When a patient is missing a maxillary anterior tooth, many dentists immediately think of a dental implant
as the gold standard of care. In many adult cases, this is true. However, for growing patients there are a
number of factors to consider. This lecture will review the pertinent literature on this subject and provide
predictable, consistent techniques to orthodontically position and restoratively sculpt anterior teeth to
achieve an esthetic result which is often indistinguishable from natural dentition.
Course Objectives:
1. To understand how to predictably and systematically make a cuspid look like a lateral incisor through
orthodontic positioning, enameloplasty, and composite restoration.
2. To understand how to predictably and systematically turn a premolar into a cuspid, respecting the
gingival architecture, angulation, inclination, and function.
3. How to predictably and systematically substitute a lateral incisor for a central incisor for maximum
esthetics.

The Austin Fluoride Fight: City Council Gets It
I
know water fluoridation is a
controversial topic, especially
in Austin. The amount of data, both
for and against water fluoridation, can
make your head explode. The ADA
remains a pro-fluoridation group, and
as the local level of the tripartite, the Capital Area Dental
Society remains a pro-fluoride group. This doesn’t mean
that you must agree or disagree with the position of the
Society, however. Personally, I think debate, if handled
in a professional manner, is healthy to our knowledge of
all topics. If we never challenged the status-quo, then
we would still live in the Dark Ages. Above all else, I
encourage you to create your own opinions based on
your interpretation of science and fact, and continue to
treat your patients with their well-being in mind; fluoride
or no fluoride, amalgam or no amalgam, BPA or no BPA,
and our profession will continue to be the best there is.
So yes, I am writing as a pro-fluoride CADS member…

read the meeting manuscript and watched the recorded
meeting twice, and it is my (editorial) opinion that
Councilman Zimmerman came with a hope of getting
the resolution passed before anyone really knew what
was happening. He, along with the anti-fluoridation
camp, was hoping to slide this resolution past the
committee without much representation from the
dental community. Thankfully, Councilwomen Troxclair
and Kitchen recognized the importance of the decision
and requested that the resolution be tabled to allow
time for a more thorough investigation. This gave us
time to organize our troops and circle the wagons.
Another hearing on the resolution was held
in August at a joint session of the Public Utilities
Committee and the Health and Human Services
Committee. By now, the pro-fluoride team had
been assembled and was ready. Philip Huang, MD,
MPH, medical director and health authority of the
Department of Health and Human Services, gave a

A very special Thank You is due to all of the CADS
members and other pro-fluoride proponents that
attended the recent City Council Committee hearing on
community water fluoridation. It speaks volumes for our
profession when we take time off from our busy practices
to fight for the health of our community. Well Done!
This time, it all began at the June meeting of the
Austin City Council Public Utilities Committee, where
Councilman Don Zimmerman brought forth a resolution
that would remove fluoride from the community water
supply. Whether by his intention or not, the resolution
almost flew under our (CADS’) radar while the antifluoridation crowd was well aware and well prepared.
During the meeting, invited testimony included the
assistant director of the water and wastewater treatment
program with Austin Water Utility, and the chief
epidemiologist with the Austin/Travis County Health and
Human Services Department (Thank You, ladies!) giving
some basic facts about water fluoridation and speaking
in favor of continued water fluoridation. Testimony in
favor of the resolution was then given the majority of the
floor time, with several local anti-fluoridation activists
giving well thought-out presentations. All sides were
allowed non-biased representation by the Council, but
pro-fluoride speakers were simply outnumbered. I’ve

wonderful presentation, followed by CADS President
Elect Dr. Matthew Heck, CADS President Dr. Elyse
Cronin Barron, and CADS member Dr. James McLane.
The anti-fluoridation group presented their side, and
also did a good job illustrating their points. In the
end, Councilman Zimmerman made a motion to send
the resolution forward to the full City Council, but
was unable to get a second, and the resolution died.
Game over, for now. There will be another round…
there always is.
Preparation for a fluoride fight in City Council takes
weeks, and in this case was just for a few minutes of
testimony and a no-vote from the Council. Fluoride
fights are always difficult and mentally challenging,
but once again, CADS rose to the occasion.

Robert (Tito) Norris, DDS
Dr. Robert Norris attended the University of Texas
at Austin where he received his bachelor’s degree with
honors in Biology and a minor in Mechanical Engineering.
He was salutatorian of this dental school class at
the University of Texas Health Science Center at San
Antonio Dental School and completed a General Practice
Residency at the V.A. Hospital in Washington, D.C. He
completed his orthodontics specialty training at Howard
University, graduating as valedictorian with the highest
GPA in the Orthodontic Department’s 25 year history. Dr.
Norris is a member of the American Dental Association,
American Association of Orthodontists, and the Texas
Dental Association.

ffective July 1, a final ruling by the IRS prohibits
small businesses from offering tax-free
reimbursement to employees to help them purchase
individual health insurance plans. According to IRS Notice
2013-54, these Health Reimbursement Arrangements
(HRAs) violate the Affordable Care Act’s market revisions.
Employers who continue to offer such arrangements may
now be subject to a $100/day excise tax per applicable
employee ($36,500 per year, per employee) under
section 4980D of the Internal Revenue Code. For more

Legislation has been introduced in Congress to repeal
the restriction. The Small Business Healthcare Relief Act
(S 1697/HR 2911), sponsored by Sens. Chuck Grassley
(R-IA) and Heidi Heitkamp (D-ND), and Reps. Charles
Boustany Jr. (R-LA) and Mike Thompson (D-CA), would
allow businesses with fewer than 50 employees that do
not provide insurance to assist employees in the purchase
of policies without penalty. Businesses with fewer than

The Capital Area Dental Foundation launched the
Sustainer’s Circle in 2014 to create an easy and affordable
way for people to help those in need of dental care in the
Austin area. So far, 30 donors have stepped up and joined.
You decide how much to donate per month and we’ll do
the rest. A donation as little as $25 per month is enough to
connect two low-income patients with emergency dental
care that will relieve their pain, restore their dignity and
prevent more serious complications.

Attendees: Drs. Elyse Cronin, Darryl Baucum, Julius Eickenhorst,
Wayne Radwanski, Lance Sanders, Alan Moore, Jeran Hooten, Stan
LaCroix, Shailee Gupta, Barry Rouch, Tim Franklin, Jeff Alford, Ensy
Atarod, Trisha Kimes , Jonathon Kimes, Dale Gallagher, Matt Heck,
Anand Adatia, and Nancy Nisbett.
Opening/Meeting Introduction – Dr. Elyse Cronin called the
meeting to order at 6:13pm.
Secretary’s Report – Dr. Dale Gallagher presented minutes from
the June Board and General Meetings. A motion was made to
accept the minutes. Motion#150804BM Moore/Rouch–Passed
Ms. Becky Walker from Wealth Strategies presented the financial
summary of the funds owned by CADS and managed
by Wealth Strategies.
Judicial Report – Dr. Wayne Radwanski read the names of the
new applicants. A motion was made to accept the new members.

President Elect’s Report – Dr. Matthew Heck announced the
upcoming general meeting speakers. Also presented information
regarding the upcoming Austin Public Utilities Committee meeting
regarding fluoridation in August.
Treasurer’s Report – Dr. Ensy Atarod reviewed the June & July
Balance Sheet and Income Statement. Motion to approve the
Financial Report. Motion#150806BM LaCroix/Heck–Passed. CADS
will pay to send three new dentist members to the ADA meeting in
Washington, D.C.
Executive Directors Report – Nancy Nisbett will attend Aptify
training at the TDA in September.
Committee Reports:
• Capital Area Dental Foundation – Drs. Alan Moore and Matt
Heck reported on the CADF Golf Tournament.
• New Dentist - Dr. Anand Adatia reported on upcoming events
in August and September.
• Sponsorship - Dr. Wayne Radwanski reported on the decline
in the number of Sponsors at the General Meetings, and
the concept for tiered sponsorship was discussed. This
emphasized having a primary, large donor “Platinum”
sponsor, as well as having “Gold” sponsorship for smaller
sponsors to have the opportunity to be at our meetings. A
meeting with CADS Board members and the prospective
Platinum sponsor will be the next step.
• TDA/TDA Delegates/Legislative Action – Dr. Jeran Hooten
reported that many legislators are retiring, and dentists
should be alert to contacts possible with new legislators.
DENPAC support is encouraged.
• Website – Dr. Trisha Kimes discussed informational content
for active membership. Future goals and additions will be
continually addressed.

New Business –
• Membership - Dr. Darryl Baucum and Dr. Ensy Atarod
reported on membership statistical data regarding
membership numbers, dues ramifications, and results
of the membership survey regarding wants and needs
for membership. Study clubs, small group interactivity,
continuing education opportunities, efficient use of meeting
time, and meeting frequencies and size were a few of the
topics discussed.
• Website as an online community for CADS membership is in
progress.
• Mentorship program is in progress.
• Top Golf fundraiser for the TDA Smiles Foundation on
October 9th.
• Texas Mission of Mercy in Lubbock September 18-19, and
Abilene October 30-31.
Conclusion and Adjournment – The gavel was passed and the
meeting was adjourned at 8:34pm.
