Graduates are eligible to take the National Council Licensure Examination to become Licensed Practical Nurses. Curriculum/Course Descriptions The Practical Nursing curriculum is organized around a clearly defined conceptual framework which combines general education and practical nursing education. The practical nursing education courses correlate classroom and clinical instruction in a variety of community agencies. Classroom lectures are held at the college and nursing faculty direct learning in the classroom and clinical laboratory settings. Transportation to community agencies is the responsibility of each student. Elizabethtown Community and Technical College follows the curriculum approved for the practical nursing programs in the Kentucky Community and Technical College System. Course descriptions may be found in the Community and Technical College System catalog available in the Admissions Office. Students wishing to transfer into the program should make an appointment to see the coordinator of the program for transfer options. Students taking KCTCS classes, with the intention of transferring, should seek advice at the destination institution. Practical Nursing is a very intensive and fast paced program. To be successful, students should plan to be engaged on the college campus, lab and clinical settings from 8 am to 4:30 pm Monday through Friday. It is recommended that the student minimize their other time requirements in order to devote as much time as possible to successful program completion. Students should financially plan for beginning the PN program so that they do not have to work while taking the PN program courses. If a student must work, it is recommended that they work no more than 12 hours per week. Academic Calendar The Practical Nursing Program follows the same academic calendar published in the Elizabethtown Community and Technical College Fall and Spring Schedules. Courses in practical nursing are sequential and taught on a semester or bi-term basis. Although general education classes are available to students in the summer term, practical nursing classes typically are not taught in the summer. Practical nursing course are not available in an on-line format although many of the general education courses are. Grading Policies/Academic Progression Standards All practical nursing courses contain a theory portion. Some practical nursing courses also contain a clinical laboratory and skills laboratory portion. The clinical and skills laboratory portions are evaluated on a pass/fail basis and the theory portion is evaluated using letter grades based on points. A student must pass the clinical and skill portions of the course in order to receive the grade earned in theory for that course. Any student who fails the clinical and/or skills component of the course will receive a failing grade for the course. Students must achieve a minimum grade of “C” in each required course for the PN diploma including general education and nursing courses. 3 It is extremely important that students enter the PN program with strong basic math skills. The student will be required to perform drug calculations in the administration of medications. Drug calculation uses basic math skills of addition, subtraction, division, multiplication, fractions, decimals and the basic algebraic skills of solving for X and using equations. Drug calculation is taught in the first semester of the program and students must demonstrate continued competency in the second and third semesters of the program. Inability to demonstrate competency in drug calculations will result in program failure. The Practical Nursing Program takes three (3) semesters to complete after a student has been admitted into the program. The completion of a 75 hour nurse aide course is required prior to taking the first practical nursing course. Any course in the curriculum may be taken prior to enrollment in the program with the exception of the practical nursing courses. Grievance Mechanisms Students who have a grievance are to discuss the problem with the nursing faculty member involved. If the problem is not resolved, the student is to bring the problem to the attention of the Practical Nursing Coordinator. If the student is still not satisfied with the results, he/she may go to the Division Chairperson and to the Academic Dean. The Kentucky Community and Technical College System Code of Student Conduct is followed on all matters in which a student feels his/her academic rights have been violated. ADMISSION REQUIREMENT POLICIES Eligibility 1. Enrollment in the Practical Nursing Program is limited due to available resources and the large number of applicants. 2. Applicants must be a graduate of an accredited high school or hold a GED certificate in order to apply to the practical nursing program. Admission to the program is open to all qualified students regardless of economic or social status, and without discrimination on the basis of race, color, sex, marital status, beliefs, age, national origin or disability. However, practical nursing at the technical level involves the provision of direct care for individuals and is characterized by the application of verified knowledge in the skillful performance of practical nursing function. All students must possess: a. Sufficient visual acuity, such as needed in the accurate preparation and administration of medications, and for the observation necessary for patient assessment and nursing care. b. Sufficient auditory perception to receive verbal communication from patients and members of the health team and to assess health needs of people through the use of monitoring devices such as cardiac monitor, stethoscope, IV infusion pumps, Doptone, fire alarms, etc. c. Sufficient gross and fine motor coordination to respond promptly and to implement the skills, including the manipulation of equipment, required in meeting health needs. 4 d. Sufficient communication skills (speech, reading, writing) to interact with individuals and to communicate their needs promptly and effectively, as may be necessary in the individual’s interest. e. Sufficient intellectual and emotional functions to plan and implement care for individuals. Application Procedure 1. The following documents must be submitted to the college Admissions Office: a. Current application to ECTC (if not currently enrolled); Please note: if you have not taken at least one class in a semester, you are not currently enrolled and will need to fill out a new application to ECTC. b. Copy of high school transcript or a passing GED official score report; This is required by the Kentucky Board of Nursing and must be in the college records before a student may be considered for admission. c. Results from the NLN Preadmission Exam or ACT composite taken within the last five years; and, d. Official transcript from ALL colleges, universities, and/or vocational schools attended. 2. Attendance at one of the scheduled preadmission conferences is mandatory. A preadmission form which indicates intent to enroll in the practical nursing program will be completed at the conference. Preadmission conference dates will be posted. The coordinator reserves the right to accept or reject applications made outside of the scheduled preadmission conferences. 3. Students must have completed a 75-hour nursing assistant/aide course or equivalent before acceptance into the practical nursing program. Students may apply to the program while taking the nurse aide course but must complete by a specified date. A copy of the transcript from the nurse assistant/aide course or equivalent plus documentation of successful completion must be submitted before starting the nursing program. Syllabus may be required to determine equivalency. Students must be listed on the Nurse Aide Registry and not be listed on the Nurse Aide Abuse registry to enter the Practical Nursing program. Exceptions are those students who have been employed as nursing assistants whose facility did not require listing on the nurse aide registry. For these students, submission of a letter from the direct supervisor attesting that the student is fully qualified to perform nurse aide skills is required. 4. Students registering for the NLN Preadmission Exam must do so at least three weeks prior to the exam date. A student may take the test one time for each application cycle; however, repeat testing will require permission from the Practical Nursing Coordinator (NLN Requirement). Please check with the Assessment Center at 706-8809 for the current NLN testing schedule and registration dates for the exam so that your scores may be available by the applicable deadline. 5 About The NLN PAX RN and PN: The Practical Nursing Program will accept scores from either the NLN PAX RN or the NLN PAX PN. “The National League for Nursing Pre-admission Examination (NLN-PAX) is a standardized entrance exam for potential nursing students who seek admittance in nursing schools nationwide. The NLN-PAX RN and PN comprises three main areas: Verbal skills, which consists of both word knowledge and reading comprehension; Mathematics which includes basic calculations, word problems, and incorporates algebra, geometry, conversions, graphs, and applied mathematics; and Science, which examines general biology, chemistry, physics and earth science. The NLN-PAX PN includes the above content as well as a section on health and first aid. Each consists of all multiple choice questions and includes experimental items for the purpose of future test development. If a student is not admitted to the practical nursing program and desires to be considered again, attendance at another preadmission conference and a new preadmission form must be completed. Preadmission forms are not retained from one semester to the next. Each semester’s applicant pool is considered only once. Admissions are not based on a “waiting list”. Admission Procedure 1. Each applicant will be evaluated on the objective scale printed on page 7. Applicants placing in categories I-IV will be eligible to be considered for admission to the PN program. Applicants will be admitted by category with category I applicants being given higher priority before category II applicants, etc. If there are more students in a specific category than there are openings in the practical nursing program, then students will be ranked by NLN score within each category. The admissions committee makes the final decision regarding student admission to the program. 2. Applicants who earned less than a 60th percentile on the NLN or 20 on the ACT, 3.0 College GPA or 3.0 High School GPA or 57 on the GED will not be considered for admission. Students must also meet ACT/Compass score eligibility requirements for college courses or take the appropriate developmental courses to be eligible to apply for the PN program. This includes math up to the level of Math 110 or Math 85 3. The GPA will be computed only from course work required in the PN curriculum. If a student has earned 9 or more hours of college credit, only college work will be considered when determining category placement. 4. Students wishing to transfer science credits from other colleges must submit a college catalog course description and course syllabi for consideration. Course work in the sciences must have been taken within the last seven years to be considered. 5. No remedial or developmental course work will be considered when calculating the GPA. Grades for the nurse aide program are also not considered when computing the nursing GPA. 6. In the calculation of GPA a student may repeat a general education required course one time. Grades earned in any additional repeats of the course will not be used in the calculation of GPA. The highest grade of the first two attempts will be used. 7. All high school GPA’s will be evaluated based on the Law School Data Assembly Service and conversion scale. 8. Enrollment in practical nursing classes is contingent upon successful completion of the Nurse Aide course or its equivalent and good academic standing at the College. 9. The Admissions Committee meets to evaluate categories in order to fill the freshman practical nursing class. The Admissions Committee recommends admission on the basis of the criteria within each category. 10. Letters are sent to all individuals who have completed applications notifying them of the selections by the Admission Committee for the fall entering class. 6 Admission Criteria for Elizabethtown Comm. & Tech. College Practical Nursing Program for Licensed Practical Nursing Effective January 1, 2015 Category I Admission Test NLN-PAX**: 70th percentile or higher OR ACT 22 composite or higher in last 5 years II NLN-PAX**: 65th percentile or higher OR ACT 21 composite or higher in last 5 years plus III NLN-PAX**: 60th percentile or higher OR ACT 20 composite or higher in last 5 years plus IV NLN-PAX**: 60th percentile or higher OR ACT 20 composite or higher in last 5 years plus plus GPA* 3.25 or higher on 9 hours or more of College work* or 3.25 or higher GPA in High school or GED score of 62-63 or higher 3.0 or higher on 9 hours or more of College work* or 3.0 or higher GPA in High School or GED score of 57-61 or higher 3.0 or higher on 9 hours or more of College work* or 3.0 or higher GPA in High school or GED score of 57-61 or higher 2.75 or higher on 9 hours or more of College work* or 3.0 or higher GPA in High school or GED score of 57-61 or higher * Only courses required for the PN diploma are used to calculate the College GPA **NLN-PAX is given in the assessment center. See additional information for specific dates/times. 7 Transfer Procedure Students wishing to transfer into the PN program must write a letter to the Admissions Committee (care of the PN coordinator) requesting transfer. The letter should explain the reason(s) the student wishes to transfer. The student may be requested to appear before the admissions committee for an interview. The transferring student must meet the same eligibility requirements as all other students who enter the program. The transferring student must submit a copy of the NLN-PAX results. Practical Nursing courses will only be accepted from KCTCS colleges that are using the same curriculum model as the ECTC PN program. Practical Nursing courses from outside the KCTCS network of colleges will not be accepted for transfer credit. If the transferring student has failed more than one PN course at the college from which they are transferring, the student will not be considered eligible for transfer. The ECTC PN program does not accept transfer students into the 3rd semester of the program. PRACTICAL NURSING CURRICULUM GUIDELINES PSYCHOLOGY REQUIREMENT: Choose one option. Option 1 PY 110 - three (3) credit hours. This General Psychology course is a prerequisite for the first semester of practical nursing courses. It is also a prerequisite for Developmental Psychology. PSY 223 must also be taken to fill the requirement. The benefit of taking the two courses is that they better prepare the student for success in the practical nursing program and they will transfer to the AD program here at ECTC if the student plans to seek the RN degree at a later time. (Must be completed with a “C” grade or better) PSY 223 - Three (3) credit hours. Developmental Psychology must be taken prior to or concurrent with the first semester of practical nursing. This course must include psychological development throughout the lifespan, i.e. birth to death. Again the benefit is that they better prepare the student for success in the practical nursing program and the course transfers to the AD program for future education. (Must be completed with a “C” grade or better) Option 2 AHS 100: Two (2) credit hours. Human Growth and Development must be taken prior to or concurrent with the first semester of practical nursing. This course must include psychological development throughout the lifespan i.e. birth to death. This course is not transferable to the AD program or four year colleges. It is only useful to meet the requirement for the PN program. (Must be completed with a “C” grade or better) ANATOMY AND PHYSIOLOGY REQUIREMENT: Choose one option. Option 1 BIO 137/BSL 110 –Anatomy and Physiology I is a prerequisite course for practical nursing. Four (4) credit hours, including a lab, are required. The first part of BIO 137/BSL 110 is chemistry. If a student wants to transfer an Anatomy and Physiology course from another school, he/she must submit a course description and syllabus to the Coordinator of the ADN Program. The benefit of taking the two courses is that they better prepare the student for success in the practical nursing 8 program and will transfer to the AD program here at ECTC if the student plans to seek the RN degree at a later time. (Must be completed with a “C” grade or better). BIO 139/BSL 111 –Anatomy and Physiology II should be taken prior to or with the first semester in practical nursing. Four (4) credit hours, including a lab, are required. BIO 137/BSL 110 is a prerequisite for BIO 139/BSL 111. The benefit of taking the two courses is that they better prepare the student for success in the practical nursing program and they will transfer to the AD program here at ECTC if the student plans to seek the RN degree at a later time. (Must be completed with a “C” grade or better). A student who wants to take BIO 139/BSL 111 at a school other than ECTC while enrolled in the nursing program, must get approval from the Coordinator. Option 2 BIO 135 – Basic Anatomy and Physiology with Lab can be taken prior to or with the first semester in practical nursing. Four (4) hours, including a lab, are required. This course is not transferable to the AD program or four year colleges. It is only useful to meet the requirement for the PN program. (Must be completed with a “C” grade or better) COMMUNICATION REQUIREMENT: Choose one course ENG 101 - Three (3) credit hours. Writing I will meet the practical nursing requirement. THIS IS THE PREFERRED COURSE. Must be taken prior to or with the second semester of nursing. Students will have taken the COMPASS or the ACT to determine the need for developmental courses before entry into ENG 101. Some students may need to take ENG 101 with a writing lab. The ENG 101 class will count as credit toward graduation but the lab will not. The benefit of this course is it will better prepare the student for success in the practical nursing program and transfer to 2 and 4 year RN programs at most colleges. (Must be completed with a “C” grade or better) COM 252 (Interpersonal Communications) Com 252 will meet the practical nursing requirement. Must be taken prior to or with the second semester of nursing. Students will have taken the COMPASS or the ACT to determine the need for developmental courses before entry into Com 252. The benefit of this course is it will better prepare the student for success in the practical nursing program and transfer to 2 and 4 year RN programs at most colleges. (Must be completed with a “C” grade or better) COM 181 (Basic Public Speaking) – preferred by W.K.U. Com 181 will meet the practical nursing requirement. Must be taken prior to or with the second semester of nursing. Students will have taken the COMPASS or the ACT to determine the need for developmental courses before entry into Com 181. The benefit of this course is it will better prepare the student for success in the practical nursing program and transfer to 2 and 4 year RN programs at most colleges. (Must be completed with a “C” grade or better) TEC 200 (Technical Communications) TEC 200 will meet the practical nursing requirement. Must be taken prior to or with the second semester of nursing. This course is not transferable to the AD program or four year colleges. It is only useful to meet the requirement for the PN program. (Must be completed with a “C” grade or better) MEDICAL TERMINOLOGY: Choose One Course AHS 115 (Medical Terminology) This is the preferred course to meet the nursing requirement. Must be taken prior to or with the first semester of nursing courses. (Must be completed with a “C” grade or better) 9 CLA 131 (Medical Terminology from Greek and Latin). Will meet the nursing requirement. Must be taken prior to or with the first semester of nursing courses. (Must be completed with a “C” grade or better) MIT 103 (Medical Office Terminology). Will meet the nursing requirement. Must be taken prior to or with the first semester of nursing courses. (Must be completed with a “C” grade or better) . COMPUTER LITERACY REQUIREMENT – Choose one Computer Literacy Exams (3) – must be able to use Microsoft Word, Excel and Access in order to pass the exams. CIT 105 – Will meet the ECTC requirement. This course will better prepare the student for success in the practical nursing program and will transfer to most 2 and 4 year colleges. (Must be completed with a “C” grade or better) ALL STUDENTS ARE REQUIRED TO TAKE A 75 CLOCK HOUR NURSE AIDE COURSE OR ITS EQUIVALENT, PASS BOTH THE WRITTEN AND PERFORMANCE TESTS AND BE CURRENT ON THE NURSE AIDE REGISTRY. BEFORE ENTRY INTO THE FIRST PRACTICAL NURSING COURSE, Each student is individually responsible for checking to see that courses he/she has taken will fulfill the requirements for graduation. *Science and Computer courses that were taken more than seven (7) years ago will need to be taken again. Competency Prerequisites for Program Entry: 1. Documentation of Compass Scores or ACT scores that meet college level entry requirements or completion of the developmental courses indicated by the scores.. 2. Computer Literacy: CIT 105 or Competency Tests 3. 75 hour Nurse Assistant/Aide course or equivalent and on the Nurse Aide Registry. If choosing to take the PY 110/PSY 223 or BIO 137/BIO 139 options you would need to take PY 110 and BIO 137 the semester before beginning your PN courses. Prerequisites for Practical Nursing Classes First Semester: NPN 101, NPN 111 Prerequisites: 1. Admission to the Practical Nursing Program; 2. Completion of 75-hour nurse assistant/aide course or equivalent with grade of “C” or better; 3. Listed on the Nurse Aide registry without being listed on the Nurse Aide Abuse registry. 4. Documentation of Computer Literacy (see above) 5. Medical Terminology: AHS 115, CLA 131, OST 103 or MIT 103 Second Semester: NPN 125, NPN 135, NPN 201 Prerequisites: 1. Completion of NPN 101, NPN 111 plus the Psychology, Anatomy & Physiology and Medical Terminology requirements with a grade of “C” or better. Prior to or concurrent: students must have ONE of the following with a grade of “C” or better: Communication Requirement: ENG 101 OR COM 181 OR COM 252 OR TEC 200 Third Semester: NPN 202, NPN 206, NPN 210, NPN 215: Prerequisites: Completion of all courses in the 1st and 2nd semesters as above. This practicum may include day, evening or night (week day and/or weekend) hours and 8 to 12 hour shifts in a clinical setting. The integrated practicum must be completed in a seven-week period of the last semester or quarter of the nursing program. Reasonable accommodation for students with disability-related needs will be determined on an individual basis, taking into consideration the standards and essential skills which must be performed to meet program objectives. Decisions regarding reasonable accommodation will be directed toward maximizing the student’s independence while maintaining personal and client dignity and safety. The following activities are representative of the essential skills required of nursing students beginning with the first semester of study and continuing throughout the program. These skills have been separated into three different, but not necessarily discreet areas. The student will be expected to: Demonstrate Physical/Mental Skills: • Lift and carry light objects such as charts and equipment items without assistance; • Transfer/position up to 300 pounds with assistance while lifting, positioning and transferring patients; • Push/pull equipment requiring force of 10-30 pounds on linoleum and carpeted floors, • Push/pull patients in chairs; • Manipulate equipment through doorways and into close fitting areas; • Stand, walk up to 75% of an eight-hour day; • Stoop, bend, squat, reach overhead as required to reach equipment; • Demonstrate coordination in patient treatments/procedures; • Tolerate wearing gloves and other protective equipment; • Demonstrate skills to continuously comprehend and communicate with patients, staff and faculty; 13 • Identify individuals, call lights, unusual occurrences on a unit at a distance of 100 feet; • Read small print; • Operate equipment required in health care delivery; • Distinguish sounds with background noise ranging from conversational levels to high pitched sounding alarms; • Concentrate on moderate and/or fine detail with frequent interruptions necessary to perform a variety of tasks; • Tolerate attention spans ranging from 10-60 minutes to perform minimal to fine detailed tasks related to nursing functions; • Remember multiple messages and information; • Elicit a health history from patient/family; • Use correct body mechanics; • Use appropriate handwashing technique; • Gown, glove and mask appropriately; • Perform sterile technique; • Provide for activities of daily living for their patients; • Make an occupied bed; • Perform range of motion for the patient; • Assess pertinent body systems; • Auscultate, palpate, and percuss; • Perform procedures ordinarily requiring manual dexterity and precision; • Demonstrate focused observational skills; • Interpret emotions and meaning from the patient’s verbal and nonverbal behaviors; • Communicate empathy through the appropriate use of listening skills; • Give and receive relevant verbal and nonverbal feedback; and • Demonstrate the interpersonal and analytical skills necessary to participate actively in all phases of group development and multi-disciplinary care. Environmentally, students are expected to tolerate: • Occasional exposure to blood/body fluids as required for invasive procedures and treatments; • Frequent exposure to infectious agents; • Frequent exposure to chemical compounds of medications and treatments; • Continuous exposure to hazardous chemicals such as disinfectants, cleansers, soap, etc; • Continuous exposure to latex, plastic and/or materials which are used for personal protective equipment; 14 • Occasional exposure to loud and unpleasant noises, as well as bodily injury due to unpredictable behavior of patients; and • Seasonal exposure to heat, cold, and humidity due to patient and agency options to control their environment; Individually, students are expected to: • Provide evidence of annual CPR certification and skills; • Provide evidence of annual immunization updates/boosters; • Be flexible, receptive and adaptive to change; • Control impulsivity; • Participate in professional and interpersonal relationships with appropriate, professional behavior and attire; and • Maintain an attitude of honesty and openness throughout the learning process. MANDATORY REPORTING OF CRIMINAL CONVICTIONS State law requires that licensed individuals report criminal convictions to the Kentucky Board of Nursing (KBN) within ninety (90) days of the conviction, KRS 314.109. Kentucky Board of Nursing Administrative Regulation 201 KAR 20:370, application for licensure and registration, also require applicants to report criminal convictions and states what must be submitted when reported. The most commonly asked questions by individuals with criminal convictions are addressed below. What criminal convictions must I report to KBN? The Kentucky Nursing Laws require that ALL misdemeanor and felony convictions occurring in Kentucky or any other state, regardless of when they occurred, must be reported to the Kentucky Board of Nursing (KBN). Federal and military convictions must also be reported. Effective July 14, 2000, any person licensed by KBN shall, within ninety (90) days of entry of the final judgment, notify KBN in writing of any misdemeanor or felony criminal conviction in this or any other jurisdiction. Upon learning of any failure to notify KBN under this section, KBN may initiate an action for immediate temporary suspension under KRS 314.089 until the person submits the required notification. How do I know whether I’ve been convicted of a crime? You have been convicted if you have pled guilty to, entered an Alford plea or Nolo Contendre plea, or were found guilty of a criminal offense in any court. You should contact the court to determine whether the conviction was a violation, misdemeanor or felony offense. Will my conviction make me ineligible for a nursing license? Not necessarily. The statute states that KBN may take action on criminal convictions that bear directly on an individuals’ qualifications or ability to practice nursing. The regulation 15 clarifies that the type of convictions referred to are those that involve dishonesty, substance abuse, sexual offenses, breach of trust, danger to the public safety, or physical harm or endangerment. Can I be denied licensure? Yes, KBN can deny a license for criminal conviction(s), or action taken against your license in another state. What if l am denied licensure, what can I do? You may request a formal hearing before a KBN panel. Your request must be in writing. What happens if I request a hearing? You will be notified of the date, time, and location of the scheduled meeting of a Hearing Panel. You may bring legal counsel. What will the Hearing Panel do? The Hearing Panel will consider your request for licensure. After hearing the evidence presented, the panel will make a recommendation to KBN regarding the approval or denial of your application for licensure. Will a denial of licensure be on my permanent nursing record? Yes. Denial of licensure is a formal disciplinary action taken by KBN. The denial will be published in the Board’s newsletter, the KBN Connection, and reported to the National Council of State Boards of Nursing’s Disciplinary Data Bank. I need to report my conviction(s) to KBN. What documents do I send to the KBN office? You must submit a certified copy of the court record of each misdemeanor or felony conviction in this or any other jurisdiction and a letter of explanation that addresses each conviction, except for traffic-related misdemeanors (other than alcohol-related) or misdemeanors older than five (5) years. When do I send the information to KBN? The letter of explanation and certified copy of the court record must accompany your application for licensure. Your application fee is nonrefundable even if your application is denied. You may wish to consider delaying your NCLEX registration with the test service until you know the outcome of the KBN criminal conviction review process. What is the letter of explanation? A letter of explanation is a personally written summary of the events that led to your conviction. It gives you the opportunity to tell what happened, and to explain the circumstances that led to your conviction. Where do I get the certified copy of the court record? You should contact the court clerk in the county where the conviction occurred to obtain a certified copy of the court record (the court clerk must certify the copy for you). The court record should verify the conviction, date of the conviction, and the judgment entered against you. What if the court can’t find a record of my conviction? If a court record has been “purged” by the court due to a record retention schedule, you may submit a statement from the court to affirm that the physical record no longer exists. This 16 statement will be accepted in lieu of the court record. In addition, some police departments will provide a record of the arrest and disposition. What additional information may be requested from me? The most frequently requested information is proof of compliance with a court ordered alcohol education/treatment program or of successful completion of a court ordered probation. KBN may also request that a letter of recommendation be sent. What is a letter of recommendation? A letter of recommendation is a letter mailed directly to KBN from a faculty member of a nursing program or a nursing employer to tell why you should be considered for licensure. What if my charge was dismissed? You are not required to report charges that have been dismissed by the court. Do I report convictions when I was a juvenile? Juvenile convictions that occurred when you were under the age of 18 do not need to be reported unless you were convicted as an adult. Do I report the conviction if it has been expunged? You do not need to report convictions that have been removed from your record as a result of a formal court ordered expungement. You must check with the court to make sure it was actually expunged before answering “NO” to the conviction question on your application. Do I report a conviction that has been appealed? You should report the conviction to KBN and let KBN know that the case has been appealed. Will KBN verify my criminal history? Yes. KBN requires a criminal history search on licensure applicants which may include an FBI fingerprinting analysis. The record search is NOT the official court record. Discrepancies related to criminal convictions or failure to report a criminal conviction will delay the processing of the application. How will my conviction be reviewed? There are three methods of criminal conviction review: 1) Staff Member Review; 2) Board Member Review; and 3) Credentials Review Panel. For criminal convictions that meet the criteria for the staff or Board review process, a Board member or KBN staff person will review the application and other information concerning your criminal conviction history. The Board member or staff person will consider the nature of the crime, the circumstances and length of time since the conviction occurred, and whether the conviction would have a bearing on your ability to practice nursing. A determination will be made to approve your application, request additional information, request a personal interview with you, or refer the matter to the Credentials Review Panel. The Credentials Review Panel is a panel of three Board members that meet monthly. The panel reviews the submitted information and makes a determination to approve the application, request additional information, recommend terms for licensure, or recommend that a hearing be held. It may take up to three or more months to review your information depending upon various factors, including the completeness of the information you submit regarding the conviction. 17 You may be contacted by mail if additional information is needed. When will I be able to sit for the licensure examination? You will not be eligible to take the National Council Licensure Examination (NCLEX) until KBN has made a final determination about your conviction. All other requirements for entrance to the examination must also be met prior to testing. When will I receive a temporary work permit? If you are applying for licensure by endorsement, you will not be issued a temporary work permit until KBN has made a final determination and all other requirements for the temporary work permit have been met. Temporary work permits are no longer issued for applicants for licensure by examination. What if KBN previously reviewed my conviction? You should attach a letter of explanation to the application to alert KBN staff about previous KBN review, and to affirm that you have no additional criminal convictions to report. Therefore, students are required to submit to a clinical background check on entry into the practical nursing program. Facilities have the right to refuse a student clinical admission. If this happens and no clinical site can be found for the student, the student will not be able to complete the program. Clinical facilities may also require drug screening. Students will be required to submit to drug screening if required by the facility. Students need to be aware that the college lab and all clinical facilities contain supplies/equipment made of latex that may pose a hazard to individuals with latex allergies. This also applies to students who have or develop sensitivity to other chemicals used in the manufacture of medical supplies and equipment. Signs of latex allergy include, but are not limited to, the following: • rash • dry, itchy skin • swelling of hands • cracking, chapping, scaling or weeping of the skin • hives • swollen lips or mucous membranes • difficulty breathing • runny nose • scratchy throat • coughing or wheezing • shock Increased exposure increases risk for developing latex sensitivity. Frequently Asked Questions/Answers Is there a waiting list for the PN program? NO. Students must apply for the Practical nursing program through a preadmission conference. If the student is not selected at that time, they must attend another preadmission conference and fill out another application. Students are selected for each admission cycle from the applications submitted at the preadmission conference. Is the PN program easier than the RN program? NO. The PN and RN programs are DIFFERENT in the depth at which content is taught. The PN program is fast paced and requires a great deal of time and effort from the student. What is the difference between an RN and an LPN? The LPN functions under the direct supervision of an RN, doctor, or pharmacist. The LPN scope of practice is more limited than the RNs. The RN has more management skills than the LPN and is in charge of planning nursing care for the patient that the LPN will help carry out. The LPN is generally paid a lower wage than the RN and has less job mobility. In this area LPNs are more likely to be employed in Nursing Homes (long term care facilities) or doctor’s offices and clinics than in the Hospitals. 20 Is the NLN Preadmission Exam the same exam that the RN students take for the ADN program? YES. Both the RN and PN Preadmission Exams are accepted. The NLN-PAX is a test of basic education in reading, writing, math and science. It is not a test of nursing knowledge. If I do poorly on the NLN Preadmission Exam, can I repeat it? YES. The exam can only be repeated every 3 months, however. Results of taking the exam closer than every 3 months will not be considered in the admission process. The ACT test can also be used for admission into the PN program. Are there prerequisites courses for the PN program? YES. COMPASS or ACT scores must show the student is competent in Math, Reading and Writing or the student must take the appropriate developmental courses. Math includes to the level of Math 85, Math 110 or Math 120. The student must also meet the computer literacy requirement by either testing or taking an approved course. The student must either be a current nurse aide on the nurse aide registry or take a 75 clock hour nurse aide course and test and be placed on the nurse aide registry. The student’s name must not be on the abuse registry for entry into the practical nursing program. If I have practiced as a nursing assistant (CNA, PCA, etc.), do I have to take the 75 hour nurse aid course? If you are currently working as a nursing assistant, you do not have to take the course. If it has been longer than 2 years since you have worked, you will have to take the nurse aide course. If it has been longer than 2 years since you took a nurse aide course and you have never practiced, you must take the course. You must be on the nurse aid registry or supply a letter from your current supervisor stating you are competent in all nurse aid skills. If I already have some experience in a related health care field (ex, EMT, paramedic, Medical transcription, Medic) do I still have to take the nurse aide course? YES. Training received in the nurse aid courses are a necessary part of the PN scope of practice and are no longer taught in the PN curriculum. Other health careers are not taught the specific skills taught in the Nurse aid course. Can I repeat a required general education course to improve my practical nursing GPA? YES. You may repeat a required general education course one time, file a repeat option, and the highest grade for the course will be used to calculate your nursing GPA for entry into the program. Are all college classes I have taken used in calculating the college GPA for entry into the PN program? NO. Only the courses required for the practical nursing diploma are used to calculate the college GPA for entry into the PN program. Computer classes are used in GPA calculation but Nurse Aide courses and developmental courses are not used. 21 What certification will I receive when I complete the program? You will receive a diploma in practical nursing. You are then eligible to sit for the NCLEX-PN licensing exam to be licensed to practice as an LPN in the state of KY. How long does it take to complete the program? After admission to the PN program, it takes 3 semesters to complete the program. It is easier and students are more successful if they take as many of the general education courses required for the diploma as possible before starting the PN classes. This can be done in about one additional semester if no developmental classes are needed. 22 GENERAL GOVERNMENT CABINET Kentucky Board of Nursing 201 KAR 20:370. Applications for licensure and registration RELATES TO: KRS 314.041, 314.042, 314.051, 314.051, 314.071, 314.091 STATUTORY AUTHORITY: KRS 314.131(1) NECESSITY, FUNCTION AND CONFORMITY: KRS 314.041, 314.051, and 314.071 require the Board to review an application for licensure and a licensee for conformity with KRS Chapter 314. An application shall lapse and the fee shall be forfeited if the application is not completed as follows: (1) For an application for licensure by endorsement, within six (6) months from the date the application form is filed with the Board office; and (2) For an application for licensure by examination, within one (1) year from the date the application form is filed with the Board office. (1) Pursuant to KRS 314.091(1)(b), a conviction of a felony or misdemeanor shall be considered as bearing directly on the qualifications or ability of an applicant to practice nursing if the conviction involved: (a) Dishonesty; (b) Substance abuse; (c) Sexual offenses; (d) Breach of trust; (e) Danger to the public safety; (f) Physical harm; or (g) Endangerment. (2) A felony or misdemeanor conviction shall be reviewed to determine whether: (a) The application shall be processed with no further action; (b) The application shall be processed only after the applicant has entered into an Agreed Order with the Board with terms and conditions as greed to by the parties; or (c) A Notice to Deny Licensure shall be issued. A Notice to Deny Licensure shall inform the applicant that he may request a hearing. The request shall be in writing. (3) A complaint received by the Board alleging a violation of KRS 314.091(1) shall be handled in the same manner as set forth in subsection 2 of this section. Section 5. Incorporation by reference.
