SOUTHPORT CORRECTIONAL FACILITY is a disciplinary
Special Housing Unit and is governed by the provisions of Departmental Guidelines. As an inmate at this facility, you are expected to
comply with the Departmental Guidelines, Rules and Regulations of
the New York State Department of Correctional Services. All rules
that govern your time assigned to SHU are developed from Directive
#4933. Where that is not the case, an authorized variance has been
provided.
You will find that your compliance with Departmental and Facility
Rilles and Regulations will allow you to benefit from the positive aspects of the Progressive Inmate Movement System, which is unique
to our facility.
This system will be explained in this Orientation
Booklet. You will see that within a minimum period of time and with
the appropriate behavior, you can be afforded the .benefits of this special program known as PIMS.
SOUTHPORT
CORRECTIONAL
FACILITY is the fust facility
in the State of New York to function primarily as a SHU. Facility
staff are required to function as professionals at all times. Inmates
who fail to comply with the rules take away from the safe environment we live and work in. Because of the unique situation at this facility, we all must remain flexible. and be prepared to change.

This Orientation Booklet is a summary of services at this facility.
You are reminded that any questions that arise during your assignment should first be discussed with the Correctional Officer assigned
to your area. A Correction Sergeant is assigned to each of your housing units and if the Officer assigned to yom area is unable to answer
your questions, you may request to see the Correction. Sergeant assigned to your block. Counselors are assigned to each Gallery and
make rounds to assist you with your adjustment. :

INMATE MOVE:MENT SYSTEM
All inmates who arrive at Southport begin their SHU time at the ori-
entation level, While in orientation, inmates are subject tö the same
restrictions as Level I described below. The purpose of orientation is
to allow you, the inmate, to be readily available for interviews with
Correction Counselors, Medical Staff, Mental Hygiene Staff and
Clergy Staff.. as necessary. This orientation level may take up to
fourteen (;14) days and allows the facility to examine your records to
determine if you .are immediately eligible for Level II status, explained below. Inmates who have been transferred to Southport having pending disciplinary sanctions, will remain in Level I status until
disposition. of the: disciplinary case. Following such disposition, or
disciplinary hearing; you may then begin to earn your way to Level IT
status.
Level I - As Designated
All inmates confined to these housing areas will be subject to the fol-
lowing restrictions:
A. No headphone usage.
B. No Commissary privileges. Exception: When notified, by
receipt of pink slip by Inmate Accounts, that your funds have
been received at Southport and that you have spendable funds,
you may purchase up to 50 stamps. Form #2752 is available
. upon request from staff for this purpose.
C. Only initiai issue of property and clothing items allowed as
outlined in Directive #4933, Section V.
D. Remain in restraints, cuffed in front with waist chain, throughout the exercise period.
The minimum criteria for movement from Level I to Level II includes
thirty (30) days from last Misbehavior Report or imposed disciplinary
sanctions. Other factors to consider include the review of most recent
. acts of misbehavior and a review of overall disciplinary records. Final decision on movement to Level IIis at the discretion of the Captain, or his designee. Once a determination has been made that an
inmate is eligible for movement to Level II, the physical move will be
made as space permits.
Note: An inmate on restraintJcell shield order is not eligible for
movement to the next level until he has been off restraints/cell shield
order for a minimum of thirty (30) days with positive adjustment.
Level fi -As Designated.
All inmates assigned to these housing areas will be entitled to the fol. lowing:
A Post admission adjustment flin-cell" items as described in Directive #4933, Section VI.
B. Move to and from exercise cuffed in front with waist chain.
Restraints will be removed once inmate is secured within the
exercise unit.
C. Move to and from Visiting Room cuffed in front with waist
chain. Restraints will be removed once inmate is in Visiting
area.
D. Can enroll in Cell Study Program.
E. Use headphones.
F. Monthly Commissary privileges.

G. May have state issue winter coats in their cells from October 1
thru April 30 for use during exercise period.
The minimum criteria for movement from Level TI to Level ID
includes thirty (30) days in Level TI with no disciplinary reports.
Other factors to consider include the review of most recent acts of
misbehavior and a review of overall disciplinary records. Inmates
eligible to move will be placed on a waiting list and moved as
space permits. Final decision on movement to Level ill is at the
discretion of the Captain, or pis designee.

Note: Actions resulting in disciplinary sanctions during the post adjustment period may result in a loss of privileges and the imposition
of a new thirty (30) day post adjustment period. The reviewing authority (Captain) will make the determination for implementation of
this policy. Other than previously explained for exercise all inmate
movement within thè facility will be in restraints with or without
waist chain depending on your destination (such as showers, interviews, visits), Leg restraints, when necessary, will be used with issuance of a Restraint Order in accordance with Directive #4933.

to Minimum
Inmates who fail to maintain positive adjustment on either Level TI or
Level ill and become involved in acts of misbehavior may be moved
to Level I and will be subject to the restrictions outlined in explanation of Level I (above). The Captain, or designee, will review all Tier
il and Tier ill Misbehavior Reports and will determine if movement
is appropriate. Immediate movement prior to a Hearing may be made
if the nature of the misbehavior warrants. (Le., Assault on Staff, Unhygienic Acts, Arson. etc.) Movement will be authorized either by
the Captain or the Officer of the Day.

Note: If moved to Level I from either Level II or Level
calculation of the thirty (30) days post adjustment period for movement to a
higher level begins from the day of the move to Level 1. If a new
Misbehavior Report is issued and affirmed at Level 1, the thirty (30)
days eligibility period for movement to a higher level begins from the
date of the new Misbehavior Report.
E. While being escorted to and from the Visiting area, you will be
in handcuffs and waist chain, hands in front of the body. The
handcuffs and waist chain will be removed after you are secured in the Visiting area.

Each time a, SHU inmate is taken on movement (cell exercise unit,
shower unit, medical, etc.), the inmate will follow staff direction as to _
the procedures covering the specific movement, and bacle out of each
area. Any failure to follow direction may warrant a Deprivation Order to be requested for that specific movement. All PIMS Level I and
Level II SHU inmates will be in restraints (handcuff and waist chain
or handcuff behind back) when taken out of cell. Inmates must be
ready (on' the gate) when the movement team arrives at the cell or the
inmate will be considered as having refused cell movement.
PUVIS Level III SHU inmates will alI be removed from cells in restraints (handcuffs and waist chain or handcuffed behind their backs),
except when en route to outdoor exercise, at which time PThiiSLevel
III inmates
will be cuffed in the front without the .use of a waist chain.

DISCIPLINARY REVIE\V COl\ß1ITTEE (nRC)
As an incentive for positive adjustment, the facility has established
the Disciplinary Review Committee to review inmate behavior and
adjustment. When appropriate, SHU release time cuts may be recommended to the Superintendent.
The DRC will review each inmate's case according to an established
schedule. Your case will be reviewed approximately halfway between the date you. arrived at Southport and the date of your SHU
release from Southport on the Misbehavior Report(s) that resulted in
your SHU placement. Levell and Level II inmates are eligible for a
time cut consideration of up to one half (l12) of the amount of SHU
time remaining between the date of review and the date of release.
Level ID Inmates are eligible for a time cut consideration of up to two
thirds (2/3) of the amount of SHU time they have remaining between
the date of review and the date of

When reviewing cases for time cut recommendation, the DRC will
take into consideration the number and seriousness of Misbehavior
Reports, the nature of the Misbehavior Reports resulting in SHU
placement, the number of Misbehavior Reports received at Southport
and previous placements at Southport SHU. These factors have a direct reflection on one's ability to adjust from previous disciplinary
dispositions.
If an inmate is reviewed by the Disciplinary Review Committee
while on Levels I and II and then reaches Level m, he may apply
through his Counselor for reconsideration by the Disciplinary Review
Committee Chairperson.
The time cuts granted through the Disciplinary Review Committee
process will not address restitution, recommended loss of good time
or visitation restrictions that had been imposed either through disciplinary dispositions or Administrative determinations.

CELLEQli1Pl\iENT
Each cell shall be heated adequately for comfort as well as being
lighted adequately to permit reading. Each cell shall be equipped .
with the following:
(1) Toilet/sink
(1) Mattress'
(l) Bed
(1) Pillow
(1) Headphone (Level II and III only)
Every cell has one (1) headphone and is tested prior to your occupying the cell. If the headphone fails to operate correctly, you are directed to notify the Floor Officer. He will test it and determine if normal wear or vandalism caused the malfunction. If the Officer concludes that the headphone will not operate due to normal wear, maintenance will be contacted. You will be provided with another headphone while the one for your cell is being

repaired. If the Officer concludes that the problem was caused by
vandalism, he will prepare a Misbehavior Report charging you with
violating rule :ff 116.1 O. "Inmates shall not destroy, steal, misuse, damage or waste any type of State property".
Restitution for the repair
will be charged to your account.

A statement to the effect that all equipment listed is present and in an
undaniaged state shall be signed by the inmate and the Officer who
inspects the cell equipment as inmate is moved into the cell.

Denture Cleanser (as described above) is available through the Commissary for Level II and Level Ill inmates. If inmate has full upper or
lower dentures. denture cleanser (effervescent tablet form only) shall
be issued. If the inmate has partial dentures. both toothpaste and denture cleanser (effervescent tablet form only) shall be issued.

Pennit items such as wedding rings, religious medals or chains may
be requested from IRC. A valid permit fOT the requested ítem must
be sent with your request.
Legal materials may be limited to materials related to active cases.
Quantity should not constitute a fue hazard. All inmates will be provided upon admission to Southport an opportunity to take legal work
to their cells, Once all legal work is signed for, inmates will not be
returned to Draft area. If the possession of any item specified above
is determined to present a threat to the safety or security of staff, inmates or state property, the inmate may be deprived of that specific
item( s) upon issuance of a Deprivation Order.
Post Admission Adjustment - Additional Property
When an inmate is processed into this facility and upon initial property inventory, the following items will be retained for the inmate to
earn as he progresses to Level II and Level ill. These items will be
secured in the Block "short term" storage units until the thirty (30)
days post adjustment period has been determined.

The Processing Officer will inventory all items confiscated and that
Officer and. the inmate will sign the inventory sheet. If the inmate
refuses to sign, that refusal will be so noted and signed by a witnessing Officer. A copy of the inventory sheet will then be i~ued to the
inmate.

Inmates are permitted to place books that are in excess of cell limits
in their Block property box. If there is insufficient room in the box,
excess books may be stored in ail extra Draft bag in the Draft area.

In the event a claim is denied, the inmate must file an appeal within
. five (5) working days. Failure to:file within this time frame will result in the case being closed.
Claims approved for payment will be presented to the inmate for acceptance. If the inmate accepts the offer, payment will be made to his
inmate account. If the inmate does not respond to the settlement offer
within fourteen (14) days, it will be deemed a r-ejection of the offer
and the case closed. ~

You may file a claim to recover the value of personal property which
was lost, damaged or destroyed while under the custody. of the Department. Claims must be filed on Form #1421, "Inmate Claim
Form", within five (5) working days after discovery of the loss!

Periodically cells will be treated for pests in accordance with Facility
schedules. You will be notified of the Facility schedule guidelines
for this treatment. Inmates shall be required to maintain satisfactory
personal ~ygiene and cell cleanliness to control the presence of pests.

CELL CLEANING
Each inmate will have an opportunity to clean his cell three (3) times
. each week. Two (2) of these cleaning opportunities will be dry type
cleanings, consisting of cleaning rag and broom sweep. Once (1)
each week, all inmates will be given an opportunity to conduct a total
cleaning of their cell. The total clean up day will consist of the following items being made available to each inmate who requests
them:
(1) mop (except D Block and Levell)
(1) toilet brush

Note: - At no time will you receive soap balls at this facility, they will
be placed into your cleaning water. You willbe notified of the

AUTHORIZED
Level I inmates can purchase stamps once a month with Fonn #2752,
"Special Commissary Purchase Request." Submit this fonn directly
to the Commissary when notice is received that your funds have arrived or if you should receive money on a visit,

Each cell in this facility has a designated rectangular area approximately 2' X 4' outlined in each cell. This is the only place yon are
allowed to display personal pictures. Nnde photos are not to be displayed on any wall at any time.

At Southport Correctional Facility, nothing is to be hung on cell bars
at any time. At no time will you be allowed to obstruct or limit the
view of your cell. Every cell has been given a clothesline which is
attached to the front and rear ventilator, this is the area in which you
may hang clothing inside your cell. Should you be assigned a cell in
which the clothesline is missing or needs replacement, the Officer
working the floor of the housing unit should be notified to issue you a
_replacement.

CORRESPONDENCE
Inmates are permitted to send and receive privileged and regular correspondence in accordance with Directive #4421, "Privileged Correspondence" and Directive #4422, "Inmate Correspondence Program"

SHU inmates may receive some :free postage for privileged correspondence as follows:

A. Up to the value of five (5) first class stamps per week (may not
accumulate credit for unused weekly allotment or used by another
inmate). Additional postage must be paid for by the inmate. If
the cost is over the value of the available free postage, a disbursement fonn must be included. If the inmate does not indicate to
use
free postage first, the entire cost will go on the disbursement.
You may receive up to five (5) photocopies, printings or newspaper
clippings per day, excess of five (5) will be treated as contraband.
Pictures will not be allowed in that show genitals, pubic area, buttocks or female breasts with less than a full opaque covering. Plastic
or laminated items .are not allowed through the mail. They will not
be held in your property. Not to exceed once every four months, an
inmate may make a written request to the Superintendent to receive in
excess of five (5) pages of printed or photocopied legal papers specifically related to the inmate's current legal.matter (see Directive
#4422, Section TII-G-3).

of the envelope and no more than three (3) pages. with the Attorney Generai. NOTE: It does not apply to subsequent legal correspondence between the inmate and the attorney general regarding
the action. Advance request beyond the $20.00 limit must be accompanied by proof of deadline indicating it must be mailed be.:.

Within thirty (30) days of arrival SHU inmates with more than ten
(IO) subscriptions (newspapers. magazines. etc.) must forward a Jist-
of the ten (10) they wish to receive while at Southport Correctional
Facility to the Deputy Superintendent for Program

Services. Those who fail to submit a Jist will receive the first ten (10)
that arrive after the initial thirty (30) days. These ten (10) will comprise their list.
It is the inmate's responsibility to contact the publishers as to what
they want done with the remaining subscriptions. Some suggestions
are: 1.) defer or 2.) cancel,

Religious Alternative Meal- RAM
Inmates confined to the SHU will be provided meals of the same type
as the meals available to inmate in general population and in suffioientquantity to be nutritionally adequate, except as provided in Directive #4933, Section VII-A·2: Inmates may be placed on restricted
diet in accordance with the provisions of 7 NYCRR, Chapter V.
All food items will be delivered to the inmates upon receipt from the
Food Service area.
Level I inmates in a shielded cell win follow the procedure detailed
below:
This program provides all inmates with an opportunity to choose ei-
ther the regular lunch and dinner menu entree or an alternative entree;
which will be available at those meals. There are no alternative
items for breakfast. The alternatives offered to inmates in this program are meatless and may be a soybean derivative.
SHU inmates who wish to participate in the RAM will advise the
Food Service Administrator within five (5) days of arrival, by completing the form found in their SHU packet. Include your signature,
DIN, housing location and date of arrival at Southport.

Once opting out, a SHU inmate will not be allowed to again participate in RAM until the new cycle begins, which will be on January 1st, May 1st and September 1st only. Inmates who voluntarily
opt out of this program for a second time will not be allowed to rejoin
during the remainder of their time at Southport Correctional Facility.
Cold Alternative Meal
A Cold Alternative Meal is available, to those who qualify. Applicants must be certified by the Chaplain's Office to be allowed to participate.
Any abuse of this participation, such as exchanging or giving away
ANY Kosher food items to another inmate is NOT acceptable. All
Kosher foods are to be consumed at the time of service. No food can _
be held back for future consumption. Any accumulation -of food
found in your cell will be confiscated and destroyed, it may also
cause you to receive a Misbehavior Report for wasting state food.
This may cause the inmate to be removed from further participation
in the program. Once removed from the C.A.M. an: inmate may not
request re-instatement until a minimum of six (6) months has elapsed.

EXERCISE
Inmates confined in the SHU will be permitted one (1) hour of outdoor exercise daily, exclusive of the time it takes to go and return
from the exercise area, beginning on the day following admission.
During periods of inclement weather, inmates will be provided with a
coat and, if necessary, gloves (to Level I). Inclement weather shall be
defined as a temperature reading of 55 degrees Fahrenheit or below,
driving rain and/or snow. Prior to yOUI receiving yOUI breakfast
meal, an Officer will make a round on yOUIGallery for the purpose of
compiling a list for attendance to the exercise area.
Inmates going to exercise will be fully clothed. No extra and/or double clothing items will be worn. Knit caps may be worn to exercise
between October 15 and April15.
Exception: Two (2) pairs of socks may be worn but must remain
on feet at all times. Inmates must be ready (on the gate) when the
exercise team arrives at the cell or the-inmate will be considered as a
refusal.
Absolutely no additional items of any kind are permitted to be taken
to exercise without the Sergeant's approval,
Level I inmates will remain in cuffs and waist chain during their en- .
tire exercise period.
Level n inmates will move to the exercise area cuffed in front with
waist chain. The cuffs and waist chain will be removed during the
exercise period.
D Block, Level II inmates will move to and from exercise cuffed behind the back without waist chains. Level II inmates will not be required to remain in restraints during the exercise period.
Level ID inmates will move to the exercise area cuffed in front,
handcuffs will be removed during exercise period.

SHOWERS
PIMS Level I and Level IT inmates will be permitted two (2) showers
weekly.

PIMS Level ill inmates will be permitted three (3) showers weekly.
Showers will be conducted on the Galleries.
Inmates will be informed of shower period five (5). minutes before
they start. -Inmate must be ready when Shower Officer arrives at the
cell. Otherwise, this will be considered as a refusal.
Inmates will exit cells wearing under shorts or towel and shower slippers. Sneakers may be worn if you do not have shower slippers.
Inmates will be cuffed behind back prior to being escorted to their
shower area.
Once secured, the inmates will be issued their shower equipment
from the equipment container. This equipment will include state issued razor, personal shaving cream and personal shampoos. Razor
and toothbrush exchange is biweekly.
Those having medically approved Eneerin cream must store it in the shower equipment con_ tainer for issuing at shower time only. It can not be taken to the cell.
After ten (10) minutes of actual shower time, shower equipment will
be individually collected and inventoried and the inmates will then be
cuffed while in the shower stall, in the same manner, behind back,
and escorted back to their cells where the cuffs will be- removed after
the inmate is secured in bis cell.
All Level I inmates on a Restraint Order will be cuffed behind their
back with a waist chain. Leg irons will also be utilized.

HAIRCUTS
A schedule is in effect allowing one (1) regular haircut per month, if
'requested.
This schedule is based on your housing area. When cell
moves are conducted, you will be scheduled with your new housing
locations next haircut. No make ups are available under normal circumstances.
See your Correction Officer if special circumstances
exist.

:MEDICALíMENTAL HEALTH
Sick call will be conducted seven CT) days a week beginning at 6:00
AM. Inmates requesting Sick Call will do so by requesting a SickCall slip from the Floor Officer. The 11 - 7 Officer will collect the
sick call slips at approximately 12:00 AM. Slips can be placed in a
sealed envelope with "Siek Call" written on the outside to preserve
confidentiality. The Medical staff working during that shift Will compile a list for the nurse to make rounds in the housing areas the following morning. Doctor call outs are scheduled through sick call after being evaluated by the Nurse.
Emergency Sick Call is available 24 hours per day, 7 days per week.
You must request emergency sick call through the Officer.
The
Nurse will determine if the request is an emergency.
Prior to the actual round being conducted, an announcement to the
population that sick call is to commence will be made on each floor
of each block. Inmates requesting sick call will have their lights ON .
and their pants ON when the Nurses approach the cell.
Every inmate who wishes to see a health provider will be seen; - Dental problems shall be treated and/or referred accordingly by a.health
provider. The Dental Department schedules all dental services.after
reviewing each request submitted.

Law Library resource request slip. These slips win normally be collected each evening between 10:00 PM and 11:00PM, they Will then

T'ne Law Library Officer shall also facilitate book Retrieval in SHU
A, B, C and D Blocks -between 9:00 AM and 10:00 k\.1, Monday
through Thursday and between 9:00 Mi and 10:00 AM on Saturday
and Sunday of each week, under normal circumstances.
While all
other legal materials will continue to be loaned in original text format, such as statutes, digests, treatises, self help books, etc., it is necessary touse the photocopy in lieu of text loan procedure to fill SHU
inmate requests for case law loans.
In addition to Law books, inmates may utilize photocopies
of case
law., Inmates must submit, in writing, the case name and the citation,
if known. As with books, the case law will be delivered to the inmate. He may use if for a minimum of sixteen (16) hours and a
maximum of twenty four (24) homs. There is not a charge for photo:"
copy services for this "on loaned" copy of case law, however, if inmate wants a permanent copy, he may request, in writing, and will

General Library -services -are provided to each inmate at this facility
as follows:
We follow the requirements of Directive #4933. "Special Housing
Units", by making available to the inmates in each housing unit,
General Libr~ materials in English and Spanish, in a quantity equal
to at least two (2) books and one (1) magazine for each inmate.
The reading material available to each housing unit is changed every
sixty (60) days by the Senior Librarian, who prepares for each housing -unit, balanced selections of non ..fiction and fiction books, and
magazines in both English and Spanish.
According to a schedule followed by the housing unit staff, a Mobile
Library Cart (Bookmobile) will visit each Gallery once every week.
At that time, every inmate on the Gallery may exchange up to two (2)
books andlor ane (1) magazine for different items. This means you
may select up to three (3) new items, if you return to the- cart the
same number of items you remove.
These items are in addition to the maximum allowed as set forth in
Directive #4933.
Any inmate who has more than three (3) Southport Correctional Facility General Library items (books andlor magazines) in ms cell is in
violation of Directive #4933 and the Southport Correctional Facility
Policy and Procedure on General Library Service to SHU inmates.
Directive #4933, "Special Housing Units", does not provide for individualized attention by the General Library, therefore, special requests will not be filled. While yon are in SHU status at Southport,
you may read the books and magazines provided to you by the Mobile Library Cart. When you complete your time at -Southport and
return to General Population, you will be able to pursue your special
reading interests.

CHAPLAIN SERVICES
Religious counseling, support in personal and family problems is
available from the Chaplains. Requests should be directed to the
Chaplain's office. Chaplains will conduct regular rounds on each
gallery. Emergencies will be attended to as needed. If your religious
affiliation requires special dietary requirements or accommodations,
contact food service.
How to submit a complaint In accordance with the provisions set
forth in Directive #4040., Section 701.5: Clear concise description of
the problem including 'the steps taken to informally resolve the complaint, i.e., specific persons, areas contacted, dates and responses received. Attempts to infonnally resolve are considered when calculating the twenty-one (21) day time frame. A complaint will not be untimely untilan inmate fails to pursue it further.
Attendance at congregate religious services by an SHU inmate is not
permitted per Directive #4933.

Inmates assigned to the SHU will have access to the Inmate Grievance Program as follows:
All complaints must be sent to the lGRC Office through the facility
mail. (lGP Deposit Boxes), which are kept locked at all times, complaints are collected from these boxes at least twice a week by the
IGP Supervisor or his representative. '
A. Grievance forms will be made available upon request to the SHU
Floor Officer.
B. A staff member of the Inmate Grievance Office will make rounds
a minimum of once per week. The purpose of the rounds is to .
deal with the issues involving the grievance program and to get
direction on how to informally resolve issues within the facility
that this section does not provide for, Rounds are NOT Intended for disputing the outcome of IGRC responses or any
level of response to the complaint submitted. Directive #4040
provides for a simple, fair, and orderly process to appeal the
decisions of the Com..mittee and Superintendent's responses.
C. Before submitting a complaint an inmate should attempt to informally resolve his issues. This is not intended to deny an inmates
right to submit a complaint. However, it is strongly advised to
correspond with those areas that directly affect the issue that the
. inmate has. If an informal resolution is not
What is the process? The IGRC has up to sixteen (16) calendar days
to resolve the grievance informally. If there is no resolution, the full
committee conducts a hearing to answer the grievance or make a rec- .

PAROLE
Parole Officers are assigned to Southport Correctional Facility. Any

FRISKS
In accordance with the provisions of Directive #4910, "Control of
and Search for Contraband". the following procedures will be followed in such designated Special Housing Units;
Strip Frisk:
On initial entry to a disciplinary SHU, an inmate will be strip frisked.
When an inmate is transferred from one facility SHU he may be strip
frisked on exiting the facility but may not be strip searched or strip
frisked without probable cause upon entry to the receiving facility
and/or its SHU. A strip frisk will be conducted upon the completion
of any visit.
Pat Frisk
An inmate will be pat frisked and hand scanned whenever he goes out
of, or returns to the SHU, and/or prior to and upon returning from any
exercise periods, hearings, interviews, etc. An inmate will be pat
frisked and hand scanned prior to entering the facility Visiting Room.

RESTRICTED DIETS
, Restricted diets may be imposed as a result of a disposition at a Superintendent Hearing, Tier m, or prior to a hearing for inmates involved in certain acts of misbehavior.
39.
CELL SHIELD ORDERS
A Cell Shield is a transparent cell front covering equipped to provide
adequate ventilation. Cell Shields may be applied for good cause including, but not limited to, the reasons listed below, which warrant
their use:
Spitting through the cell door, or the throwing of feces, urine,
food or other objects through the cell door.
B. The inmate refuses to keep his hands within the celland/or other, wise attempts to assault or harass staff.
C. The inmate is so disruptive as to adversely affect the proper operation of the unit.

Fire and emergency procedures are posted at the front end of all galleries on the wall and are in both English and Spanish :in the event of
fires that may occur on your gallery. Where any large amount of
. smoke is generated, you should position yourself on the floor of your
cell where there is clear air and wait staff direction. For all other related emergencies, follow staff direction.

SMOKE FREE POLICY
A Smoke Free Policy is the policy for the Department of Correctional
Services. No smoking products are allowed for any inmate in SHU,
tobacco, rolling papers, matches, etc.
