NRA GRANT HELPS 72 YOUTH LEARN MARKSMANSHIP & FIREARM SAFETY Submitted by Ron Keslar Pennsylvania American Legion For the past 45 years, the Pennsylvania State American Legion and the Pennsylvania State Police have partnered together to conduct a week-long camp for 16- and 17year old boys and girls who are looking to a career in law enforcement or the military. 72 youth came from all over the Commonwealth to attend this summer’s camp held June 7-13, 2015 at York College of Pennsylvania. Pennsylvania has over 800 American Legion Posts scattered across the state with 240,000 military veterans belonging to the Pennsylvania American Legion. The American Legion provides a wide range of community service and youth programs with American Legion-State Police Youth Week promoting both Americanism and service to country.. The 7-day camp includes firearm safety training and a shooting clinic program developed by NRA-certified Legionnaires from North Harrisburg Post 1001. Post 1001 is affiliated with the Pennsylvania Rifle & Pistol Association, the National Rifle Association, the Civilian Marksmanship Program, and USA Shooting. The program utilizes an old warhorse familiar to many veterans, the .30 US Carbine. Harrisburg Hunters’ & Anglers’ Association loaned their M1 carbines as well as a number of NRA-certified Range Safety Officers and NRA-certified Rifle Instructors. HHA acquired the carbines from the CMP to promote youth marksmanship and safety training. Through the courtesy of Fraternal Order of Police Lodge #73 President, Matt Emig, the live fire exercise was conducted at the York County FOP Range. The NRA Foundation funded expendable supplies necessary for the firearm safety training given to the 72 youth attending the 2015 program. Without the NRA grant, the training could not have taken place. SPYW is open to all Pennsylvania youth—see if you can encourage one to attend in 2016! It is not as protection against private actions, but against governmental actions that the Bill of Rights was written. -- Ayn Rand, "The Virtue of Selfishness," 1964 July-August 2015 www.pennarifleandpistol.org Page 2 TRUTH IS HARD TO COME BY TODAY As I was considering subjects for an article fit to print in “Shooting News”, over the radio and TV came the tragic news of the Charleston church shootings with nine people being murdered by a 21 year old white man. As you know, this mass murder took place on Wednesday evening, June 17th. And on Thursday morning President Obama was already calling for a national reckoning on gun violence that included the comment that, “this type of mass violence does not happen in other advanced countries.” I guess that the President doesn’t consider Canada, Norway, England or France as “advanced countries”. Or maybe he doesn’t watch TV, read the newspapers, or get any news from his advisors. The President further stated that, “It doesn’t happen in other places with this kind of frequency. And it is in our power to do something about it”. Nearly every mass shooting occurrence in the past 20 years along with numerous instances of multiple suicides and isolated shootings seem to have one thing in common. That common thread is that the perpetrators were either actively taking powerful psychotropic drugs such as Ritalin, Prozac, Paxil, Zoloft and/or other SSRI antidepressant drugs, or had been using them prior to committing their crimes. Dylann Storm Roof, the 21 year-old man who committed the Charleston church shootings, can be included in this mass shooting list. He had been arrested in March on drug-possession charges and was known to be using one of these SSRI antidepressant drugs prior to his murder spree. Perhaps the President uses selective hearing or understanding. I’m sure he read and/or was briefed on the FBI, 2014 pre-election mass shooting report that was supposed to show an increasing trend of “gun violence” since 2000. This report was published to support the Democrats’ campaign talking points for more gun control. However, several weeks ago, Jason Riley of the Wall Street Journal, found in a hushed announcement in ACJS Today (an academic journal by the Academy of Criminal Justice Sciences) that the authors of the FBI report developed their own data and selectively published their findings to support their original intent. J. Pete Blair and M. Hunter Martindale from Texas State University, who co-authored the FBI report, stated that “our data is imperfect”. Again in ACJS Today the authors said, “Because official data did not contain the information we needed, we had to develop our own. This required choices between various options with various strengths and weaknesses.” They also blamed the news media who, they say, “got it wrong” last year when they “mistakenly reported mass shootings were on the rise”. In truth, the number of mass shootings has remained essentially the same over the past 10 years. Meanwhile, violent crime has dropped significantly while gun ownership has grown over that same period. However, these kinds of facts don’t fit into Obama’s or the Left’s agenda. Oh, by the way, Dylann Storm Roof also fits into another of the anti-gun activists’ favorite talking points (Gun Free Zones). I’m sure you have checked the facts that most all mass shootings have occurred in “Gun Free Zones”. This Charleston church shooting was one of those. It has been reported that Roof discussed his original plans with a friend to carry out his mass shooting at the College of Charleston. The friend is said to have stated, “I don’t think the church was his primary target because he told us he was going for the school. But I think he couldn’t get into the school because of the security, so I think he just settled for the church”. However, as has been indicated many times by many anti-gun activists, “Don’t bother me with the facts as I’ve already made up my mind”. But that doesn’t mean that more of our tax dollars shouldn’t be spent on “research”. Two active anti-gun legislators, E. Markey (D – Mass) and C. Maloney (D – NY), have introduced legislation to authorize the Centers for Disease Control and Prevention (CDC) to give $60 Million to anti-gun activists over the next 10 years to conduct “research”. They say that this is needed because Congress ceased most funding of gun control research and such research is necessary to stop the “gun violence epidemic” which Maloney says is increasing. Is gun violence a disease that is increasing in widespread and epidemic proportions? Only 0.003% of the U.S. population are victims of firearms related murders annually. And this rate varies widely based upon the victims’ sex, age, race, economic status, residence location, criminal record and mental health condition. I was taught that a person can lie (stretch- the- truth) by commission or omission. Today’s political Left seems to favor both, depending on their specific agenda. They either distort the facts to make their purpose sound plausible and true, or suppress and fail to report the facts. They then repeat the falsehoods often and over a long period of time so that doubters will eventually believe them to be true. Our problem is to sort out the Truth! Can we do it in time to save our Freedoms, our Constitution and our Republic? Jack Lee President Emeritus Pennsylvania Rifle & Pistol Association July-August 2015 www.pennarifleandpistol.org Page 3 JUNE McDONALD BLACK POWDER CARTRIDGE RIFLE SILHOUETTE MATCH Submitted by Dana Knezevich An overcast and pleasant day greeted the twenty two shooters who competed in the June 6, 2015 Black Powder Cartridge Rifle match at McDonald Sportsmen’s Club. The wind was deceptively mild and there were only six ten-in-a-row scores turned in the entire day. Jim Radcliffe, from Zanesville, Ohio, can always be relied upon to turn in a good score in the iron sight category, and he didn’t disappoint at this match. His consistently good scores throughout the day allowed him to claim the open iron sight winner title with his score of 29/40. Right on his heels, his shooting partner and spotter Tim Gifford turned in a 28/40 to take the 1st Master/AAA award. Bill Simmen and Ross Arnfield tied with a 25/40, but Simmen took 2nd place in Master/AAA by virtue of his chicken count of 6, which moved Arnfield to 3rd place. Bart Wineland took 1st place in the iron sight AA/A/B class and Ruth Ann Kanzeg 2nd place. In the scope category, John Haagen, another regular high scorer, turned in a 27/40 to take the open scope winner award. Match Director, John Powers, took the 1st Master/AAA scope award and Kenny White won 2nd in that class. Mike Policy won the scope AA/A/B class with an excellent score of 25/40 and Stan Reed’s score of 23/40 gave him 2nd place in that class. The Quigley 600 yard Bucket Match had 14 competitors with Jim Radcliffe scoring 4 hits out of 5 to win the iron sight category. In the scope class the award was split three ways between John Haagen, Stan Reed and Kenny White who each scored 3 hits out of 5. SUMMER BIATHION EVENTS The Pennsylvania Biathlon Club will conduct two events this summer: Saturday, June 27 at the Altoona Pistol and Rifle Club and Saturday, August 8, at Oil Creek State Park. COMMENT ABOUT A CANDIDATE During a recent staged “Townhall Meeting” on CCN, Hillary Clinton was asked about her position on the Second Amendment, gun rights and the NRA. She was quoted, “We cannot let a minority of people hold a viewpoint that terrorizes the majority of people!” How about that for an assault on the First and Second Amendment? Perhaps she is also promoting “The Thought Police”, too. And she is being considered as a presidential candidate! PRPA’s goal is to develop skilled and safe shooters into active instructors who provide basic firearm training opportunities for their own clubs as well as for the public. Your club should be promoting education and training. Your risk management plan should include firearm safety training. The Association’s instructor seminars are available for Basic Instructor Training, Rifle Instructor Training, Pistol Instructor Training, Home Firearms Safety, and other disciplines. Need NRA-certified Range Safety Officers? PRPA can provide the certification training. Classes can often be scheduled at your club. For most new instructors, two days of training is required for certification. Costs vary, but are generally less than half the average shown on the NRA web site. Our education and training program is supported by the NRA Foundation----funds for grants are raised through banquets which are organized by your local Friends of NRA Committees. PROTECT YOUR AMMUNITION AND CARRY RIGHTS -- CONTACT YOUR SENATORS A bipartisan bill to protect the use of traditional ammunition, allow more flexibility using federal funds to build and maintain ranges on public land and ensure access to federal lands for hunting, shooting and other outdoor activities has been introduced in the U. S. Senate. Known as The Bipartisan Sportsman’s Act (S-405), it should be supported by shooters and sportsmen throughout the state. Please call and/or write your two Senators and urge them to do all they can to pass this bill and with the approval of the House, get it to the President’s desk. Let’s see what he does to stop or veto this bill introduced and supported by both Republicans and Democrats. Another bill that needs your support is The Constitutional Concealed Carry Reciprocity Act of 2015 (S. 498). This Senate bill would respect the rights of a gun owner who possesses a concealed carry permit in his or her home state or who is allowed by law to carry concealed in their home state to exercise those rights in any other state that does not prohibit concealed carry. Again write and/or call your Senators. Do it now! July-August 2015 www.pennarifleandpistol.org Page 5 VA POLICY THAT CHANGED NICS STATUS FOR VETS On Feb. 27, 2012 the VA and FBI received a “Memorandum of Understanding Regarding the NICS System.” That memo states that the VA must send health information to the FBI for its NICS database. The memo provides that the VA supply to the FBI this information by disc no less than quarterly for inclusion in the NICS. A definition in the memo describes the NICS database as a list of “persons prohibited under federal law from receiving or possessing firearms”. And further, “data disclosed by the VA to the FBI under the memo is to be entered into the NICS Index”. Answers covering “Frequently Asked Questions (FAQ) published by the federal government about this requirement says, “VA provides the DOJ a monthly list of individuals who have been rated by VA as being unable to manage their VA benefits”. It’s the VA’s interpretation of this phrase that is causing many Vets to loose their Second Amendment rights. “Unable to manage their VA benefits” under federal regulation allows the VA to determine whether a Vet who uses a “fiduciary” (competent person) to manage their benefits is competent, according to a letter sent to the VA on April 14, 2015 by Senator Chuck Grassley. Vets who need help in administrating their VA compensation are then labeled “mental defective” and are reported to NICS to be barred from exercising their Second Amendment rights and from owning or possessing guns. The assignment of a fiduciary, however, does not require the VA to consider if the Vet actually poses a danger to himself or others or is seriously impaired in any other respect. This means that if the VA determines that the Vet cannot handle his financial affairs for whatever reason such as being unable to drive to the bank or post office, physical injuries and such that would require assistance to handle his or her finances could be determined as “financially incapable”. Michael Connelly, Ex. Dir. Of the U. S. Justice Foundation recently stated that the FBI is rubber-stamping the lists of Vets being sent to it by the VA to place them on the “mentally defective” NICS list. He further noted that both the FBI and the VA are equating mental illness with not paying their bills on time and Vets have no adjudication process available for due process. In response to questioning, the VA refuses to admit any fault. In a statement the VA said, “As has been the policy for multiple administrations, VA acts in accordance with federal law and works with the DOJ to properly maintain the NICS database. VA notifies any Vet who may be deemed by VA to be mentally incapable of managing his or her own funds of the opportunity to contest this determination and also to seek relief from the reporting requirements under the Brady Act, as required by law”. The VA’s interpretation of the memo covering the “mental defective” determination process has further contributed to the distrust of VA by the Vets it is supposed to serve. Top this off with the VA hospital waiting list problems and the hospital health conditions, the rumors regarding VA’s purpose includes the stripping of gun rights from Vets seems to be confirmed. Some Vets have chosen to forego benefits and medical treatment or have withheld information during interviews for fear of losing their Second Amendment rights. Is this just another way that the Administration (read Obama and Holder) is using to promote their “gun control” agenda? THE NEW APPROACH TO GUN CONTROL If the Administration cannot get its gun control legislation through the Legislative process it is now approaching it in several different ways. First and foremost, if they can’t get it done at the federal level, then they pass it off to the states to try to get it done on a state-by-state basis. Second, if one approach is found to be unsuccessful, then drop it and try another. For example, the anti-Second Amendment advocates no longer talk about “gun control” but now call it “gun safety”. They have become soft on bans on so-called Assault Weapons” and instead are pushing for the expansion of background checks to obtain total gun registration. Other proposals include bans on lead bullets and laws or regulations outlawing so-called armor piercing ammo and maximum capacity magazines. It may take them longer to succeed in their gun banning purpose and the destruction of our Second Amendment and Constitution, but this approach may work. California has already passed a lead ban law. Washington has passed a law requiring background checks on all gun transfers and Colorado is on the verge of following. This means that each one of us must keep a sharp eye and close check on our own Pennsylvania Administration and Legislature. We know we now have a new popular anti-gun Governor along with numerous anti-gun Representatives and Senators from the Philadelphia and Pittsburgh areas. Become familiar with your state Representative and Senator. Know his or her position on gun laws. Express your thoughts by communicating in all ways you can. You have to become active! Do it now or face the possible loss of your rights, a little at a time. I’ve heard it said, “Death by a thousand cuts”. The event is open to the public, men, women and children age 12 and up and costs $50 per person to attend. Space is limited to 20 participants. Preregistration is required. To register please visit www.brcv-rodgun.org and click on the “Rimfire link” then complete the registration form and pay via PayPal. The program was developed with safety in mind. The program introduces participants to the fun and excitement of competitive shooting in a safe, low-pressure, family-friendly format. New, novice and experienced shooters are welcome to compete. Shooters compete using a rifle and handgun from any manufacture in .22 Long Rifle caliber. This event will have four stages of five targets and four squads of five shooters each. There will be a mandatory safety briefing one hour before range time. Anyone not attending the safety briefing forfeits participating in the event. Event Director: Marc Weiss, [email protected] - 973-223-7373 DON’T THINK WE WON THE BULLET BAN The BATFE released a Special Advisory notice on March 10, 2015 commenting on their decision to not issue a final framework for determining whether certain projectiles are “primarily intended for sporting purposes”. The important sentence in this notice states, “Accordingly, ATF will not AT THIS TIME seek to issue a final framework”. In other words, this time the ATF’s approach to banning certain ammunition may have failed, but look forward to more regulations or legislation covering ammunition in the future. Perhaps this was just a trial balloon. As most are already aware, Congressional Democrats including Rep. Jackie Speier (D-CA) are already introducing a bill that has the potential of banning ALL center-fire cartridges. Of course the ATF is welcoming these ideas. Director B. Todd Jones said, ”ANY 5.56 round threatens the safety of police officers”. Remember, freedom requires constant diligence and attention. Let’s not let it get away!
