IV. CITIZENS PETITIONS (LIMITED TO NON-AGENDA ITEMS) 1. 40 Blacksmith Drive - Eric Treaster stated that he was about to thank Joe Larkin for cleanup but it got violated again. Stuff from the backyard is now in the front yard. 2. Marilyn Richard was worried if all correspondence is adequate for the preliminary review on Mare's Inn B&B, 333 Colonel Ledyard Highway. She will not be here January 2 January 28. 3. Larry Helfrich - No progress on Stone Gate and it is moving at a snails pace. 4. Dave Collins, 9 Liberty Lane. Mr. Collins is the renter of 1649, Route 12, Gales Ferry Mr. Collins is opening a new restaurant business and has requirements for the expansion of the patio and the removal of the sidewalk (along the parking area). He will also need a new sign. The Commission directed Mr. Collins to Ledge Light for the septic and restaurant opening. The Town Planner and Zoning Official will meet with Mr. Collins. Minutes December 10, 2015 OLD BUSINESS Application #4340 - Terra Firma, Inc. - Zone Change for 1001R and 1009R Long Cove Road A Public Hearing is scheduled for January 14, 2016 VI. 1. NEW BUSINESS Application #538 - Quakertown Meadows 39-Lot Open Space Subdivision Application received 12/10/15. Ledge Light is reviewing the plan and a Public Hearing is scheduled for January 14, 2016. The Town Engineer will recuse himself because he is an abutter. Mr. Cherry made a motion to hire CLA Engineers, Inc. to do the required engineering review, not to exceed $5000. Ms. Rodriguez seconded. After discussion, the motion carried 5-0. RESULT: MOVER: SECONDER: AYES: EXCUSED: 2. MOTION to grant an easement for the installation and maintenance of utilities including water and sewer lines and facilities, electric ( including a further grant or assignment of a utility easement to Eversource) and telephone lines and facilities, and television and cable lines and connections as required to serve 12 Orchard Drive and for future development. Mr. Cherry made a motion to recommend to the Town Council to approve the easement for Eversource to run utilities on 15A Tuckers Run for the purpose of serving 12 Orchard Drive in future development of that property. Ms. Rodrigues seconded. After discussion the motion passed 5-0. RESULT: MOVER: SECONDER: AYES: EXCUSED: VII. 1. Appointment for the P&Z Representative for the Ledyard Town Center. Ed Lynch is no longer able to do it. Nate Woody is recommended. 4. An Act Concerning Municipalities and Solid Waste Facilities - House Bill No. 5302 - Public Act #12-2 IX. REPORTS 1. Town Planner Report STEEP Funding due January 15, 2016. Gales Ferry street scape improvements all have issues. Capital project review (CIP). This will require review. 2. Zoning Officials Report - 12-10-15 X. ADJOURNMENT - REGULAR MEETING I. DISCUSSION AND APPROVAL OF PROPOSED 2016 MEETING SCHEDULE Recommending one regular meeting per month with a second date per month reserved for workshops or special meetings. Mr. Cherry moved to meet once a month on the second Thursday of the month at 7 PM. Ed Lynch seconded the motion. Ms. Rodriguez wants to continue to meet twice a month for better preparation and use special meeting on single items. Staff needs to be more discretionary in the items being presented. The Commissioners need to prepare better. After discussion, the motion passed 4-1. Mr. Ceravolo is requesting guidance from the Commission to consolidate the land into one parcel. The Commission advised to have the subdivision reviewed with the Town Planner, Mr. Karno. 2. Mystic Bed & Breakfast, 333 Colonel Richard Hwy. Owner Marilyn Richard received a letter from the ZEO regarding the review of documents in Town Hall for her property which states that the garage is currently not approved for the Bed & Breakfast option and indicates the owner cannot rent out the space in the detached garage. The state regulations are different for Bed & Breakfasts, and allowance of the detached garage under the state regulations if the Town Regulations were allowed to be changed based on the property being owner-occupied. ZEO Larkin did a tour of the building. Chairman Cherry indicated we cannot approve something that does not conform to Ledyard Town Regulations. In order to make the rooms part of the Bed & Breakfast, a special permit would need to be granted and connectivity from the garage to the residence with a Portico, etc. Chairman Cherry felt it would be doable with a letter from LLHD for an approved, revised septic design. V. Eric Treaster, 10 Huntington Way CGS states once every 10 years a new POCD needs to be reviewed and adopted. POCD expired October 2015. He asked the Commission to review POCD in its entirety before finalizing a new published version. The POCD is supposed to be a guide and tool for the town. Some of the recommendations made by the Ad Hoc Committee are inconsistent with the current POCD. A proposal for a moratorium was provided. OLD BUSINESS NONE VI. 1. 2. NEW BUSINESS The adoption of the 2016 Commission meeting schedule will be on the December 10th agenda.
