VILLAVASO, J.D., FAICP The TREASURER’S REPORT by Jennifer Warden Hebert, LVPOA Treasurer On behalf of the board, I would like those residents who have paid their 2016 LVPOA dues for the betterment of our neighborhood. With those dues, the LVPOA board has been able to move forward in its ongoing efforts to report and monitor the status of street lights, move forward with the installation of street cameras, continue beauti cation projects in cooperation with the Lake Vista Garden Club and provide wonderful family events such as the annual Easter Egg Hunt, Halloween Party and Watermelon Party. Without the contribution of your dues, these events would not be possible. However, less than 100 of the more than 750 residents have paid their dues for 2016. Without these dues, we will not be able to meet our minimal expenses or provide the additional events and services. LVPOA Building Restrictions Committee by William Barousse Lake Vista is a special and unique neighborhood that all of us hold dear. In order to preserve the unique nature of our neighborhood, the property owners in Lake Vista, contractors working in Lake Vista, and the LVPOA board must all work together to meet the needs of the individual property owners in Lake Vista as well as the neighborhood as a whole. The Orleans Parish Levee District and City of New Orleans are also key partners in maintaining the unique nature of our neighborhood. When building in Lake Vista, property owners must ensure that they comply with all applicable state law (enforced by the Levee District), all applicable city law contained in the city of New Orleans comprehensive zoning ordinance (enforced by the City of New Orleans) and the restrictions of Lake Vista (enforced by the LVPOA). The easiest way to ensure compliance with all applicable laws and restrictions is to be pro-active in contacting the newly formed restrictions committee of the LVPOA composed of William Barousse, Jay Baudier, John Davis, Michael Moffitt, and Monte Shalett before commencing any construction projects of any kind in the Lake Vista. The restrictions committee looks forward to working with property owners to address existing violations that can be remedied and to prevent future violations that could affect the unique nature of the neighborhood that we all love and call home. Pets in Parks in Lake Vista I THE PARK by William Barousse The parks that we all share in Lake Vista are some of the greatest assets in our neighborhood. In order for all of us to be able to safely enjoy our parks, remember that city law requires that all animals be leashed and that owners “pick up” after their pets. New Orleans city ordinance 18-13 provides that the ne for soiling public property by animals is at least $100 and at least 21 hours of trash clean up duties and New Orleans city ordinance 18-14 provides that the ne for failure to leash a pet is up to $500 and/or up to six months imprisonment and/or community service plus any costs of the associated with impounding and caring for the animal by the city if necessary. Help keep Lake Vista a clean and safe neighborhood for pets and humans to both enjoy. Less is Much More Did you know that the reason that Lake Vista looks like it does and is so green and quiet and peaceful is solely due to the Restrictions which accompany your Homeowner Deed? It is no coincidence that parkways are so wide or that lanes are placed in certain alignments or that all of the houses are set back a long way from the sidewalk! When you see a tall hedge or a fence obstructing the sight lines on a lane, everyone should know that is not as the neighborhood was designed. Just one house breaking these setbacks spoils the sight line and the spacious airy ambience designed into, intended, and even safeguarded by your restrictions affixed to your Deed. So please, consider trimming your hedges back soon to allow more light and open the sight lines up! Everyone walking along in front of your home will appreciate your efforts! by Monte C. Shalett Stephanie Hilferty State Representative, District 94 As I write this column, the Louisiana Legislature is in the Second Extraordinary session of 2016. We have been in session since February 14, 2016 making this the longest session in Louisiana history. The Second Extraordinary Session is currently in session with budgetary outcomes outstanding; therefore, I’ll focus on the 2016 regular session and highlight major legislation. This is by no means an exhaustive list, and I’ve provided the bill numbers in case you would like to view the legislation. All legislation may be accessed at www.legis.la.gov. I look forward to concluding the session and returning to our beautiful Lake Vista neighborhood in District 94. During my time in session, you may have met my aide William Rafferty at the April Lake Vista Property Owner’s Association meeting or Non-Flood Assets committee meetings. He has been attending district events while I’ve been in session in Baton Rouge. If you contact our district office, you’ll likely speak to William. We plan to finish three remaining projects in Summer: ATT Station shrubbery, Electric Wall shrubbery, and Rail Street Crepes. News will follow soon on our new Beautification Volunteer organization. Budgets at OLD-NFAM remain unfunded so "project funding by residents" must continue. While we get the above done, we begin to work on the foundation to save our Live Oaks. Much more to follow soon!! MOFFITT Second Vice President STEVE VILLAVASO is city planner and a land use/zoning attorney specializing in master plans, development codes and land use law with over forty- ve years of experience. His rm is currently working on master plans and zoning projects across the State of Louisiana. Steve is an Adjunct Professor at both the Department of Planning and Urban Studies at the University of New Orleans and the School of Law at Loyola University teaching Grant writing, Land Use and Zoning Law. Steve and his wife, Gina, have lived on Beauregard Avenue for over thirty years. WILLIAM BAROUSSE is serving his second year on the board and currently serves as rst vice president and chair of the restrictions committee. William is a partner in the law rm Gieger, Laborde & Laperouse, L.L.C. and lives with his wife, Erica, and son, Peter, on Killdeer Street. William has always admired Lake Vista since rst visiting the neighborhood about 15 years ago,was thrilled to move into the neighborhood 2013, and looks forward to continuing to serve on the board and meeting more of his neighbors. MICHAEL MOFFITT has served for two years on the LVPOA Board. Previously he served on boards of City Park, NOMA, VCPORA (Vieux Carré Property Owners) and several public and private corporations. He retired to Lake Vista after nearly fty years as an executive, entrepreneur and consultant in the printing, publishing and publishing technology industries. In 2011 Michael and his wife Brenda built their home on Rail Street. In 2013 Michael published his second book, Granddad’s Dictionary. Michael and Brenda are committed to working through the LVPOA to preserve the unique character and charm of Lake Vista.Steve and his wife, Gina, have lived on Beauregard Avenue for over thirty years. JOHN M. DAVIS, JR., SECRETARY and his wife, Dawn, moved to New Orleans, and Lake Vista, in 1984 with their two little girls. “I had lived in New Orleans before, working with IBM. After several moves, I returned with a wife and kids. We were lucky enough to nd Lake Vista. I liked it then but I like it even more today. Over the years I have been active in the LVPOA. At one point, when we had a private patrol consisting of NOPD officers, I maintained the computer system that was used to ask neighbors to contribute to the patrol fund to pay the officers. I also sent regular invoices to the neighborhood asking for membership in LVPOA. the LVPOA data base we had was the basis for the last LVPOA directory produced in 2002. I have also served as the LVPOA President for two different two-year terms. Lake Vista is a unique subdivision and a very special place. A key reason is the existence of, and adherence to, our building restrictions. I have been, and continue to be, a strong supporter of the restrictions!” JENNIFER WARDEN HEBERT Treasurer JENNIFER WARDEN HEBERT has been a resident of Lake Vista since 2010 and lives on Egret Street with her husband, A.J., and miniature schnauzer, Sadie. “I am an attorney and practice law with my husband. When I’m not working, which is seldom, I like to go scuba diving in the Caribbean. This is my third year on the LVPOA board, and I am actively involved in the Lake Vista Garden Club and Lake Vista Women’s Club. I love the beauty of our neighborhood and the great friends I have met through these organizations. SHALETT Board Member At Large JULIAN "JAY" BAUDIER and his wife Charlene have lived on Oriole Street since May 22 , 1987. The Baudiers have been members of the Lake Vista Property Owners Association for 29 years, and Jay is a "chronic attendee" of the meetings. Jay is a member of the St. Pius X Men's Club. His wife belongs to the Lake Vista Women's Club and The Lake Vista Garden Club. The Baudiers have just adopted a new dog, and are back to taking long walks in the Lanes and Parks. Because of our longevity and activity in the neighborhood, we know and are friends with many people in Lake Vista. Jay is a self-employed practicing attorney. He is serving on the Board for the rst time , and is a member of the Restrictions Committee. Jay would like to take this opportunity to encourage all of his neighbors to join the Property Owner's Association , so everyone in the neighborhood will have a voice in the well-being of Lake Vista . TREY BECKETT is serving his rst year on the board and is a member on the communications committee. Trey moved to Lake Vista seven years ago with his wife Jennifer. They live on Killdeer Street with their dog, Willie and two cats, Tela and BB. He currently works as an outside claims adjuster with Progressive Insurance. Living in Lake Vista has been a dream come true. One look at the neighborhood was all it took to realize this was home. Trey looks forward to serving as a board member and seeing you in the park. CASEY GRIMM joined the USAF. Trained as a Radio Communications Analyst he was stationed in Texas, Taiwan, and Italy. He obtained a B.S. in chemistry from Virginia Polytechnic Institute and Va Tech in 1984, and a Ph.D. in analytical chemistry from Florida State University in 1988. He served 2 years in a postdoctoral position at Oak Ridge National Laboratory, where he developed software to perform imaging using advanced mass spectrometric techniques. In 1990, he married Dr. Deborah Thomas, who also, is an analytical chemist. They relocated to New Orleans. Casey took a position at the USDA’s Southern Regional Research Center and Deborah a Research Position at Tulane University. They have a 13 year old daughter named Kaylor and a dog named Sue. Dr. Grimm has served on the boards of several professional and private organizations such as the local section of the American Chemical Society, The Institute of Food Technologists and the Corinthian Sailing Association. He and his family are avid sailors and enjoy racing and cruising on Lake Pontchartrain and along the Northern Gulf Coast. “My goal on the LVPOA is to maintain the ambiance of the beautiful parks and lanes that make Lake Vista a unique and wonderful place to live.” MICHELLE LORUSSO is serving her rst year on the LVPOA board as an at large member. She is anassociate nancial representative for Northwestern Mutual and has also enjoyed participating in fundraising activities at Jesuit High School and St. Pius X as a parent volunteer. Michelle and her husband, Nick, purchased their home on Robert E. Lee Blvd. in July 2004. They completed renovations in January 2005 and moved in with their children Nicholas, Sophia and Katherine. Michelle looks forward to working with the board and her neighbors to continue the tradition of Lake Vista being a premier neighborhood in New Orleans in which to live and raise a family. MILTON REESE is a Farm boy met city gal at LSU Student Rodeo. She spoke a lot about Lake Vista and St. Martin's School. It all sounded better than the farm. We moved here in May1972. It was better than the farm but I still have it too!! Our two children loved growing up here and bring our ve Grandchildren to visit often! MONTE SHALETT is 67 and moved here in diapers. He attended kindergarten upstairs where the LVPOA meets, and has lived in four houses here. In 1981, well after school, he and his wife, Merit, moved back and raised their two sons in the same house on Tern in which he grew up. “I appreciate this unique neighborhood and want to protect the vision of the planners, a vision that IS Lake Vista. The next step is to construct the bypass structure (gates) across the Orleans Avenue Canal and connect this structure to the existing floodwall on the Canal’s East side. Work on the East side of the canal along Marconi Drive (near Stilt and Swan Streets) is necessary, and scheduled to occur from Sept. through Dec. of this year. Residents along Marconi Drive might experience an increase in construction activity; however, most construction trucks will be accessing the northern two blocks of Marconi via Lakeshore Drive in order to reduce impact to residents. Dredging of the canal along with excavation of the discharge for the pump stations will also increase truck traffic entering and exiting Lakeshore Drive. Finally, pile activities may occur after normal business hours on occasion and as permitted by city’s noise ordinance. Permanent Canal Closures and Pumps Overview: The Permanent Canal Closures & Pumps (PCCP) will be composed of permanent gated storm surge barriers and brick facade pump stations near the lakefront. The pumps will move rainwater out of the canals, around the gates and into Lake Pontchartrain during a tropical weather event, and be equipped with a stand-alone emergency power supply capacity so that it can operate independently of any publically provided utility. The entire PCCP project includes construction of three pump stations, one at each of the three main outfall canals: Orleans Avenue, London Avenue and 17 th Street Canals. When complete, the PCCP at Orleans Avenue will consist of three 900 cfs (cubic feet per second) pumps and have a total pumping capacity of 2,700 cfs; the PCCP at London Avenue will consist of four 1,800 cfs pumps and two 900 cfs pumps and have a total pumping capacity of 9,000 cfs; and the PCCP at 17th Street will consist of six 1,800 cfs pumps and two 900 cfs pumps and have a total pumping capacity of 12,600 cfs. Currently, the project is at 97% design completion and 82% construction procurement completion. Anticipated substantial construction completion of the entire project is 2017.
