ADHOC (2012) DISCUSSION OF KEY ISSUES Cedar Key has high elevation compared to other Big Bend regions; Most occupied residential areas are above 10ft (Frank et al. 2014; GeoPlan 2014); Even then, 80% of residential parcels located within special flood hazard area (FEMA); Access to the city are considerable low. Considering 5ft sea level rise (3ft + 2ft tide), 31% of territory would be covered; Ecological vulnerability, higher salinity – changes in landscape, forest may become salt marsh areas, and those existing today may become open water. Sea Level Rise Scenarios ADAPTATION STRATEGIES • Protection: offshore breakwaters, perched beaches, revetments, dikes, floodwalls, seawalls, bulkheads, and dams, as well as beach nourishment, dune building, and marsh building. Elevated edification at Cedar Key, complying with FEMA’s regulation. • Accommodation: development into areas not affected, or consider predicted scenarios. • Retreat: relocation of infrastructure or population. PROTECTION Source: Brenda Defoe Living Shoreline Fortification Scenario IMPLEMENTATION OF STORM SURGE BARRIER Timeline: Feasibility analysis & design – 2 years Tender process – 6 months Construction – 6 years ACCOMODATION COMPACT COMMUNITY DESIGN Overview of strategy • Concentrated development • Mix of land uses • Implement LID techniques Benefits • Reduces development in vulnerable areas • Increases community choices and economic resilience (EPA, 2010) • Protects wildlife areas Image source: NOAA (2009) Source: https://www.law.cornell.edu/supct/cert/11-626 Floodable and Floatable CBD Adaptation Scenario Source: http://www.gans-studio.net/prefab-bungalow/9navkrihv4zvrr5sfe50zaw4v86lfq Built Environment Adaptation Scenario Some examples of buildings complying with FEMA’s design standards around downtown Cedar Key. Strategy: Canal Driven Development-Components •Residents of Cedar Key, Rosewood and Sumner •Innovative Multi-modal Transportation System • Familiarity with Canals Image: Plant Management along a canal in Florida Source: University of Florida, 2014 •Investment Incentives •TIF •Tax Breaks •“Cedar Key Way of Life” Image: Dock Street Cedar Key Source: cedarkeymarina.com, 2015 RETREAT STRATEGY: ROLLING EASEMENTS ● Any institutional arrangement that takes away the landowner’s expectation of holding back the sea ● Effective on barrier islands where beach nourishment is not economically feasible Rolling Easement.
