Special Called Meeting September 17, 2012 A special called meeting of the Nash County Board of Commissioners was held at 6:00 PM, September 17, 2012 in the Frederick B. Cooper, Jr. Commissioners’ Room at the Claude Mayo, Jr. Administration Building in Nashville, NC. Present were Chairman Billy Morgan and Commissioners Fred Belfield, Robbie B. Davis, J. Wayne Outlaw, Lou M. Richardson, Danny Tyson, and Mary P. Wells. Others present were Darla Slipke, Amelia Harper, Derek Hawkes, Nancy Nixon, Brian Brantley, Captain Pat Joyner, Scott Rogers, Bert Daniel, Lisa Barnes, Mayor LuHarvey Lewis, Frank Harrison, John Gessaman, Krista Ikirt, Rosemary Dorsey, Janice Evans, Vince Durham, and Bob Murphy. Chairman Morgan called the meeting to order and called on Mary P. Wells for the invocation and Danny Tyson for the Pledge of Allegiance. Mr. John Gessaman, President of the Carolinas Gateway Partnership made a presentation to the Board on the proposed Economic Inducement Agreement with Sanderson Farms, Inc. He recommended adoption of the proposed resolution with findings that the resolution is consistent with North Carolina GS Section 158-7.1. On motion of Robbie B. Davis seconded by Fred Belfield and duly passed that the Board go into a public hearing. Mr. Bert Daniel of Spring Hope spoke against the proposed Inducement Agreement. Mr. Frank Harrison of Rocky Mount spoke in support of the proposed Economic Inducement Agreement. Ms. Sonya Holmes of Broadway, NC spoke in opposition to the Inducement Agreement. Ms. Linda Pete of Nashville spoke in support of the project. Ms. Lisa Barnes of Spring Hope spoke in opposition to the proposed Economic Inducement Agreement with Sanderson Farms. Mr. Lige Daughtridge of Rocky Mount spoke in support of the Sanderson Farms project. Mr. Jody Tyson of Snow Hill, NC spoke in opposition to Sanderson Farms. Chairman Morgan recessed the Board of Commissioners’ meeting for five (5) minutes. Chairman Morgan called the meeting back to order and called on the next speaker. Mr. Ken Sikes of Nashville spoke in support of the Sanderson Farms project. Mr. James Ricks of Wilson spoke against the Sanderson Farms project. Mr. Skip Carney of Rocky Mount spoke in support of Sanderson Farms. Mr. Eddie Williamson of Elm City spoke in opposition to Sanderson Farms and read a letter of August 1, 2012 from James P. Cauley, III to the Nash County Attorney, G. Vincent Durham, Jr., Esq. Commissioner J. Wayne Outlaw requested the minutes reflect that he has never seen or was never aware of the letter containing the details of the settlement offer read by Mr. Williamson. Mr. Tony Foote of Rocky Mount spoke in favor of the proposed Inducement Agreement with Sanderson Farms. Mr. Larry Baldwin of New Bern, NC spoke on CAFOs and against the Sanderson Farms project. Mr. Andre’ Knight of Rocky Mount spoke in support of Jobs. Ms. Rachel Edwards of Bailey spoke in opposition to Sanderson Farms. Mr. Don Williams of Rocky Mount spoke in support of the Sanderson Farms project. Mr. Chris Raper of Elm City spoke in opposition to Sanderson Farms. Mr. Cecil Willaims, Jr. of Rocky Mount spoke in support of the Economic Inducement Agreement for Sanderson Farms. Mr. Don Webb of Stantonsburg spoke in opposition to Sanderson Farms. Mr. Larry Daniel of Elm City spoke in opposition to Sanderson Farms. Mr. A. J. Verrecchia of Bailey spoke in opposition to the Sanderson Farms project. Ms. Beverly Whitehurst of Rocky Mount spoke in opposition to Sanderson Farms. Mr. Donnie Finch of Tar River Church Road spoke in opposition to Sanderson Farms. Ms. Kathy Williamson of Elm City spoke in opposition to the Sanderson Farms Inducement Package. Ms. Linda Matthews of Wilson spoke in opposition to the Economic Inducement Agreement with Sanderson Farms. Ms. Annette Davis of Elm City spoke in opposition to the Sanderson Farms project. Ms. Pam Staab of Wilson spoke in opposition to the Sanderson Farms project. Chairman Morgan recessed the Board of Commissioners’ meeting for five (5) minutes. Chairman Morgan called the meeting back to order. Ms. Lois Ridgway of Rocky Mount spoke in opposition to the Sanderson Farms project. Mr. Ken Pledger of Rocky Mount spoke opposition to the Economic Inducement Agreement for Sanderson Farms. Ms. Anne Sickinger of Bailey spoke in opposition to Sanderson Farms. Ms. Rose Ann Shearin of Nashville spoke in opposition to Sanderson Farms. Ms. Nyema Muhammad of Rocky Mount spoke in opposition to the Economic Inducement Agreement for Sanderson Farms. On motion of Danny Tyson seconded by Fred Belfield and duly passed that the public hearing adjourn. Commissioner Danny Tyson made a motion to approve the Economic Inducement Agreement for Sanderson Farms. The motion was seconded by Fred Belfield. Commissioner J. Wayne Outlaw made an amended motion to delay action on the request pending further discussion on the issues that were brought before the Board tonight. The motion was seconded by Chairman Billy Morgan. The Board voted on the amended motion. The motion failed by the following vote: Billy Morgan J. Wayne Outlaw Fred Belfield Robbie B. Davis Lou M. Richardson Danny Tyson Mary P. Wells Yes Yes No No No No No The Board voted on the original motion to approve the Economic Inducement Agreement for Sanderson Farms and the following resolution.
