Mission Statement
The mission of the Miami Area Economic Development Service, Inc. (MAEDS, Inc.) is
to assist existing and attract new industry to create expanded employment for the area
Counties, resulting in an improved quality of life.
MAEDS, Inc. Organization
MAEDS, Inc. has a 15 member governing board with eight advisory members. The
Board of Directors volunteer their time, in addition to contributing financial resources to
the organization. The Board of Directors consists of bankers, corporate executives,
manufacturers, retailers, county commissioners, Native American tribal officials and
others. The officers of the Board of Directors make up the five member Executive
Committee: President, President Elect, Past President, Secretary and Treasurer.
MAEDS, Inc. also has a staff that consists of an Executive Director and an
Administrative Assistant.
MAEDS, Inc. is funded from the public and private sectors; financial institutions and
interest income generated from eight in-house revolving loan fund programs. Work is
coordinated with industrial development authorities, the Miami Chamber of Commerce,
Native American Tribes, Miami Main Street and the city and county governments in
Ottawa, Craig and Delaware Counties.
MAEDS, Inc. provides services to other local government agencies and industrial
authorities by providing technical assistance for their programs and locating
tenants/buyers for their properties. MAEDS, Inc. also hosts authority meetings for the
Miami Industrial Development Authority and the Ottawa County Finance Authority.

usiness Retention and Expansion - MAEDS, Inc. assists our local
businesses with retention of jobs and expansions. Since its inception MAEDS,
Inc. has assisted 203 existing businesses and 118 new businesses through our
loan programs resulting in the creation of 2,300 additional jobs. We also conduct a
regular visitation program with existing industry and host an annual Business Expo.
E
conomic Development Marketing - MAEDS, Inc. generates prospects through
numerous marketing efforts.
This includes advertising in economic
development publications, direct mail, participating in trade shows of targeted
industries and call trips. MAEDS, Inc. also promotes the area through our
association with the Oklahoma Department of Commerce and the Tulsa Area
Partnership/Northeast Oklahoma Economic Development Association.

inancing Programs - MAEDS, Inc. administers eight revolving loan programs.
The loan programs were initially funded at $4.6 million. Currently MAEDS, Inc.
has loaned over $17 million. MAEDS, Inc. has three USDA Intermediary
Relending Programs as well as two EDA Revolving Loan Funds, CDBG, Rural
Development, Micro Loan, and OK-LEAP Loan Funds. A seven member Revolving
Loan Fund Committee formed by MAEDS, Inc. is responsible for review of all loan
applications submitted and monitoring existing loans.

dditional Technical Assistance MAEDS, Inc. assists companies in many
ways including providing demographic and statistical information, assisting with
federal and state grant and loan programs and providing information about
permitting, taxes and business incentives.

MAEDS, Inc. - Staff
Judee Snodderly, Executive Director, joined MAEDS, Inc. in July 1987. She has
served as Executive Director since 1998. As the Director, her responsibilities include
development and implementation of an industrial recruitment program that includes
advertising, attending trade shows, call trips and working with prospects. Additional
duties include the implementation of an existing industry program and the overall
management of the economic development office. She is also responsible for
preliminary qualification of loan applicants, structuring loan packages to meet the needs
of the applicant, presentation to the Loan Committee, monitoring existing loans,
obtaining essential documentation and collecting all loans for MAEDS, Inc. She is
certified through the National Development Council as an Economic Development
Finance Professional.
In October 2004, Judee was awarded the Economic Development Professional of the
Year for the state of Oklahoma and the Professional of the Year from the Tulsa Area
Partnership in December 2008. Judee also served as Chair and Vice Chair of the
Oklahoma Economic Development Council and Treasurer of the Governor’s Economic
Development Team.
Shannon Epperson, Administrative Assistant joined MAEDS, Inc. in August 1999.
She has 21 years experience in the secretarial field and 18 years’ experience in finance.
As the Administrative Assistant, she is responsible for preparation of board agendas,
board minutes, bookkeeping records, payroll records, financial statements and research
related to demographics and statistical data. She is also responsible for preparation
and maintenance of loan documents and administers MAEDS web-site. Shannon
assists the Executive Director in promoting the Miami area and working with new
business and industry and the Marketing Committee Chair.
Shannon was voted “Best Secretary” in Ottawa County in 2006. She was instrumental
in obtaining the “Site Ready Certification” through the Oklahoma Department of
Commerce for Progress Industrial Park in February 2009.
