And BURNS & McDONNELL ENGINEERING COMPANY, INC. Atlanta, Georgia In accordance with SECTION 2- SCOPE OF SERVICES of the Agreement for Professional Consulting Services dated June 21 , 2002, by and between Bulloch County, Georgia and Bums & McDonnell (the Agreement) in cmmection with the planning, design and construction management of airport improvement projects located at the Statesboro-Bulloch County Airport, the following authorization is hereby given and mutually agreed upon: A. Project- Preparation of SPCCP B. Description of Services to be Performed - As described in attached proposal dated February 21, 2006. C. Method of Compensation -Lump Sum D. Amount of Compensation- $5,750.00 E. Estimated Time of Completion- 75 Calendar days from NTP F. Notice to Proceed Date- March 8, 2006 It is further understood and agreed by the parties hereto that all of the terms and conditions of the Agreement are hereby incorporated by reference as if set forth fully herein and are made a part of this Authorization. Associate Vice-President Scope of Work Task Order 6 -SPCC Plan Statesboro-Bulloch County Airport The project consists of the preparation of an Spill Prevention, Countermeasures, and Control (SPCC) Plan at the Statesboro-Bulloch County Airport. The project consists of the preparation of a SPCC Plan in accordance with the revised regulations in 40 CFR 112. The SPCC Plan will include the aboveground fuel storage tanks and airside ramp areas where aircraft are refueled. It is our understanding that there are no airport-owned electrical transformers, no 55-gall~n drums of oil products, and no underground storage tanks. The following describes in detail our scope of services: Preparation of SPCC Plan Task 1 - Site Visit - A site visit will be made to the airport to collect the information to prepare the plan. During the site visit each oil storage and transfer area associated with aboveground storage tanks will be reviewed, secondary containment structures will be evaluated, and storm water drainage patterns will be verified. Interviews will be conducted to collect information needed to prepare the plan. Any items that are deficient with respect to the SPCC regulations will be discussed with the Statesboro-Bulloch County Airport prior to preparing the draft plans. Deficient items could include inadequate secondary containment, insufficient spill clean up equipment, or inadequate inspection procedures. Task 2 - Draft SPCC Plan Preparation -After completing the site visit, the SPCC Plan will be prepared. The plan will include the following items to meet the requirements of the revised regulations. 1. Description of the aboveground storage tanks and fueling operations. 2. Description of spill prevention equipment. 3. Spill prevention guidelines such as spill prevention devices, visual inspections, tank integrity testing, secondary containment inspections, exposed piping inspections, training procedures, record maintenance requirements, and security. 4. Spill countermeasures such as spill response personnel; spill coordinator; spill response equipment; and contingency plan. 5. Procedures for the proper disposal of cleanup materials. 6. Spill notification procedures. 7. Forms for documenting monthly inspections, piping inspections, incidents/spills, secondary containment drainage inspections, training, tank testing and exposed buried piping inspections. 8. Site plan identifying major oil storage areas will be included in the plans. The purpose of the drawings is to identify a.n d indicate the general location of oil storage areas. Task 3- Final Plan Preparation- After receiving comments from the Airport, the SPCC Plan will be revised to address the comments and five three ring bound copes of the SPCC Plan will be submitted to the Statesboro-Bulloch County Airport. Responsibilities of Owner 1. Provide an escort knowledgeable of the site and location of the aboveground oil storage tanks. 2. SUMMARY/BACKGROUND ATTACH DETAILED SUMMARY, IF NEEDED (Box 5) These contracts for services include: 1) development of a spill prevention and contamination plan; 2) design of an access road extension and T-Hangar Taxilane Rehabilitation Plan; 3) development of the Airport Layout Plan Update. These projects would be a part of the Airports existing CIP. Design and planning would occur over next several months with the access road taxilane rehab to occur in FY 2007.
