Challenge
Internet of Things is listed as “top
priority” on the informationization
development strategies for many
countries.
Each of these countries has put
forward plans, draw up goals and
actions for IOT.
•
Yet, there are no specific supports
and policies to legislate Internet of
Things.
There are initial industry chain with
clear roles defined for each sector.
Key multi-national players are taking
the lead to anchor the value chain.
•
A win-win business model within the
value chain has to be developed
High cost
No economy of scale yet – many
companies are still young and small.
Terminal: Radio-frequency
identification (RFID), sensor
technologies, nanotechnologies,
embedded intelligence, etc. are
maturing gradually.

Comparing with foreign countries, China application and development of Internet of Things is
faster:
•European and American countries respect market development promoted by enterprises,
governments do not involve in promotion, but enterprises concern more on short term benefit.
•In China, government unified control, coordination effort is strong, promotion progress is faster
than foreign governments.

IP addresses
•China has 400,000 IPv6
users and plans to reach 1
million users in 2010 (China
owns more than 200 million
IPv4 addresses and will use
this quota in 2012)
14

Operator – Current Hurdles
Products
• Most products and services are in pilot and R&D stage:
• Operators all have their blue prints of comprehensive product
applications system; however, most products are in pilot and
R&D stage with only few location and monitoring applications
are available for promotion.
• These available products are only promoted locally in related
cities, and not nationwide launch.
Conclusion
• No intense competition
on industry chain
Promotion
• Promotion and pilot areas are concentrated in 8 major cities:
• Currently, business promotion and pilot areas are mainly
concentrated in Beijing, Shanghai, Wuxi, Hangzhou,
Guangzhou, Shenzhen, Wuhan, and Chongqing.
• Products are being promoted by categories and regions.
consumer – northeast, agricultural – northwest and industrial –
southeast.
Profitability
• No large scale applications yet:
• Currently, applications are catered to single region or province,
and single corporation – no nation-wide or industry-wide
application yet.
• Even the scale of CMCC has only 3 million users and RMB40.7
ARPU, indicating a very early stage business development.

• Currently, operators
need:
• to clarify their own
positioning on
industry chain,
• to improve their core
abilities and
capabilities, and
• to strengthen their
influence in the
development of the
whole IOT industry.

Case Study 2: Pudong Airport & 2010 Expo
Shanghai Pudong International Airport
• Intrusion Detection System (IDS) in Pudong airport is the first
officially demonstrative IOT project in China (April 2008)
• Total cost of Project is over Euro 5 million
• IDS provides comprehensive security functionalities synergized
with sensors (incl. inductive & infrared sensor), CCTV, GPS. data
transmission network and back-end data analysis center, to
perceive potential unallowable entry
• 30,000 sensors positioned at ground, electronic fence and low altitude in
different range of areas, to collect the signals of potential malicious entrant
as much as possible
• Data transmitted through wire and wireless network to backend servers for
entrant behavior analysis
• Alarming
• The most difficult point in the solution is how to identify the
underlying danger through holistic analysis of collected data
Shanghai 2010 Expo (see next page)
• Video Surveillance Solution in the Expo adopts a three-layer
architecture:
• The police stations access the front-end video acquisition points to collect
images and perform coding.
• The sub-control centers store and forward the media streams.
• The image center manages all devices on the network and processes the
images.

Case Study 3: Intelligent Power Substation
•
On Dec. 30, 2010, the first 220 KV intelligent substation of State
Grid, Xijing intelligent substation, was put into operation in
Wuxi. The substation:
• Is the first to realize an integration of Internet of Things technology and high
voltage controlling technology.
• Has established a sensor monitoring and controlling network with the
technology of Internet of Things, installing 395 sensors including water
sensor, smoke sensor, temperature and humidity sensor, 55 sets of highdefinition cameras and 2 sets of thermal infrared imaging cameras, as well
as audible and visual alarm and other facilities, which realizes the
integration application and forms an intelligent routing inspection system
together with on-line monitoring system for power equipment in substation.
• Allows far away monitoring center to see the work condition of equipment in
the substation at any time, which ensures an instant diagnosis and
settlement on abnormal occurrence, thus to reduce the times for periodic
repair and power-off.
• Is the first in China to apply full optical fiber current sensors for the entire
substation, and to provide overall and quality sample data for maintenance,
measure and metering.
• Is also energy saving, applying several technologies in information and
telecommunication that saves a great deal of cables and communication
cables – the way of placing-in-place has saved 44% rooms for screens in
the secondary equipment rooms and 30% cable materials in the substation.
