Flathead Lakers 2011 Annual Report Flathead Lake serves as a mirror that reflects how well we are living in balance with our environment. – Dick Wollin Flathead Lakers President 1988-1994 Clean Water Connections The clean water and stunning beauty of the Flathead River and Flathead Lake are economic engines of northwestern Montana. From a global perspective, it is becoming a scarce resource. But here in the Flathead Watershed, we are blessed with the jewel of Flathead Lake and an abundance of clean waters that deserve protection. We can make a difference in our watershed. We can work together to protect our clean waters. We can bring people together to learn, find common ground, and cooperate to solve problems. We can make sure clean water is part of our Flathead legacy. This is why the Flathead Lakers was founded over 50 years ago and continues going strong today. The Flathead Watershed is more than our lakes, rivers and streams. It encompasses all the land that drains into Flathead Lake and the Flathead River – stretching west from the Continental Divide to the Salish Mountains, and from across the Canadian border in the north to the Clark Fork River in the south. To protect Flathead Lake, we need to be mindful of watershed connections and natural processes. We must pay attention to the tributaries, big and small, that feed the lake, the shallow groundwater that exchanges water with and cleanses the Flathead River, the wetlands and riparian areas that filter pollutants and act as sponges that store flood waters, the aquatic life that sustains food webs and provides recreation for people, the forested hills and mountains that bind soils and sustain clean water. How we live in our watershed determines the quality of our water. From our various land use, construction, and household practices to recreational boating, we can all play a role in protecting our spectacular and irreplaceable lake and river system. The following accounts of our work and achievements over the past year give a sense of how the Flathead Lakers nurture opportunities for lake and clean water protection. Kansas Aquatic Nuisance Species Coordinator Jason Goeckler commented at the recent Montana Aquatic Invasive Species Summit that it is hard to measure success in preventing introductions of aquatic invasive species, but easy to see failure. We are grateful for your special contributions for prevention work during 2011. Thank you for understanding that even though success is hard to measure, this work is important and it requires resources and effort! Success at the Legislature Boat Ramp Signs & Map We are pleased that the 2011 Montana Legislature strengthened regulations and increased funding for aquatic invasive species programs during a session of budget cutting. The Flathead Lakers worked on and supported the bill carried by Sen. Verdell Jackson. At the end of the session, a compromise bill passed and was signed by the governor. We again thank Sen. Jackson, Rep. Janna Taylor, all our local legislators, and Governor Schweitzer for their dedication to protecting Flathead and Montana waters from this threat. The Flathead Lakers continue to place signs at boat ramps warning boaters about aquatic invaders and showing how to clean a boat. We mapped Flathead Lake boat ramps and inventoried signs to ensure there are warning signs at all public boat ramps. AIS Expert on our Flathead Team Aquatic Plant Inventory Underway With our partners, we sponsored aquatic invasive species specialist Erik Hanson to work on our behalf on prevention, education, and coordination in the Flathead Watershed. Erik’s work gives a tremendous boost to Flathead efforts. The Flathead Lakers secured a DNRC grant to conduct aquatic weed surveys in 25 priority lakes and reservoirs, including Flathead Lake. We contracted with Erik Hanson to complete this work, which will alert us to any previously undetected aquatic weeds as well as provide a baseline of aquatic plant information. New Boat Inspection Station on Highway 93 Inspecting boats traveling to Flathead Lake or other Montana waters is the most effective way to prevent introductions and educate boat owners about how to protect our waters. Inspection stations are a high priority for the Lakers. A new inspection station was established July 1 near Ronan to inspect boats going north on Highway 93 and another one was later established at Clearwater Junction. Nearly 3,000 boats were inspected at the Ronan station last summer. Flathead Lakers 2011 Annual Report Curlyleaf Pondweed Response After Erik Hanson discovered curlyleaf pondweed at the Eagle Bend Yacht Harbor last August, we encouraged state and local agencies to work together on a response plan, to be implemented this coming spring and summer It is important to act now to prevent the weed’s spread around Flathead Lake. Eurasian Water Milfoil in Beaver Lake The invasive aquatic plant Eurasian Water Milfoil was discovered in Beaver Lake, a small lake near Whitefish Lake, late last summer. The Flathead County Weed District and others immediately responded by closing the boat ramp and removing visible plants. More work to try to eradicate this harmful weed and prevent its spread is planned for this spring and summer. 3 Saving Critical Lands We are excited about progress made over the past decade to protect the critical wetlands, riparian areas, and associated prime farm lands along the Flathead River that help keep Flathead Lake clean. Preliminary results of an evaluation of critical lands conservation progress are encouraging. Along the main stem Flathead River and north shore of Flathead Lake we’ve protected nearly 10 miles of riverfront, 41% of the 100-year floodplain, and 50% of the wetlands. This growing network of conservation helps sustain our clean water, healthy habitat, abundant fish and wildlife, scenic vistas, and Flathead way of life. Protected riparian areas and wetlands along the Flathead River Conservation & Restoration Projects In 2011, River to Lake Initiative partners completed two conservation projects that protect critical lands along the Flathead River. Jerry and Aileen Brosten placed a conservation easement on the Diamond B Ranch, protecting a beautiful 192-acre property along 1.5 miles of the Flathead River. This project protects valuable farm land and riparian areas that help sustain clean water. Partners began a multi-year restoration project to protect and restore native plants along the river banks. Another 146 acres on the Flathead River’s 100-year floodplain, the Conrad Drive Fisheries Conservation Area, was permanently protected by the Confederated Salish & Kootenai Tribes. The property provides important habitat for bull trout and helps protect important floodplain functions. Three river restoration projects are underway on the Flathead River on protected private and public lands. We are working with the private landowners to enhance or restore riparian areas. Planting vegetated buffers in the riparian area provides important habitat for fish, birds and other wildlife, and helps protect clean water. These projects build on previous successes to expand the network of conservation along the river that sustains clean water in the river and lake. Jerry and Aillen Brosten celebrate conservation successes at their Diamond B Ranch with Flathead Land Trust Executive Director Marilyn Wood 4 Flathead Lakers Annual Report Wetland Stewardship Award goes to River to Lake Partners The Montana Wetland Council presented the 2011 Wetland Stewardship Award to the Flathead River to Lake Initiative partnership and participating conservation landowners. The Flathead Lakers have been instrumental in creating, building, and sustaining this partnership and its collaborative conservation and restoration projects as part of our Critical Lands Project. The River to Lake Initiative provides options and incentives for landowners to voluntarily protect and restore important wetlands, riparian areas and associated farm lands The Council praised the Initiative for outstanding work building a diverse partnership and helping private landowners protect and restore critical wetlands and wildlife habitat along the main stem of the Flathead River and the north shore of Flathead Lake. River to Lake partners accept the Stewardship Award at the Capitol last May Their [River to Lake Initiative partners] demonstrated success at working with private landowners not only conserves and restores key riparian and wetland areas along the river and lake, it also highlights why these efforts are so important to water quality in Flathead Lake. Protecting Transboundary Headwaters We are grateful for British Columbia’s continued commitment to protecting clean water and healthy habitat in the Flathead’s North Fork headwaters from mining and industrial development. Thanks again to Senators Baucus and Tester for their work on S 233 to help fulfill the Montana/U.S. part of the agreement with B.C. Letters of support for the bill are still helpful! New B.C. Law Strengthens Headwaters Protection Now protected N. Fork Flathead River in B.C. – Flathead Lake headwaters Bill Reintroduced to End N. Fork Oil & Gas Leasing We supported, and rallied additional support for the bill Senators Baucus and Tester reintroduced in the Senate in 2011 to withdraw oil and gas leasing from the North Fork Flathead Watershed. Although S 233 has not been approved, it has wide support and we are optimistic that our senators’ efforts will eventually succeed. Flathead Lakers 2011 Annual Report The British Columbia provincial government approved the Flathead Watershed Conservation Act in November. This law formalizes the decision by the Premier’s office and the 2010 agreement between Montana and B.C. banning mining and energy development in the North Fork Flathead Watershed. This legislation represents another big victory in a series of landmark decisions that protect clean water in our watershed and resolve the decades-long debate about the future of transboundary Flathead waters. A healthy and free-flowing Flathead river is good for people and wildlife on both sides of the border. This binational effort gives hope to communities whose economies rely on the river and to iconic wildlife that represent the spirit of the West. – Dr. Richard Jeo, biologist and director of The Nature Conservancy’s Canada Program Flathead Lakers Annual Report5 Clean Water Stewardship During the past year the Flathead Lakers continued to share information about ways to protect clean water with landowners, educators, students, contractors, public officials, resource managers, boaters, and members. Everyone wants to protect clean water, but the right information and tools at the right time can help us all take actions that make a difference. Training course participants learn how to install erosion prevention best management practices. Thanks to all our partners, volunteers, and to everyone who is taking steps that protect our waters. Spreading the Word about Clean Water Threats and Solutions AIS expert Erik Hanson gave an informative – and alarming – presentation on zebra mussels at our annual meeting last summer. Flathead Lake Biological Station Director Jack Stanford reported on the state of the lake and the Bio. Station’s new monitoring buoys. And we enjoyed a lovely evening on Glacier Camp’s deck overlooking Flathead Lake. Plan to come to the 2012 annual meeting! We honored Bruce Ennis and Margaret Davis of Lakeside with our 2011 Stewardship Award for their gift of a new lakeshore park to Flathead County. Workshops and Training The Flathead Lakers convened contractors and agency representatives to identify contractor training needs. We then co-sponsored an erosion control training class for contractors in June. We also helped plan and will present at the Montana Stormwater Conference being held in Kalispell in April. Landowner Visits We have been meeting with landowners to offer ideas for clean water practices they can implement on their waterfront properties. We visited 6 landowners in 2011, with 14 more visits already planned for 2012. Community Outreach The Lakers gave presentations to four community groups last year. If you haven’t heard Christi’s presentation on the lake, watershed, and our work to protect clean water, why not schedule a presentation for your group or organization? New Brochure Our new “Waterfront Landscapes” brochure provides information for landowners about how to “keep your view plus a whole lot more” – including clean water. Please let us know if you would like one or several to share! Lake Levels and Stream Flows We added regular updates to our website about stream flow and lake levels through June and early July with links to stream flow forecasts and snowpack and flood information. 6 We sponsored three watershed education camps/field trips for kids and showcased our informational displays at four community events. The Lakers continued to: • champion water quality monitoring • support stormwater management projects, • recommend and support public policies that protect water quality. And, we adopted a stretch of Highway 35 near Finley Point where we completed three volunteer litter pickups.
