population aged 15-64, had
used an illicit drug at least once
in the previous year (World Drug

• DRUG-RELATED DEATHS
On the same period, around 183,000
drug-related deaths were reported
corresponding to a mortality rate of 40
deaths per million among the
population aged 15-64.
It is also indicated that men are more
likely to use drugs than women
(UNODC, 2014)

In particular, “drug abuse affects the freedom and
development of young people, the world’s most
valuable asset.”

• PHILIPPINE RESPONSE
RA 9165 or the Comprehensive
Dangerous Drugs Act of 2002 created
the Philippine Drug Enforcement
Agency (PDEA) as the government arm
in dealing with illicit drugs problems.
Implicitly, the government’s policy is to “pursue an intensive
and unrelenting campaign against the trafficking and use of
dangerous drugs and other similar substances through an
integrated system of planning, implementation and
enforcement of anti-drug abuse policies, programs, and
projects.“

Drug traffickers never stop discovering
innovative ways to conceal their criminal
transactions and activities (PDEA, 2013).
The 2006 International Narcotics Control
Report declared the Philippine archipelago
as a “drug smuggler’s paradise”(US State
Department).

• “Illegal drug-abuse in the country has reached
epidemic.”
It already penetrated as far the police and military
establishments.
Politicians are even bribed of drug monies.
Poor and affluent family members alike go into drugs

hand, the researchers thought
of exploring how far the PDEA
in Region XII had
accomplished its mission and
targets considering these
disturbing reports and updates
in the international, regional
and national levels.

RESEARCH OBJECTIVES
Describe the implementation of PDEA programs relative to
demand reduction and supply reduction;
Assess the community’s level of awareness on dangerous drugs and
controlled precursors and essential chemicals, provisions of RA 9165 or
the Comprehensive Dangerous Drugs Act of 2002, common causes of drug
use/abuse, and adverse effect on health of using dangerous drugs;
Describe the agency’s level of performance in terms of arrests,
drug law enforcement operations, amount of drugs seized, and
cases filed in court;
Relate the implementation of PDEA programs to the agency’s
performance; and
Find out the problems met by the Agency in the implementation
of its programs.

METHODOLOGY
The fact that participants answered questions
administered through survey questionnaires. After
answering the questions, the researcher described the
responses and data given.

On PDEA Program Implementation
• The PDEA personnel perceived that demand reduction
programs, like information campaigns (M=4.17, sd=.22), and
inter-agency collaboration activities (M=4.02, sd=.08) were
implemented at “very satisfactory” level.
• Likewise, they felt that supply reduction programs such as
intelligence operations (M=4.11, sd=.08), narcotics
investigations (M=4.23, sd=.13), and conduct of compliance
investigations (M=4.00, sd=.16) were also implemented at
“very satisfactory” level.

On Community Awareness
•The community members are “aware” of
dangerous drugs and controlled precursors, and
essential chemicals (M=4.01, sd=.82).
•They are “aware” on the provisions of RA 9165
(M=3.95, sd=.35).

• They are “aware” of the common causes of drug
use or abuse (M=4.05, sd=.04).
• They are “aware” of the adverse effects on health
of using dangerous drugs (M=4.03, sd=.08).

On Agency Accomplishments
• In 5 local government units involved in the study,
the PDEA had arrested a total of 102 groups or
persons in 2012.
• The agency had apprehended the foregoing drug
criminals from the 78 buy-bust operations
conducted during the year.

On Agency Accomplishments
• From these operations, a total of 23,408 grams of
drugs were seized and taken as evidences in court.
• Seized drugs were included in the evidence for the
145 cases filed in court by the agency against drug
criminals.

On PDEA Programs and Performance
The implementation of PDEA programs and the level of
community awareness are significantly related (r =
0.95>rtab(.05)=.8114).
The implementation of PDEA programs are not related to the
agency performance, such as average number of arrests
(rcomp=0.41), law enforcement operations (rcomp=0.56), amount
of drugs seized (rcomp=0.62), and cases filed in court
(rcomp=0.47).

Conclusions…
The PDEA programs on supply and
demand reduction are well implemented.
The community are aware about the
agency’s advocacies and other drug-related
concepts.
The agency had accomplished quite well
through the substantial arrests made, amount
of drugs seized, buy-bust operations
conducted, and cases filed in courts.

Conclusions
These programs are related to the
community’s level of awareness but not
to the agency accomplishments.
The agency is also confronted with basic
problems like lack of facilities, and personnel.

Recommendations
It is recommended that relevant and reasonable
budget should be appropriated to augment PDEA’s
current manpower inventory, and procure the
needed and appropriate vehicles.
It is equally important for Congress to consider
enacting law establishing a Special Court to exclusively
attend to all drug-related cases for a speedy yet
judicious resolution of the same.
Another study is likewise suggested to perhaps
explore the apparent effect of government allocation to
drug-related crimes.
