Post to institute new gate access policy

Preparations are underway for
the dawn of a new era in access to
Fort Sill.
A handicapped-accessible Visitor
Control Center is under construction on the east side of Sheridan
Road, just inside the perimeter
fence. It will soon be the check-in
point for anyone coming on post
who doesn’t have an ID authorized
by the Department of Defense.
“You may have already heard
that Fort Sill is going through some
access changes, and we’ve actually
only taken steps to improve our
access,” Fort

Commander Col. Glenn Waters said

Maj. Gen. John G. Rossi, commanding general of Fort Sill and
the Fires Center of Excellence, has
directed the Fort Sill Garrison to
raise the standard for access to the
installation.
“There’s no major threat that’s
driving this. It’s just us complying
with the standard,” Waters said.
“We’re a little behind the Air Force
on this. So if you’ve been to the Air
Force locations, you know what
they do there, and that’s what we’ll
be doing as well.”
The new system will be in place
by Jan. 30. But gate guards are
already scanning a lot more ID
cards and educating the public
about who will have to report to
the Visitor Control Center, the garrison commander said.
The structure going up now is
a temporary facility. A permanent Visitor Control Center
should be up within the next
year, once pupils from Sheridan
Road Elementary School move
into
the
new
Freedom
Elementary School and Sheridan
Road Elementary, Geronimo
Road Elementary and the westernmost houses in Artillery
Village are torn down.
No changes are in store for anyone with active Department of
Defense, retired Department of
Defense, family member or other
types of Common Access Card identification. Those cardholders may
enter Fort Sill by any gate they wish.

going through some protocols and procedures, but
we’re looking at a four-day
pass, a 10-day pass, a 30-day
pass and a one-year pass,
depending on your status,
what you do on post,”

you can go through any
gate you want as long as
you present a photo ID card
along with that pass.
“Our intent is to make this
as painless as possible,
especially to those great
members (of) the communities around Fort Sill who
work with us on a regular

Waters said that, as with
any new system, there will
be some frustration initially.
He asks everyone to keep in
mind it’s not about individuals, it’s about the safety and
security of everybody who
lives, works or plays at Fort
Sill.

Pay, allowances announced

WASHINGTON — The
Department of Defense
Monday announced the
2015 military pay and compensation rates for service
members, with most service
members receiving a one
percent increase in basic
pay.
The new rates for basic
pay, basic allowance for
housing, basic allowance for
subsistence, and the cost of
living allowance rates for
the contiguous United
States will take effect on
Jan. 1.
Basic pay for service
members will increase one
percent, except for general
and flag officers who will
not see an increase in 2015.
For example, an E-4 with 3
years of service will see an
increase in basic pay of
$22.20 per month, while an
O-3 with 6 years of service
will receive a basic pay
increase of $54.30 per
month in 2015.
Basic allowance for housing rates for service members in 2015 will increase on
average $17 per month, or
0.5 percent. Rates are calculated using median current
market rent and average
utilities (including electricity, heat, and water/sewer)
for each pay grade, both
with and without dependents. Two changes were
made to BAH rate computations for 2015: renter’s
insurance, which contributed an average of one
percent to rates, was eliminated, and the Ffscal 2015
National
Defense
Authorization Act reduced

are linked to changes in
food prices as measured by

BAGHDAD, Iraq — For
deployed Service members,
Christmas can be a time of
loneliness and missed opportunity. However, many people and organizations unite
to prevent those who are
deployed from feeling left out
during this time of the year.
Christmas
2014
in
Baghdad is a prime example of what can happen
when many gather in a common goal, bringing the holidays to everyone.
The 1st Infantry Division,
the
United
States
Department of State, the
United
Service
Organizations, the NewYork
Yankees and many other
organizations,
gathered
more than 7,000 presents to
show their support for
Service members in Iraq.
“The donations come
from people who want to let
our military members know
they support them,” said
Priya Butler, director of
operations, USO Southwest
Asia. “We’re very fortunate
to have a large number of
Americans who love to contribute to these events and
they do it every year.”
One of the many gifts
Service members received
were bags filled with items
gathered, sorted and compiled by the players and
families of the New York
Yankees.
“The team stuffed care
packages for us in Yankee
Stadium around Veterans
Day,” Butler said. “This year
they put together 6,000
packages and shipped them
over to us. It is a great tradition we have with the
Yankees and we’re very
thankful for their support.”
The

League
Baseball powerhouse wasn’t the only well-known
organization wanting to
give to those supporting
Operation Inherent Resolve
in Iraq.
“Sony donated a lot of
PlayStation 4s and the military appreciation bundle
packs,” Butler said. “The
Xbox came from the NFL,
which is a huge supporter of
the USO and our troops.”

“It took a lot of effort from

Fort Sill trainees head home for the holidays

The new reception complex for the 95th Adjutant
General Battalion helped to
streamline the process of
sending 2,645 Fort Sill
trainees home for the holidays this year.
Col. Jose Thompson, commander of 434th Field
Artillery Brigade, said the
building was designed by
people in the brigade several
years ago and was built over
the past two years.
Planning for the holiday
block leave started some six
months ago.
“We went through an
intensive staff planning
process. The brigade and the
installation does this every
single year, so we start out
with a great deal of historical and continuity products,”
Thompson said.
“We’ve run through a
number of rehearsals culminating in a brigade-level
rehearsal we executed right
here about two weeks ago ...
We went through the entire
plan on how we’re going to
execute this mission right
here, which really is probably the biggest operation
that the brigade as a whole
runs every single year. And
then we ran through a whole
host of smaller rehearsals at
the battalion and battery
level on how we were going
to move soldiers. We centralized the control of it at
the brigade level for the
manifest. Each battery typically has about 200 soldiers
and a battalion anywhere
from 800 to 1,200 soldiers
when it’s full. And they’re
literally going to every place
imaginable in the United
States. And some are even
traveling overseas to see
family,” he said.

Airport, Will Rogers World
Airport in Oklahoma City,
Dallas-Fort

International Airport or the
Dallas Love Field Airport.

home with a parent, grandparent or older sibling who
came here to pick them up.
Roughly 80 soldiers will
travel home via Greyhound
Bus Lines.
“Really, it was all that
prior effort and prior planning that has paid off and
made this as smooth an
operation as we can probably have,” Thompson said.
The first chalk was called

sergeants, battery commanders, first sergeants and battalion commanders have
been reminding the troops
that while they’re on leave,
they’re still soldiers 24/7.

Veterans with post-traumatic
stress disorder who were discharged under “other than
honorable” conditions can
apply on a new Web page to
have their discharge upgraded if it was due to PTSD.
The Army launched a
webpage for the veterans to
get information and ultimately enable them to apply
for the change in status, said
Col. Matthew B. Coleman,
the military assistant to the
deputy assistant secretary of
the Army at the Army
Review Boards Agency.
Veterans can find the
information
at

said.
“Veterans are Soldiers for
life,” Coleman said. “I want
to encourage our veterans
out there to apply.”
The Army is committed to
making sure the veterans
receive fair consideration of
their service and the conditions that may have mitigated the misconduct that led to
their discharge, he said.
The Army launched the
site in accordance with a
Department of Defense
memorandum
from
September, he said.
“We want to demonstrate
our commitment for considering every petition that is
brought by veterans claiming PTSD, and requesting an
upgrade of their discharge,”
Coleman said.
PTSD was not recognized
as a diagnosis at the time of
service in past conflicts such
as the Vietnam War,
Secretary of Defense Chuck
Hagel said in his memorandum.
