Representative Larry McGullion. All of the newly
elected officers would like
to thank the membership
for their support, and we
would like to pledge to
work hard for the membership during our term.
To those of you, who
voted for the candidates
of your choice, be proud that you can have a voice in your union through
the democratic process of an election. Now that the election is over, let us
put aside our political differences and unite together and work hard for the
betterment of Local 181 members and their families.
Work has picked up all across the Local, and all of the district offices
have been extremely busy this fall. The work picture looks goods for the
membership of Local 181 in 2012; both Kentucky and Indiana have a large
amount of highway work and several new bridges to be built. Districts One,
Four, and Five have hydro electric plant projects under construction at the
present, all of which are on the Ohio River. Districts Two and Six have had
some large outage projects this fall, in addition to their normal work load. The
Ford Assembly Plant in District Three is planning a large expansion project.
You will receive information concerning the November 8, 2011 election
in Kentucky. This is an off year for elections across the country. Kentucky,
Louisiana, Mississippi and West Virginia are the only gubernatorial
elections in the nation. I would urge every member in Kentucky to look at
the candidates for Governor and choose the one who supports the issues
that affect the working men and women of Local 181. The only elections
in Indiana this year are city and town offices. I would urge every member
in Indiana to consider the candidates who support labor issues.

Walsh Construction at the
Cannelton Hydro Site in

Work has been good in District One this
year and should continue into the next year.
G-UB-MK still has work at the Paradise
Fossil Plant in Muhlenberg County. Trans Ash
has several operators on their payroll as they
continue to work on the ash ponds. Morgan
Corp has a project installing a drain line on
Unit #3.
In Henderson County, the Harper
Company has a $ 15 million dollar pavement,
grade and drain project working with all
the hours an operator can stand. Hazex
Construction, J.H. Rudolph Paving and
American Contracting are Subs, and it’s a
pleasure to drive down the Audubon Parkway
and see all the union crafts working. In
Daviess County, Deig Brothers is working
at the Max Rhodes Waste Water Treatment
Plant. American Contracting has a bridge
project on Hwy #81. Danco has a project at
Apollo High School in Owensboro. Bobby
Luttrell & Sons is just finishing up the
Woodland South Sanitary Sewer Extension
project in Daviess County. Work in the
Hancock County area continues to progress.
RTW has a nice Potline Rebuild project at
Century Aluminum. The Cannelton Dam
Hydro Electric Power Plant has started the
second phase with Walsh Construction as
prime contractor and several subs working
at this time.
Summit Civil Services of Evansville,
Indiana was low bidder on a Landfill project
in Butler County at the Morgantown Aleris
Aluminum Plant. It has just kicked off and
is working several operators and should
continue until the first of the year.
In Warren County and around Bowling
Green, work has been a little slow, but the
future looks brighter with General Motors
planning to invest $131 million dollars in the
Bowling Green Assembly Plant to support
production of the next generation Chevrolet
Corvette. This work should start around
January 2012. Local 181 has re-opened the
Bowling Green office, and Business Agent
Philip Moore plans on being there a couple
of days a week when possible.

Work in District Two is better than it has
been in a long time with most of it being dirt
work or utility work.
Knies Construction is doing an expansion
at the French Lick Airport with 15 operators.
Reynolds, Inc. is finishing up the waterline
project South of French Lick with six operators.
Foltz Welding is relocating a pipeline in
Prospect with seven operators.
GM Foundry is doing an expansion
with several companies working. Mclntyre
Brothers has four operators working inside.
Atlas Industrial and State Group have two
operators each and Mid States, Lasalle and
Cardinal Contracting each have one operator.
Sevenson Environmental is still performing
the Haz-Mat work with 26 operators.

Sevenson Environmental Service, Inc. at GM Foundry, Haz-Mat job in Bedford, IN
JBI is working on a curb and gutter job
in West Baden.
Dave O’Mara Contractors has a utility
job starting in Dubois County. They will have
at least six operators working all winter.
Gohmann Asphalt is redoing Main Street
at Marengo, and Luttrell is doing a utility job
in English employing three operators.
In Perry County, Ragle is building a
bridge at Rocky Pointe and doing a slide job
on Highway 237 with three operators at each
job. Berkel is auger casting on the slide job
at Highway 237 with four operators. Also in
Perry County, Lutgring Brothers is adding a
new cell at the Waupaca Landfill in Troy with
five operators.
On Highway 66 in Spencer County,
American Contracting is fixing a slide with
three operators. E. S. Wagner is doing a
punch list on Highway 231 with five operators.
Industrial Contractors has a small outage
at AEP with six operators, and W.B. Koester
has an ash pit at AEP with 13 operators.
Industrial also has an outage at A.K. Steel
with five operators.
In Warrick County Sterling Boiler has
an outage at Culley Station. This outage
peaked with seven operators. Reynolds, Inc.
has a sewer job at Sand Ridge with sixteen
operators. This job should last most of the
winter. All Bore is also at Sand Ridge with
four operators.
Peyronnin Construction is building a
WWTP at Boonville with 2-4 operators plus
subs for roads, etc. Reynolds is still working
at the Newburgh WWTP with two operators
finishing up.
Ragle is finishing the last section of
Highway 62 near Boonville with 4 operators.
E. & B. Paving is laying the concrete on this
job with six operators.
Sterling Boiler has three operators at
the Arena in Evansville. Local 181 is now
signatory with Kunkel Group. They have three
operators at the old Whirlpool site. Kunkel
has a road job starting soon at the Evansville
Airport.

We have several companies working
on sewer projects on the Southeast Side in
Evansville. Gradex has five operators; S. J.
Louis has four operators. Murphy Brothers
has three operators, and Blankenberger
Brothers has eleven operators.
Blankenberger Brothers has three
operators at A.B. Brown. Industrial
Contractors has six operators at SABIC. Mark
Bowling Construction has nine operators at
J. T. Myers Lock and Dam.
On the I-69 job, we have eight sections
of road being built. Kokosing has several
sections of bridges with three operators. Illini
Drilling is putting in caissons for Kokosing with
five operators. Force has a bridge section on
I-69 and Highway 56 in Petersburg with 14
operators. Blankenberger Brothers has a dirt

section with bridges and has approximately 24
operators. Gohmann has two large sections of
I-69 with 110 operators. Sullivan Construction
is working for Gohmann with four operators.
Crider has a section of I-69 with 27 operators.
Hayward Baker is installing wick drains with
five operators.
At I. P. & L. in Petersburg, we have an
outage with 37 operators working for ICI.
Sterling Boiler has 14 operators, and eight
operators are at Hoosier Energy. W.B. Koester
has ten operators at Hoosier Energy. Safway
Scaffolding has two.
Dave O’Mara Contractors has city
streets in Princeton and Petersburg with six
operators. W. B. Koester has picked up a job
at Gibco and employs six operators.
J. H. Rudolph has various jobs in Dubois,
Spencer, Perry, Warrick and Vanderburgh
Counties with 24 operators. Deig Brothers has
various jobs in District Two with 18 operators
currently working.
E. & B. Paving has various counties in
District Two with 30 operators working.
Remember that this is a very important
election year for county and city government
officials. If you want your voice to be heard,
you should exercise your right to vote. The
Indiana legislature is considering Right
to Work again. If this happens, it will be
devastating to working men and women in
Indiana.

meeting in Evansville and Bedford the first and

Crider and Crider has added a couple more
operators at their job at the Medora Landfill
while Mitchell and Stark continues work in
the city of Medora, as well as their job in
Oldenberg, IN.
O’Rourke Heavy Highway has started
a demolition project of an old warehouse
in Milan, IN at the Seagram’s Distillery.
The Sherman-Minton Bridge repairs are
scheduled to be let in late October. Work
continues with Gohmann Asphalt on I-64 in

Shook, LLC is still working at the Louisville
Water Company at the Crescent Hill Plant
along with Reynolds, who was low bidder
on a second package which will start
some time later this winter. Work at Ford,
Louisville Assembly Plant is fast drawing to
a close, and it looks like there will be some
major work at the Ford, Kentucky Truck
Plant some time next year with the addition
of a new line.
Work at the Clifty Creek Power Plant
in Madison, Indiana continues to go well.
Recently, Babcock & Wilcox and Blastco
have started work there along with the
other contractors currently on this project.
Reynolds is still on the Sewage Treatment
Plant in Madison, and the Milton-Madison
Bridge is going full speed.
Scott Harmon and Terry Wilkes with Crider and Crider at Medora Landfill in Jefferson County, Kentucky
Milestone has quite a bit of work
including projects in Camp Atterbury in
Edinburg. They are finishing up on US
31 and 17th Street in Columbus, IN and
just finished the State Road 11 & I-65
exchange. In Sunman, IN they are still
working on road reconstruction of Eastern
Avenue.
Dave O’Mara has several jobs in the
area including the extension of Burkhart
Avenue in Seymour and the raising of
Tanners Creek Road in Lawrenceburg, IN.
Gohmann Asphalt’s project on
Highway 62 in Charlestown, IN continues
with the installation of deep pipe that should
be finished this winter. Gohmann has also
started work on a repaving project from
Sellersburg, IN to the Henryville, IN exit.

Keep your drug cards, 10 Hour OSHA,
CCO and forklift certifications current and
make sure your skills card is up to date.
Remember the Monthly Union Meeting
in Louisville at the Iron Workers Hall the first
Tuesday of the month and a meeting the
second Tuesday in Elrod, Indiana at 7:30
p.m.
In closing, let me remind everyone as to
the importance of the upcoming Governor’s
race in Kentucky. It is once again clear as
to which candidate supports legislation vital
to working families. Please be sure and
make every effort to vote in the November
election. 
The weather has begun to cool down,
but we hope the work picture in District Four
continues to heat up with several large road
projects to be let in October.
The joint venture with Alberici/Baker
has started the next phase at the Meldahl
Hydroelectric Plant in Augusta, Kentucky.
Kolb Grading has been working on the site
prep for the past few weeks.
Brayman Construction on the Kentucky
River in Owen County is in the clean-up
phase. The Kentucky River Authority has
several projects in the planning stage through
out District Four.

Operators Joe Stangle and Larry Engle (Oiler)
working for Walsh on the Madison Bridge
At the present time, Indy Steel is
setting some iron at the Elementary School
in Batesville, IN, and Maxim has had a
crane and operator at Hillrom setting steel.

Abel Construction was named the
General Contractor on the 2nd phase for
Corning Glass at Harrodsburg KY. Maxim
Crane still has a few operators on site.
Midwest Steel has one operator at this time.
The work at Cooper Power Plant should
continue into next year, including an outage
scheduled for January and lasting until April.
Enerfab and Amquip has six operators each
and Wagner-Smith has one.
Allen Company has several jobs
throughout the Lexington area. They continue
the paving on I-64 at Winchester KY, grade
and drain on the Clark County Hospital,
and the Highway 27 expansion in Garrard
County. The work on Highway 89 at Irvine KY
continues with completion expected next year.
In the most recent Kentucky road lettings,
Allen Company picked up a $3.9 million job
in Casey County.
Hi-View’s work in McCreary County
continues with several operator working in
the Pine Knott, KY area.

The Labor Day Parade and Picnic this
year was a great success. Members and their
families came out to support and celebrate the
holiday. We appreciate and thank everyone
for taking time out to support your Union. For
the 15th year in a row, the Labor Day Parade
and Picnic has been a success through your
hard work and support.
All the Contractors are aware of the
CCO Certification and are requiring this
Certification for their Crane Operators, just as
many other Contractors across the Country
already have. If you operate a crane or cherry
picker, I would like to stress the importance to
get this Certification. It would be in your best
interest to become CCO Certified. This CCO
Certification will help us to have a greater
edge over the NON-UNION and unskilled
operator.
Work has been and continues to be good
in District Five this year; work is continuing at
the Smithland Dam Hydro Electric, KY Dam
and Olmstead Lock and Dam along with the
various roads and paving jobs in the District
Five area.

work, the number of days you have worked
and also if you report out of work and the
contractor calls you back, please have the

Remember the Governor’s election
in Kentucky will be held November 8, 2011.
The choice is crystal clear, Brothers and
Sisters, a vote for the Beshear/Abramson
ticket is a vote for OUR FUTURE and a vote

against the right-to-work thinking of the other
candidate. GET OUT AND VOTE.

Work in District Six
is very good at the
present time and
should hold up into
the winter months.
Associated Pipeline
is moving along well
with the project in
Martin and Johnson
Dale Tabor
County; with the
District Representative
cleanup it should last
another month or so. Local 132 will have
two pipeline projects coming and has asked
for help with manpower. They will need
approximately 50 operators by the 15th of
November. If you are interested, you should
contact Local 132 at 304-343-7731.
The Boyd County High School is well
underway and will be winding down soon.
Tygart Elementary is finishing the foundation
work and getting ready for the steel erection
at this time. Shook Construction is well
underway on the Paintsville Water Treatment
facility with five operators and should continue
for another year. Mi-De-Con has just finished
an outage at Calgon, with a couple of
operators still there.
Marathon is starting a three-week outage
at this time with Maxim Crane supplying most
of the operators for the outage. Turner is
keeping about 20 operators on their civil work
with some working 5 or 6 10’s. J & J is picking
up some work at MAP with 4 or 5 operators.
AK Steel work is sporadic at best with some
one or two day outages. Our stationary
Local 181 Operator on cleanup for Associated Pipeline
contractors Stein, Marquis Terminal, R & C
Contracting, Carter County and Vesuvius
are holding steady with approximately 100
operators combined.
Hi-View has a project at US 460 in Pike
County that is underway with approximately
30 operators. Kokosing is getting a good
start with the road projects, US 460 - KY 80
in Elkhorn City and KY 40 in Martin County.
Kokosing is expected to be manned up by the
last of October; both projects combined will
use a total of 80 operators at peak.

Summer went by way too fast. Autumn is
flying by, and the holiday season will be here before
you know it! From all of us at the Fund Office, we
hope your holidays are joyful and full of laughter.
Notices from the Fund Office
Throughout the year the Fund Office mails
out benefit updates and notices. When possible
we try to incorporate the mailings to be combined

with your monthly statuses or your self-pay notice.
Administrator
Please take a few minutes to read these notices.
They usually include important information about your health benefits.
This is the best way we have to communicate and educate you about
new benefits or changes to your current benefits. You should always keep
your notices with your benefit booklet for future reference.
Annual Compliance Notice- a separate notice will be mailed out by the
Fund Office in compliance with the provisions of the:
• Women’s Health and Cancer Rights Act of 1998, your H&W Plan
provides benefits for mastectomy related services and complications
resulting from a mastectomy (including Iymphedema). These benefits
include reconstruction and surgery to achieve breast symmetry and
prostheses. All plan provisions, such as deductible and co-insurance apply. • Newborns and Mothers’ Health Protection Act, the H&W Plan will not
restrict benefits for any hospital stay in connection with childbirth to less
than 48 hours following a normal vaginal delivery or 96 hours following a
cesarean section.

and click on the Health and Welfare tab to obtain information regarding
benefit contact numbers for Anthem and Caremark. There are several
forms that are available to download. Among them are enrollment forms
to report changes such as adding dependents, change of address, or
updating your beneficiary. You can also download transfer authorization
forms to complete for when you are working out of the area. You need
to complete a transfer authorization form, for the local you are working
under, to make sure your work hours are transferred back to us in order
to maintain your eligibility and health benefits.
Health Reimbursement Account (Benny Card)
I would like to report to you that there are two providers that members
have reported the Benny Card will not work at. They are the Wal-Mart
Vision Center and Sears Optical. Their systems are not equipped to
honor the Benny Card. You can still use these providers; however, you
will have to pay for the services and submit a claim form to our office for
reimbursement. The HRA Claim Form is also available on the Local 181
website, and it lists what is required to attach for the specific type of claim
you are making. A check will be issued out of your HRA account to you.
Enrollment Forms
For the last three months, the Fund Offfice has been enclosing new
enrollment forms with the monthly statuses. Every year or two we send
new enrollment forms to all members as a way of making sure that our
information is correct. If you have not already completed and returned
your form, please do so. Since we share this information with our plan
partners, Anthem and Caremark, outdated information could affect your
claims processing and payment.
Status Changes
As always, l would like to take this opportunity to remind you that any
status changes must be reported to the Fund Office within 30 days of the
event, or eligibility could be affected. These changes include marriage,
divorce, birth of a child, change of address, dependents becoming eligible
for other coverage, or becoming eligible for Medicare, etc. The Fund
Office may request and/or require documentation for these changes. If
you receive such a request, please forward the information to the Fund
Office as soon as possible to expedite processing your changes. This
information is also shared with our plan partners, Anthem and Caremark.
From time to time, Anthem might request such information from you.
Please remember that the Fund Office must also be notified.
We also want to remind you to KEEP YOUR CHECK STUBS!
Compare your stubs to the hours shown on your monthly status report to
make sure that all of your hours are being reported.

Training at the Lynnville site has been
steady this summer, with the influx of new
journeypersons as well as new apprentices.
Between the two training sites we have done
five orientations for new apprentices with one
more yet to come. At this time we have added
43 new apprentices bringing our total to 83 at
Lynnville.
OSHA-10 Hr, forklift, and tugger
training has been our main focus for new
journeypersons in the last month. We are still
in need of certified crane operators, especially
tower crane operators. We will be hosting
several NCCCO tests throughout the training
season.

OSHA classes as the season progresses. We
encourage members to take time and look at
your expiration dates and try to stay current
on your certifications. Remember that anyone
interested in any of the International Pipeline
Training Classes must submit an application.
The Boston Site will be hosting 4-one week
long Vacuworxs Pipe Lifter Training Classes
in January and 3-one week long John Henry
Rock Drilling Classes beginning mid March.
Please contact the Boston Training Site for
full schedules and applications.
Work seems to be staying pretty strong
as we head into the fall season. As of the first
of October the Boston Training Site has 63
apprentices with 95% of them working. We
will be testing and interviewing a class soon
to meet the needs of different districts. Please
remember that the apprentices are part of the
future of Local 181, so take them in and show
them the ways of a proud Operating Engineer.
In closing, if you are laid off, we encourage
you to utilize your training centers to further
your training or just brush up on your skills.
