Summary Meeting Minutes
I.
Welcome and Introductions
The Citizen’s Oversight Committee was called to order by Vice-Chair Weise at 12:10 p.m. on May 9,
2016.
II.
Public Comments
Vice-Chair Weise opened/closed the Public Session Comments at 12:12 p.m. No Public Comments.
III.
Approval of Minutes for: February 8, 2016
Upon motion by Vice-Chair Weise and seconded by Mr. Meinert, the minutes of February 8, 2016 were
approved.
IV.
Appointment Terms, Vacancies, and Term Limits
Ms. Davis informed committee there are member terms ending on 6/30/16 and two vacant spots for the
Cities of Exeter and Farmersville. Ms. Davis stated the city managers will be solicited for
reappointments. Mr. Knopf stated he would speak with the folks at Exeter and Farmersville regarding
appointments.

Review of Measure R Quarterly Reports for 3rd Quarter
Ms. Davis informed committee the 3rd quarter reports were included in the packet, with exception of the
City of Lindsay, and welcomed any questions regarding the reports. Ms. Davis stated the City of
Lindsay’s 3rd quarter reports would be included at the next meeting.
Review of Measure R Revenues and Expenses
Ms. Davis outlined the revenues and expenses to date and stated $27,873 million dollars has been
brought in, which includes the $11,502 million for the bond.

VII.
City of Tulare - Update on Current Projects
Nick Bartsch, Project Manager for City of Tulare, presented members with an update regarding current
projects, for the City of Tulare, such as the Cartmill Interchange, Bardsley Grade Separation and the
Santa Fe Grade Separation. All projects are in the close out phase and should be completed by the
summer.
VIII.
Strategic Work Plan Update 2016
Mr. Smalley reported TCAG is currently updating the Strategic Work Plan for 2016 and presented the
changes to the committee for their review. Mr. Smalley stated TCAG will be having a workshop to
discuss at the next Board meeting and are also meeting with the City Managers regarding the updates.
Mr. Smalley stated the Strategic Work Plan Updates for 2016 would come back to the June Board
meeting for the adoption.
Mr. Smalley informed committee Derek Winning, Senior Regional Planner for TCAG, would be
presenting the Critical Goods Movement at the August COC meeting.

ADA State Requirements 1:20
Ms. Davis stated Javier Sanchez, City of Porterville, would be attending the August COC meeting
to discuss and answer any questions from the committee regarding ADA State Requirements. Ms.
Davis encouraged committee to e-mail her any questions they may have for Mr. Sanchez no later than
June 30, 2016.

Legislative Update
Mr. Smalley, per request of committee, stated staff would e-mail a copy of the latest legislative letters
that were sent out by TCAG.

Measure R Tour
Committee discussed and agreed the next Measure R Tour should be determined at the August meeting.

Progress Report on Regional Project:
2015-16 4th Quarter
Updates on both projects are as follows:
Belmont: Omni working to complete Right of Way and Utility Certification. Once this is complete, E-76
construction authorization request package can be submitted to Caltrans Local Assistance. Project plans
and special provisions are complete. ROW/Utility certification will be submitted, and hopefully signed off
by the end of this week, and the E-76 construction authorization request package by the end of next week
(July 29).
Visalia Rd: ROW is still critical path. Need to survey existing lift station after it is cleaned/pumped by City
forces. Utility coordination is ongoing, plan to meet with SCE within next two weeks. Working with
Hamner-Jewel on TCE/Slope issue along BMT parcels, who may be coming back to the table according to
Cathy Springford. Once all ROW and Utility conflicts are resolved, 90-Percent PS&E can be completed,
and submitted for review.

ADA Questions
1. Yellow and rust-colored mats at store entrances and street corners – is there an alternative that
is less disruptive to folks who are not visually impaired? They play heck with shopping carts!
2. What is the rule for triggering the placement of HC ramps and colored mats at street corners in
places they may not currently exist (for example, built before current standards were in effect)?
3. HC Access to private property - what triggers the requirement to modify entrances, doorways,
rest rooms, etc. to accommodate disabled persons?
4. What legal protections are available to private property owners to limit legal actions filed by
lawyers supposedly to accommodate access by disabled persons even though no actual
complaints have been lodged against the property owner?
