Bottom: Silver bush lupine at Edgewood park By Kathy Korbholz Friends of Edgewood T hroughout the Bay Area, Edgewood Park and Natural Preserve, located near Interstate 280 and Edgewood Road in Redwood City, is famous for its spectacular spring wildflower displays. Edgewood contains an unusual and harmonious concentration of ecological zones. Its most important feature is its 160 acres of serpentine soils. Low in calcium and nitrogen, but high in magnesium and heavy metals, serpentinite is toxic to most plants. Over millennia, however, certain plants and animals have adapted to it. Because most species brought in with European settlement cannot live in serpentine soil, such areas form natural preserves of native plants and the animals that depend on them. This insect species, included on the federal endangered species list, is found on the Peninsula†nowhere else but at Edgewood. A scientific restoration program has been underway since 2007 to bring the population back to a self-sustaining level. The severe drought conditions this year threatened to cancel any efforts to bring additional caterpillars to Edgewood from their home south of San Jose, where there is a large and stable population. However, conditions suddenly changed and caterpillars were recently translocated. That means if the weather continues to cooperate, they should pupate into lovely butterflies and take flight. On March 29, chief scientist Dr. Stuart Weiss will lead a lucky few individuals on a walk through the restricted butterfly habitat at Edgewood. The District (”Owner”) reserves the right to reject any or all bids and to determine which proposal is, in the judgment of the District, the lowest responsible bid of a responsible bidder or group of bidders and which proposal should be accepted in the best interest of the District. The District also reserves the right to waive any informalities in any proposal or bid. Bid proposals received after the time announced for the opening will not be considered. No bidder may withdraw his proposal after the time announced for the opening, or before award and execution of the contract, unless the award is delayed for a period exceeding forty-five (45) days. Pursuant to the provisions of Public Contract Code Section 22300, and upon the request and at the expense of the Contractor, securities equivalent to the amount withheld by the District to ensure performance under the Contract may be deposited with the District, or with a state or federally chartered bank as escrow agent who shall deliver such securities to the Contractor upon satisfactory completion of the contract. Only those securities listed in Government Code Section 16430 or other securities approved by the District are eligible for deposit. The deposit of securities with an escrow agent or the District shall be made in the form and on such terms and conditions as the District may require to protect the interest of the District in the event of the Contractor‘s default. The Contractor shall be the beneficial owner of any securities that are deposited and shall receive any interest thereon. Pertaining to Sections 1770, 1773, and 1773.1 of the California Labor Code the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rates are on file at the District office of the West Bay Sanitary District and which copies shall be made available to any interested party on request. The successful bidder shall post a copy of such determinations at each job site. In accordance with the provisions of California Public Contract Code Section 3300, the District has determined that the Contractor shall possess a valid Class A or C-10 License at the time this contract is awarded. Failure to possess the specified license(s) shall render the bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license(s) at the time of award. The annual sewer service charge will increase from $820 per single family residence to $893 in fiscal year 2014/2015. Approximately 60 homes in the Portola Valley area (located within the On-Site Wastewater Disposal Zone) who pay higher charges for the maintenance of the STEP or Grinder Sewer Collection Systems they require will increase from $1,042 per single family residence to $1,136 in fiscal year 2014/2015. Non-residential rates will increase proportionately. The increased charges are required to fund needed maintenance to the sewer system and to the Silicon Valley Clean Water regional wastewater treatment plant. Edgewood can be thought of as a living museum with a window to California’s past. In springtime the view through that window is particularly glorious. Despite its relatively small size as a protected wilderness area — only 467 acres — Edgewood offers a surprising amount of biodiversity. Its grasslands, chaparral, coastal scrub regions, foothill woodlands, and even year-round seeps and springs support more than 500 distinct plant species, four of which are federally listed as endangered or threatened. In addition, the fragile Bay checkerspot butterfly, one of the threatened species, has made its home in the unique habitat afforded by the serpentine grasslands. The various plant communities also provide habitat for frogs, lizards, foxes, coyote, bobcat, raccoon, deer, and over 70 resident and migratory birds. Friends of Edgewood docents offer free wildflower walks every Saturday and Sunday starting at 10 a.m. through June 8. On the moderately paced, three-mile walk, lasting approximately three hours, you are likely to see 50 to 100 plants in flower. Every year is different at Edgewood. The weather favors some plants one year and a different set is abundant the next. Join us to discover what this year’s crazy weather reveals. Visitors can complement their docent-led walk by visiting the Bill and Jean Lane Education Center located near the main entrance. The interactive exhibits help the visitor understand Edgewood’s fascinating stories and its connection to the surrounding landscape. This beautiful, environmentally friendly building was created as a portal for school children, nature seekers and casual visitors to understand and explore Edgewood’s rare and interesting life forms, fascinating soils, and mosaic of plant communities and wildlife habitats. NOTE: the EPA (national) standard for Barium is 2 mg/L. The December 12, 2013, and the January 16, 2014 monthly Barium monitoring results for the surface water treatment plant effluent were 1.6 mg/L and 1.7 mg/L, respectively. Water in our reservoir (the Lake), and water coming from Well #6, also contain more Barium than the MCL allows. What should I do? *You do not need to use an alternative water supply (e.g., bottled water). *This is not an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing barium in excess of the MCL over many years may experience an increase in blood pressure. *If you have other health issues concerning the consumption of this water, you may wish to consult your doctor. More information on the effects of Barium in drinking water can be found at the US EPA web site: http://water. epa.gov/drink/contaminants/basicinformation/barium.cfm. The primary source of Barium in our water is Well #6, which is our best producing source of water. For many years, we have have pumped the water from Well #6 into the Lake/reservoir, which is also filled with water from the LaHonda Creek. Thus, the water from Well #6 is diluted. In the past barium level has been below the MCL. Due to the recent unusually dry conditions, there was no water in the creek to pump. We have been unable to dilute the Well #6 water with water from La Honda Creek and the barium level rose above the California MCL. Therefore, Well #6 was shut down in January. After the last rains, we finally were able to start pumping water from the creek into the Lake with water, which should begin to reduce the barium concentration. We are presently seeking quotes from engineers to investigate ways for us to remove the Barium from our water, such as an industrial scale water softening system, and investigating other potential mitigations.
