General rules
Fishing license
To fish in inland waters of the territory of Aragón it will be mandatory to
have a fishing license issued by the competent organs of the Government
of Aragón (Diputación General de Aragón).
Exceptions to general rules
Sports Preserves
In the sports preserves the following changes are generally authorized:

• Ebro barbel (Luciobarbus graellsii), previously for catch and
release in all waters of Aragón, now only in certain designated
waters inhabited by trout and exclusively in the province of
Huesca, establishing a quota of 3 specimens per angler per day
and a minimum length of 30 cm. The sections will be specified in
each basin.
• During the present season the Imperial Canal of Aragón and
Tauste Canal will be closed in February and November.
• Expansion of the fishing season until September 30, exclusively
in the form of catch and release

BUSINESS HOURS
From one hour before sunrise until one hour after sunset, taking the hours
of sunrise and sunset on the calendar, except in the form of Carp Fishing,
exclusively in official competitions, where specific competition schedules
will apply.
This schedule may be from 06:00 to 24:00 solely on sport fishing preserves
when reflected in their corresponding regulations.

RODS, TACKLE AND BAITS
ISSUING OF FISHING LICENCES
• Fishing permits are mandatory to fish in a social preserve.
• The permit is personal and not transferable; in case the holder cannot make use of it,
he/she may not assign its rights to another angler, nor claim a refund of the permit fee.
• For each social preserve a single quota of permits shall be established, available to all
interested anglers, upon payment of the fees in the attached table.
• This permit shall be issued by the Provincial Services for Agriculture, Livestock and
Environment and the Agroenvironmental Regional Offices (AROs).

To participate in the lottery, standardized applications must be submitted between October 1
and November 30 of the previous year.
The application form may be found free of charge at the General Directorate of Natural
Environment Preservation (Dirección General Conservación del Medio Natural), at the
Provincial Services, at AROs and may also be downloaded from the Department of
Agriculture, Livestock and Environment website.
Only one request may be submitted per person per season, which allows the use and
enjoyment of up to four permits per month, except in March when two are issued.
The winners are drawn by a public lottery on January 15 of each year or the next business
day where applicable, and are listed in the notice board of the offices of Provincial Services
and AROs.
All regular permits for the regular social preserves of Jaca, Oliván, Fiscal, Lafortunada and
Pineta, all in the province of Huesca, and all social preserves the province of Teruel, are
drawn in a single lottery on January 15. The remaining permits, if there were, will be
awarded to anglers who request them by verbal request. Requests may be submitted from
the first working day in which the angler is interested in fishing.
All permits for the social preserves of Hecho Superior, Boltaña, Labuerda, Senarta,
Ventamillo Gorge, Campo and Veracruz and all social preserves of catch and release
fishing in the province of Huesca are not drawn, except for permits of the first business day.
The rest will be granted to anglers who request them by verbal request. Requests may be
submitted from the first working day in which the angler is interested in fishing. However,
this system of allocation may be modified if there are sufficient requests to allocate permits
by drawing lots.

The applicant or his/her representative may select the preserves and dates of enjoyment,
either in person at the Services or by phone; permits may be collected at the corresponding
ARO.

• In regular social preserves the bait allowed shall be those specified.
• In Catch and Release Fishing preserves and free fishing areas of the province of Teruel
and Guadalope river waters between the tail of the Santolea reservoir to its source and
tributaries, only fly fishing using tapered leaders or mosquito fishing using floating buoys with a
maximum of four per tackle (outside ballasting of tackle is not permitted) is authorized. In the
section between the Torrevelilla Bridge to Calanda and the Estanca weir, in addition to the
methods above, fishing with single hook, single tipped fishing spoon without spear is allowed.
• In Fishing Preserves, mountain lakes of the Natural Parks of Valles and Posets-Maladeta and
the free Catch and Release Fishing sections in the province of Huesca and Zaragoza
(except the Piedra river from the Tranquera dam to the confluence with the Jalón river, where
only fly fishing is allowed) fly fishing using tapered leaders or mosquito fishing using floating
buoys with a maximum of four per tackle (outside ballasting of tackle is not permitted), fishing
spoon and artificial fish lures shall be kept by a single hook with one tip, without spear is
allowed throughout the season, i.e. , until September 30.
NATURAL BAIT BAN
PROHIBITED BAIT
• Huesca: the use of natural bait in all waters of Los Valles Occidentales
and Posets-Maladeta Natural Parks is not authorized.
• Teruel: in the Guadalaviar River and all waters flowing into it from birth
until the end of the Arquillo reservoir; in the Alfambra river from its source to
Orrios; in the Cabriel river; in the Ebron river; in the Guadalope river and all
waters flowing into it in the province of Teruel and in all waters of the Tajo
river basin in Aragón.
• Zaragoza: in the waters inhabited by trout, except intensive fishing
sections
In order to avoid further spread and invasion of non-native species
potentially harmful to aquatic ecosystems and the species that inhabit
them, the use as bait of live, dead, parts or derivatives of any specimen of
any species of fish, except dead sardines, as well as all the species listed
in Annexes I and II of Royal Decree 1628/2011 of 14 November, which
regulates the Spanish Directory and Listing of invasive non-native species
is prohibited.
OTHER RULES
• Drift net fishing: net fishing is strictly prohibited.
• Boat Fishing: Boat fishing is permitted. However, this practice is limited to inland waters of Aragón where navigation is permitted, according to the rules and conditions
established by the responsible basin agency. Fishing from float tube is regarded as a form of fishing from a boat without an engine.
• The practice of bottom buoy fishing will be allowed in a range of 25 meters wide starting from the wet edge at all times. In the case of boat fishing, this distance may not
exceed 20 meters. The buoys must be commercial models of visible colors and must be collected at the end of the fishing action. This mode is permitted only in the Ribarroja
reservoir.
• Priming: On the occasion of carrying out training and sports fishing of non-salmonid species, priming of water during the action of anglers with documented federal status in
FAPyC is permitted only in water bodies classified as sports fishing Areas and sports fishing Preserves, insofar as it is expressly reflected in their regulations.
• The use of "keepnets", "nets" or other utensils to keep caught fish alive or dead during the fishing action in all waters of Aragón is not permitted. FAPyC and the federated
clubs are authorized to use exclusively those provided by FAPyC for catching and keeping fish alive until they are returned to the waters, if permitted in competitions or contests
during its yearly sporting fishing calendar. FAPyC or federated club sporting event organizers shall ensure their exclusive use in these water bodies after being fully disinfected.
• American red swamp crayfish fishing: for the capture of this species, using pots (maximum 8) and similar equipments is authorized. Each angler shall use their gear in
running water, or where appropriate, at the banks of impounded waters, in a stretch of maximum one hundred meters.
DISTANCES
1. In general, the minimum distance between the angler and their fishing gear shall not exceed ten meters.
2. The minimum distance between anglers, which may only apply when one of them requires so and with the exception of preference awarded to the angler who first accesses
the site, shall be calculated on the points where gear and baits are used, and shall also be of 10 meters at the banks of a river, reservoir or lake, without prejudice to the
following article.
3. When the width of the river allows it, two or more anglers may fish simultaneously from each of the banks without any distance requirements.
4. It is prohibited to fish within a distance of under 50 m downstream of dams and in the downstream reaches of levees, weirs, and signaled steps and scales.
5. The fishing activities will have prevalence over the development of any other sport, recreation or tourism activity inconsistent with the action of fishing, insofar as it takes place
during working periods, hours or days and on water bodies designated as fishing preserves, sports fishing training areas, areas for sports fishing events, intensive fishing
areas and areas of catch and release fishing.
6. The minimum distance between anglers in case of salmonid fish, shall be of over 25 meters.
7. The minimum distance for boat fishing, both between boats as well as between boats and shore anglers, shall be of over 50 meters except at points of boarding and landing.

FISHING LICENSE RENEWAL
In order to facilitate the issuing of fishing licenses, the Department of Agriculture,
Livestock and Environment, sends a payment application form by regular mail to all
anglers who have a valid fishing license close to its expiration date.
This form becomes valid as a fishing license by mechanical validation at the time of
bank transfer in one of the collaborating banks of INAGA. The date of validity is
contained in the document.

Those interested in debiting the payment may send INAGA the corresponding
clearance form for direct debit, which will be effective on the next renewal. In this
case, the receipt issued by the bank is itself the fishing license.

As an option for the user, the license renewal may be obtained by emailing the
clearance form in PDF format. The form, once paid, is the license.
Catch and possession of all species of fish and other aquatic organisms not
declared as fishing targets is prohibited.
To benefit from this new method of renewal it is necessary for the owner to verbally
state their interest in choosing this option, applying for it in person at the offices of
INAGA or submitting the application by fax, with an attached copy of a valid ID. In
any case the owner must provide a valid email address.
Trade of all fish species taken from the natural environment is prohibited
throughout the year.
NEW LICENSES
Anyone who does not have a valid fishing license may obtain one personally upon
presentation of the DNI, NIE or Passport at the INAGA offices or in writing, by email
or fax, attaching a copy of a valid ID.
In all cases, INAGA will issue the Clearance Form-Payment Form mentioned above.
For the validation of the document, the applicant shall follow the proceedings
specified in the event of renewal.
FISHING LICENSES FOR PERSONS OVER 65 YEARS OLD
Persons over 65 years old living in Aragón requesting the issuance of fishing licenses
are exempt from the payment of the fee.
FISHING LICENSES FOR PERSONS UNDER 14 YEARS OLD
All children under 14 years old living in Aragón requesting the issuance of fishing
licenses are exempt from the payment of the fee.
FISHING LICENSES UNDER 18 YEARS
All children under 18 years old who wish to obtain a fishing license must also submit
a written document with the express permission of their parents or legal guardians for
its issuance.
Possession, transportation (except for own consumption or disposal in organic
waste containers), trafficking and trade of live or dead, remains or propagules,
including foreign trade of species listed in the Spanish Directory and Listing of
Invasive Non-Native Species illegally introduced before the entry into force of Law
42/2007 is prohibited.
This prohibition may be terminated upon administrative approval, where necessary
for reasons of research, health or safety of persons or feeding of scavenger birds.
PROHIBITION OF RESTOCKING
In accordance with Article 32 of the Fisheries Act in Aragón, the introduction,
release and resettlement in all public or private waters of any species of crab, fish
or other aquatic organism without the express authorization of the Provincial
Services concerned or the INAGA, and under the conditions established in the
Law of Natural Heritage and Biodiversity Conservation and the provisions of Royal
Decree 1628/2011 of 14 November, which regulates the Spanish Directory and
Listing of Invasive Non-Native Species, is prohibited.
Fish caught legally in the fishing action will not be considered stocking, release or
returning, if in the water from which they were removed.

The above listed species may be fished but shall be subject to the provisions of
Article 8.5 of Royal Decree 1628/2011 of November 14, which regulates the
Spanish Directory and Listing of invasive non-native species: "specimens captures,
dead, detained or taken from nature by any means cannot be returned to the wild,
being necessary to deliver the specimen or specimens to the competent authorities
or proceed to their elimination or removal from the natural environment regarding
current regulations.” For these purposes, "elimination or removal from the natural
environment" of the specimens captured and dead will be carried out by their
deposit in the nearest organic waste containers, their consumption or their
contribution to authorized feeding of scavenger birds, in the latter case with the
corresponding administrative authorization. The transfer of specimens culled from
the point of capture and any of the three locations indicated will not be regarded as
transport for the purposes of the provisions of Article 8.2 of the abovementioned
Royal Decree.

The above listed are designated as fishing species in the territory of the
Autonomous Community of Aragón and their fishing shall be carried out according
to the provisions of this Order, in the waters they inhabit insofar as adequate and
specific mapping of the area where the second Transitional Provision of Royal
Decree 1628/20111 of November 14 applies is not available.
WATERSHEDS - GENERAL
High mountain waters
Waters which flow into the designated high mountain areas and
reservoirs located in the same areas and mountain lakes in the
Pyrenees are considered high mountain tributaries.
Sections of intensive fishing
All reservoirs in the province of Teruel located in designated waters
inhabited by trout are designated as intensive fishing areas.
Red swamp crawfish or mudbug (Procambarus clarkii)
Catch is prohibited in the waters included in the scope of the whiteclawed crayfish (Austropotamobius pallipes) Recovery Plan, approved
by Decree 127/2006 of May 9, by the Government of Aragón, as
amended by Order dated September 10 2009. Catch is also prohibited
in reserves.
Water bodies affected by the presence of zebra mussel
Boats, equipment, machinery and all the elements that come into
contact with waters affected by zebra mussel infestation should
undergo disinfection drying and cleaning protocols.
This protocol must be observed by vessels operating in affected areas
and by all those users who make use of the water in areas affected by
the zebra mussel.
