A WORD FROM THE AOWA PRESIDENT

Welcome to the 29th Annual Alabama Onsite
Wastewater Association Trade Show and
Onsite Wastewater Conference,
and welcome to the University of West Alabama (UWA). You will see
as you flip through the pages of this year’s program that we have put together an outstanding
lineup of educational programs and activities. A lot of effort has been put forth to make sure
that there is something for everyone in our target audience. No matter whether you are an
installer, pumper, engineer, public health environmentalist, or just an interested member of the
public, there is something here for you.
This is our first year to host the Trade Show at UWA, and what a wonderful way to kick off our
year by coming back to the home of our Training Center in Livingston where so much was
done by so many to put education and training at the front of the onsite wastewater industry
in Alabama. Please take some time while you are here to visit the Training Center if you never
have before. We are glad you are here.
Like the Training Center, and speaking of the “many,” this event would not be possible
without the help of all of our partners in Alabama’s onsite wastewater industry. Teamwork and
partnerships make everything in life a whole lot easier, and we are lucky to be a part of one of
the best teams around. We want to thank our own AOWA Board of Directors for their tireless
efforts, both in front of and behind the scenes. We would like to thank all of our friends at the
Alabama Department of Public Health, the Alabama Onsite Wastewater Board, the Alabama
Department of Environmental Management, and the University of West Alabama.
We also want to thank all of the other individuals who devoted their time and effort to make
this event a success. At the back of this program, you will see a list of this year’s Trade Show
Exhibitors. Please take the time to pay them a good visit at their booths and thank them
for being here. This event is so much better because of them. Special thanks go out to our
speakers and educators, who open our eyes and minds to the history and ever-changing
future of this industry and the world around us. If you had any part, no matter great or small, in
helping to promote and develop this year’s Trade Show and Onsite Wastewater Conference, we
want to thank you!

Board of Directors for the Alabama Onsite Wastewater Association.

Lem Burell has been employed as an environmental health professional with the Alabama Department
of Public Health since 1976. He has served in the capacity of Area Environmental Director since 1987.
Lem graduated with a Bachelor of Science degree in Biological Sciences from the University of Alabama
in 1975. He manages and directs environmental programs for 14 counties in northeast, east central, and
central Alabama. His affiliations include serving on the Board of Directors as Secretary for the Alabama
Clean Water Partnership, Chairman of the Coosa River Clean Water Partnership, past president of the
Alabama Public Health Association, and past president of the Alabama Environmental Health Association.
Lem is a stakeholder in the Middle Tallapoosa Clean Water Partnership and a member of the Interstate
Environmental Health Seminar Executive Committee. He has been a member of Gideons International
since 1985, and resides in Oxford, Alabama with his wife of 36 years, Janice. Lem enjoys waterfall
hiking, photography, survival swimming and writing his seasonal college football prognostication column
entitled, “Out on a Lemb.” He once received a piece of actual mail from a California Engineering firm
addressed to: “Mr. Limber Rail!”

John Clement, P.S.C., is a graduate of Auburn University and Jacksonville State University, with
degrees in Agronomy and Soils. He has worked with the Alabama Department of Public Health for
11 years. He is husband to one wife and dad to two kiddos.

Michael Dansby is Motor Operations Manager at Alabama Dumpster Service in Hope Hull, Alabama.
He has over 15 years of experience in the waste hauling industry and serves on the Board of Directors
for both the Alabama Onsite Wastewater Association (AOWA) and the Alabama Onsite Wastewater Board
(AOWB). Alabama Dumpster Service handles full service waste disposal and wastewater services. ADS has
serviced many large outdoor events, including PGA and LPGA golf tournaments. Michael attended
the University of South Alabama.

Brad East has been working with the Alabama Department of Public Safety for 23 years. 18 of those
years have been spent working in the Commercial Vehicle Enforcement Division. Brad conducts safety
talks with different groups all over the state of Alabama and has been teaching safety classes for AOWA/
UWA continuing education courses for over 6 years. He regularly gets laughs and chuckles from his
audiences and sometimes gets a round of applause, but he doesn’t get laughs or applause from those
folks that he pulls over for tickets.

Mark Elliott, Ph.D., is an assistant professor in the Department of Civil, Construction, and
Environmental Engineering at the University of Alabama. He works at the intersection of drinking water,
sanitation, health, and development. Mark received his doctorate from the Department of Environmental
Sciences and Engineering at the University of North Carolina. His dissertation research focused on
the bios and filter, a household-scale slow sand filter used in developing countries. He conducted
postdoctoral research at the Water Institute at the University of North Carolina, leading projects on
climate vulnerability and adaptation of water supply, water safety plans, household water treatment
and small water systems. His current research topics at the University of Alabama include climate
change adaptation in low-lying Pacific islands, water quality in private wells, UV-LEDs for drinking water
disinfection, and contamination of water resources from failing septic systems.

Since its inception in 1999, Allison Jenkins, Executive Director of the Alabama Clean Water
Partnership, has served in a leadership role with the organization. The Alabama Clean Water Partnership
is a statewide nonprofit organization focused on nonpoint source pollution education. As executive
director she supports the ten Partnership Basin Facilitators located across the state, working with
agencies, citizen groups and agricultural, business and industry representatives to facilitate the sharing
of ideas, information and resources, forming partnerships and initiating projects designed to protect and
restore Alabama’s waterways.
Holding a degree from Mississippi State University in Elementary and Special Education, Mrs.
Jenkins became involved in water quality issues when her dog became sick drinking from a local stream.
She became a certified water-quality monitor with Alabama Water Watch in 1993 and formed a local
watershed protection group, becoming an advocate of stakeholders working together for clean water.
She served for two years as Board President and three years as Executive Director of the Alabama Water
Watch Association and as a Citizen Trainer for the Alabama Water Watch Program. She was also
a founding member of the Southeast Watershed Forum, serving as the Alabama representative to the
board for six years.

Todd Johnson began his career in 1997 in Montgomery specializing in residential construction
coverage. In 2008 Todd made his transition to Palomar Insurance. Todd now specializes in all roles of
construction, bonding and trucking. He is active in the Alabama Onsite Wastewater Association, where
he has been guest speaker for the Continuing Education program for over 10 years. Todd also plays a very
active role in the Greater Montgomery Homebuilder’s Association, serving on several committees each
year. When he is not at the office he is traveling around the Southeast with his two kids, Wesley, 18, and
Maddie, 15, going to high school rodeos and several other team roping competitions.

Kyle Lane is from Mobile, AL. He began working for Mobile Instrument Company in 1998, after
receiving a Bachelor degree from the University of Alabama. He started as a purchasing agent, moved to
inside sales, and then transitioned to outside sales in 2003. He is trained in sales and tech support for
optical instruments, construction lasers, GPS, and machine control.

Dale Mask has been a leader in the onsite wastewater industry for 25 years. He presently owns Dale’s
Septic Service, Inc. which includes onsite system service, installation, repair, and pumping for both
residential and commercial applications. He has served as the installer, Chairman and Vice-Chairman of
the Alabama Onsite Wastewater Board and has served on the Board of Directors for the Alabama Onsite
Wastewater Association for much of his career in the industry, and regularly teaches at licensing and
continuing education classes around Alabama.

John McCall, Ph.D., is a Professor of Biology and Dean of the College of Natural Sciences and
Mathematics at the University of West Alabama (UWA). In addition, he currently serves as President
of the Alabama Academy of Science. Dr. McCall has been at UWA since 1992, and has taught classes
ranging from applied statistics to evolution. In addition, he teaches a number of field courses in which
students are introduced to natural communities in Alabama and Florida.

Ken Meeks was born in 1966 to W.T. and Shirley Meeks in Jackson, MS. He graduated from
Thomasville Academy in 1985 and then went to Livingston University for one year where he played
football for that year. He married Barbara Ann Beck in 1986. He has three sons, Beau, Barry, & Brandon,
and three grandchildren. He worked at Weyerhaeuser for 10 years running the water treatment plant, and
afterward went into business with father in 1999, opening M&M Portolets. He bought the business from
his father in 2009 and brought his sons into the business in 2012. He is also a partner in three other
businesses: Angel Heart Monuments, Pumphouse III Carwash and Deepsouth Lazer Etching. He has
been involved in Law Enforcement since 1999.

Steve Meeks is owner of Meeks Environmental Services, a 57-year old wastewater service company.
They specialize in residential, commercial, and municipal wastewater cleaning, hauling, and
maintenance. Their residential services include cleaning septic tanks and minor repairs. They do many
types of commercial work, including cleaning restaurant grease traps, jetting clogged lines, and light
industrial work.
Their municipal services include hauling sludge, cleaning lift stations, jetting sewer mains, and
cleaning a variety of tanks and basins at wastewater treatment plants and filter plants. They also so storm
water drain cleaning. They process some of the wastewater they haul through dewatering. Steve has
served as Secretary on the Alabama Onsite Wastewater Association Board of Directors and has served
as an instructor in licensing classes and continuing education events for over 16 years.

Alan Nipp is a District Sales Manager with Infiltrator Water Technologies. Alan joined Infiltrator
Systems in 2001 and is responsible for providing sales and technical support in the three state territory
of Alabama, Mississippi and Tennessee. From 2006 until 2009, Alan was responsible for managing the
12 state Midwestern Region for Infiltrator Systems.
Alan began his onsite wastewater career at the Tuscaloosa County Health Department in 1991. Alan
supervised the onsite wastewater program in Tuscaloosa County from 1994 until joining Infiltrator
Systems in 2001.
Alan received his Master of Public Health degree from the University of Alabama at Birmingham and
his B.S. in Environmental Science from the University of West Alabama. Alan became a Registered
Environmental Health Specialist with the National Environmental Health Association in 1997. He and
his family live in Olive Branch, Mississippi.

Dr. Andrew K. Rindsberg, Ph.D., teaches courses on geology and environmental science at The
University of West Alabama and has written numerous reports on Alabama geology and paleontology.

Randy Shaneyfelt is employed with the Alabama Department of Environmental Management and is
in his eighteenth year as a program planner for Coastal Programs stationed at ADEM’s Mobile Field
Office. He has over 30 years of experience as a field, research biologist and environmental scientist.
He is currently the Program Coordinator for Alabama’s Coastal NPS Program (ACNPCP), establishing
program plans and implementing projects, as well as providing technical assistance and coastal resource
training for coastal NPS issues. Randy holds a Bachelor of Science degree in Biology from the University
of South Alabama.

Richard Smith, M.S., P.S.C., is currently the Public Health Environmental Supervisor for Chambers,
Cleburne, Randolph and Tallapoosa Counties. He began his public health career in 1995 in Lee County.
He left in April of 2004 to pursue a second bachelor’s degree and a master of science degree from
Auburn University. His master’s thesis was entitled, “Hydromorphology and Plinthite Characterization
of Some Alabama Coastal Plain Soils.” He resumed his public health career in 2009.

Steven A. Speaks, P.E., P.L.S., is the President of Larry E. Speaks & Associates, Inc., located in
Montgomery, Alabama. He is a licensed professional engineer and land surveyor. Larry E. Speaks &
Associates provides engineering design services in residential and commercial subdivisions including
roadway, drainage, water and sanitary sewer systems. The firm has significant design experience
with individual onsite systems and decentralized collection, treatment, and disposal systems. Steven
graduated from Auburn University in 1987 with a B.S. in Business Administration with a major in
Finance and again in 1996 with his B.S. in Civil Engineering.
Steven is licensed to practice in Alabama, Georgia, and Mississippi. His professional affiliations
include the American Society of Civil Engineers, American Council of Engineering Companies of
Alabama (where he serves on its board as the immediate past president), the National Society of
Professional Engineers, and the Alabama Society of Professional Land Surveyors. Steven currently
serves on the American Cancer Society Leadership Board of Montgomery and The Boy Scouts of
America/Tukatbatchee Area Council Board where he serves as Vice-President. Steven served on the
State of Alabama Board of Public Health from 2008-2011.

Allen Tartt is the director of the AOWA Training Center at the University of West Alabama (UWA). A
native of Livingston, Alabama with 16 years of experience in the onsite wastewater industry and the field
of environmental science, Allen serves as an instructor and coordinates onsite wastewater training and
educational programs for AOWA and UWA. He has a B.A. in History and a Masters of Art in Teaching,
both from the University of West Alabama.

Kevin D. White, Ph.D., P.E., is a Professor and Chair of the Department of Civil Engineering at the
University of South Alabama. Specializing in environmental engineering (master’s degree from Louisiana
State University and Ph.D. from Virginia Tech University), his research has focused on small community/
decentralized wastewater treatment (constructed wetlands and other alternative decentralized treatment
technologies) and storm water management (BMP’s, storm water wetlands, etc.).
Dr. White has installed and tested a number of onsite wastewater treatment and disposal systems
(wetlands, drip irrigation systems, sand filters, etc.) and has directed an EPS National Decentralized
Wastewater Demonstration project in Mobile. Some of his early wetland demonstration systems are still
performing twenty years after installation. He was a charter appointee to the Alabama Onsite Wastewater
Board (AOWB) and is currently serving in the academic chair on that board.
He was been instrumental in the development of AOWA Training Center at the University of West
Alabama and has assisted with the development of the training curriculum for licensees of the AOWB
in Alabama.
