Objective is for CNIC HQ and Regional N6’s to consolidate all regional systems and applications to CNIC Service Delivery Points (SDP) in Norfolk and San Diego and eliminate Regional Data Centers. – Regional consolidation will occur in parallel with system reviews and migration efforts • Navy EITM Pilot – CNIC was asked to be an Echelon-II pilot to develop a model for data center consolidation. – Currently developing strategy and coordinating resources in collaboration with OPNAV N2/N6. – Objective is to document and record processes and performance to develop and refine an OPNAV N2/N6 EITM Process Model for use across Navy Enterprise. Commander, Navy Installations Command… Supporting Command to the Warfighter 5 Timeline • FY11 – – – – Systems: 12 migrated Servers: ≈200 eliminated Networks: 13 legacy eliminated Data Centers: 5 regional eliminated • FY12 – Systems: Remaining 15 migrated – Servers: ≈300 eliminated; 100 procured for high density/COOP – Networks: PSNET to ShoreNet; SDP Norfolk and SD to ShoreNet; start Millington migration. – Data Centers: Pensacola and Millington eliminated; SDP San Diego build out completed Commander, Navy Installations Command… Supporting Command to the Warfighter 6 Service Delivery Points • Our SDP’s were a parallel effort along with our application, server, and network reduction efforts over the past 7 years to provide a physical – – – – – – – Consolidate from 11+ to 2 hosting centers. Transition and then eliminate legacy networks and servers Superior service to all CNIC constituents. Full security certification, accreditation and support. Improve operation and lower system support costs. Strategically distribute services with centralized management. Allow enterprise approach for items such as “green IT” to be more easily implemented. Concentration Commander, Navy Installations Command… Supporting Command to the Warfighter 9 SDP Modernization • Opportunity - Transform the San Diego SDP into a secure “green” environment that works better and costs less – Maximum IT operational efficiency – Maximum computing capacity per IT footprint – Reduce total costs of ownership – Compliance with IT, IA and environmental policies Commander, Navy Installations Command… Supporting Command to the Warfighter 10 Advanced Metering Infrastructure (AMI) [an IT-assisted Green Initiative] Overview • AMI automates utilities meter readings for allocations and monitors power line quality. • Creates a two-way network between advanced meters and utility business systems to enable collection and distribution of information to customers and other parties. Benefits • Managed Utility Consumption leading to reduced costs through centralized data collection and analysis • Improved Response Times of equipment failures minimizing downtimes and maintenance costs. Commander, Navy Installations Command… Supporting Command to the Warfighter 11 Enabling Technology • Virtualization – Increased CPU utilization and reduced power use • Typical server utilization rate usage: ~10-15% • Virtualized utilization rate usage: Up to 80% – Server consolidation – Reduced labor costs • High Density IT Zone – Increase rack space Commander, Navy Installations Command… Supporting Command to the Warfighter 12 San Diego SDP Site • Grace Hopper Building (North Island) was built in the 1986 as a mainframe computing center • It is currently the primary Navy computing and communications center on the west coast – Co-located with DISN Core, fiber hub, and a DoD Internet Access Point (IAP) – Currently used for clusters of servers organized by sponsors – Replacement Cost is ~ $150 Million Commander, Navy Installations Command… Supporting Command to the Warfighter 13 Migration Process CNIC Portfolio Integrated Migration Process CNIC Systems Governance BIIRB Currently managed by iShore SDP’s IA CARS SDP’s NMCI Commander, Navy Installations Command… Supporting Command to the Warfighter 14 Tools and Processes Common Migration Processes Standardized Project Management Tools Centralized Access to Project Info. Source: Press conference according to Information Wee report Shift from government-owned infrastructure to cloud-based services. US CIO is pushing for $20bn in annual spending to be shifted to the “cloud” Examples of services he would like to make cloud-borne 72 slated under the plan: • Email, grants and CRM management, hosting of public-facing websites, application development and testing, content delivery, data analytics and security management services. For further information consult: 25 Point Implementation Plan to Reform Federal Information Technology Management – Vivek Kundra, U.S. Chief Information Officer, December 9, 2010 Commander, Navy Installations Command… Supporting Command to the Warfighter 18 Conclusion • “Data Center Consolidation” is more than just data centers. It includes: – – – – Systems, servers, and networks, Policies, Programs and BRAC, Upper Echelon and System-level coordination, All pieces that need to be worked together. • We have made great progress and are in the last stages with the toughest migrations remaining. Tasking can be completed by FY12 with funding resources. • DCC is complementary to G2/Matrix efforts.
