East Brandywine Township and Hopewell United Methodist Church are hosting a 250 foot replica of the Vietnam Veterans’ Memorial located in Washington in East Brandywine Community Park, 440 Dilworth Road in Downingtown. The Wall that Heals will be open 24 hours a day beginning at 6 PM on Wednesday, July 27th through 4 PM on Sunday, July 31st. There will be no charge for admission. For more information, including ceremony dates and time, visit www.ebrandywine.org. D. There will be a public hearing on August 15, 2016, to consider and possibly adopt a resolution approving an economic development liquor license for HG Coal Fired Pizza, Inc. to be located in Tredyffrin Township at 500 Chesterbrook Boulevard, Unit 12. CALL TO ORDER CONDITIONAL USE HEARING ENCLOSURE Public hearing to consider the conditional use application ("Application") of Linden Lane Capital Partners relating to the properties in the TCD – Town Center zoning district, located at 37 N. Valley Road, 9 E. Central Avenue, and 7 E. Central Avenue, all in Paoli, Pennsylvania, 19301, tax parcel numbers 43-9L-213, 43-9M-92.1, and 43-9L-214. The properties are owned by Station Square, LP. The Application seeks conditional use approval pursuant to Section 208-71 (Zoning Bonuses in the Town Center District) and Section 208-117 (Conditional Uses) of the Code of the Township of Tredyffrin to construct three new buildings, each of which will have multi-family dwellings (apartments) and designated rental space for office, retail or personal services uses. Page 2 of 2 Tredyffrin Township Public Meeting Minutes – June 20, 2016 The public meeting of the Board of Supervisors of Tredyffrin Township was held on the above date at the Township Building. Board members present were Chairman Trip Lukens; Vice-Chair Sean Moir; Mark Freed; Heather Greenberg (via phone); Paul Olson; Evelyn Richter; and Murph Wysocki. Also in attendance were Township Manager William Martin; Township Solicitor Vincent Donohue; Township Engineer Stephen Burgo; Township Finance Director Joseph DiRocco; Assistant Township Manager/Director of Planning & Zoning Matthew Baumann; Lieutenant Taro Landis; Director of Operations Dean Wilkins; and Recording Secretary Patricia Hoffman. CALL TO ORDER Mr. Lukens called the meeting to order at 7:03 PM. ANNOUNCEMENTS Mr. Lukens announced: - Just a reminder that the road closures in Valley Forge Park on Route 252, Yellow Springs Road, and the Knox Covered Bridge continue through the completion of the sewer project, anticipated in early September. These closures apply to all motor vehicles, pedestrians, and cyclists for safety as construction activities are on-going in these areas. Updates on closures can be found on the Township website. - The Tredyffrin Public Library Flagpole Dedication Ceremony is scheduled for Saturday, June 25, 2016, at 11 AM. Tredyffrin Township officials and members of the community, Tredyffrin’s veterans, along with local Boy Scout and Girl Scout troops, will assist raising the two flags: an American flag donated by Pennsylvania State Senator Andy Dinniman and a Pennsylvania Commonwealth flag donated by Pennsylvania State Representative Warren Kampf. Thanks to their generosity, both the American and Pennsylvania Commonwealth flags will fly for the first time in front of the library located in Strafford. - Congratulations to Tredyffrin Township’s Planning and Zoning Coordinator, Zach Barner, for passing his exam and becoming a member of the American Institute of Certified Planners (AICP). - The public hearing that was announced at the May 16, 2016, meeting to consider and possibly amend Ordinance HR-276 to prohibit parking on the west side of Surrey Way has been postponed until July 18, 2016. - In observance of Independence Day, Township Offices will be closed on Monday, July 4, 2016. - Following the public meeting of the Board of Supervisors on July 18th, the Board will open the conditional use hearing for Linden Lane Capital Partners/Station Square LP for the project known as “Station Square”. MINUTES Motion made by Mr. Olson, seconded by Mr. Wysocki, and passed unanimously to approve the minutes of the May 16, 2016, public meeting. REPORTS Paoli Transportation Center Marilyn Jamison, Amtrak, and Bob Lund, Septa, provided an update for the Paoli train station improvement project and the recent open house held at the station. The first phase of the project include making the changes needed to bring the station into ADA compliance and expanding parking capabilities. Information and updates for the project can be found on the Township website; as well as brochures and renderings available in the Township building. Police Lt. Landis: - Reminded residents that school has closed for the summer and they should exercise caution when driving through the neighborhoods. - Reported that the Crime Watch program continues to be successful and helpful, and urged community sign up. The program is accessible through a Smartphone app at no cost. Reported that the Department is initiating an anti-drug program, “No More, Know More”. Reported that the Department celebrates its 90th year of serving and protecting this community at the Community Day scheduled for September 17, 2016. Reminded residents to submit vacation notices to the Department. Provided an overview on a recent tragic event that resulted in the death of a Township resident. He reported that the Department is working with the District Attorney and Chester County detectives to solve this case. Paoli Fire Company Company president John Beatty reviewed how reports will be provided going forward and introduced the new Fire Chief, Andrea Testa. Chief Testa reported: - there were 25 fire calls, 17 ALS calls, and 34 BLS calls for Tredyffrin Township in the previous month. There were 13 false alarms in Tredyffrin (21 total) in May, an increase over the past month. She reminded residents and businesses that alarms need to be serviced for maintenance each year. - The budget is positive even though the fund drive got out late this year due to mail house complications. Membership response is improved over last year. - significant incidents in which the Company was involved during the last month. Berwyn Fire Company Chief Eamon Brazunas reported: - there were 43 fire calls, 53 ALS calls, and 60 BLS calls for Tredyffrin Township in the previous month. False alarms were down a little from last month. - the budget showed no significant deviations. - significant incidents in which the Company was involved during the last month. Chief Brazunas, Mr. Lukens, and Mr. Martin acknowledged Dean Wilkins and the Public Works team for their tremendous support to the fire companies over the years and presented him with a plaque of appreciation for their tireless efforts and assistance. Mr. Lukens acknowledged the volunteers, thanked them for their service and urged residents to respond to the annual fund drives. Engineering Mr. Burgo reported: - that substantial progress has been made with both the front and rear entry areas to the Township Building. - that project work continues with the ARLE and TAP grant projects. - relining operations for the Wilson Road force main rehabilitation project is 33% complete. He reiterated the need for visitors to follow the road and trail closures, whether driving, on foot, or on bikes. - a survey is complete and design work is underway for the Howellville Road Bridge project. - the engineering staff met with PADEP to discuss upcoming MS4 regulations and the 2018 permit process and requirements. - there are a few remaining items to be completed for the Walker Road Bridge project, which is still expected to be completed by the start of school. - work on the Chesterbrook Boulevard Bridge over Route 202 is nearly complete. TOWNSHIP BUSINESS Supervisor Liaison Reports Mr. Lukens reported that the Board met in Executive Session prior to this meeting to discuss legal and personnel issues. Mr. Wysocki reported that the Historical Commission met on May 18th and discussed the Historical Plaque program and the Pennsylvania Historical Blue Marker program and recognized the CVS project and their efforts at saving the Covered Wagon Inn. They plan to review the Historic Overlay Ordinance. The next meeting is July 20th. Mr. Wysocki reported that the Planning Commission met on May 19 th: - They granted preliminary approval of the land development application by Summit Realty Advisors (CVS Pharmacy) to construct a new pharmacy building, drive-thru/parking lot, and associated improvements on the existing 1.48 acre lot. The current plans propose to demolish a portion of the existing restaurant building and retain the historic portion known colloquially as the Covered Wagon Inn. The property, located at 625/629 East Lancaster Avenue in Wayne, is within the C-1 (Commercial) district. - Recommended that the Board of Supervisors consider the conditional use application of Linden Lane Capital Partners (Station Square Redevelopment) to construct three (3) new mixed-use buildings, with structured and surface parking, and associated improvements. Uses include multi-family (apartment) and rental space for office, retail, and/or personal services. The properties, located at 37 N. Valley Road and 7 & 9 E. Central Avenue in Paoli, are within the TCD (Town Center) district. - The next meeting is July 21st. Motion made by Mr. Wysocki, seconded by Mr. Freed, and passed unanimously to appoint David Thomas to the Planning Commission to complete David Biddison’s term. Mr. Wysocki reported that the Library Board of Trustees met on May 26 th: - to review administrative, operational, program, fundraising and staffing matters. - Use of the library continues at high levels. - He congratulated the Friends of the Libraries on the success of their recent book sale. - The 50th anniversary celebration will take place on Saturday, September 17 th. - The next meeting is June 23rd at the Paoli Library. Mr. Olson added that additional volunteers are needed for the libraries. Mr. Moir reported that the Park and Recreation Board met on June 8 th. Since a quorum was not reached, they informally discussed installing a pickle-ball court at Wilson Farm Park. Mr. Freed reported that the Zoning Hearing Board will meet on June 23rd. The only item on the agenda is the request for a variance for the Chesterbrook Shopping Center sign, which shows significant reduction from the original proposal. Mr. Freed reported that the Tredyffrin Easttown School Board met on June 13th and passed the 2016-2017 budget with a tax increase. The girls’ lacrosse defeated Radnor for the 2016 PIAA championship and the boys rugby team are the district champs. The Board appointed a new district athletic director and head football coach. Mrs. Richter reported that the Environmental Advisory Council is seeking additional volunteers for the council and anyone interested should contact the Township. Mrs. Richter reported that the Traffic Committee met on June 15 th and discussed installing signs on Homestead Road (no thru traffic) and the TESD traffic study planned for Valley Forge Middle School/Elementary School in the fall. Mrs. Richter asked that at a future Supervisors’ meeting, the Board discuss the use of drones in Township parks. 2015 Audit Presentation Steve Katsuflakis from Barbacane Thornton provided a summary of the 2015 Audit for Tredyffrin Township and provided an unmodified opinion on the Financial Statements and did not identify any deficiencies but will make two recommendations. The Township did retain its AAA rating. Motion made by Mr. Olson, seconded by Mr. Freed, and passed unanimously to accept the 2015 Audit. Purchase of new Township Complex Sign Motion made by Mr. Freed, seconded by Mr. Wysocki, and passed unanimously for a capital purchase to install a new sign at the Township complex at a cost not to exceed $10,357.00. CH2M for Supplemental Proposal Motion made by Mr. Freed, seconded by Mr. Olson, and passed unanimously to approve the supplemental proposal for continued construction inspection services (contract extension through October 2016) by CH2M for the emergency rehabilitation of the Wilson Road Force Main in the amount of $180,000.00. This cost will be shared by the Partners. Bids for 2016 Superpave Program Motion made by Mr. Olson, seconded by Mrs. Richter, and passed unanimously to approve the staff receive bids for the 2016 Superpave Street Resurfacing. Glenn Avenue Emergency Sanitary and Storm Sewer Replacement Motion made by Mr. Moir, seconded by Mr. Freed, and passed unanimously to award the bid for the Glenn Avenue emergency sanitary and storm sewer replacement project to Phoenixville Plumber, Div. of MG Property Mgmt, LLC, in the amount of $126,569.00. Traffic Signal Easement Agreement between Tredyffrin Township and Lifetime Fitness Motion made by Mr. Olson, seconded by Mr. Wysocki, and passed unanimously to approve the Traffic Signal Easement Agreement between Tredyffrin Township and LTF Real Estate Company, Inc. ESCROWS Motion made by Mrs. Richter, seconded by Mr. Freed, and passed unanimously to approve the release of $32,555.82 from FirstTrust Bank to 1067 Lancaster Avenue Development LLC; balance remaining $75,212.09 Motion made by Mr. Olson, seconded by Mr. Lukens, and passed unanimously to the approve release of $36,382.82 from M&T Bank to South Valley Road Partners, LP; balance remaining $330,988.78 NEW MATTERS Board Members Motion made by Mrs. Richter, seconded by Mr. Lukens, and passed unanimously to recommend that the Park & Recreation Board consider setting a policy to permit the use of drones in Township parks. Mrs. Richter reported that at the last EAC meeting, it was recommended removing ash trees from Township property and possibly selling them for firewood as an infestation of ash bores is due in the next few years and the trees will be damaged beyond repair. The staff will look into the number of ash trees to determine the path forward. Mr. Moir asked that the Board of Supervisors consider televising the Planning Commission meetings. Mr. Martin responded that a cost analysis will be done to determine the feasibility of this. Citizens Residents of the Armstrong Court section of Chesterbrook expressed their concerns over a vacant house in their neighborhood citing the overgrown lot, the dilapidated condition of the home, the unsafe conditions around the property; and their perceived lack of response by the Township after the May meeting where these issues were reported. Mr. Baumann responded that the Township has arranged for the grass to be mowed every two weeks and the process to lien the property and push the property to sale has been initiated. Mr. Lukens added that this would be a long process and that Township staff were responding appropriately and he assured the residents that this was a priority concern for the Board and the staff. Resident Richard Stratton shared his concerns regarding a violation notice he received for leaf piles in his yard. Mr. Baumann responded that this violation was complaint driven. Mr. Stratton asked that the Supervisors look at the ordinance for some possible changes and Mr. Lukens responded that they would review the ordinance. Resident Doug Anestad shared his concerns regarding the TESD eliminating a walking path from the Green Hills neighborhood onto the Valley Forge Middle School property, referencing an agreement from 2002 in which the TESD agreed to keeping the path with the Chesterbrook Civic Association at a Township Zoning Hearing Board meeting.
