Chief’s Message
Dear Mayor, City Council members, City
Administrator and Residents of Lompoc,
The Lompoc Police Department continues to
serve our community, providing quality law enforcement to our residents, while serving with
integrity, compassion and pride. The job of a
Police Officer is one of the most complex professions in modern society. Officers are expected to
be skilled in law, use of force procedures, report writing skills, emergency
vehicle operations, and criminal investigations, just to name a few.
Mission Statement

and professional police services, in partnership with the citizens we
serve, encouraging mutual respect and innovative problem solving,
thereby improving the quality of life in our community.”

The quality of a police department is reflected in its people, its leadership, its reputation, and its vision. We are dedicated to selecting, developing and retaining a diverse staff of professionals who embrace excellence as their driving force and who continually strive to surpass their

SERVICE
The primary function of the Lompoc Police Department is to serve the
public. We are committed to delivering responsive, innovative, and
courteous service in an impartial manner. We encourage community
input and participation in our delivery of police services.

We recognize that we are employed in positions of great trust, responsibility and expectation in our community. We hold ourselves to an elevated standard of conduct and accept only the highest levels of honesty
and ethical behavior on the part of all our members. Our citizens deserve nothing less.
COMPASSION
The people we serve are individuals who possess the full range of
human strengths, weaknesses, and needs. Each member of the
Lompoc Police Department places a high value on being in the people
business. We realize that every contact is unique and that we do not
always see citizens in the most favorable circumstances. We will express concern and empathy for those who need our services.
PRIDE
Police work is a noble undertaking. We believe we make a difference in
our community and take great pride in our accomplishments. Our
members exhibit creativity, confidence and courage in meeting the daily
challenges of our profession.
This Department is committed to training our officers to effectively mitigate
problems as they arise but also to look into the future in order to prepare
for changes before they occur. Our Gang and Narcotics Enforcement
Team continues to hold drug dealers and gang members accountable for
their actions. In 2012 our incidence of violent gang crime has been reduced. We continue to provide our Gang Resistance Education and
Training (G.R.E.A.T.) to children in the 5th grade at all public schools in
the city. Narcotics, especially methamphetamine, is poisoning our young
generation. Our Narcotics unit is focused on seeking out those dealers
supplying drugs to our residents while our patrol officers are holding users
accountable for their abuse of narcotics.
Our Investigations Unit finished 2012 with a case clearance ratio of more
than 6 cases cleared for every 10 cases assigned. This is an impressive
statistic in any law enforcement agency. Our Investigators served 54
search warrants and made 246 felony arrests this same year.
Also in 2012 we saw the retirements of Officers Jon Bailey and Ron
Hutchins, jointly accounting for more than 65 years of service to Lompoc.
We also said farewell to Chief Timothy L. Dabney. Chief Dabney served
the City of Lompoc for 15 years, the last 5 ½ as Chief of Police. He was
often quoted to say, “we will take care of our community and take care of
our people”, meaning our police staff. His wisdom and leadership will be
missed for many years to come.
Our LPD family hopes that you find this 2012 Annual Report to be informative and that it provides you a snap shot of what happens inside the
walls of this Police Agency throughout the year.

OPERATIONS DIVISION
The Operations Division is comprised of uniformed officers
who interact with the community and deliver front-line
police services. The Operations Division consists of the
Patrol Section, S.W.A.T., Community Services Officers, K9, Traffic Division, Community Service Section, School
Resource Officers, Citizen Volunteers & Explorers.
PATROL
The main functions and missions of the Patrol Section are
the provision of police services, preventing crimes, and
protecting the citizens, businesses, and visitors of Lompoc
in a professional and proactive way. The Patrol Section
operates 24 hours a day, 7 days a week responding to
citizen-initiated calls for service, and engaging in officerinitiated activity. Some of the functions performed by
members of the Patrol Section include preventive patrol,
preliminary criminal investigations, traffic enforcement,
response to all emergency situations, accident investigations, calls for service, and ensuring the safety and security in and around
all school zones. The Patrol Section works in close partnership with other
Lompoc Police Department units, governmental agencies, and community
organizations to solve crime-related problems at the neighborhood level.
SPECIAL WEAPONS AND TACTICS (S.W.A.T.)
Special Weapons & Tactics (S.W.A.T.) is composed of officers who have received extensive
training in the use of specialized weapons and
tactical response. These officers serve the
citizens of Lompoc by safely diffusing violent or
potentially violent situations. Officers have
ancillary duties on the team as marksmen and
experts trained in active shooter response, high
risk building entry, less lethal weaponry, chemical agents deployment,
rappel master, medic and armorer. There are trained crisis negotiators that
augment the S.W.A.T. team for incidents requiring crisis-negotiation skills.
Each member of S.W.A.T. is required to complete over 120 hours of
rigorous training annually.
COMMNUNITY SERVICES OFFICERS (CSO)
The primary duties of the Department’s Community Services
Officers (CSO’s) are graffiti and vehicle abatement. CSO’s
provides support in crime prevention, investigation, and
response where full police powers are unnecessary. They
also assists police officers in upholding law and order, seek
out and report graffiti in our community, take noninjury/minor injury traffic collisions, and assist in department
& community functions.
K -9 - OFFICER DELAURETIS AND BOLT
Bolt is a 3 year old male Belgian Malinois Patrol
Dog. Bolt's primary job is to locate of hidden criminals
and/or lost citizens. Bolt is a dog that is trained specifically to assist police and other law-enforcement personnel in their duties.
TRAFFIC DIVISION
The primary responsibilities of the Lompoc
Police Department's Traffic Division are to
make the streets of Lompoc as safe as
possible for citizens and visitors traveling by
foot, bicycle, or motor vehicle, to reduce
traffic collisions, and improve traffic safety
throughout the City of Lompoc. The Traffic
Division investigates traffic collisions from
minor fender benders to fatal traffic collisions, follow-up on hit and run collisions, and enforces Municipal Code and
the California Vehicle Code laws.
COMMUNITY SERVICES SECTION
The goal of the Community Services Section is to
ensure that the neighborhoods throughout the city are
provided with professional and effective service, based
upon their diverse needs and concerns. The Community Services Section provides crime prevention and
community-oriented strategies to better serve the
community. The Lompoc Police Department is engaged with citizens in developing these strategies to
improve the quality of life in various neighborhoods.
The Community Service Section also over sees the Lompoc Police Beat,
which is a live one hour weekly crime prevention show hosted by the LPD
featuring a variety of topics.
G.R.E.A.T. (GANG RESISTANCE EDUCATION &
TRAINING)
The G.R.E.A.T. Program is a school-based, law enforcement officer-instructed classroom curriculum. With
prevention as its primary objective, the program provides social tools for youth to stand against delinquency,
youth violence, and gang membership. 5th graders students are reminded that their “decisions” have “outcomes”
and to be safe. These youth are also taught the effects
and consequences of drug and alcohol abuse.
CITIZEN VOLUNTEERS
Community Volunteers continue to be tremendously
valuable to the operations of the Lompoc Police Department. Volunteers perform functions such as bicycle
licensing, property inventory, clerical assistance at DUI
check points, crime scene preservation, searches for
missing children, traffic control, security checks of
vacationing residents’ homes, and assistance at civic
functions. The Volunteer Citizens on Patrol (V-COPS)
are a specialized group of Community Volunteers who
receive additional training and equipment to allow them
to provide security patrols in Lompoc.
LOMPOC EXPLORER POST 700
Law Enforcement Exploring also
known as Police Explorers is a careeroriented program that gives young
adults the opportunity to explore a
career in law enforcement by working
with local law enforcement agencies.
Founded on July 12, 1973, it is one of
the Exploring programs from Learning
for Life, a non-Scouting subsidiary of
the Boy Scouts of America.
SUPPORT SERVICES
The Support Services Division Commander is responsible
for investigating crimes, processing and archiving information, collecting and preserving evidence, managing the
Lompoc City Jail, Police Communications (Dispatch),
dispatching emergency resources and attending to visitors
at the front counter/lobby.
COMMUNICATIONS (DISPATCH) - 911
Lompoc Police Department’s dispatch center is the
Public Safety Answering Point (PSAP) for all 9-1-1
emergency services for the City of Lompoc. The center
is manned by two dispatchers, 24 hours a day. Our
dispatch center also provides call taking and dispatching services for the Lompoc Fire Department and for all
the City of Lompoc Utilities departments and Urban
Forestry Division for their afterhours emergencies.
POLICE RECORDS SECTION
The Records Section and Property Unit of the Lompoc Police Department
are responsible for a myriad of duties to include the dissemination of police
reports to the public and other agencies such as the District Attorney, Child
Welfare Services, Adult Protective Services, Probation and Parole. Further
tasks include typing of dictated police reports, scanning of documents
related to police reports, and the process of registering narcotic and sex
offenders. The front desk operation is a vital part of the Department as they
are often the first point of contact
with our agency by citizens. Interns
assigned to the Records Section
perform data entry tasks, Live Scan
fingerprinting, weekly shopping for
the jail, maintaining supplies from
the City warehouse, assisting at the
weekly Lompoc Police Beat TV
show, as well as other duties as
assigned.
PROPERTY UNIT
The Lompoc Police Department’s Property Unit is
responsible for the receipt and storage of all property
and evidence (excluding vehicles) which are retained
by Departmental personnel, and assuring the extremely
important chain of custody for the prosecution of criminal cases. Other property processed can include found
property and property seized for safekeeping.
LOMPOC CITY JAIL
The Lompoc City Jail is a Type I jail facility (96-hours maximum stay – no
sentenced prisoners) and has a rated capacity of 23 prisoners at any given
time. There are 19 beds and a sobering cell
capable of holding four additional arrestees.
The Lompoc City Jail receives bookings not
only from LPD Officers, but from outside
agencies, such as the Santa Barbara County
Sheriff’s Department, Probation Department
and State Parole. The Lompoc City Jail is
manned 24 hours a day all year around.
CRIMINAL INVESTIGATIONS
Detectives assigned to the Lompoc Police Department’s Investigations Section are multi-talented and
responsible for the investigation of major crimes
and felonies. They take over any complicated
investigations assigned originally to patrol. They
also investigate crimes against persons and property, as well as high-tech / forensic crimes involving
photos, computers or digital media, cellular devices, and finger prints used as evidence. This unit
also works closely with the F.B.I. and other agencies in Southern California on a task force to combat internet crimes
against children (ICAC). The detective unit also investigates domestic
violence cases. This aggressive unit investigates approximately 300
Domestic Violence cases each year, serves survivors of domestic violence and sexual assault as well as conducts training for law enforcement,
the public, and community outreach. They also investigate Drug Endangered Children (D.E.C.) cases and are responsible to registering sex
offenders.
GANG – NARCOTICS ENFORCEMENT TEAM
(G-NET)
The Lompoc Gang and Narcotics Enforcement
Team has a team of detectives to conduct narcotics and gang investigations. The Gang Unit is
tasked with investigating crimes associated with
gang members involving graffiti, assaults, robbery and homicide. The City of Lompoc is currently the only community in the central coast that has a gang injunction in
place. GNET, in conjunction with the patrol officers, regularly patrol the
injunction area of the city and contact gang members. Gang members
found not in compliance with the court order are subject to arrest.
SANTA BARBARA REGIONAL NARCOTICS
ENFORCEMENT TEAM (SBRNET)
The Lompoc Police Department assigns one
detective to the Santa Barbara Regional
Narcotics Enforcement Team (SBRNET). This
team conducts major narcotics investigations
throughout Santa Barbara County in an effort
to eliminate major narcotics traffickers that
poison our communities.

Officer Ron Hutchins retired from
the Lompoc Police Department
on April 25, 2012, after 2 years
of reserve officer service and 36
years of full-time service.
OFFICER JON BAILEY
Officer Jon Bailey retired on
6-15-12 after dedicating his services to the citizens of Lompoc for
29 years as a Peace Officer with
the Lompoc Police Department.
Chief Timothy L. Dabney
Chief Dabney retired on 8-14-12
after serving the City of Lompoc
for 16 years, five–and-a-half
years serving as Chief. Chief
Dabney serviced a total of 30
years as a dedicated Peace
Officer.
Code of Ethics
As a Law Enforcement Officer, my fundamental duty is to
serve humanity; to safeguard lives and property; to protect the
innocent against deception, the weak against oppression or
intimidation, and the peaceful against violence or disorder;
and to respect the Constitutional right of all people to liberty,
equality and justice.
I will keep my private life unsullied as an example to all and
will behave in a manner which brings credit to myself and my
agency. I will maintain courageous calm in the face of danger,
scorn, or ridicule; develop self-restraint; and be constantly
mindful of the welfare of others. Honest in thought and deed
in both my personal and official life, I will be exemplary in
obeying the law, and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to
me in my official capacity will be kept ever secret unless
revelation is necessary in the performance of my duty.
I will never act officiously or permit personal bias, prejudices,
political beliefs, animosities, aspirations, or friendships to
improperly influence my decisions. I will always remember my
shared humanity and will cultivate an attitude of compassion,
respect, and empathy toward all peoples.
With no compromise for crime and with relentless prosecution
of criminals, I will enforce the laws courteously and appropriately without fear or favor, malice or ill will, never employing
unnecessary force or violence and never accepting gratuities.
I will never engage in acts of bribery nor will I condone such
acts by others. I will cooperate with all legally constituted
agencies and their representatives, in
the pursuit of justice and the maintenance of integrity in law enforcement.
I recognize the badge of my office as a
symbol of public faith, and I accept it as
a public trust to be held only so long as
I am true to the ethics of the police
