STARKE — Some high profile projects were completed in 2015, and there are already some to look forward to in 2016, including a new Dairy Queen. The most obvious example is the recently opened Beef ‘O’ Brady’s restaurant. Built across from Bradford High School on the site of the former armory, the pub and restaurant opened to great interest, with patrons parking in the surrounding streets in order to get their first taste. Based on the construction permit estimate, more than half a million dollars was invested in the building. Not far away another restaurant, Huddle House, closed temporarily and reopened following renovations, and the Verizon Wireless store across the street has undergone an impressive facelift as well. Permits have been pulled to begin the extensive remodeling of multiple buildings at Pine Forest Apartments on S.R. 100 (West Madison Street). The county commission earlier this month provided bond issuance approval to the Osceola County Housing Finance Authority, which is providing more than $1.09 million to finance substantial renovations at the multifamily housing complex. According to LaJuan Whittle in the city of Starke’s building and zoning office, residents will be rotated into temporary apartments while their own units undergo an “Extreme Home Makeover.” Starke lost a commercial establishment this year when Badcock Furniture opened a new store south of the city limits. This was another half-million-dollarplus project. Through a long-negotiated developer’s agreement, the city commission is set to acquire ownership of the old storefront on Walnut Street downtown in exchange for extending sewer service to the new site. Although there is some difference of opinion on how to proceed with the property and interest from a local church in rehabilitating the dilapidated building, there seems to be enough commissioners on the board interested in tearing it down to make room for more parking. The only other new commercial construction CHANGES Before and after: Without a purpose, the old armory was torn down to make space for Beef ‘O’ Brady’s See GROWTH, 2A Beef ‘O’ Brady’s restaurant and sports bar just opened on U.S. 301 in Starke. Instruction in law could keep kids on straight and narrow BY MARK J. CRAWFORD Telegraph Editor STARKE — For all of the instruction a student receives in school, relatively little is taught about the law or the consequences for violating it. A new program aims to change that. Know the Law as it’s called is law enforcement’s response to some alarming statistics involving Bradford County youth, according to Sgt. Chris Bennett of the Bradford County Sheriff’s Office. Bennett, who has been assigned to the sheriff’s office task force to fight drugs for two years, told the school board earlier this month about research that shows a higher percentage of teenage alcohol and drug abuse than the rest of the state. In searching for a solution that addresses the problem before these kids get in trouble and are arrested, Bennett said they became aware of an antidrug coalition in Dixie County that has successfully managed to reduce teen alcohol and drug abuse, at least bringing it more in line with the state average. Bennett asked for the school board’s support in bringing the Know the Law program to Bradford County. There is no cost for the school district in offering the program, although it does take some time away from other instruction. The sheriff’s office would choose a period each semester to provide the two-part course to middle and high school students. The curriculum emphasizes alcohol and drug laws and the penalties associated with breaking those laws. The course goes deeper into the law as well, Bennett said. A sample pretest for middle school students quizzes them on the difference between a misdemeanor and a felony, what constitutes assault or battery, the consequences for having alcohol on school property, and the penalties for making threats on social media or sending obscene photos. “The key is whether you’re a parent, teacher, administrator or law enforcement officer, our children are our future, so we would love to try to get that information to them prior to them making a poor decision,” Bennett said. At the very least, they will be able to make informed decisions, he said. “It’s amazing how many of those youth just aren’t informed,” Bennett said. “Many of our youth, they don’t get that education at home, and it’s See LAW, 2A Head-on crash kills driver BY STEVE JACKSON Managing Editor HAMPTON — A fatal vehicle crash about 5:45 p.m. Tuesday, Dec. 22, backed up traffic for about two hours on U.S. 301 about eight miles south of Starke. In a report released two days after the accident, the Florida Highway Patrol named the man killed as Eliazar A. Gomez, 52. The FHP did not disclose his hometown. According to the FHP, Gomez was traveling north alone on U.S. 301 near 89th Street in the Hampton area. He apparently lost control of his 2003 Ford Explorer Sport Track for some unknown reason. The vehicle crossed the center median into the southbound lanes of 301 and collided head on with a semitrailer. Gomez was pronounced dead on the scene. The driver of the semi was Gregory Woodrow Brigham Jr., 43, of Ocala who was taken to UF Health Shands Hosptial in Gainesville. Making history with honors There’s a first time for everything and everyone deserves a second chance. Clichés for sure, but some do make the best of their second chances — and some even make history doing so. Lyndsey Baker did when she became the first person in Bradford County to earn a GED diploma with honors. David Harris, director of the BradfordUnion Technical Center, recognized Baker before the school board Dec. 14, indicating that the achievement was even more impressive given that the state made the pursuit of a high school equivalency diploma more rigorous in 2014. At the same time, those who meet and exceed the new, tougher standards are eligible for the honors designation. Baker received a standing ovation from the school board members, administrators and members of the public present. Harris continued his praise, saying that Baker is currently continuing her education as a student at Santa Fe College, which brought another round of applause. (L-R) Harris and Baker are pictured with instructor Linda Rudoi. Harris said Rudoi instructs both daytime and nighttime adult education students, giving credit to the hardworking staff members at the technical center for their role in student success. The new work, 90 percent paid for by a Federal Aviation Administration grant with the remainder paid for by the Florida Department of Transportation, comes as the airport is completing two other projects: a new hangar and a security camera system. The 25-camera security system, costing $170,000 and paid for by a grant, was plagued by lightning strikes as a contractor attempted to complete the work. The system also New hangar, security camera system recently completed BY DAN HILDEBRAN Monitor Editor KEYSTONE HEIGHTS — Workers recently broke ground on a half-million-dollar project that will replace the paved surfaces of the Keystone Heights Airport except for the runways and taxiways. The resurfacing will occur mainly around the includes 12 terabytes of storage, enough to store around 60 days of history. The airpark board originally intended to lease the new, 3,600-square foot hangar, constructed by Union LaSteel for $18,000, to as many as five aircraft owners. However, after the building was completed, one owner rented the entire space. Work on the apron is scheduled to wrap up in March 2016. Also next year, the FDOT has allocated money to replace the airport’s fixed base operations building. Workers recently began replacing the apron surface at the Keystone Airpark. Workers move equipment into a new corporate hangar, originally intended to be a bulk hangar for up to five aircraft. FDOT to discuss Starke railroad overpass options The new Badcock has furniture and more. GROWTH for which there have been few details could also happen in 2016. A developer has approached the city about constructing a Dairy Queen across from McDonalds, although only a small drawing depicting an aerial view of the building and parking lot was supposedly all that had been submitted. According to City Manager Tom Ernharth, acquisition of the property has been complicated by the death of Dr. Edward Truppman of Aventura last September, who owned the property that makes up the Bradford Square Shopping Center. Ernhart also said a new Napa auto parts store could be in the shopping center’s future. While there was some commercial expansion, there were no new houses constructed in the city of Starke in 2015. In unincorporated Bradford County, there were a total of Continued from 1A permits pulled in unincorporated Bradford County related to the installation of portable building at American Gutter and a cell phone tower off of Southeast C.R. 18. Other notable business openings include the Call Street Café eatery, which moved into a remodeled storefront downtown, and Forest Garden Products at the former Lewis Timber office site. In the coming year, Starke is still set to expand its collection of discount stores when the Dollar Tree locates a new building just south of The Steakhouse in Starke. Some site plan changes were reportedly necessary because of the low elevation of the property. Another new business location LAW 20. Two of those approached an estimated $200,000, according to the permit report, two just exceeded $200,000, and three had an estimated worth of $300,000 or above. Overall, however, permits for new houses dropped by a third in 2015. There were 39 new mobile homes installed — two more than last year — and 16 replacements. According to the records currently logged on the county property appraiser’s website, property sales in the county totaled more than $26 million from Jan. 5 through Nov. 16. The largest transaction was the nearly $3.8 million paid for the Country Club Woods subdivision off of Wilson Road just east of the Starke city limits. The owner is listed as Cerberus Capital Management of New York, NY. The largest single-family home purchase was made for $339,000 for a lake home in Melrose. STARKE — Updated information on a proposed railroad overpass in Starke is the focus of a third public information meeting by Florida Department of Transportation planned for Jan. 4 at the Bradford County Fairgrounds, 2300 N. Temple Ave. An open house is scheduled from 4:30 until 6:30 p.m. when a presentation will be made followed by public comments. FDOT has been studying an overpass for the past year which will improve emergency response times and allow traffic to flow more freely. With 29 trains traveling through the city each day, emergency vehicles and other traffic experience frequent delays. Train traffic is expected to increase in the future, so the goal of the study is to identify a suitable location for a railroad overpass in Starke. Two locations under consideration are along the existing State Road 100 or using 144th Avenue just south of Starke. The S.R. 100 concept would build a bridge from Adams Street, just east of U.S. 301, to and begin the program. Superintendent Chad Farnsworth said they would try to offer the content in courses where a connection could be made with the students’ other studies. “Kind of knowing the consequences that could arise from some of their actions is definitively a preventative, proactive measure,” he said. Continued from 1A something we think as a sheriff’s office that we can help the community provide.” Having earned the support of the school board, the sheriff’s office will consult with the superintendent about the best time to get into the classrooms depending on the location selected. Right of way acquisition would begin in 2018. This meeting is being conducted without regard to race, color, national origin, age, sex, religion, disability or family status. Florida eggplants are currently in season and ready to be used in a variety of recipes. They are a great way to add dietary fiber, potassium, folate and vitamin K to your diet. This purple powerhouse is also a great vegetarian substitute for meatless main dishes. Fresh from Florida Recipe of the Month Eggplant and Hummus Pita Ingredients 1 large eggplant, cut into ⅓-inch thick rounds 2 tablespoons olive oil 4 large whole-wheat pitas 1 cup prepared hummus 3 cups lettuce, chopped 1. Preheat an oven to 425 degrees. 2. Brush eggplant slices on both sides with oil and arrange in a single layer on a baking sheet. Bake for 15 minutes, turning the slices over halfway through so that they brown on both sides. 3. Split each pita in half, forming eight rounds. Spread hummus on each pita round. 4. Divide eggplant and place a few slices in each pita. Stuff the pitas with lettuce. Enjoy! Serves eight. Even though temperatures can fluctuate this time of year, it’s still better to play it safe by choosing cold tolerant plants. Annuals that can be planted now include dianthus, flowering cabbage and kale, ranunculus, petunias, violas and snapdragon. For March flowers, plant delphinium, digitalis (foxglove), and larkspur in January or February. Now is a good time to plant bulbs like African lily (Agapanthus), calla, crinum, daylily and Gloriosa lily. Provide a layer of mulch for protection from cold temperatures. Vegetables to plant now include broccoli, cabbage, leeks, potatoes, radish and turnips. Lettuce are one of the first cool season vegetable to go to flower if we get a few days of really warm weather. Once the plant begins this process (bolting), harvest the leaves as soon as possible because they will be increasingly bitter over time. What to do in January Wait until March to plant into the landscape the poinsettia you were given at Christmas. Be ready to cold protect tender plants to minimize damage. Now is the time to purchase and plant bare root fruit trees like pears and plums. For citrus, harvest ripe fruit before a freeze if temperatures are going to drop below 28 degrees for at least four hours. If fruit are not ripe, leave them on the tree because citrus will not ripen once picked. Water well 24 hours before a freeze. Across much of the U.S., the tree swallow is the hardiest swallow species. It returns early in spring, leaves late in fall, and winters in the southern U.S. According to Audubon’s climate model, tree swallows will soon be wintering farther north and farther inland. The model predicts a 56 percent loss of current winter range, with some potential expansion during that season, but with some currently favorable areas along and near the Gulf Coast forecast to become less available for wintering tree swallows. A similar pattern is in store for summer: a 61 percent loss of current range, with the range drifting northward.
