school system. This insert has been designed to assist you with pertinent information relating to the schools. I hope each
of you has a very rewarding and positive
experience this school year.
Our school system is an exciting place
where educational excellence is more than
a goal; it is our standard. We are committed
to creating opportunities for all students to
do their best and to succeed. We have high
expectations for students and employees,
and continually work on open communication, sound fiscal management, and strong
family and community involvement.

Annual Public Notices
The Exceptional Children’s Program provides specially designed instruction to ensure that all children with disabilities, ages 3 through 21, have available to them a free appropriate public education.
The program emphasizes special education and related services designed to meet their unique
needs and prepare them for further education, employment and independent living. Services may
include specialized educational instruction, speech/language therapy, occupational therapy, physical therapy, hearing impaired services, visually impaired services, and transportation. The EC Program is looking for any children and youth ages 3-21 with special needs that are not identified or
may not be receiving the help they need. You can assist us in finding these unidentified students
by calling Joan Ferrara at 828-456-2400.
Each school year, school districts are required, pursuant to federal regulations and state
law, to provide a number of annual notices to students, parents, non-public schools and
the community. These notices are shared through a variety of methods including media
releases, media based notices, written communication, voice messages, Internet postings
and other processes.
Career Technical Education
Career and Technical Education provides students with experience in practical, meaningful applications of basic skills such as reading, writing and mathematics and offers individuals lifelong
opportunities to learn new skills. Haywood County Schools offers a comprehensive career and
technical education program for students in grades 6-12. Competency-based courses are offered
in 8 program areas: Agriculture, Business, Marketing, Family and Consumer Science, Health Sciences, Technology, Trade and Industrial Education and Career Development. Opportunities for
work-based learning experiences such as internships and apprenticeships are available at the high
school level. Students entering the 9th grade complete a Career Development Plan outlining academic and Career and Technical Education courses that are needed to meet a tentative career
objective by their senior year.
Non - Discrimination
It is the school district’s policy not to discriminate on the basis of age, disability, national origin,
race, religion, gender or genetic information in its educational programs, activities or employment
policies.
Students with Disabilities
The school district provides special education services to all eligible children between the ages of
3 and 21 who have been evaluated and determined to have a disability that negatively impacts their
learning and requires specialized instruction.

Test Scores
Official test results for 2013-2014 will be available in September, 2014. Haywood County Schools
has a long and established history of performing well on mandated state and federal tests. The
most current official results are posted online at http://abcs.ncpublicschools.org. Annual results
are published in the local media as they become available. Test scores and other academic
performance data are also available on the Haywood County Schools website at www.haywood.
k12.nc.us. If web access is not available, academic performance information can be obtained by
contacting individual schools or the school district office.
The following is an abbreviated listing of required annual public notices. Public notices are
also posted on the school district web page. Please contact Haywood County Schools if you
need additional information regarding public notices.
The school district provides assistance for homeless students as defined in the McKinney-Vento
Assistance Act.
Restraint
The school district must provide information regarding the use of restraint, seclusion and reasonable
force that may be used to protect the safety of students, staff and visitors. These guidelines are
found in School Board Policy SA-17. This and other policies may be accessed through the “Resources”
link on the school district website at http://www.haywood.k12.nc.us/.
NC Definition of Giftedness
Academically or intellectually gifted students perform or show the potential to perform
at substantially high levels of accomplishment when compared with others of their age,
experience or environment. Academically or intellectually gifted students exhibit high
performance capability in intellectual areas, specific academic fields or in both intellectual
areas and specific academic fields. Academically or intellectually gifted students require
differentiated education services beyond those ordinarily provided by the regular educational program. Outstanding abilities are present in students from all cultural groups,
across all economic strata and in all of human endeavor.
Report Cards
Report cards are issued each nine weeks in grades one through eight and from Tuscola
High School. Report cards are issued each six weeks from Pisgah High School, Haywood
Early College and Central Haywood High School. Schools also send a mid-grading period
progress report to students in grades 1-12. Parents may access mid-grading period
progress reports and report cards via the parent Portal on the HCS website.
Threats
A threat is any communication, written, verbal, or otherwise, that specifically implies
harm to self or others. Any staff member who hears or otherwise learns of a threat
against property or persons shall report the threat to the principal or designee. The
principal or designee will investigate the matter. Action may include warning, parent
conference, in-school or out-of-school suspension, counseling referral or law enforcement intervention. The principal may require persons involved to have a threat assessment with a certified mental health counselor before returning to campus. Parents will
be responsible for the cost of this evaluation, which may be multiple visits.
Student Records
The Family Educational Rights and Privacy Act (FERPA), a federal law, gives parents
and students over eighteen (18) years of age (“eligible students”) certain rights with
respect to the student’s education records.

Local Student Accountability Policies
The Protection of Pupil Rights Amendment requires school districts to obtain consent or
allow parents to opt-out of certain school activities. These activities include surveys, analysis or evaluations that concern:
The Haywood County Board of Education has three policies pertaining to student accountability.
These policies include (1) A-5 Attendance, Membership and Course Credit (2) C-4 Report Cards,
Progress Reports, and Student Assessment, and (3) SA-11 Student Promotion. These policies may
be accessed through the “Policy” link at the bottom of the school district website at http://www.
haywood.k12.nc.us/.
Accountability policies are revised to comply with legislative changes and promote high academic
performance.
1. Political affiliates or beliefs of the student or student’s parents
2. Mental or psychological problems of the student or family
3. Sexual behavior or attitudes
4. Illegal, anti-social, self-incrimination or demeaning behavior
5. Critical appraisals of close family relationships
6. Legally recognized privileged relationships (lawyers, doctors or ministers)
7. Religious practices, affiliations or beliefs of the student or parents
8. Income, other than as required by law, to determine program eligibility
Pest Management
The school district must provide public notification of pesticide use as it relates to pest
management in school facilities. Regular pest management will occur during the first full
week of each month. Notification of non-scheduled pest management will be made 72 hours
in advance at the location of use.

The school district must provide information on Influenza and Meningococcal diseases and
the vaccines that are available to prevent each.
School Safety and Security
Security of buildings and grounds is essential in assuring student safety. Each school has
a plan to secure buildings for the purpose of protecting students from potentially harmful
offenders. Plans contain procedures for monitoring the school. Procedures are in place to
notify the superintendent, parents and the media when appropriate.
Articulated Course Offerings
Child Nutrition
All schools in Haywood County participate in the National School Breakfast and Lunch Program. Families may apply for free or reduced
price meals based on family income at www.lunchapplication.com or a paper copy from the School. The Haywood County Schools
Food Service Program is self-supporting. Customer revenue and federal reimbursement are the only revenues received. Unlike other
school employees, food service employees are not paid with state funds. The Haywood County Schools Food Service Program has over
100 employees with an annual budget of $4,528,723.00
Meal prices for the 2014-15 school year will be as follows:

An articulation agreement between Haywood County Schools and Haywood Community College enables the district to offer additional courses for high school students with the possibility of earning college credit.
Public Information
Haywood County Schools is committed to providing students, parents, staff and the community with school district information. Each school has a media contact person who works
with the principal to submit regular school news to the media. Public information is shared
through newspaper columns, the Haywood County Schools Report podcast and district-level
press releases online at www.haywood.k12.n.us. You may also access this information by
following Haywood County Schools on Facebook and Twitter. This fall parents and staff will
have the opportunity to register for email, voice and text alerts.
Policy highlights include:
• Minimum attendance requirements for grade levels
• Minimum attendance for at least one-half of the day to be counted present
• Minimum expectations on Kindergarten through second grade state assessments
• Minimum achievement of Level III on state-mandated tests
• Minimum grade of “D” (70) in all except one core course in grades three through eight.
• High school end-of-course tests representing 25% of the student’s final grade
• Options for students not meeting minimum performance standards.

Ninth graders entering in 2012-2013 and later are required to complete a Future Ready course of study.

Haywood Co. Schools AIG Program
The Haywood County School System believes all students are unique in their abilities to learn and
is committed to continuous academic progress. Academically and intellectually gifted students
require a high level of intellectual stimulation. An AIG program is provided to afford these students the opportunity to develop to their potential. Haywood County Schools endorses the North
Carolina definition of giftedness and develops programs and services that address these needs.
Student Health Statement
Parents of students who have chronic health problems such as asthma, diabetes, etc., are requested to inform school personnel upon the diagnosis and at the beginning of each school year.
