Fight Against AIDS,
In the past year nearly two-thirds of all new HIV patients
in Wisconsin chose to receive their health care at the ARCW
Medical Center.
Patient choice is always a strong indicator of quality care.
We know that patients choose ARCW because of the
comprehensive health and social services we provide. Another
important reason for their choice is the high quality of care
and the high prospects for treatment success they receive at
the ARCW Medical Center.
It is the quality of care we provide that is enabling people with
HIV disease to gain back their health and the opportunity for a
long and healthy life.
We are proud to focus this Annual Report on our commitment
to quality in the health care we provide, the social services we
deliver and the prevention strategies we implement.
Our achievements in operating one of America’s most
comprehensive AIDS service agencies would be impossible

dental, mental health, pharmacy and social services that
assure our patients the highest quality HIV health care.

Begins with Quality Staff
H
elping HIV patients become healthy takes more
than clinic visits and filled prescriptions. It requires the
expertise and dedication of health care professionals
who are committed to the highest quality of care through
the delivery of state-of-the-art, evidenced-based health care.
The foundation of quality care at the ARCW Medical Center
is the HIV expertise, dedication and leadership of our
professional staff.
Our physicians, nurse practitioners, dentists, pharmacists,
psychologists and mental health therapists are all leaders in
their respective professions on HIV care and treatment. Working
in collaboration, they create a unique health care delivery model
at the ARCW Medical Center that assures the highest quality
of care by meeting the health care needs of our patients.
Our collaborative model of comprehensive health care is
strengthened even further by the integration of supportive
services led by the most experienced HIV social service
professionals in Wisconsin.
Our social workers, housing specialists, nutritionists and
lawyers work closely with our patients to resolve the difficult
issues of homelessness, hunger, poverty, discrimination and
access to health care. By solving these problems treatment
barriers are reduced and patient adherence to complex health
care regimens is enhanced.

Published in Science
Experienced Pharmacists Enhance Quality
John Fangman, MD, leads the ARCW Medical Center as its
Medical Director and is Associate Professor at the Medical
College of Wisconsin. One of Wisconsin’s top infectious
disease physicians, Dr. Fangman is a leading member of a
national research team whose findings on the rare ability of
some individuals to control HIV infection without the need for
medication were published in the December 10, 2010 edition of
the prestigious journal Science.
With a combined 26 years of experience dispensing HIV
medications and counseling patients on how to maximize
medication effectiveness, ARCW pharmacists are the most
experienced HIV pharmacists in Wisconsin.
The published study highlights the differences this group of
HIV patients has in five amino acids that help to form a protein
important in the immune response. About one in three hundred
HIV patients has this key difference in their immune system.
During a first visit to the ARCW Pharmacy a new patient
complained of severe side effects from a medication he was
taking. After checking the patient’s prescription, the ARCW
pharmacist recommended a new version of the drug that would
cost less and eliminate his side effects. Following consultation
with the patient’s physician, the new prescription was dispensed
to the patient. The quality of care for this patient was
immediately enhanced because of the HIV expertise and
patient-centered approach of his ARCW pharmacist.

plays an integral role in managing HIV infection.”

Outcomes
Mean Lives Lived Well
I
n 2010 the United States established a National HIV/AIDS
Strategy with a goal of assuring access to high quality
health care that optimizes HIV health outcomes.
Every day at the ARCW Medical Center our health care
providers work to optimize health outcomes for HIV patients
through the delivery of evidence-based health care and best
practice integration of pharmacy and social support services.
By implementing best practices for quality care we assure the
best outcomes for our patients.
Far and away, the most important quality outcome for HIV
patients is the achievement of undetectable viral load. The
ARCW quality assurance system monitors the viral load and
immune system strength of ARCW patients and provides
feedback to ARCW health care providers so that constant
progress is made toward achieving this quality health outcome.
Over the past two years the high quality of care and quality
assurance system of the ARCW Medical Center have
achieved a 25% increase in the number of patients with
undetectable viral load. The total number of ARCW patients
achieving undetectable viral load increased to 75%.
When ARCW patients achieve undetectable viral load it
means that HIV treatment is successful and their prospects
for a long and healthy life are excellent. It is a quality outcome
that means lives lived well.

How Quality Care Changed Wanda’s Life
With 17 grandchildren all competing for her attention, Wanda
Santiago believes in taking care of herself. At times since her
HIV diagnosis in 1990 she encountered serious setbacks. She
was homeless and faced a host of other illnesses including
cancer, spinal meningitis and pancreatitis. When she enrolled at
the ARCW Medical Center Wanda’s life changed for the better.

and pharmacist at ARCW is outstanding. They are all
working together to make sure I have all the services I need
to be healthy. Coming to one location for all my care is
wonderful. With the help of my great team at ARCW, I have
an undetectable viral load, a strong immune system and the

Prevention
Saves Lives From HIV
U
ntil a cure for HIV is found, prevention remains the most
powerful strategy we have to save lives and turn back
the AIDS epidemic. We have learned over 30 years of
AIDS that for prevention strategies to be effective they must
be evidence-based interventions that can reach and influence
diverse individuals at highest risk for HIV.
Quality prevention interventions save lives from HIV. That is
why the ARCW commitment to quality is as strong for our
prevention programs as it is for our health and social services.
From the very beginning of AIDS, our prevention strategies
have always reached those at highest risk. In the 1980s we
reached gay men with risk reduction messages and condom
distribution. In the 1990s we reached injection drug users with
clean needle exchange.
Today, instant communication on social networking websites
is a new challenge for HIV prevention but one ARCW has
embraced with unique internet interventions reaching tens of
thousands of at-risk individuals on computers, smart phones
and tablets with life-saving prevention messages.

Quality Prevention at ARCW
• Social Networks HIV Testing identifies four times more
HIV positive individuals than traditional testing by enlisting
trusted community leaders to encourage testing.
• Seek, Test, and Treat reaches high-risk incarcerated
individuals for HIV testing and treatment referral and
significantly increases annual HIV tests.
• Internet Outreach offers prevention dialogue on social
network websites reaching more individuals than ever before.
• Many Men Many Voices provides African American men
who have sex with men group discussions on HIV and builds
their skills for self protection.
• Lifepoint exchanges used for clean needles, conducts HIV
and hepatitis C testing and has reduced the annual HIV
