WISSAHICKON VALLEY HISTORICAL SOCIETY
Franklinville School
Open houses are held at the Franklinville School, 1701 Morris Road, (west of DeKalb
Pike/Route 202) on the third Sunday of the month from 1:00-4:00 PM, May to October. Built
in 1858, it is the only remaining one-room schoolhouse in Whitpain open to the public and
offers a rare opportunity for a glimpse of early American education. Bring the children. For

Whitpain Public School - 1895 Building
Centre Square Commons will feature a number of restaurants, retailers, and a specialty
grocery store. The developer anticipates that the first tenants will begin moving into the
development in 2017. In conjunction with this development, a new traffic signal will be
placed on Route 202 that lines-up with Wawa’s southernmost driveway. Additionally, when the new fire
station is completed and the old station is torn down, a new roadway that provides a second access point to
Centre Square Commons will be built. Along with this roadway, a traffic signal will be placed on Route 73
so motorists will have safe access to both Centre Square Commons and McCaffrey’s/Kohl’s.
Immediately adjacent to Centre Square Commons, the volunteers at Centre Square Fire Company (CSFC)
have broken ground on a new fire house. The station features 6 bays, crew bunk quarters, expanded office
space, an exercise room, and an enhanced training area. CSFC is currently raising funds to help pay for the
new station and would appreciate your help.
Outside of the Centre Square Village area, we have made significant progress on a number of important
open space items. The much anticipated dog park will open at Centre Square Park on September 18.
Additionally, much work is underway to expand our trail systems with work to connect the Wentz Run Trail
to our State Champion Pignut Hickory Tree. The trail system will also connect to the Green Ribbon Trail in
Lower Gwynedd.
This issue of the Township Newsletter features many other topics that I couldn’t cover here, with one
significant item being the launch of Whitpain’s new Traffic Task Force. Please be sure to sign up for our

Ambler/Whitpain Football & Cheering
The AW Trojans teach the fundamentals of football and cheerleading to boys and girls ages 4 - 14 from the Wissahickon
School District area. AW is poised to embark on its 19th overall season and hopes to add another League championship to
its four previous championship seasons. Home games and practices are held at Stony Creek Sports Park on North Wales

Whitpain Recreation Association (WRA)
F
ounded in 1963, the Whitpain Recreation Association (WRA) is a not-for-profit organization made up of 100% volunteers.
It has the sole purpose of helping to instill the ideals of sportsmanship, teamwork and respect in our local youth through
organized sports. WRA serves the local community with year-round competition in both instructional and travel leagues for
baseball, basketball, field hockey, soccer and softball. WRA’s governing body consists of a Board of Directors whose members,
along with chairpersons for each sport, and committees and coaches, provide operational, financial and administrative support

L
ocal government of the Commonwealth of Pennsylvania is divided into a number of classifications i.e., cities, townships, and boroughs.
There are two categories of townships in the Commonwealth – those identified as townships of the first class and those known as
townships of the second class. Second class townships make up the greatest bulk of municipalities in Pennsylvania. Whitpain Township is
a Township of the Second Class. It is governed by a five-member Board of Supervisors elected at large by the electorate. Most, if not all,
of the executive and legislative powers allocated to Whitpain Township in the State Second Class Township Code are vested in the Board
of Supervisors. The Board of Supervisors is empowered to appoint professionals to assist them in the operation of the Township and to
furnish advice and counsel on technical matters. Additionally, the Board appoints all of the members of the various advisory boards and
commissions as well as the Zoning Hearing Board and the Planning Commission.
The levying of Township taxes and the appropriations to the various departments and subsidiary boards and commissions are the
responsibility of the Board of Supervisors. During the months of November and December, public hearings are held for the purpose of
reviewing the budget for the following year. Residents are encouraged to attend these meetings and to review the proposed Township
budget during that time.

TOWNSHIP FORMS TASK FORCE
TO ADDRESS TRAFFIC CONCERNS
One of the biggest issues facing Whitpain is the headache of traffic.
The Township's geographic position as the “Crossroads of Montgomery
County” means that it deals with both east-west and north-south traffic that is
moving through the county. To address some issues that come with traffic and
traffic safety, the Township has formed a Traffic Task Force. This Task Force
consists of police officers, engineers, public works employees, and
administrative staff who comprehensively analyze and address traffic concerns.
“The root cause of our traffic issues come from the lack of capacity on Routes 202 and 73,” said Township
Manager Roman Pronczak. “As traffic backs-up on these main roadways, frustrated motorists look for
shortcuts through our residential roadways which are not designed to handle the volume of traffic.”
PennDOT plans to go out to bid for the expansion of 202 and 73 next year or in early 2018. Once this
project is completed, residents will see welcomed relief in traffic delays. In the meantime, the Traffic Task
Force will seek to address traffic issues while we wait for major relief. “The long-term solution to our traffic
problems is state-funded roadways improvements,” said Mr. Pronczak. “However, in the short term, the
Township can address issues like signage, traffic signal timing, and enhanced enforcement.”

FIRE EXPO
Centre Square Fire Company’s Annual Fire Expo will be held at Wentz Run
Park on Friday, October 7 from 6-9 PM. This annual family event features:

• Fire prevention displays and demonstrations

Supervisors Approve $2.15 Million Donation
For New Centre Square Fire Station
I
n June, the Board of Supervisors approved a $2.15 million donation from the Capital
Reserve Fund to the Centre Square Fire Company (CSFC) for the construction of a new
fire station. The state-of-the-art new station, which will be located behind the current station
on Skippack Pike, will contain 6 bays, improved training facilities, and bunk rooms. The total cost of the new
station is $4.5 million.
In addition to the Township’s contribution, the station will be built with CSFC capital reserve funds, a CSFC
Relief Association contribution, and generous donations from the community.

designed in the 1970’s and wasn’t
functioning to modern standards.
"We transformed an antiquated
dry-bottom bed into a naturalized basin,”
said Whitpain Township Sustainability

upgrade will help improve water quality
in the Wissahickon Valley Watershed and
helps our community comply with state
and federal environmental regulations.”

The Whitpain Walkers is a weekly walking club that meets at various walking trails in the
area. This program is ideal for individuals who want to walk with others, discover great

something new to do during the day! The walking club is a non-competitive group that
encourages healthy lifestyles, exercise, being in nature, and socializing with others.

• Consider composting. Compost can be used next year to condition your soil in
order to absorb more rain water. This is an easy way to consolidate organic
waste material to ensure that it doesn’t enter a storm drain.
• Fertilize your lawn in the fall. Fall fertilization promotes vigorous root growth
and prevents fertilizer from leaching into streams and ponds in the spring.
• Plant trees and shrubs. Fall is the best time for planting most trees and shrubs.
Each large tree planted can intercept over 1,000 gallons of rainwater each year.
The more trees and shrubs on your property, the more stormwater is controlled
in your community.
• Winterize outdoor water lines. Disconnect and store hoses to avoid damage
from freezing. As the wintry mix of snow and rain comes along, monitor the
melt runoff and see where more improvements could be made next year to
keep the water on the property.

WHITPAIN DOG PARK MEMBERSHIP ORIENTATION
For the safety, accountability, and enjoyment of users, Whitpain
Dog Park is for registered members only. Orientation is mandatory
in order to become a member of the Dog Park. Pre-registration is
required and there is no cost to attend orientation. Any adult
planning on bringing their registered dog to the dog park MUST
attend orientation. Register online at www.whitpainrec.com.
For their safety, children under the age of 14 are not permitted in the
Dog Park and children ages 14-17 must be accompanied by an adult.

Annual Membership Fees
• Whitpain Township Resident: $35 for 2 dogs ($15/additional dog)

• Memberships expire on 12/31. If registering in the fall of 2016, memberships will expire on 12/31/2017
How to Register for the Dog Park
You may register for a Dog Park membership during orientation ONLY if you bring the required registration
form, COPIES of PA Dog License and vaccination records. Membership fees may be paid with check or cash
at orientation.
If you are not registering during orientation, you may register in person at the Whitpain Township Building,
Monday-Friday, 9 a.m. - 4 p.m. All required information must be submitted together. Registrations with
missing paperwork will NOT be accepted.

• No refunds or adjustments for: missed classes; discontinuing an activity; cancellation; and/or falsification
of information. Fees will only be refunded if a program is cancelled due to insufficient enrollment.
• Some programs/classes are held within a Wissahickon School District or Montgomery County Community
College building. If the school is closed due to inclement weather or to observe a holiday, no classes will
be held. School closing numbers are: #314 (Wissahickon School District) & #320 (MCCC).
• Most programs rely on minimum enrollment to run. Please register at least one week before the start date.
• Programs may be cancelled if required minimum registrations are not met one week prior to the start of

Registration Procedures
• Register for programs online at www.whitpainrec.com or in person at the Whitpain Township Building,
960 Wentz Road in Blue Bell, between 9am and 4pm.
• Registrations cannot be taken over the phone.
• Registrations are processed in the order in which they are received.
• All fees are payable upon enrollment.
• No refunds or adjustments for: missed classes; discontinuing an activity; cancellation; and/or falsification
of information. Fees will only be refunded if a program is cancelled due to insufficient enrollment.
• Some programs/classes are held within a Wissahickon School District or Montgomery County Community
College building. If the school is closed due to inclement weather or to observe a holiday, no classes will
be held. School closing numbers are: #314 (Wissahickon School District) & #320 (MCCC).
• Most programs rely on minimum enrollment to run. Please register at least one week before the start date.
• Programs may be cancelled if required minimum registrations are not met one week prior to the start of
the program.

For the safety, accountability, and enjoyment of users, Whitpain
Dog Park is for registered members only. Orientation is mandatory
in order to become a member of the Dog Park. Pre-registration is
required and there is no cost to attend orientation. Any adult
planning on bringing their registered dog to the dog park MUST
attend orientation. Register online at www.whitpainrec.com.
For their safety, children under the age of 14 are not permitted in the
Dog Park and children ages 14-17 must be accompanied by an adult.

You may register for a Dog Park membership during orientation ONLY if you bring the required registration
form, COPIES of PA Dog License and vaccination records. Membership fees may be paid with check or cash
at orientation.
If you are not registering during orientation, you may register in person at the Whitpain Township Building,
Monday-Friday, 9 a.m. - 4 p.m. All required information must be submitted together. Registrations with
missing paperwork will NOT be accepted.

• Keep leaves out of our storm drain system. Leaf litter and any yard waste
dumped into a stormwater basin or near a waterway can cause harmful

drains and make their way into the nearest creek as well.

The Whitpain Walkers is a weekly walking club that meets at various walking trails in the

something new to do during the day! The walking club is a non-competitive group that
encourages healthy lifestyles, exercise, being in nature, and socializing with others.

• Consider composting. Compost can be used next year to condition your soil in
order to absorb more rain water. This is an easy way to consolidate organic
waste material to ensure that it doesn’t enter a storm drain.
• Fertilize your lawn in the fall. Fall fertilization promotes vigorous root growth
and prevents fertilizer from leaching into streams and ponds in the spring.
• Plant trees and shrubs. Fall is the best time for planting most trees and shrubs.
Each large tree planted can intercept over 1,000 gallons of rainwater each year.
The more trees and shrubs on your property, the more stormwater is controlled
in your community.
• Winterize outdoor water lines. Disconnect and store hoses to avoid damage
from freezing. As the wintry mix of snow and rain comes along, monitor the
melt runoff and see where more improvements could be made next year to
keep the water on the property.

Supervisors Approve $2.15 Million Donation
For New Centre Square Fire Station
I
n June, the Board of Supervisors approved a $2.15 million donation from the Capital
Reserve Fund to the Centre Square Fire Company (CSFC) for the construction of a new
fire station. The state-of-the-art new station, which will be located behind the current station
on Skippack Pike, will contain 6 bays, improved training facilities, and bunk rooms. The total cost of the new
station is $4.5 million.
In addition to the Township’s contribution, the station will be built with CSFC capital reserve funds, a CSFC
Relief Association contribution, and generous donations from the community.

his summer The Township completed
an upgrade to the Village Circle
detention basin. The basin was originally
designed in the 1970’s and wasn’t
functioning to modern standards.
"We transformed an antiquated
dry-bottom bed into a naturalized basin,”
said Whitpain Township Sustainability
Coordinator Greg Klucharich. “This
upgrade will help improve water quality
in the Wissahickon Valley Watershed and
helps our community comply with state
and federal environmental regulations.”

TOWNSHIP FORMS TASK FORCE
TO ADDRESS TRAFFIC CONCERNS
One of the biggest issues facing Whitpain is the headache of traffic.
The Township's geographic position as the “Crossroads of Montgomery
County” means that it deals with both east-west and north-south traffic that is
moving through the county. To address some issues that come with traffic and
traffic safety, the Township has formed a Traffic Task Force. This Task Force
consists of police officers, engineers, public works employees, and
administrative staff who comprehensively analyze and address traffic concerns.
“The root cause of our traffic issues come from the lack of capacity on Routes 202 and 73,” said Township
Manager Roman Pronczak. “As traffic backs-up on these main roadways, frustrated motorists look for
shortcuts through our residential roadways which are not designed to handle the volume of traffic.”
PennDOT plans to go out to bid for the expansion of 202 and 73 next year or in early 2018. Once this
project is completed, residents will see welcomed relief in traffic delays. In the meantime, the Traffic Task
Force will seek to address traffic issues while we wait for major relief. “The long-term solution to our traffic
problems is state-funded roadways improvements,” said Mr. Pronczak. “However, in the short term, the
Township can address issues like signage, traffic signal timing, and enhanced enforcement.”

L
ocal government of the Commonwealth of Pennsylvania is divided into a number of classifications i.e., cities, townships, and boroughs.
There are two categories of townships in the Commonwealth – those identified as townships of the first class and those known as
townships of the second class. Second class townships make up the greatest bulk of municipalities in Pennsylvania. Whitpain Township is
a Township of the Second Class. It is governed by a five-member Board of Supervisors elected at large by the electorate. Most, if not all,
of the executive and legislative powers allocated to Whitpain Township in the State Second Class Township Code are vested in the Board
of Supervisors. The Board of Supervisors is empowered to appoint professionals to assist them in the operation of the Township and to
furnish advice and counsel on technical matters. Additionally, the Board appoints all of the members of the various advisory boards and
commissions as well as the Zoning Hearing Board and the Planning Commission.
The levying of Township taxes and the appropriations to the various departments and subsidiary boards and commissions are the
responsibility of the Board of Supervisors. During the months of November and December, public hearings are held for the purpose of
reviewing the budget for the following year. Residents are encouraged to attend these meetings and to review the proposed Township
budget during that time.

WISSAHICKON VALLEY HISTORICAL SOCIETY
Franklinville School
Open houses are held at the Franklinville School, 1701 Morris Road, (west of DeKalb
Pike/Route 202) on the third Sunday of the month from 1:00-4:00 PM, May to October. Built
in 1858, it is the only remaining one-room schoolhouse in Whitpain open to the public and
offers a rare opportunity for a glimpse of early American education. Bring the children. For

Whitpain Public School - 1895 Building
Centre Square Commons will feature a number of restaurants, retailers, and a specialty
grocery store. The developer anticipates that the first tenants will begin moving into the
development in 2017. In conjunction with this development, a new traffic signal will be
placed on Route 202 that lines-up with Wawa’s southernmost driveway. Additionally, when the new fire
station is completed and the old station is torn down, a new roadway that provides a second access point to
Centre Square Commons will be built. Along with this roadway, a traffic signal will be placed on Route 73
so motorists will have safe access to both Centre Square Commons and McCaffrey’s/Kohl’s.
Immediately adjacent to Centre Square Commons, the volunteers at Centre Square Fire Company (CSFC)
have broken ground on a new fire house. The station features 6 bays, crew bunk quarters, expanded office
space, an exercise room, and an enhanced training area. CSFC is currently raising funds to help pay for the
new station and would appreciate your help.
Outside of the Centre Square Village area, we have made significant progress on a number of important
open space items. The much anticipated dog park will open at Centre Square Park on September 18.
Additionally, much work is underway to expand our trail systems with work to connect the Wentz Run Trail
to our State Champion Pignut Hickory Tree. The trail system will also connect to the Green Ribbon Trail in
Lower Gwynedd.
This issue of the Township Newsletter features many other topics that I couldn’t cover here, with one
significant item being the launch of Whitpain’s new Traffic Task Force. Please be sure to sign up for our

Ambler/Whitpain Football & Cheering
The AW Trojans teach the fundamentals of football and cheerleading to boys and girls ages 4 - 14 from the Wissahickon
School District area. AW is poised to embark on its 19th overall season and hopes to add another League championship to
its four previous championship seasons. Home games and practices are held at Stony Creek Sports Park on North Wales

Whitpain Recreation Association (WRA)
F
ounded in 1963, the Whitpain Recreation Association (WRA) is a not-for-profit organization made up of 100% volunteers.
It has the sole purpose of helping to instill the ideals of sportsmanship, teamwork and respect in our local youth through
organized sports. WRA serves the local community with year-round competition in both instructional and travel leagues for
baseball, basketball, field hockey, soccer and softball. WRA’s governing body consists of a Board of Directors whose members,
along with chairpersons for each sport, and committees and coaches, provide operational, financial and administrative support
