whom none of us
would have the opportunities that exist today. We celebrate his life
and thank his family for sharing this great man.

The Private Practice Section's Board of Directors is very pleased to announce that the 2016 Robert G.
Dicus Award winner is David Qualls, PT. For the last four decades, David has exemplified the highest level
of servant leadership, in both his professional and personal communities. As a PT, he has been actively
involved in advocacy of this profession at the state and national levels through his ongoing participation
in both the Louisiana Physical Therapy Association and the APTA. David has served in various capacities
with both organizations, including as president and chief delegate of the LPTA and as a member of the
PPS Board of Directors. He has indeed mastered the art of balancing patient care while advocating and
protecting our profession.
Moreover, his role as a servant leader has extended beyond the bounds of our professional arena and
into David’s own personal community. If you know David, you are aware that his community involvement
lights up his face; it is simply an extension of all that he sees as his responsibility to give back from what
he calls his treasure trove of experiences. He inspires others by his quiet demeanor, steadfast faith in his
abilities and those of others, and a sense of humor that keeps everyone reminded that life is good.
Indeed, David is the definition of a “Southern Gentleman.” Yet, he is also a sharp and cunning PT who
has stood firm in representing both the profession and our patients. In light of his many years of humble
leadership and his continued advocacy of our profession, it is an honor of this organization to bestow the
2016 Robert G. Dicus Award to David Qualls.

The Private Practice Section's Board of Directors is very happy to announce Daniel Rootenberg, PT, DPT,
CSCS, and SPEAR Physical Therapy Centers of New York City as the recipient of the 2016 Jayne L.
Snyder Practice Award.
SPEAR PT has made a uniquely positive impact on the profession of physical therapy. They have
elevated the reputation and exposure of the private practice physical therapist on a state, regional, and
national level. SPEAR was the first physical therapy private practice to ring the bell at the New York Stock
Exchange when on May 4, 2016, during small business week, they were featured live on MSNBC. This
nationally covered event put private PT practice in the spotlight.

contributions include serving on the PPS payment policy committee from 2012 until present. He is also the

D.C., advocating for our causes to members of Congress. Despite the fact that Jim is not a physical

physical therapists are all aware of the Virginia Mason study of 2007, so why has the pathway not changed? Dr.
Julie fritz has shown us in 2015 that still only approximately 3% of LBP patients are using Physical Therapist as their

Osteoporosis and low bone density affect 54 million Americans with a projected increase to 65 million by 2020
and 71 million by 2030. The current estimate for incident fracture is over 2 million per year, costing over $19
billion. Those with osteoporosis and low bone mineral density are at increased risk of traumatic and non-traumatic
fractures. By 2025, annual fractures are predicted to increase about 50% with an expected cost of $25.3 billion.
Physical therapists have the opportunity to assess for risk of osteoporosis and increased risk of falls and can carry
out interventions to prevent bone loss, falls, and fractures. A three-tiered approach to incorporating osteoporosis
programming into your practice will be presented; from bare bones to big business. You may want to: 1) simply
highlight osteoporosis management in your practice; 2) have it be a focus for programming; or 3) build your
practice with this as a key component. Tests, exercise prescriptions, equipment, personnel needs, and marketing
strategies will be discussed.

The myth that billers and billing companies do the billing is just that, a myth. Physical therapists (PTs) and physical
therapist assistants (PTAs) do the billing daily by completing a billing log, charge sheet, etc. and submitting
it to their billing staff or billing company for them to submit the charges. Some PT’s and PTAs do electronic
documentation and as they complete their documentation, they are also completing their billing. Because of this,
PTs and PTAs need to have a solid understanding of the CPT codes, the description of each CPT code and what
interventions and training are included within each CPT code. PTs and PTAs also need to have an understanding
of the definition of substantial of time-based CPT codes and how the number of units billed may be different with

50 Over 1 million total hip and total knee procedures were performed in the United States in 2014, approximately
half of which were covered under Medicare. Physical therapists (PTs) are integrally involved in the care of these
patients, providing postoperative care services to the vast majority of them. The Comprehensive Care for Joint
Replacement Model (CJR) is a new mandatory Medicare bundling model focused on patients with lower extremity
joint replacements that began on April 1, 2016 and will be tested over a 5-year period. Under the CJR model,
hospitals are at financial risk for the care provided during the initial hospital stay plus 90 days after discharge from
the hospital. PTs who practice in the affected metropolitan areas and see these patient populations will continue
to be paid under their normal payment structure, but should consider whether to enter into formal collaborator
agreements with local hospitals.

peers and competitors met to discuss current OSHA regulations and the changing landscape of onsite services we
provide. In May 2015 our contingent of PPS members met with OSHA in Washington DC. The outcome of that meeting
provided substantive changes to OSHA current regulatory interpretations, set the stage for future changes and a
construct for ongoing dialog. From a business perspective, Physical Therapists are in a strategic position to impact
the safety culture of an employer’s workforce but need a proper understanding of OSHA’s regulations pertaining to
treatment and first-aid interventions. Key to this discussion is understanding what constitutes a Recordable Injury and

guidelines, define where the compliance boundaries lie and to how an organization can maintain compliance while still
achieving a safe work environment for workers. We will review recent OSHA interpretation letters for services, along

(submitted and pending), strategies behind them and our collaborative effort with APTA.
