Randolph Family Housing
Utility Program
Community utility mock billing
implementation will begin this month.
Mock billing is a period during which
residents will receive monthly,
no-charge utility statements showing
their actual utility consumption versus
the approved utility allowance. The
monthly utility statements will also
provide energy conservation tips.
The mock billing is intended to give
residents an opportunity to understand
the consequences of their utility
consumption patterns. Randolph
Family Housing will be using a
qualified third-party utility billing
company, Minol, to provide residents
with a monthly utility bill. The mock
billing period will continue until
April 2, 2013.
Annually, a utility allowance will be
established by averaging the energy
consumption of occupied “like homes”
on the base. The utility allowance was
created to set a side a portion of a
service member’s Basic Allowance for
Housing (“BAH”) to pay utility costs.
This allowance will not eliminate
out-of-pocket utilities expenses for all
service members. However, a 10%
buffer is added to the average monthly
rate. Only service members who
exceed this rate will incur
out-of-pocket expenses.
As a result, this process is
designed to encourage energy
conservation in accordance with
Federal and Department of Defense
policy objectives.
Mock Billing Phase: 6 Months
• First mock bill-October 2012
(usage from August 15, 2012, to
September 15, 2012)
• Allows residents to understand
consumption and billing
statement
• Adjust usage habits as needed
• Reveal maintenance or meter
issues
• Help high users assess home
usage
• Live Billing Phase: Tentatively
begins April 2013

speed through the neighborhoods.
Utility Mock Billing Starts Soon

bills in October. We have information in
the office about the mock billing.

Representative
The Randolph Family Housing
Tenant Representatives are looking
for more members. As a
representative, you can be the voice
of your fellow neighbors. The group
meets monthly with The Randolph
Family Housing staff and base
housing management staff.
Representatives are also encouraged
to attend the monthly meetings with
base leadership. Any events or
activities and housing concerns are
discussed at these meetings.

It’s Nice to Meet You
Are you a little shy in social
situations and not sure how to get a
conversation started? Here are a few
tips to help:
Relax. Don’t worry about trying to
impress someone; that will only make
you nervous.
First things first. Introduce yourself
by smiling, offering a handshake and
telling the person your name.
Express interest. Your curiosity is
your best asset. Letting someone

about themselves.
No yes or no. Don’t ask questions
that can be answered with a simple
“yes” or “no.” Instead, make a relevant
comment, then ask an open-ended
question. For example: “Those are
great boots. Where did you get them?”
As the conversation progresses, you
will have opportunities to ask other
questions, perhaps about the person’s
hometown, education or family.
Listen. The secret to a good
conversation is to listen. People are
more likely to open up when they can
tell you care about what they say.
Moderation. Too many questions
will seem like an interrogation. Offer
information about yourself, too.
Now get out there and
meet someone!
Score a Tailgate Touchdown
Football season is almost here,
which means it’s time for tailgate
parties. If you have never tailgated
before or are still new at the game, the
experts at Tailgating.com have some
great tips, including:
• Plan your menu and do the prep
work a day or two before the
game. Keep the menu simple.
• Make a list of the items you want
to take along. Check off items as
you pack.
• Plan to arrive at least three hours
before the game starts. Try to
park next to a grassy area or at
the end of the parking row so you
will have more room.
If you are preparing food at the
event, you will need: a portable grill
and propane or charcoal, lighter fluid
and lighter; grilling and serving
utensils; towels and water for
cleanup; cutlery and bottle/can
opener; napkins, plates, cups and
eating utensils.
Pack two coolers—one for food
and one for beverages. Freeze bottles
of water and use them to keep items
cool, then for drinking as the ice melts.
Take plenty of trash bags, plus chairs
and a folding table.
Other items that will come in handy
are: a first aid kit, jumper cables, rain
gear, sunscreen, a flashlight, and
entertainment such as a radio/CD
player, football and Frisbee.

really long strings so friends can find
you, and have fun supporting your
favorite team!
Glazed Salmon With
Cherry Salsa
Ingredients:
Salsa:
• 1 cup frozen tart cherries,
thawed and chopped
• 1/2 cup diced red onion
• 1 jalapeño, chopped
• 1 tablespoon honey
• 1 clove garlic, minced
• 1 teaspoon grated ginger
• Salt and pepper, to taste
Salmon:
• 1 pound salmon fillet, cut into
four pieces, rinsed and dried
• 1/4 cup tart cherry juice (from
frozen cherries)
• 1/4 cup honey
Directions:
In medium bowl, stir together
ingredients for salsa until well
combined. Cover and refrigerate.
Preheat oven to 350°. Line a
baking sheet with nonstick aluminum
foil. Arrange salmon fillets on
baking sheet.
In small bowl, whisk together
cherry juice and honey. Spread half of
mixture over salmon fillets. Bake for
15 to 17 minutes, until almost cooked
through. Drizzle second half of
cherry-honey mixture over fillets; bake
another 2 to 3 minutes, until slightly
golden at edges. Serve with cherry
salsa on top.

Drive Safe: Hang Up and Focus
According to the National Highway
Traffic Safety Administration
(NHTSA), 20 percent of all crashes in
2008 were caused by some type of
distraction, and 5,870 people died in
accidents involving a distracted driver.
These numbers are significant, but the
NHTSA stresses that they may be
much higher, as it can be difficult for
law enforcement officers to identify
distraction and its role in crashes.
In order to cut down on distracted
driving, the NHTSA is determined to
educate drivers and passengers about
the main types of distraction: visual
(taking your eyes off the road),
manual (taking your hands off the
wheel) and cognitive (taking your mind
off driving). Texting on a cell phone
involves all three types at one time
and is cause for greatest alarm. Other
distractions include eating or drinking,
changing the radio station or MP3
player, using a navigation system,
talking to passengers or being
emotionally distressed.
Additionally, the NHTSA warns:
• Drivers using hand-held devices
are four times as likely to get into
crashes serious enough to cause
injury.
• Using a cell phone while driving
(hand-held or hands-free) delays
reaction time as much as having
a blood alcohol concentration of
.08 percent.
