This very important event also marks over 50 years of excellence in Canadian karate, as our Organization has indeed now been in existence for over half a century! Our Canadian National Championships of course constitute a yearly gathering for hundreds of athletes and coaches from across the nation, and it provides them with the opportunity to measure their skills against one another, while fully embracing and upholding the fundamental values of sports excellence, friendship and respect which are at the very heart of Canadian karate. Over the course of these National Championships, our nation’s very best will showcase their exceptional abilities and know-how, displaying the very highest level of karate which our country has to offer. It will also constitute an important step in the selection of our nation’s finest, for ulterior representation on the international stage. As 2015 will also be the year when Canada hosts the 2015 Senior Pan Am Championships as well as the 2015 Pan American Games (in Toronto), the 2015 National Championships are uniquely important and particularly significant. All participating athletes must also be Canadian Citizens or permanent residents (landed immigrants). Participating athletes must bring proof of citizenship (current valid Canadian passport or birth certificate) or permanent resident status (official permanent resident card) with them, and may be asked to provide such proof upon request. KUMITE: MAXIMUM NUMBER OF ENTRANTS PER KUMITE DIVISION: Each Province/Territory is permitted to send a maximum of two (2) competitors per individual division, excluding all National and International status-holding athletes (in all divisions, as long as they register to compete in the same division, when applicable – see full list of current National and International statusholding athletes in Appendix 2). Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation (see APPENDIX 7). Please note: All current Junior and Senior National Team kumite athletes must participate as members of their respective Provincial / Territorial Teams, in both individual and team divisions, and must have qualified according to their provincial / territorial requirements. TEAM KUMITE: Each Province/Territory is permitted to send a maximum of one (1) Senior Team in the Team Kumite division. As was the case last year, Karate Canada will continue to accept registration and participation of “Regional Teams” in Team Kumite, on top of the Provincial / Territorial Teams. This will allow for grouping and gathering of athletes from neighbouring Provinces for participation in Team Kumite as Regional Teams. The breakdown of eligible regions will be as follows: • ➢ • ➢ Atlantic Provinces (1 Team): Can be made up of athletes from Newfoundland / Labrador, Nova Scotia, Prince Edward Island and New Brunswick Western / Central Canada (1 Team): Can be made up of athletes from British Columbia, Alberta, Saskatchewan and Manitoba (As Ontario and Quebec historically bring larger pools of athletes to National Championships, they do not seem to need to join with any other Provinces to assemble their kumite teams at this time. Every Province may of course continue to register kumite teams made up simply of its own athletes if it chooses to, on top or instead of Regional Teams.) p.6 2015 N ATIONAL C HAMPIONSHIPS All Provincial / Terrirtorial Team Kumite Registration must be done online via SportData by January 12th, 2015. Please note, however, that changes in the composition of team kumite rosters will exceptionally be accepted until the very start of the Team Kumite competition, without incurring any change or administrative fees (Team Coaches are asked to advise us of any such changes by email until January 29th, inclusively, and in person at the event’s Head Table once the tournament has begun). REGISTRATION OF REGIONAL TEAMS: Provinces and Regions may register Regional Teams for the Team Kumite competition by simply sending an email to: [email protected], containing all necessary information, by January 12th, 2015. Selection of such teams will be left entirely to the Provincial Coaches of these regions, who must decide amongst themselves whether they wish to take advantage of such an opportunity, and who will make up such teams. When providing the information for registration of such Regional Kumite Teams by email, please indicate the names of the athletes on these Regional Kumite Teams, along with the name of the Coach in charge of each team. Karate Canada will then proceed with online registration of these teams on your behalf, and the designated Coach will be responsible to provide payment of registration fees for these teams at accreditation (ID Pick up) prior to the start of competition in Richmond (BC). We also ask that the Provincial Team Coaches of all provincial teams within the concerned region be cc’d on any such email. Please note that Karate Canada will only accept up to a maximum of 1 Western and 1 Eastern Regional Kumite Teams, so it is imperative that coaches of the Provinces in these regions reach a common agreement before submitting names for registration of their Regional Kumite Teams. KATA: Cadet/Junior Team Kata Division: Cadet and Junior Team Kata competition are merged into one age division for 14-17 year olds (male and female competitors remain in separate divisions). Under 21 (U21) Divisions: Athletes aged 18, 19 and 20 years old may compete in individual events in both U21 as well as team senior divisions. MAXIMUM NUMBER OF ENTRANTS PER KATA DIVISION: p.7 2015 N ATIONAL C HAMPIONSHIPS INDIVIDUAL KATA DIVISIONS: Each Province/Territory is permitted to send a maximum of three (3) competitors per individual kata division, excluding all National and International status-holding athletes (in all divisions, as long as they register to compete in the same division, when applicable – see full list of current National and International statusholding athletes in Appendix 2). Additionally, each Province / Territory may register extra athletes in either kata or kumite according to their Wildcard allocation (see Appendix 7). TEAM KATA DIVISIONS: Each Province/Territory is permitted to send a maximum of one (1) team kata per age division (Combined Cadet/Junior and Senior). ***IMPORTANT: 2015 membership fees from each Provincial / Territorial Association must have been paid in full prior to the start of competition, in order for individual participant registrations of athletes and coaches from that Province / Territory to be considered valid. Please note that all participating athletes must be Canadian Citizens or permanent residents (landed immigrants). Participating athletes must bring proof of citizenship (current valid Canadian passport or birth certificate) or permanent resident status (official permanent resident card) with them, and may be asked to provide such proof upon request. COACH ELIGIBILITY GUIDELINES All participants must be members in good standing of their provincial or territorial karate Associations and Teams, and participants may only be pre-registered online through their PSO or TSO’s Team Manager or designated representative. All participating Coaches must be at least Comp Intro-trained or (old) Level 2-certified in the NCCP (National Coaching Certification Program). Any higher level of training or certification (such as Comp Dev) will of course also be considered as valid. Karate Canada will verify all coach NCCP credentials and records via The Locker (the Coaching Association of Canada’s online database) after the registration deadline, and prior to the start of competition. p.8 2015 N ATIONAL C HAMPIONSHIPS AGE EGIBILITY Please note the following information pertaining to age eligibility of participants in the 2015 Karate Canada National Championships (January 30th -February 1st, Richmond BC): K U M I T E: Athletes aged 18, 19 and 20 years old may compete in individual U21 as well as Senior individual and Senior team divisions. Cadet, Junior and U21 athletes may compete in the age category for which they are eligible at the time of the 2015 National Championships, and may ALSO register to compete in an older age category provided they will reach the minimum age of this category within the year following the start of the 2015 National Championships. Participants in all categories must be aware that unless they are of age to compete in the said category at the season’s key international events (on the dates of these events, such as the 2015 Cadet & Junior Pan American Karate Championships, the 2015 Junior World Karate Championships, the 2015 Sr Pan American Karate Championships, etc), they may NOT represent Canada at these competitions. >>> This is illustrated in APPENDIX 5 K A T A: Athletes aged 18, 19 and 20 years old may compete in individual U21 as well as Senior individual and Senior team divisions (see APPENDIX 5). Cadet, Junior and U21 athletes may compete in the age category for which they are eligible at the time of the 2015 National Championships, and may ALSO register to compete in an older age category provided they will reach the minimum age of this category within the year following the start of the 2015 National Championships. So it is possible that an athlete qualifies for Senior kata, but not for U21 kata.) >>> This is illustrated in APPENDIX 5 p.9 2015 N ATIONAL C HAMPIONSHIPS REGISTRATION OF TEAMS All participating athletes, referees, coaches and delegates must be pre-registered online through the SportData website, at: WWW.SPORTDATA.ORG Opening of Online Registration: November 24th, 2014 Registration deadline: January 12th, 2015 ** All Provincial / Territorial delegations must have an online user name and password for access to the event and pre-registration. All Teams should use the same User Names and Passwords which they have used for online pre-registration to the 2013 and 2014 National Championships. If you do not yet have a user name and password, please submit an online request to SportData via their website. For questions on how to pre-register your teams using the software, all team managers may contact the SportData software team directly at [email protected]. Provincial / Territorial Associations / Teams are responsible for the quality and accuracy of the entered registration data. Changes to online pre-registration entries are possible and free of charge until Monday, January 12th, 2015, inclusively. ** NO CHANGES TO REGISTRATIONS IN INDIVIDUAL DIVISIONS AND TEAM KATA DIVISIONS WILL BE ACCEPTED AFTER MONDAY, JANUARY 12TH, 2015. IMPORTANT: Please note that there will be NO CADET or JUNIOR TEAM KUMITE categories at the 2015 Karate Canada National Championships. Please see Appendix 8 for the YOUTH CUP portion of the event, listing all categories for the 12-13 year old participants in this portion of the event. ENTRY FEES COMPETITORS PLEASE NOTE: The entry fees are: The official registration / ID Pick-up (where Team managers may obtain all badges and ID cards for their Team will take entry: place on Wednesday, January 28th and Thursday, January 29th, members) • Each Individual $ 105.00 CAD at the Sheraton Vancouver Airport Hotel. Please note: Athletes cancelling registration prior to January 28th 2015 for medical reasons only, and providing a valid proof of injury or sickness (medical note) to Karate Canada before that date, may obtain a refund of the registration fees, minus a $50.00 administrative fee. Please note that registration fees are non-refundable for any other reason, and no refund will be issued for any reason whatsoever as of January 28th, 2015. p.13 2015 N ATIONAL C HAMPIONSHIPS PAYMENT OF FEES Payments must be made online during the registration on SportData or mailed to the Karate Canada head office, postmarked no later than January 12th, 2015, at: Karate Canada (2015 National Championships) 4545 Av. Pierre-de-Coubertin Montreal, QC H1V 0B2 COMPETITION RULES The rules used at this event will be modified current WKF Competition rules (version 9.0; see “Officiating” section in the “Documents” tab of Karate Canada’s official website www.karatecanada.org for a summary of applicable Canadian Amendments to WKF competition rules.). The latest version of WKF competition rules - version 9.0 – (available in the “Documents” tab of the Karate Canada website) will apply at the 2015 National Championships, unless specified otherwise in the documents mentioned above and in this (and /or future versions of this) bulletin. Please note, however, that Karate Canada will, as is customary, allow athletes to perform Chito-Ryu katas in the kata competition portion of the event. TIE-BREAKING FOR KUMITE MATCHES: For all kumite divisions at the 2015 National Championships, Karate Canada will use simple Hantei (decision) to break ties, if required, after the regular match duration, and in order to determine the winner, in accordance with current WKF rules (with no enchosen or overtime). ELIMINATION FORMAT: IMPORTANT: Please note that a DOUBLE ELIMINATION format will be used in all individual kumite categories for this event (see Appendix 3 for an example of this type of draw), thus ensuring that each participant gets to participate in at least 2 matches (unless disqualified in a fashion which would prevent further bouts). As a result, there will be no repechage tree and only one bronze medal per division will be awarded in all individual kumite divisions. Karate Canada will use WKF-style repechage in all Team Kumite and in all (Team and Individual) Kata divisions. p.14 2015 N ATIONAL C HAMPIONSHIPS SEEDING: All National and International status-holding athletes as well as all silver medalists from the 2014 National Championships (if competing in the same category in the 2015 National Championships) will be seeded in the draw. Seeding will be allocated as follows (in decreasing order of priority): 1- 2- 3- 4- 5- International A Status-Holders, if any** International B Status-Holders, if any** International C Status-Holders, if any** National A Status-Holders, if any** 2014 National championship silver medalist in that category (**=If more than one athlete holds an identical International Status on January 28th, 2015, the athletes with the highest number of ranking points will be seeded higher than athletes holding an identical status but holding less ranking points; the same will apply if more than one athlete holds a National status in any given division. If two athletes have the same status and exact same number of points, they will be seeded at random, higher than athletes with less points and lower than athletes with more points or higher statuses.) Please note: Karate Canada will recognize any valid status earned by U21 athletes within the year preceding the 2015 National Championships (in the original or “old” divisions), at the time of that competition, for whichever division the status-holding athlete now chooses to register and to compete in at these 2015 National Championships (for registration and for seeding of divisions, as applicable), and for ulterior National Team selection purposes in the case of valid international status. KUMITE MATCH DURATION: • For Senior male individual kumite divisions: All matches last 3 minutes. • For Senior female individual kumite divisions: All matches last 2 minutes • For all Team Kumite: Matches will last 3 minutes for men, and 2 minutes for women. • For U21 male individual kumite divisions: All matches last 3 minutes. • For U21 female individual kumite divisions: All matches last 2 minutes. • For Cadet (14-15)& Junior (16-17) individual kumite divisions: All matches last 2 minutes. p.15 2015 N ATIONAL C HAMPIONSHIPS MANDATORY EQUIPMENT KUMITE: Body Protector The use of WKF-approved body protectors is mandatory FOR ALL PARTICIPANTS, including seniors. Chest Protector The use of WKF-approved chest protectors is mandatory FOR ALL FEMALES, including seniors. Mask Cadets: The use of face masks is optional, however, if worn, they must be WKF-approved. Groin Cup / Protector Mandatory for all male kumite athletes. All other equipment will be as stipulated in current WKF Competition Rules. Please note that WKF-approved protective equipment which does not show the 2012-2015 stamp will still be tolerated (as long as of similar model and in good condition.) Religious Head Coverings Female competitors may wear a WKF homologated black plain fabric head scarf covering the hair, but not the throat area. Religious head coverings for male athletes may be tolerated, at the discretion of Karate Canada. Male athletes wishing to wear head coverings must submit advance notice by email to Karate Canada’s Program Manager, Ms. Alexandra Roy ([email protected]), no later than January 12th, 2015. Please also note that male athletes selected onto the National Team may or may not be allowed to wear such head coverings at subsequent international events of the season, in accordance with international federation rules. Female athletes selected for the National Team will be permitted to wear such head coverings at international events in accordance with WKF rules. p.16 2015 N ATIONAL C HAMPIONSHIPS AWARDS Please note that (due to use of a double elimination format) there will only be one bronze medal awarded in each individual kumite division. For larger group reservations, please send your rooming list to Mrs. Harolyn Stefanik (with names, addresses, dates and hours of arrival/ departure of the participants) no later than the Cut-off date in order to secure the number of rooms at the preferred rate. Please also provide payment method and a contact number/name at the same time. Please note: This information cannot be sent by email, as the Sheraton Hotel can not accept and receive emails with credit card information. p.18 2015 N ATIONAL C HAMPIONSHIPS TRAVEL PROGRAM INFORMATION Introduction Following the recent meeting of PSOs and a meeting of the Board of Directors of Karate Canada, it has been decided that the Travel Cost Share program as it was in place last year was to be discontinued. Various options were looked at and the Board endorsed the recommendation of the PSOs to implement a new Cost Share program that will equate to providing a subsidy payment to travellers that are paying more than a predetermined average cost. The subsidy would be paid from a fund created by contributions from local participants in the Nationals who do not require air travel. The following sets out the parameters of this new Travel Program as approved by the Executive Committee and by the Finance Committee. Payment to the Travel Fund Participants taking part in the 2015 National Championships who do not require to travel by air to Richmond (BC), will pay an amount of $200 each to a travel subsidy fund that will be managed by Karate Canada. Karate BC will communicate this requirement to its participants, will collect the required payment from these participants and will submit the payment to Karate Canada by January 9th, 2015. Payment of Subsidy Participants taking part in the 2015 National Championships who travel by air to Richmond (BC), may or may not be entitled to a subsidy payment from the travel fund. The subsidy payment will be available to participants for whom the total airfare cost is greater than $600.The subsidy amount to be paid to eligible participants will be calculated on a prorated calculation of the total airfare paid by all eligible participants and the available travel fund. Eligible participants wishing to receive a travel subsidy will be required to: • Purchase their air ticket within 3 weeks of their last provincial qualifier, and no later than December 24, 2014 • Purchase an economy class ticket at the “lowest logical airfare” (see definition below) • Submit a claim for subsidy payment to Karate Canada no later than January 9th, 2015, using the applicable request form (PDF here via Internet) along with a copy of the itinerary/invoice. Lowest logical airfare is defined as the airfare associated with the least costly economy class travel option while respecting the following parameters • Routing requires no more than two stops each way of a round trip • Routing does not increase the one-way total elapsed trip time by more than 3 hours Participants The participants in the Travel Program will include the Athletes, provincial coaches, officials and delegates in the National Championships. 12-13 year old athletes from BC taking part in the Youth Cup test event are excluded but the 12-13 year old athletes from the other provinces will be eligible to the travel subsidy KC staff, delegates and others for whom airfare is paid by Karate Canada are excluded. p.19 2015 N ATIONAL C HAMPIONSHIPS LOCAL TRANSPORT AIRPORT-HOTEL/HOTEL -AIRPORT Transportation to/from Sheraton Vancouver Airport Hotel The Sheraton Vancouver Airport hotel is only 5 minutes away from Vancouver International Airport and provides a free regular shuttle service (departure every 30 minutes) from the main terminal starting at 5:00am, with the last shuttle leaving the hotel at midnight. For Vancouver airport shuttle service between midnight and 5:00am, you will have to ask the front desk to set-up your departure time. If you need shuttle service from the airport, you can call the hotel from the display board in baggage claim areas of the airport or call them directly at 800-663-0299 or 604-273-7878. It will also allow top performing athletes who move from one province / territory to another mid-selection process, or top performing athletes who were forced to miss crucial provincial / territorial selection events due to injury or due to the demands of the international calendar, to have an avenue for entry into the National Championships that may otherwise have been closed to them. This in no way affects the selection process that PSOs / TSOs have adopted for the selection of their teams leading up to the 2015 National Championships, as it is simply an additional option which offers more flexibility to the provinces / territories, as well as the opportunity to register additional athletes whom these PSOs / TSOs feel could be strong contenders at National Championships and / or may largely benefit from participation in this event. In order to register one or several athlete(s) in the 2015 National Championships as (a) “wildcard(s)”, a PSO / TSO must submit the name(s) and division (category) of the athlete(s) (up to the maximum number of athletes allowed, as per the team’s quota allocation above – one entry counts as one ‘wildcard”) to Karate Canada (by mail or email) no later than January 5th, 2015, along with a written confirmation that each of these athletes meets at least one of the following 3 criteria: -the athlete has placed 3rd in the final rankings of the 2014-2015 provincial / territorial team selections in that individual kumite division (excluding 2014 National Champions and National and / or International Status holders). All participating Coaches must be at least Comp Intro-trained or (old) Level 2-certified in the NCCP (National Coaching Certification Program). Any higher level of training or certification (such as Comp Dev) will of course also be considered as valid. Karate Canada will verify all coach NCCP credentials and records via The Locker (the Coaching Association of Canada’s online database) after the registration deadline, and prior to the start of competition. AGE EGIBILITY All participants in the 2015 Karate Canada Youth Cup must be either 12 or 13 years of age on the first day of competition (January 30th, 2015), and must therefore be born between February 2nd, 2001 and January 30th 2003 inclusively. There will be no exceptions. ***IMPORTANT: 13 year old athletes registered in any Cadet division at the 2015 National Championships MAY NOT register in the Youth Cup as well within the same discipline (kata or kumite). The latest version of WKF competition rules - version 9.0 – (available in the “Documents” tab of the Karate Canada website) will apply at the 2015 Youth Cup, unless specified otherwise in the documents mentioned above and in this (and /or future versions of this) bulletin. Please note, however, that Karate Canada will, as is customary, allow athletes to perform Chito-Ryu katas in the kata competition portion of the event. p.42 APPENDIX 8 TIE-BREAKING FOR KUMITE MATCHES: For all kumite divisions at the 2015 Youth Cup, Karate Canada will use simple Hantei (decision) to break ties, if required, after the regular match duration, and in order to determine the winner, in accordance with current WKF rules (with no enchosen or overtime). ELIMINATION FORMAT: IMPORTANT: Please note that a DOUBLE ELIMINATION format will be used in all individual kumite categories at the Youth Cup (see Appendix 3 for an example of this type of draw), thus ensuring that each participant gets to participate in at least 2 matches (unless disqualified in a fashion which would prevent further bouts). As a result, there will be no repechage tree and only one bronze medal per division will be awarded in all individual kumite divisions. Karate Canada will use WKF-style repechage in all Kata divisions. SEEDING: There will be no seeding of athletes in the Youth Cup draws, and all participating athletes will be placed at random in their given division’s draw. Mask The use of face masks is optional, however, if worn, they must be WKF-approved. Gloves Participants must have both a blue and a red pair of WKF-approved gloves / hand protectors. Foot and Shin Protectors Participants must have both a blue and a red pair of WKF-approved foot and shin protectors. Groin Cup / Protector Mandatory for all male kumite athletes. Mouth Guard Mandatory for all kumite athletes. All other equipment will be as stipulated in current WKF Competition Rules. Please note that WKF-approved protective equipment which does not show the 2012-2015 stamp will still be tolerated (as long as of similar model and in good condition.) Religious Head Coverings Female athletes who wish to cover their head for religious reasons when competing may wear a black head covering until the WKF-approved version is commonly available. Religious head coverings for male athletes may be tolerated, at the discretion of Karate Canada.
