India's sharp reaction came after it received a note verbale from Pakistan's Foreign Ministry on Friday proposing to send supplies to Jammu and Kashmir. External Affairs Ministry "completely and categorically" rejected the communication from Pakistan. "A communication was apparently delivered to our High Commission in Islamabad on August 12. I can only characterise its contents that propose sending supplies to the Indian state of Jammu and Kashmir as absurd," External Affairs Ministry Spokesperson Vikas Swarup said. "India and others in the region have already received enough of Pakistan's trademark exports -- international terrorism, cross-border infiltrators, weapons, narcotics and fake currency," he said. India's reaction came on a day when Pakistani forces violated the ceasefire along the LoC in Poonch district of Jammu and Kashmir. Earlier in the day, Pakistani High Commissioner to India Abdul Basit made provocative statements over Kashmir and said his country will continue to extend full diplomatic, political and moral support to the people of the state. Basit made the comments during the country's Independence Day celebrations at its embassy here. In Islamabad, President Mamnoon Hussain, while addressing a gathering at a flag hoisting ceremony, also raised the Kashmir issue, saying the country will continue to support Kashmiris in their bid for the right to self-determination. India and Pakistan have been engaged in a war of words over Pakistan and its Prime Minister Nawaz Sharif's statements on the situation in Kashmir which has been witnessing unrest following the killing of Hizbul Mujahideen commander Burhan Wani. Wani was described as a martyr by Pakistan, which has also tried to internationalise the Kashmir issue while India has been maintaining that Pakistansponsored terrorism in the Valley is the root cause of the turbulence. Pakistan violates ceasefire in Poonch, sweets at Waga border Jammu, Aug 14 (PTI) Amid ceasefire violations by Pakistan along the Line of Control in Jammu and Kashmir's Poonch, soldiers from the two countries exchanged sweets at Atari-Wagah border on the occasion of Pakistan's Independence Day. After a lull of over four months, the ceasefire on the Line of Control was violated again with Pakistan Army firing at two places and shelling mortars in Poonch sector of Jammu and Kashmir today. Indian troops retaliated to the firing which was still going on when last reports came in. "The Pakistan Army resorted to unprovoked ceasefire violation along the Line of Control (LoC) in Poonch sector of Jammu and Kashmir," Defence Spokesman Lt Col Manish Mehta said here. He said the Curfew extended to several reviews places in Kashmir Rajnath security ahead of Srinagar, Aug 14 (PTI): Curfew was today extended to several places in Kashmir in view of the separatists' call for a march to the heart of the city even as restrictions on the movement of people were in force in rest of the Valley. "Curfew remained in force in entire Srinagar district and Anantnag town but was extended to several other places as a precautionary measure in view of the call for march to Lal Chowk by certain elements," a police official said. He said curfew was imposed in Ganderbal town, Awantipora, Tral, Pampore, Baramulla town, Sopore town, Bandipora town, Kaloosa, Papchan and Ajar areas of the Valley. "Curfew was also imposed in Wargam area of Beerwah in Budgam district following yesterday's sectarian clashes," he added. Despite curfew, separatists elements managed to hoist Pakistan flags in many localities across Kashmir to mark the Independence Day of the neighbouring country, he said adding security forces pulled down the flags as soon as they were noticed. Authorities suspended Internet and mobile services across the Valley yesterday as part of the security drill ahead of the Independence Day celebrations tomorrow. While broadband services were snapped yesterday evening, the mobile telephony was suspended late last night, the official said. "Only BSNL postpaid mobiles are See Curfew on page 11 Independence Day New Delhi, Aug 14 (PTI) Home Minister Rajnath Singh today reviewed the security situation in the country, particularly in Jammu and Kashmir, on the eve of Independence day. Top brass of the security establishment briefed him on the prevailing situation in the country and the steps taken to foil any attempt by terrorists and other elements to disturb peace, official sources said. "Our troops are responding appropriately and no casualties or damage to our troops was reported till the report last came in. The firing was still going on" the spokesman added. Today's ceasefire violation comes after over four months as the last such incident took place on April 10, this year in Poonch sector. Earlier Pakistan had violated ceasefire on September 18, 2015 in Balakote sector of Poonch district. Last year, 16 civilians were killed and 71 others injured in 405 incidents of cross-border firing by Pakistan, the officer said. Jhanvi Behal accompanied by 30 others arrived at the airport but all of them were sent back, a police official said, without assigning any reason for the step. Behal had grabbed the headlines earlier this year by challenging JNU student leader Kanhaiya Kumar to a debate on nationalism. The police official said while six persons including Behal had come in a flight from Chandigarh, 25 others had arrived here in another flight from Delhi. "All of them were sent back by the same flight in which they came," the official said. After the outbreak of violent protests in Kashmir following the killing of Hizbul Mujahideen commander Burhan Wani, Behal gave an online statement expressing her intention to unfurl the natinal flag at Lal Chowk. "I would hoist the tricolour at Lal Chowk in Srinagar on SEE GIRL ON PAGE 11 Hurriyat is not important than other J&K stakeholders: Singh Jammu, Aug 13 (PTI) that the Asserting Hurriyat Conference was not "more important" than the other stakeholders in Jammu and Kashmir, Union minister Jitendra Singh today said separatists would have to be "on board" as much as others to resolve the Kashmir issue. "They (separatists) have to be on board as much as the others," he told reporters in reply to a question whether the Centre will hold talks with Hurriyat Conference leaders in an attempt to restore peace in the Valley. "Hurriyat is as important as the other stakeholders. It is not more important than those in Jammu or Ladakh or the Kashmiri Pandits, Sikhs or those in PoK and the West Pakistan refugees. They are members of the civil society and nothing more. When all the others are taken into confidence, they can also be there," Singh said. Replying to another query on the Centre's policy on terrorism and how to deal with the violent youth of Kashmir, the Union minister said the government and the Prime Minister have clarified that there will be no compromise on terrorism. "Terrorists would be strongly dealt with, the way they are dealt with, whichever place they come from or whichever ideology they belong to," he said. A bench of justices A K Sikri and R K Agrawal awarded a compensation of Rs two lakh to Anita Thakur, a general secretary of the party, and Rs one lakh each to JKNPP's secretary and a senior journalist, who was also its member, saying their fundamental rights had been violated due to the "police excess". The bench noted in its judgement that initially it was the protestors who had taken law into their hands during the protest which began peacefully but turned violent. "On the other hand, even the police personnel continued the use of force beyond limits after they had controlled the mob. In the process, they continued their lathi charge. "Pahari, Kandi areas were given special attention but PDP-BJP has totally failed on every front and failed to do anything on ground which was needed to do. Underlining measures taken by Congress to ensure timely delivery of services, Saroori said Congress was committed in making the administration more accountable, adding that Public Serviced Guarantee Act was a landmark initiative for the purpose. He said the time-bound delivery of public services would have gone in a long way in ensuring that the administration was made people-friendly and an accountable delivery mechanism was put in place but since BJP came as a ruling government developmental everything works any government services are going in negative way. He said the panchayati raj bodies were empowered by the Congress and functions of over 14 departments was entrusted to them so as to involve people in planning as well as execution but the PDP-BJP who were doing the lip singing will failed to hold panchayat election in near future as well. He said that Congress opposed amendment in Jammu and Kashmir Panchayati Raj Act, saying it is a ‘retrograde decision’ by the government to negate the very basic concept of 73rd amendment of the Constitution introduced in the Act and government got a big slap when the Governor return the controversial Panchayat Raj Amendment Bill 2016. Saroori said that the Congress party had vehemently opposed the bill as it would weaken the authority of basic principle of democracy and basic spirit of 73 amendment of Constitution which was incorporated in State Panchayat Raj Act by NC-Congress government. GOF Staff Reporter Jammu, Aug 14: The terror strike near Akhara camp has left at least 18 unsuspecting civilians injured to include pilgrims to Buddha Amarnathji and one cop in Poonch of Jammu region. Half of the injured are reported serious. This happened when a delegation under the Co-convenor of the All Jammu Civil Society Forum (AJCSF) Abdul Majid and former DC Sh. Mohammed Aslam Qureshi were at Rajouri visiting the area to strengthen the ties of communal harmony, mutual brotherhood and national unity for which this remote hilly area is known for. Other team of AJCSF under the chairmanship of the convener Gulchain Singh comprising of General Secretary Annil Suri, Yashpal Gupta, S. Peter, Kuldip Wahi, Neeraj Anand, were holding similar meetings at Jammu where an unconfirmed news of sighting suspected terrorists was causing panic. In one voice the members of AJCSF condemned the failure of government and the security agencies who have obviously failed in the sparks of terror from reaching the peaceful Jammu region. The epic centre of trouble, in the few affected areas of Kashmir Valley as such seem out of control and there is no sign of governance or any law enforcing or administrative authority there. Denouncing this surrender to lawless elements in the strongest words the AJCSF Convener Th. Gulchain Singh Charak urged the government to contain the evil from spreading and disturbing the otherwise peaceful life in Jammu region. With the threats of strikes and identified areas in Jammu, there is need for extra vigilance and additional security troops. The aftermath of any possible strikes in this area could have devastating impacts both in public order and the government that is in place only with the support from Jammu people. The Jammu region is suffering in many ways. Governance has paralyzed trade and tourism, pilgrimage are jeopardized. He strongly called for activating the winter secretariat to clear the backlog of work of the Jammu region. Some members suggested moving the secretariat to move back to Jammu if it has become untenable, inoperative and defunct in the Valley till the situation normalizes there. In the meeting, the leading businessmen, traders and industrialists pledged their all out support to the very timely initiative taken by the Civil Society of Jammu province for forming the body namely “AJCSF”, “It was the need of the day “, they said, “when the administration is not in sight, politicians in the hiding and the government paralyzed”. “We are with you singly and collectively” said they in one voice and will help in promoting and protecting the cause of Jammu in every possible way rising above all other considerations, whatsoever. Taking a very strong view of the terror strike after repeated calls of alerts and in the face of perceived threats, the AJCSF expressed its dismay over the concern shown by the authorities and their utter failure in containing the trouble and protecting the nationalist and secular population of the State outside the few troubled areas of Kashmir. In a strong voice the AJCSF declared that “enough has been enough” and the Jammu region will not tolerate any further indifference and second fiddle treatment meted out to it so far. Terror attack on Budha Amarnath an attack on sovereignty of India: VHP GOF Staff Reporter New Delhi, August 14 Attack on Budha Amarnath yatra is very unfortunate and VHP is taking this attack as a challenge to the government and the Hindu society. Reacting on the attack the international joint secretary VHP Dr Surendra Jain said that it is a main Hindu yatra, no doubt but it is an attack on the sovereignty of our nation, too. More than a dozen yatries are badly injured. It is a matter of relief that there is no casualty upto now. Administration is taking care of all the things. VHP added. There is a great unrest in the Hindu society. We appeal the government to eliminate these elements. Otherwise it will send a wrong massage in the Hindus. It is the duty of the Muslim leaders to come forward and take all measures to put a check on these jehadies. GoI unaware of the ground Valiant ‘Mansi’, Handler awarded for reality of Kashmir: Vakil fighting militancy in Kashmir GOF Staff Reporter Srinagar, Aug 14: Welcoming the convening of all party meet on Kashmir by central government former minister Abdul Gani Vakil today in a statement said that it is unfortunate that government of India is unaware of the ground reality of Kashmir and should accept they are responsible for mishandling Kashmir issue. He urged Government of India not to consider Kashmir issue on development or unemployment lines if it would have been developmental or unemployment issue then government of India had done a lot for last two decades together but still the issue is alive to connect it with development or unemployment is simply to deceive themselves and the people and thereby turmoil will never end. Permanent peace can be estab- lished in Kashmir only if its solution is hammered out on political basis and first Government of India should understand that Kashmir is a political issue not a law and order situation Vakil added. Vakil alleged that both Centre and State government failed to address Confidence Building Measures CBMS and is now delaying in engaging all the stake holders including Hurriyat in the meaningful dialogue and completely failed to tackle and ease the situation rather annoyed people by their approach of allowing continuous use of pellet guns which resulted in deaths of more than 60 people and injuries of thousands. Vakil asked how we can expect improvement in the present situation when no probe has been ordered in the recent killings and injuries and no ban has been implemented on pellet guns instead more and more deaths and injuries are taking place every day. No steps taken to release detainees and nothing have been done regarding removal of AFSPA from some districts. It is unfortunate that Government has not even announced any e-gratia and relief to those whose kiths and kins have been killed in recent protests. He warned Central Government that if they continue to be non- serious and silent in taking above mentioned CBMs, the situation will further deteriorate which could not be controlled by the present non serious and inexperience Government. Vakil also stressed upon the government of India not to confuse by diverting the attention to other issues rather to focus on their own people and make every effort to restore normalcy in the valley. While the marriage ceremonies are being performed, help comes in the form of intervention by legal authorities and decision of marriage is deferred for appropriate time. The play highlights the plight of young girls who are sacrificed at the altar of rotten, redundant customs of illiterate and ignorant sections of our society. Yaseen, Rahul Singh, Shivam Singh, Ankush Lakhnotra, Rajan Thakyal, Mahikshit Singh, Piyush Anand, Rishav Sharma and Sudesh Parihar. War wanted to avenge the death of his canine friend whose care he had been taking since she joined the tracker unit. Death could not part them, as War also soon fell to the enemy bullets, but not before the reinforcements had arrived and an operation mounted to kill the infiltrators. Maintaining the highest tradition of Indian army: "When a dog is injured on the battlefield, the army jumps into action in much the same way as it would do in case of an injured soldier. Here we had two casualties -- the handler as well as the dog," recalled a senior officer. Mansi's body was recovered and after documentations and post-mortem, a wreath was laid on her body. The mortal remains of the valiant friend of the Army were laid to rest at her unit lines at Trehgam in north Kashmir. Their bravery has won them battle honours, ranging from the Chief of Army Staff's commendation cards to the General Officer Commanding's commendation cards. Dogs attached with difcounter-insurgency ferent units have varied responsibilities in Kashmir. For example, trekker dogs are meant to help troops in anti-insurgency operations, guard dogs are responsible for guarding garrisons during the nights, while infantry patrol dogs help in bomb and IED detection. Enthusiastic JKBWA members celebrate Independence Day GOF Staff Reporter Jammu, Aug 14: The 70th Independence Day was celebrated here at Rajinder Park, Jammu, today with tremendous enthusiasm and fervour by the Jammu and Kashmir Batwal Welfare Association. Amidst a huge gathering, the Association Deputy Chairman Capt Kamal Chand Motan hoisted the National Flag and took the salute. Motan inculcated the nationalism in the enthusiastic community members by throwing light on the supreme sacrifices made by Shaheed Bhagat Singh, Sukhdev and Rajguru while safeguarding the honour of their motherland. On this historic occasion, Association members paid glowing tributes to Indo-Pak War Hero Lance Naik Mohan Lal Lakhotra. R.L. Kaith mentioned to community members that on 7 December 1971, Lance Naik Mohan Lal was manning the medium machine gun deployed with a company of Jammu and Kashmir militia on a piquet in the Western Sector when the enemy attacked the piquet at night in strength, supported by heavy artillery fire and virtually over-ran the forward trenches of this locality. Undeterred Lance Naik Mohan Lal kept on firing at the enemy stalling the further advance, thereby enabling our troops to reorganise for a counter-attack. Eventually, his dead body was found at his gun post but in front of the bunker as many as nineteen dead bodies including that of the enemy company commander was also found. For this displaying gallantry and determination of a high order, the then President of India V.V. Giri awarded ‘Vir Chakra’ to Lance Naik Mohan Lal The posthumously. Association members also paid tributes to community’s other brave heart Hav. Chuni Lal Motan, a soldier of 55 Rashtriya Rifles (Grenadiers) who was killed on December 4, 2007 in a militant flush out operation in Kashmir’s Pulwama Sector and later on, under the orders of the President of India Pratibha Singh Patil, the mention of his name in a dispatch by the Chief of the Army Staff, was published in the Gazette of India on November 8, 2008 for displaying most conspicuous bravery, demonstrating battle field leadership and laying down his life to protect the country. Kaith said that remembering courageous freedom fighters and valiant soldiers and paying tributes to them on their days depict the gratitude of the indebtedness people to national heroes who gave up their today for our safe tomorrow. Besides, the Association felicitated the brilliant students of the community. Association members said that proper encouragement and appreciation is vital to bring positive changes in students’ personality that enables them to serve the nation in a better way in future. The Association also honoured the eminent persons for their remarkable services and countless contributions to the community. Their list included Capt. Om Parkash Tugga, Sub. Maj. Romesh Sargotra, Sub. Maj. Tilak Raj Motan, Hav. Des Raj Kaith, Hav. Uttam Chand Sandhu, Naib Sarpanch Ram Lal Lakhotra, Hans Raj Bahadur, Mela Ram Tugga, Madan Raj Kaith, Gurdas Chand Sargotra, Naresh Kumar Kaith, Sat Pal Targotra, Surinder Kumar Motan and Vinod Kumar Tugga, 5 state Glimpses of Future JAMMU MONDAY AUGUST 15, 2016 Independence Day Message-2016 Restoration of peace and normalcy should be our first and most immediate priority: Governor Srinagar, August 14: Governor N. N. Vohra today appealed to the public that the restoration of peace and normalcy should be our first and most immediate priority. He urged the leaders of all the mainstream political parties in the State to ensure against delay in commencing a purposeful dialogue to vigorously pursue a sustained political initiative in Jammu and Kashmir, with the support of New Delhi as has already been assured. The political leadership, he said, is facing a momentous challenge of taking every required initiative to reach out and win the hearts and minds of our youth and that this endeavour must be very strongly supported by the entire admachinery in the ministrative State.Greeting the people on the auspicious occasion of country’s 70th Independence Day, the Governor observed that our liberal democratic framework allows unfettered opportunity for the pursuit of widely diverging ideologies. Side by side, our pluralistic foundations encourage and enable the resolution of all manner of differences through dialogues and discussions instead of through confrontations and violence. The Governor observed that he was deeply saddened by the continuing disturbances in the Valley in the past several weeks which had led to several dozen young men, and even women and children, getting killed and seriously injured. He said that due to the daily incidents of stonepelting and recurring attacks by protesting groups on the uniformed forces and their establishments it has left thousands of civilians and Security Forces personnel seriously injured. The Governor observed that it is distressing that our enormous responsibility to look after, educate and groom our bright youth and enable them to compete and succeed in every walk of life to emerge as future leaders who would take the State to its rightful place in the country has been paralyzed due to the continuing disturbances. The Governor said that it is most urgently necessary for the Government and the leaders of the civil society to ensure that all educational institutions reopen immediately. He observed that despite varied constraints in the recent years, our boys and girls have been doing extremely well even in the toughest all India competitive examinations. It is the bounden duty of the State to ensure that our students do not face any kind of disadvantage which may adversely affect the successful pursuit of their goals and aspirations. The Governor observed that in the centuries past, Jammu and Kashmir has been known for its high traditions of communal harmony, secularism and pluralistic belief. He said that it should be our collective endeavour to take all required steps to revive and protect the composite identity of the State. The play was written by Mohd Khurshed and directed by Naveen Pal. The date of 15 August is the freedom of our country But in present time we are neglecting our freedom day. We are telling the importance of freedom from the play Nukkad. Once upon a time an old is riding a bicycle and going to the city, the old man stitches the national flag in his bicycle. Then some boys are interacted with the old man and asked him where he was going by stiching the flag on his bicycle and asked to the young boys that today what was the day then the young boys telling them we know about the day you are telling but the boys asked him tell what you are explaining. Then the old man tell them that today is the day of freedom. That’s why he is stiching the flag on his bicycle. The boys feels guilty by hearing the old man’s explanation the n the old man told them don’t keep silence, go to your home and stitches the flag on your houses and tell the whole village peoples that today is the day of freedom. Then they move to their told the importance of the day of 15th August. So we should not neglect the day 15th August 1947, this is the day when our freedom fighter are getting the freedom from the britishers. So, we should not left the past memories we should always remember the old memories. Following is the full text of Independence Day Message -2016: On the auspicious occasion of our Independence Day I pay homage to our great leaders who carried out a prolonged struggle to liberate India from the colonial yoke and convey my warm greetings and good wishes to the people of Jammu and Kashmir. 2. I am deeply saddened by the continuing disturbances in the Valley in the past several weeks which have led to sev- eral dozen young men, and even women and children, getting killed and seriously injured. Daily incidents of stone-pelting and recurring attacks by protesting groups on the uniformed forces and their establishments have left thousands of civilians and Security Forces personnel seriously injured. 3. While there may be varied explanations for the continuing disturbances it is distressing that pre-occupation with the past has paralyzed our enormous responsibility to look after, educate and groom our bright youth and enable them to compete and succeed in every walk of life to emerge as future leaders who would take the State to its rightful place in the country. 4. For the past several years I have been repeatedly appealing that we must not allow any arising problem to adversely affect the educational schedules of our children. It is indeed most unfortunate that the recurring calls for shutdowns, day to day protests and agitations have led to the complete disruption of the educational system. The closure of schools, colleges and universities and disruption of the academic schedules has caused irreparable damage to the career prospects of bright boys and girls who are pursuing different educational courses. 5. It is most urgently necessary for the Government and the leaders of the civil society to ensure that all educational institutions reopen immediately. Despite varied constraints in the recent years, our boys and girls have been doing extremely well even in the toughest all India competitive examinations. It is the bounden duty of the State to ensure that our students do not face any kind of disadvantage which may adversely affect the successful pursuit of their goals and aspirations. The continuing disturbances 6. have also disrupted all business, trade and economic activities, particularly af- fecting the livelihoods of those who earn their bread on daily basis. The functioning of the administrative apparatus and the public delivery systems have also been adversely affected and this situation is retarding the timely implementation of growth and development projects. 7. Our liberal democratic framework allows unfettered opportunity for the pursuit of widely diverging ideologies. Side by side, our pluralistic foundations encourage and enable the resolution of all manner of differences through dialogues and discussions instead of through confrontations and violence. 8. I urge the leaders of all the mainstream political parties in the State to urgently join hands, evolve an agreed approach and commence a purposeful dialogue with all groups which propagate divergent approaches. Side by side, it is of vital importance that all civil society groups also join ranks and give a loud and clear call to all those who are involved in the continuing agitations, as well as to all others who support their cause, and launch all possible initiatives to make the latter recognize that the vicious cycle of the ongoing violence has caused enough death and destruction and must cease forthwith. While the restoration of peace 9. and normalcy should be our first and most immediate priority, I would yet again urge the leaders of all the mainstream political parties in the State to ensure that there is no delay in commencing a purposeful dialogue to vigorously pursue a sustained political initiative in Jammu and Kashmir, with the support of New Delhi as has already been assured. The political leadership faces a momentous challenge of taking every required initiative to reach out and win the hearts and minds of our youth. This endeavour must be very strongly supported by the entire administrative machinery in the State. Panthers’ party hails historic order of Apex Court GOF Staff Reporter Jammu, Aug 14: In a historic decision, Supreme Court of India has ordered compensation to three senior Panthers Party leaders who fell victim to police atrocities on Jammu migrants, while they were leading a peaceful march of Jammu migrants from Reasi to Delhi near Katra on 7, August 2007. The Jammu migrants were on way to national capital demanding implementation of earlier SC order dated July, 2006 where under the state government was asked to provide same relief in cash and kind to Jammu migrants as was given to the Kashmiri migrants. Jammu and Kashmir national Panthers Party has hailed the historic order of the Apex Court to award compensation to Party Vice-President PK Ganju, senior journalist, General Secretaries Anita Thakur and HC Jalmeria Advocate, who were brutally assaulted by the police on August, 2007 in which Anita Thakur received nervous injuries and other Jammu, Aug 14: physical.Today on arrival from New Delhi after attending the Supreme Court hearing, P.K Ganju and Anita Thakur were accorded warm welcome at the Railway Station, Jammu by scores of Panthers Party activists and civil society members. The party leaders expressed gratitude to Supreme Court of India, Prof. Bhim Singh and Senior Advocates of Supreme Court Venugopal, R.K Garg, GOF Staff Reporter Jammu, Aug 14: of the world”, he stated. Chuni said that in 1994, the Parliament of India unanimously passed a resolution on PoK and S. O. S. International had welcomed it. In our view, the said resolution was incomplete and passed for public consumption only. We are saying this just because Government has never pressurised Pakistan to vacate PoK in the last 22 years since the day resolution was passed in Parliament. In the last 22 years, India has held Foreign Secretary, Foreign Minister and Prime Minister level talks but India has never spoken a single word to its neighbour for the vacation of its illegal occupation over PoK. S. O. S. International also marks the resolution incomplete because along with it, Government should also have shown its concern for the rehabilitation of the populace of Dogri Sanstha celebrates Independence Day GOF Staff Reporter B.S Biloria and others for supporting case of Jammu migrants. The Panthers leaders reiterated that state government has always been hostile to Jammu masses in all respects right from right from the day J&K acceded to Indian Republic in 1947. They said that people of Jammu will not get justice till the Assembly constituencies are less than the Kashmir province. They demanded that reorganization of the state is only solution to the present turmoil in Kashmir to create twin States Jammu and Kashmir valley and Union Territory to Ladakh Province or whatever the later demand. The Party further demanded that to control the burning situation in the valley Governor rule under section 92 of the J&K constitution should be imposed immediately. Engaging PoK in talks fine but without PoK Refugees heart-broken: Chuni “Although delayed, Prime Minister, Narendra Modi has put forth a crystal clear approach regarding dimension of problems pertaining to Jammu and Kashmir for which the families of 1947 displaced from PoK extend their gratitude to him”, this was stated by Rajiv Chuni, Chairman S. O. S. International An Organisation for PoK Displaced Persons while addressing a press conference at its headquarters at Bakshi Nagar, Jammu. In the press conference, Chuni claimed that S. O. S. International has urged so many times to Government of India to rake-up the issue of liberation of PoK (Pakistan occupied Kashmir) with Pakistan, instead of Kashmir for which Pakistan has insisted India scores of times. “Regrettably, Government has been keeping deaf ear to the appeal of PoK Refugees. Consequence of our Government’s toothless policies that Pakistan which has no constitutional or ethical right has been raising the Kashmir issue at every forum 10. In the centuries past, Jammu and Kashmir has been known for its high traditions of communal harmony, secularism and pluralistic belief. Today, it should be our collective endeavour to take all required steps to revive and protect the composite identity of the State. The political leadership would also need to take varied initiatives to progressively strengthen communal harmony among the people of all the regions of the State, based on the principles of mutual respect and accommodation of each others sensitivities, concerns and beliefs. 11. To achieve peace, progress and prosperity, it is imperative that the leaders of all political, social, cultural and religious organizations, and all other stakeholders in Jammu, Kashmir and Ladakh, urgently join hands and work most closely together to restore and preserve harmony in the State. They shall also need to work unitedly to see that the State achieves speedy progress and early secures its rightful place at the vanguard of the nation. 12. The very significant increase in the attempts at the cross LoC infiltration in the past year point to the unceasing attempts of our western neighbour to perpetrate terrorism and create chaos to rupture the established order in the State. It is, therefore, necessary for our Security Forces to maintain eternal vigilance on the borders. 13. I take this opportunity of paying homage to all the brave officers and men of the State Police, Central Armed Police Forces and Army who have sacrificed their lives to safeguard the territorial integrity of our country. 14. I would conclude by conveying my greetings to Chief Minister Ms Mehbooba Mufti, her Council of Ministers, and to the people of Jammu and Kashmir and wish early restoration of sustained peace, normalcy and prosperity in all parts of the State. contemporary 12 lakh PoK Refugees until India vacates the PoK area from the unlawful occupation of Pakistan” S. O. S. International chairman stated. Chuni further said that nobody has realised the agony and pain of PoK Refugees who have been living their lives under utmost gloom and misery for the last 7 decades. “Since the day of their displacement, PoK Refugees have been eagerly looking at the face of Government for healing touch, they have been expecting helping hand but alas! But this has remained a dream for the most destitute community on the planet. History is witness that Hindus and Sikhs of PoK are the first ever victims of J&K problem as they fell prey to Pakistan’s well planned conspiracy in which either they were killed or religiously converted or forcefully thrown out from their native areas” Chuni said. Speaking to media, Chuni said Prime Minister, Narendra Modi’s statement on the time, when eyes of the entire world are placed on Jammu and Kashmir, in which Modi stated that there should be talks with the people of PoK, is welcome step but Displaced Hindus and Sikhs from PoK consider the said statement of Prime Minister deficient as he stated to hold talks to people who live cross the Line of Control (LoC). It is really heart-broken. Why won’t there be talks with 12 lakh PoK Refugees who lost their near ones, lost their movable-immovable property and left everything which is imperative for the survival of individual only to merge with India?” Chuni asked. He further added that the people with whom, Modi is saying to hold talks in fact, are citizens of Pakistan, not the people of Jammu and Kashmir because Pakistan with well knitted plan, forcefully ousted Hindus and Sikhs and local Muslim populace had been sent abroad or settled in Pakistan. “Pakistan than send their own nationals to settle in PoK to change the demography of the area and if there had been no authenticity in it, and then Nawaz Sharif’s party would not have won in PoK. So, S. O. S. International urged if Modi considers PoK an imperative part in J&K talks than the government must prefer to talk to 12 lakh PoK Refugees living here in exile in India that have proved their patriotism at scores of times and have never even imagined treachery with the Nation, despite facing enormous hardships in their day to day life” he added.Others who also present were Prof. J S Mangal, Lalit Kumar, Roshan Lal, Prof. NN Sharma, OP Khajuria, VK Dutta, Virinder Khajuria, Prof. J P Gupta and Sanjeev Suri. 70th Independence Day was celebrated with patriotic fervour and zeal by Dogri Sanstha Jammu at Dogri Bhawan.A special Kavi Sammelan was organized on this occasion wherein participating poets recited their poems, ghazals and songs on various themes including national integration, independence, human values and prevailing situation of society. The function was presided over by Maj Gen (Retd) Goverdhan Singh Jamwal and Prof. Lalit Magotra, Convener, Dogri Advisory Board, Sahitya Akademi was present as chief guest. NCP celebrates Independence Day Jammu, Aug 14: The youth wing of Nationalist Congress Party (NCP) celebrated the Independence Day at Jammu and hoisted the National Flag under the leadership of veteran State Youth President Er.Rishi Kaul Kilam.Addressing the large number of party activists he stated that the nation owes a lot to Mahatma Gandhi and other brave freedom fighters who laid their lives for the sake of freedom and achieved it after long struggle and sacrifices. All of us must have reverence for the father of the nation and other freedom fighters. While hoisting the flag Er Rishi Kaul Kilam said that we are living under the shadow and symbol of this flag but our national and state leaders have always ignored the burning problems of the poor people of India. They have become mostly political beings and less human beings. While showing anguish Er Rishi added that even after 70 years of independence the leaders have failed especially on economic front. Er Rishi expressed that now the people want freedom from corruption, regionalism, provincialism, communalism and poverty. People want an end to this menace. Er Rishi further stated that he has no hesitation in stating that common people have virtually lost faith on the leaders because of their callous attitude and non performance as well as their false promises. There are villages without roads, electricity, pure drinking water, medical facilities even after independence. The leaders and bureaucrats swell their purses resulting the unrest and revolt in the country. Other activities of the NYC spoke on the occasion and wished happy Independence Day to all the nation loving people with the remark to make our nation strong and united. 6 edit/opinion Glimpses of Future JAMMU MONDAY AUGUST 15, 2016 Glimpses of future Liberate PoK The strong and bold initiative taken by the present government headed by Narinder Modi on the issue of liberation of PoK deserves all praise. The life of people in Pakistan occupied Kashmir is under threat as they have no freedom of speech. The puppet governments are installed there by rigging elections. It is part of India and people on other side are eagerly looking at India for support. In 1994, the Parliament of India unanimously passed a resolution on PoK. The said resolution was incomplete and passed for public consumption only. Previous Governments never pressurised Pakistan to vacate PoK in the last 22 years since the day resolution was passed in Parliament. In the last 22 years, India has held Foreign Secretary, Foreign Minister and Prime Minister level talks but India has never spoken a single word to its neighbour for the vacation of its illegal occupation over PoK. Previous governments never expressed any interest in rehabilitation of the 12 lakh PoK Refugees until India vacates the PoK area from the unlawful occupation of Pakistan. Nobody realised the agony and pain of PoK Refugees who are living in Jammu after the day of migration from PoK. Hindus and Sikhs of PoK are the first ever victims of J&K problem as they fell prey to Pakistan’s well planned conspiracy in which either they were killed or religiously converted. Narendra Modi’s statement on the time, when eyes of the entire world are placed on Jammu and Kashmir, in which Modi stated that there should be talks with the people of PoK, is welcome step but Displaced Hindus and Sikhs from PoK consider the said statement of Prime Minister deficient as he stated to hold talks to people who live cross the Line of Control (LoC). Centre government should also hold talks with 12 lakh population that is putting up in Jammu and are still treated as refugees. The problem of Jammu and Kashmir is the only occupation of PoK areas and once they are liberated from the clutches of Pakistan the area will again become the part of India. It is high time to give full moral and political support to the people of PoK as that they realize that their country that is India has not forgotten them. Thoughts for I-Day By : PramoD PatHaK Today we will be celebrating the Independence Day. Seven decades ago on this date the Tricolour was unfurled signalling the birth of a new nation. Hopes replaced despair and the dream of the founding fathers to breathe in free India was realised. But that was just a beginning as there were many such dreams that were to be fulfilled in the free nation. Every Independence Day thus is a time for stock taking to find out how far we have come. Naturally, we need to look at the bench marks that were set. The pledge of Independence as taken by the people of India on the Purna Swaraj Day (January 26, 1930) may serve as a useful guideline. While the entire text of the Purna Swaraj Day pledge may not be possible to be reproduce, selected portions have been quoted below: “We believe that it is inalienable right of the Indian people, as of any other people, to have freedom and to enjoy the fruits of their toil and have the necessities of life, so that they may have full opportunities of growth...India has been ruined economically. The revenue derived from our people is out of all proportions to our income. Our average income is seven pice per day, and of the heavy taxes we pay 20 per cent are raised from the land revenue derived from the peasantry and 3 per cent from the salt tax which falls most heavily on the poor. “Culturally the system of education has torn us from our moorings and our training has made us bug the very chains that bind us.” The revolutionary youth of the Hindustan Socialist Republican Association stated their avowed goal as to work for a revolution which would end exploitation of man by man. There we have many such objectives that prompted men and women, young and old, to join the freedom movement. But there is a need to now evaluate how far those objectives have been achieved and how much more remains to be done. For a country of overwhelmingly large young Turmoil in Valley part of larger Islamist churning By : swaPan DasguPta The Kashmiriyat in evidence on the streets today is quite emphatically Islamiyat. One of Burhan Wani’s last messages is said to have advocated the establishment of a Caliphate in Kashmir... If we don’t defeat Islamism in J&K, we will be looking at the war spilling over south of the Banihal Pass When MPs and other political leaders direct their ire at the Government and charge it of not initiating the political process of reconciliation in Kashmir, there is a general presumption that good ideas must be accommodated. My experience suggests that the whole business is a combination of the delusional and the humbug. This was amply demonstrated by the all-party meeting hosted by Prime Minister Narendra Modi on Friday, after Parliament had concluded its Monsoon session. The demand for such a gathering had been mooted by different MPs during the parliamentary debates for two reasons: To show a measure of national unity and because it is a Pavlovian response to any sense. When political parties feel particularly aggrieved, they usually rush to the well of the Houses of Parliament or march up Raisina Hill to present a petition to Parliament. Likewise, an all-party meeting followed by an all-party delegation to Srinagar have become template responses to any prolonged crisis in Kashmir. Many political leaders even manage to look serious when pressing for such a talk shop. At one level, there is a genuine desire to express concern over the happenings in the Kashmir Valley and to reaffirm that the unity and integrity of India is non-negotiable. However, when it comes to offering suggestions as to what is the best course for the Government, there is a certain paucity of ideas. What has become sufficiently clear is that few politicians and parties are willing to openly acknowledge that the unrest in Kashmir has climbed new and more dangerous heights. It is important to acknowledge the changes. Had the battlelines been over the quantum of regional autonomy to be conferred on the State of Jammu & Kashmir, the country could have afforded to reiterate PV Narasimha Rao’s assertion that the sky was the limit. We could well have afforded to engage in another bout of Constitutional hair-splitting over the pre-1953 status or the very utility of Article 370 that confers ‘special status’ on the State. Alas, things have moved well beyond regional status and deliberations over a financial ‘package’ to the troubled State. It is important to remember that the present bout of disturbances originated in the demonstrations that began last month following the death of Hizbul Mujahedeen commander Burhan Wani in an encounter with the para-military forces. Wani, it is important to note, was not a conventional politician with a mass following: He was a proud terrorist who had at least 20 cases pending against him. He flaunted his gun proudly on Facebook and in all probability had killed his opponents both Kashmiri and others mercilessly. He was waging war against the Indian State and was killed in the course J&K: Focus delayed is opportunity denied By : Pavan K. varma Has any attempt been made by the government in J&K to pursue their goal of a ‘sustained and meaningful dialogue process with all internal stakeholders irrespective of their ideological views and predilections’? The beautiful valley of Kashmir is going through a phase of turbulence that should be a matter of concern to all political parties and all Indians. For weeks now a curfew partial or total has been imposed. Several dozen lives have been lost, both of Kashmiris and of our police and the armed forces. Anger and alienation has spread like a deadly pall across the state. There seems to be an impasse of a kind that obstructs any possibility of light at the end of the tunnel. Rajya Sabha has discussed this state of affairs at length and it is a tribute to our democracy that, in spite of differences of approach among political parties, the Upper House has unanimously passed a resolution emphasising the importance of restoring peace and trust in the Valley. What should be the future course of action? There is a “hardline” view that brute force deployed by the state is the only answer to deal with the anti-na- tionalism that is often on display in Kashmir. Hardcore terrorists, who have the backing of Pakistan, who wave the Pakistani flag in rallies and lethally attack our armed forces, need to be dealt with remorselessly and by greater force. Certainly, militancy and terrorism those openly espousing the cause of secession and unwilling to accept the supremacy of the Republic and its Constitution cannot be given any quarter. But is the use of state force in perpetuity the only response we can think of to provide an enduring solution to the situation in Jammu and Kashmir? I would think not. statesmanship requires the ability to go beyond brittle simplicities that look at problems in only two categories of undifferentiated black and white. The crisis in J&K has complex origins and no simple solutions. Quite apart from years of neglect and flip-flops in policies, there is the verifiable, planned and continuous support to terrorism by Pakistan. What can be done in these circumstances? I would suggest a four-point agenda for consideration. Firstly, we must work to restore normalcy. This means that those who resort to violence and terrorism must be dealt with firmly. Our armed forces and the police are doing a very difficult job in highly adverse circumstances. Their morale and resolve must not be weakened. At the same time, the indiscriminate use of weapons like the pellet gun must be a reviewed. Dozens of young Kashmiris have been blinded and scores have been disfigured. Surely, the armed forces can acquire less lethal, but equally effective instruments for crowd control. Secondly, we need to beef-up our abilities to prevent terrorist infiltration from Pakistan. While this is easier said than done, an effort has to be made and the requirements of our armed forces towards this end must be met expeditiously and on a sustained basis. At the same time, the sponsorship of terrorism should be made the principal focus of engagement with Pakistan. If Pakistan remains recalcitrant, then we should go all out to give this issue international resonance and enlist support from the US, which has considerable leverage in Pakistan, to apply the requisite pressure on that country. Thirdly, the government, both at the state level and at the Centre, must work out a political roadmap that includes the vital elements of engagement and dialogue with the people of J&K. Prime Minister Narendra Modi recently reiterated Atal Behari Vajpayee’s decade-old slogan of “insaniyat, jamhooriyat and kashmiriyat”. Although much delayed, the reiteration is welcome, but what is the follow up? When the BJP-PDP alliance was formed, in March 2015 they released an 11-page “Agenda for Alliance” mapping out the future course of action. It explicitly refers to a “sustained and meaningful dialogue process with all internal stakeholders which include political groups irrespective of their ideological views and predilections”, thereby including the Hurriyat. Has any attempt been made to pursue this explicitly stated goal? Even if we concede that there is little to be gained by talking to people like Syed Ali Shah Geelani, was an effort made to identify other less inflexible interlocutors who are and more amenable to discussion including segments outside the Hurriyat, opinion makers and youth representatives? I think that however difficult this process may be, the effort has to be J&K focus on Page 7 Assembly poll battleground: It’s Kishor versus Kejriwal By : Hari sHanKar vyas The stage is set for the Assembly Elections scheduled for next year. Amid the fight among the BJP, SP, BSP, Akali Dal and AAP, there will be another unique fight one between Prashant Kishor and Arvind Kejriwal. According to political pundits, this fight will be more interesting because whoever wins will be more valuable on the chessboard of 2019 General Elections. Punjab will be the first battleground for AAP chief Kejriwal and Kishor, who is working for the Congress’s Capt Amarinder Singh. The Congress has been in the Opposition for 10 consecutive years under the Captain’s leadership; this has never happened earlier. So, the Captain has to win the upcoming elections at any cost. On the other hand, Kejriwal is upbeat and already dreaming of victory. Almost all surveys and predictions claim that AAP will be a big gainer in the State. Meanwhile, Kishor is working for the Congress in Uttar Pradesh as well, but it is common knowledge that it is a lost game there. However, the party has high hopes from Punjab. After these elections, there will be the real fight between Kejriwal and Kishor in Gujarat. The State has a special significance for the political strategist. It was here that he worked for Narendra Modi for the first time in 2012. It is said that he has set his heart on ensuring the BJP’s defeat in the State, even though AAP will be the Congress’s prime tar- get. The results of Gujarat will decide the future course of politics. MISSING DALIT LEADERS Almost all Dalit leaders of the Congress have vanished, even though Dalit politics is on the peak in the country. The party is making do with only PL Punia. When issues of atrocities on Dalits crept in, it was Punia who addressed the media and raised questions. The Congress is giving the argument that since elections are due in UP, the party is keeping the Dalit face of the State at the forefront. However, the reality is different: Dalit politics of the party has gone off the track. Chief of the Dalit cell and close aide of Rahul Gandhi, K Raju, is not happy. Since he has not got a Rajya Sabha seat, he has distanced himself from day-to-day party activities. Rahul had given him the full responsibility for Dalit issues, so other leaders could not understand how to move forward. During the UPA tenure, there were two prominent Dalit faces of the Congress Meira Kumar and Sushilkumar Shinde. This year, Shinde was supposed to be sent to the Rajya Sabha, but finally P Chidambaram was given a ticket from Maharashtra. Meira’s name wasn’t even discussed. That is why these two leaders have confined themselves to a limited role. Hence, the party has put Punia for- ward. But UP leaders are of the view that he will not be very effective when pitted against Mayawati. REMEMBERING RAO The greatest hurdle in the way of implementing GST, one tax system for the entire country, has been removed. The necessary Constitution Amendment Bill has been passed in both Houses of Parliament. Interestingly, during the process of getting the Bill passed, the father of economic reforms in India, PV Narasimha Rao, was fondly remembered. Though, the Congress has almost forgotten Rao, but this time party leaders remembered him. Last Monday, when Arun Jaitley introduced the GST Bill in Lok Sabha, senior leader of the Congress, Veerappa Moily, started discussions on it. In his speech, Moily remembered Rao and said it was he who gave a free hand to Manmohan Singh to initiate economic reforms in the country. Not only this, when Moily addressed a press conference, he gave credit to Rao for introducing several economic reforms in India. Whether he did this on the party high command’s directions or of his own will is unclear. Before that, even BJP leaders referred to Rao several times while discussing the GST Bill. When the Finance Minister was trying to convince the Congress to support the Bill, he said that the party was taking credit for the economic reforms, but it was in fact the brainchild of Rao Assembly poll on Page 7 men and women, this is all the more important because they opened up their eyes in a different country altogether. They neither saw the struggle nor the exploitation during the British rule. Therefore, in order to connect them with the nation, it is very important to make them understand how this India was built and what were the dreams of the founding fathers. How do we measure the strength of our democracy? Well, we may take a cue from the acceptance speech of Senator Barack Obama at the Democratic National Convention in Denver as given in the New York Times website on August 28, 2008. It is quoted: “We measure the strength of our economy not by the number of billionaires we have or the profits of the ‘Fortune 500’ companies, but by whether someone with a good idea can take a sick and start a new business, or whether the waitress who lives on tips can take a day off and look after a risk kid without losing her job; an economy that honours the dignity of work.” These words make a lot of sense today as we enter into yet another year of our independence. It is not a time to worry about how tenable things are in the country today. It is about doing things to realise the dreams of our founding fathers. of this war. The forces that engaged him in battle may or may not have known that he was present during the gun battle. Frankly it doesn’t matter. Wani would not have dropped his gun and come out with his hands held high. He chose to play by the rules of the gun and died as a consequence. The demonstrations that ensued are in solidarity with Wani. They were not about Kashmiri people protesting against human rights abuses; they were about the glorification of a terrorist. The demonstrators were not routinely violating section 144 violations that happen all the time in India; they were attacking all symbols of authority with an aim of replacing them with a parallel Government what Communist mythology used to glorify in the past as dual power. More important, the demonstrators flaunted Pakistani flags when they chanted azadi. This is an important issue. In the past, many bleeding hearts have allowed themselves to believe that azadi was a benign slogan that articulated the dream of Kashmiri independence, the so-called third option. To believe so today is absolute humbug. Today’s demonstrators Turmoil in valley on Page 7 Judges spar over BCCI By : anita Katyal After lying low for nearly a month over what was widely perceived to be a step down from the ministry of human resource development, minister for textiles Smriti Irani has now started taking interest in her new portfolio. She announced her arrival with a politically-correct social media campaign for the promotion of handloom fabrics. Ms Irani got herself photographed in a handwoven sari, posted it on Twitter, tagged five people and tweeted “I support Indian weavers, here’s my IwearHandloomlook”. But the minister had better watch out. While she has discovered the beauty of Indian handlooms, Ms Irani faces stiff competition from her party colleague and bête noire, Lok Sabha MP Meenakshi Lekhi, who has been passionately involved in the promotion of khadi for some time now. Ms Lekhi has even drafted designer Ritu Beri to design a line of outfits for Khadi emporiums in a bid to popularise the handspun fabric and has been instrumental in the setting up of a Khadi emporium outlet in the Parliament Annexe building. Though she does not have the advantage of heading a ministry, she is doing her bit by helping out Kalraj Mishra, minister for medium and small enterprises, as the Khadi and Village Industries Commission is under his charge. This is just as well as it is difficult to imagine Ms Irani and Ms Lekhi working together given the cold vibes they share. Finance minister Arun Jaitley calls them the “Khan market” group of young MPs and has named NCP’s Supriya Sule, as its chairperson. The reason: Ms Sule and a host of young MPs, cutting across party lines, including Sushmita Dev of the Congress, Nishikant Dubey of the BJP and Samajwadi Party’s Neeraj Shekhar are one happy gang which is constantly out lunching when Parliament is in session. And Khan market is one of their favourite destinations, although they also patronise the canteens in state bhavans, especially Andhra Bhavan. And when they are not eating out, they often meet for lunch at Ms Sule’s residence. Sometimes, they are spoilt for choices recently, they had to scurry from Ms Sule’s place to Shiromani Akali Dal MP Naresh Gujaral’s residence as both hosted a lunch on the same day. When Mr Jaitley mentioned these luncheons to Ms Sule, she was quick to point out that despite their outings, the young MPs attended Parliament regularly and participated enthusiastically in the proceedings. When the Supreme Court recently ordered for the Lodha committee recommendations on the functioning of BCCI be implemented, politicians involved in cricket administration were most unhappy as they would lose their positions in the all-powerful and cash-rich sports body. Yet, nobody was willing to confront the Supreme Court or Justice Lodha although BCCI office-bearers constantly complain about them in private. They never fail to point out that Justice Lodha and his team are working out of an expensive suite in a five-star hotel, all at the BCCI’s expense. Unwilling to antagonise the judiciary, the BCCI decided to outsource its fight to former Supreme Court judge, Justice Markandey Katju, who was hired, ostensibly, to oversee the implementation of the Lodha panel’s report. But in reality, the outspoken Justice Katju was handpicked by the BCCI because he has no qualms about taking on the apex court. It also helps that Rajeev Shukla, Congress’ MP from Rajya Sabha and IPL chief, knows Justice Katju. It was an open secret that it was Mr Shukla who had suggested Justice Katju to head the Press Council when the UPA-2 was in power. So far, Justice Katju has not disappointed the BCCI as he lost no time in denouncing the Lodha committee recommendations as “unconstitutional and illegal”. Having delegated its problems to Justice Katju, the BCCI is now sitting back and watching as the two ex-judges are busy battling it out in full public view. If I am Chief Minister I can repeal the most unpopular AFSPA," the feisty activist told PTI emphatically when asked whether there is any change in her mind to take an electoral plunge following strident opposition to her move.Assembly polls in Manipur are due in 2017."If people do not support me, I will go my own way," she said Border Security Force (BSF) personnel patrol through a paddy field near the India-Bangladesh border near Balurghat in South Dinajpur district of West Bengal. Change of my mind (to end the PIL in SC for action against cow vigilantes for violent acts New Delhi, Aug 14 : (PTI) A petition has been filed in the Supreme Court seeking direction to the Centre and some states to take action against so-called cow vigilantes, who are allegedly spreading violence and committing atrocities against Dalits and minorities. The PIL, filed by Congress activist Tehseen S Poonawalla, said the violence committed by these 'Gau Raksha' groups have reached to such proportions that even Prime Minister Narendra Modi recently declared them as people who are "destroying the society".It alleged these groups were committing atrocities against Dalits and minorities in the name of protection of cows and other bovines and they needed to be "regulated and banned in the interest of social harmony, public morality and law and order in the about 170 kms from here. The state Cabinet, in this particular case, has already reduced the waiting period for granting compensation to the kin of those missing to two months (from seven years as per existing rules). If the missing people are not traced within two months, the state will declare them dead and award solatium, PWD Minister Chandrakant Patil had earlier said. The Maharashtra State Road Development Corporation has announced a compensation of Rs 14 lakh each to the kin of deceased travelling in the ST buses and Rs 10 lakh each to the family of the deceased in other vehicles involved in the tragedy. country"."The menace caused by the so-called cow protection groups is spreading fast to every nook and corner of the country and is creating disharmony among various communities and castes," the petition said.It also sought a direction to remove the alleged "violent content" uploaded on social media and hosted by the cow protection groups. The plea sought to declare as "unconstitutional" section 12 of the Gujarat Animal Prevention Act, 1954, Section 13 of Maharashtra Animal Prevention Act, 1976, and Section 15 of Karnataka Prevention of Cow Slaughter and Cattle Preservation Act, 1964, which provide for protection of persons acting in good faith under the Act or rules."These laws and the protection granted therewith act as a catalyst to violence perpetrated by these vigilante groups," it said. The PIL has arrayed as parties Ministry of Home Affairs, Ministry of Agriculture and Farmers Welfare, governments of Gujarat, Maharashtra, Uttar Pradesh, Karnataka, and Rajasthan Jharkhand.Seeking action against the vigilantes, the petition said the atrocities committed by them were punishable under various provisions of IPC and under the Scheduled Caste and Scheduled Tribes (Prevention of atrocities) Act, 1989.It alleged that in many cases, the police and other probe agencies were either "complicit in such illegal actions or have merely been mute spectators against such evil".The plea said the actions of these groups were in complete violation of Article 21 of the Constitution as it takes away the victims' "Right to life and personal liberty". fast) was due to lack of people's support to my movement," she said.Sharmila said she will go wherever she wishes if people continue to be hostile to her but did not elaborate."I may go to a place and I will... as l desire," an unfazed Sharmila said. She also said people were having high expectations from her in continuing with her fast but added it is their problem if they did not approve of her decision to end the fast. Sharmila replied in the negative when asked if she deviated from her campaign because of love and whether it was true if she was planning to get married. There is widespread speculation that she tie the nuptial may knot.Sharmila also said she was not bothered about any threat to her life following her decision to end fast and contest the elections. Dalit attacks to find mention in prez speech New Delhi, Aug 14 : The passage of the Goods and Services Tax (GST) by Parliament, recent attacks on Dalits and instances of cow vigilantism are likely to figure in President Pranab Mukherjee’s address to the nation on the eve of the 70th Independence Day on Sunday.Mukherjee is likely to praise the efforts of both the government and the Opposition in reaching a consensus for Parliament to pass the country's key tax reform law in the just concluded monsoon session. In his last Independence Day address, Mukherjee had lamented that Parliament had been converted into an arena of combat rather than debate, observing that institutions of democracy are under stress and “correctives must come from within.”The president had made those comments against the backdrop of a washed out monsoon session of Parliament last year. 270 airline crew violated safety norms this year New Delhi, Aug 14 : (PTI) As many as 270 airline crew members, mostly pilots, were found violating safety norms this year by regulator DGCA which suspended over 150 of them, raising serious concerns about aviation safety. The number paints an alarming picture as there was a total of 275 "enforcement actions" by DGCA last year, compared 270 such actions being initiated in less than eight months this year."Instances of safety violations are increasing. To curb such incidents, the regulator has stepped up surveillance activities," a senior DGCA official said. The Directorate General of Civil Aviation (DGCA) had earlier this week suspended flying licenses of two pilots of Air India and Jet Airways for four years as they were found to be drunk soon after operating international flights. It had also directed the airlines to register FIRs against them.Violation of safety requirements such as being drunk while operating a flight can also attract imprisonment. One cabin crew member each from the two carriers have also been suspended for the same violation for one year.As per latest data available with DGCA, there were safety violations involving around 270 airline crew members this year till August 12 and the number stood at 169 at the end of June. Most of them were pilots, flight commanders and first officers.Taking serious note of the lapse, a significant chunk were suspended by DGCA -- an action which also indicated several instances of repeat violations.Generally, first time violators are given warnings. The next time they are A special court has wondered how INLD chief O P Chautala's son Abhay, who is facing trial in a disproportionate assets case, has gone abroad to attend the Rio Olympics without seeking its permission. The issue came up when during a recent hearing, Special CBI Judge Sanjay Garg-I was informed that Abhay Chautala was absent as he, being a sports administrator and former President of Indian Olympic Association, has gone to attend the Rio Olympics from August 2 to 25.His counsel moved an application seeking exemption from personal appearance of the politician and said that there was no specific condition imposed by the court in the bail order regarding seeking its permission for going out of country. The court, however, said,"No specific permission has been sought by this accused from this court to go abroad. Counsel for accused submits that since there is no specific condition regarding seeking permission from the court for going abroad in the bail order due to this reason no permission was taken from this court." CBI prosecutor Ajay Kumar Gupta sought time to argue on this aspect after which the court has fixed the warnings. The official said the count of violators has seen a spurt since then and from July till August 12, 101 airline crew members were found violating various safety rules.According to DGCA data, 44 crew members, including pilots, of Jet Airways faced enforcement actions this year till June end, followed by IndiGo (25), Air India (22), Spicejet (15), GoAir (8), Vistara (4) and AirAsia (2). on against his sons, Ajay and Abhay. In its charge sheet, the had alleged that CBI Chautala's wealth was 189 per cent more than his income of Rs 3.22 crore during the period.Abhay allegedly owned assets worth over five times his income of Rs 22.89 crore as per income tax records during the 2000-2005 period. The agency claimed to have found Rs 119.69 crore worth of assets. The CBI had also said that Ajay was possessing assets exceeding his legal income by 339.27 per cent. His legal income between May 1993 and May 2006 was Rs 8.17 crore, but had acquired assets worth Rs 27.7 crore, it had alleged. CONTN. Turmoil in valley ....................................................... and activists are demanding the integration of Jammu and Kashmir (or at least the Kashmir Valley) with Pakistan. They are not merely separatists, they are also secessionists and potentially a fifth column. Why anyone in their right minds would want to trade their Indian passports for a Pakistani passport must remain a source of unending consternation. Pakistan itself is in such a terrible condition and wracked by civil unrest and terrorism that it requires a special mental state to be a part of it. It is the pro-Pakistan dimension that tells its own story. All the reportage from the ground suggests that the mobilisation is being effected from the mosques and places of worship. In short, there is now a explicit religious dimension to the movement: The Kashmir dis- Assembly poll turbances are now part of a larger Islamist churning. The insistence on women’s ‘modesty’ and the claim of defending the faith against a Hindu State are part of this Islamist dimension. At one time Kashmiriyat did indeed imply a large dose of Sufiana. The Kashmiriyat in evidence on the streets today is quite emphatically Islamiyat. One of Wani’s last messages is said to have advocated the establishment of a Caliphate in Kashmir. There is always a place for goody-goody talk in our polity. Alas, that moment has gone. We are now in the frontline of a global war. Let’s remember that before we go on about the healing touch and other tripe. If we don’t defeat Islamism in J&K, we will be looking at the war spilling over south of the Banihal Pass. ....................................................................... and his Finance Minister, Manmohan Singh. Jaitley was targeting the Congress for taking Rao’s name. It is to be noted that last month, it was the 25th anniversary of economic reforms which were started under Rao’s leadership. KCR’S PROXIMITY WITH NDA The Telangana Rashtra Samithi (TRS), the ruling party in Telangana, might join the NDA, and talks are in the advanced stage. Sources in the BJP say that the decision will be taken after August 15. It is said that Chief Minister K Chandrasekhar Rao wants to join the NDA and also a ministerial berth for his daughter, K Kavitha, at the Centre. Kavitha, too, has given an indication for this. Things have become clearer after Modi’s first visit to Telangana. KCR left no stone unturned to give a warm welcome to the Prime Minister. Praising Modi, Rao said it was his leadership that has kept the Central Government corruptionfree. This must be noted that these days, things are not hunkydory between the BJP and its partner in Andhra Pradesh, the TDP. N Chandrababu Naidu is demanding special status for Andhra Pradesh and his party has also started a campaign for this. That is why the BJP needs a strong ally in this part of South India. KCR targeted Naidu in the presence of Modi, and said he doesn’t need packages worth crores, but only the PM’s love for the new State. It is being said that KCR’s gesture has won Modi’s heart and he is very happy with him. POLITICS OF NATIONALISM Before UP elections, political pundits are talking about communal polarisation. But it seems that there is more politics on nationalism than on communalism. PM Modi has chalked out a plan to paint UP in the colour of nationalism from August 9 to 22. Though this plan is for the entire country, but holds special significance for UP. The PM has launched a J&K focus delayed caught, the DGCA directs airlines to de- roster them from flying duty for a specific time period while repeat offenders are suspended. The enforcement action depends on the severity of violations. The break-up available till June end show that DGCA took action against 169 airline crew members, of whom 110 were suspended, 28 "off-rostered" and 31 let off with matter for August 17 for further proceedings. The CBI had registered a case of disproportionate assets against INLD chief and former Haryana Chief Minister O P Chautala and his sons Ajay and Abhay on a complaint of Congress Shamsher Singh leader Surjewala. Chautala and Ajay were sentenced to ten years jail term early this year by high court in the 1999-2000 junior recruitment teacher scam.CBI had on March 26, 2010 charge sheeted Chautala indicting him for allegedly possessing assets worth Rs 6.09 crore, far exceeding his legal income between 1993 and 2006. Two such cases are going programme called 70 Saal ki Azadi, Zara Yaad Karo Kurbani, and several senior ministers and MPs will be celebrating this in UP. BJP President Amit Shah will go to Kakori to attend the function being organised for the Kakori Revolution. Home Minister Rajnath Singh will be participating in a function at Shahjahanpur, while Nitin Gadkari will visit Varanasi and Mughalsarai. Health Minister JP Nadda will be in Lucknow. Apart from this, the BJP’s and Apna Dal’s 73 MPs will be on a Tiranga Yatra from August 15 for a week, and will celebrate Tiranga Mahotsav. UP LEADERS IN TEAM RAHUL Everyone is wondering as to how many leaders from UP will find place in Rahul Gandhi’s team? Sources in the party say that since Modi has increased the number of ministers from UP at the Centre and has not removed Kalraj Mishra, Rahul will also try to accommodate State leaders in his team. A close aide of Rahul says that at least half a dozen leaders from UP will get big responsibilities in the team. Except the Congress President and Vice-President, no one has been given big responsibility in UP. In Sonia’s team, there is not even a single General Secretary from the State. This time, there will be at least one General Secretary in Rahul’s team, probably Jitin Prasada. Meanwhile, Pramod Tiwari is also in the race and fighting with all his might. There is not one leader from UP in any of the important committees of the Congress. Though Mohsina Kidwai is a part of the election committee, but that is only for formality. Sources claim that this time, the number of leaders from UP will increase in some of the party panels. RPN Singh might be given responsibility of the media department. Salman Khurshid and Pradeep Jain also might get a place in Rahul’s team. ............................................................. made. The PM’s meeting in New Delhi with leaders of all political parties on Friday was a good beginning, and it should be followed up, as a first step, by the visit of an allparty delegation to J&K. Fourthly, urgent steps need to be taken to expedite development in J&K. The unprecedented floods last year have taken a heavy toll, both on infrastructure and livelihoods. It is estimated that two-thirds of all Kashmiris are around the age of 30, of which roughly half are unemployed. On November 7, 2015, the PM had announced a “Diwali” gift of `80,000 crores for the state. While roughly half of it was meant for roads and highway projects, a significant amount was also allocated to flood relief, power, health, agriculture, food processing and tourism. How much of this money has been spent? If this outlay is to be spent over five years, can we think of fast-tracking key sec- tors, especially those which rev up job creation and incomes? The co-option processes of the Indian sstate have a great seduction. It is instructive to remember that since 1947 not a single secessionist movement has succeeded in India. Equally important is the fact that we have shown the maturity to negotiate with even those who have questioned the primacy of the Indian state — witness our interactions with rebel groups in Nagaland, Assam and even Punjab. A tough stand against Maoists has not inhibited us from reaching out to those among them who wish to return to the mainstream. It is time we focused in a concentrated manner on J&K and try to apply the healing touch to win back the hearts and minds of the people of J&K. The BJP-PDP government should try and overcome its internal contradictions and work to achieve this goal. 8 Glimpses of Future WORLD JAMMU MONDAY AUGUST 15, 2016 Global Brief Kurdish forces in fresh push to close in on Islamic State-held Mosul Wardak August 14 Kurdish Peshmerga forces backed by US-led coalition airstrikes launched a fresh attack on Islamic State militants in northern Iraq in the early hours of Sunday, as part of a plan to close in on their de facto capital Mosul, a Kurdish official said. The offensive began after heavy shelling and several airstrikes, a correspondent reported from Wardak, 30 km (19 miles) south-east of Mosul, where some of the Peshmerga forces are deployed. Clouds of black smoke could be seen at a distance, possibly tires or other items set on fire by the militants to obstruct the planes’ visibility. The Iraqi army and the Peshmerga forces of the Kurdish self-rule region are gradually taking up positions around Mosul, 400 km (248 miles) north of Baghdad, from whose Grand Mosque in 2014 Islamic State leader Abu Bakr al-Baghdadi declared a caliphate spanning regions of Iraq and Syria.Mosul is the largest urban center under the militants’ control, with a prewar population of nearly 2 million. Its fall would mark their effective defeat in Iraq, according to Iraqi Prime Minister Haider al-Abadi, who has said he aims to retake the city this year. The operation that started Sunday is part of the “shaping operations” to prepare for an offensive on the city itself, said a Kurdish official who declined to be identified. The Iraqi army is trying to advance from the south. In July it captured the Qayyara airfield, 60 km (35 miles) south of Mosul, which will serve as the main staging post for the expected offensive on the city. Boko Haram releases new video of ‘missing Chibok girls’ Kano Aug 14: Boko Haram on Sunday released a video of the girls allegedly kidnapped from Chibok in Nigeria in April 2014, showing some who are still alive and claiming others died in air strikes. The video is the latest release from embattled Boko Haram leader Abubakar Shekau, who earlier this month denied claims that he had been replaced as the leader of the jihadist group. "They should know that their children are still in our hands," said a man whose face was covered by a turban in the video posted on YouTube. "There is a number of the girls, about 40 of them, that have been married by the decision of Allah," said the man in the 11-minute video, which shows girls with veils sitting on the ground and standing in the background. "Some of them have died as a result of aerial bombardment." The mass kidnapping of 276 Chibok schoolgirls in April 2014 provoked global outrage and brought unprecedented attention on the Boko Haram conflict, in which at least 20,000 people have been killed since 2009. Throughout 2015, the Nigerian military announced the rescue of hundreds of people, most of them women and children, who have been kidnapped by Boko Haram. But the missing schoolgirls were not among them, despite several unconfirmed sightings. Republican Party could be near Donald Trump breaking point Altoona August 14 The Republican Party could be nearing a breaking point with Donald Trump. As he skips from one gaffe to the next, GOP leaders in Washington and in the most competitive states have begun openly contemplating turning their backs on their party’s presidential nominee to prevent what they fear will be wide-scale Republican losses on Election Day. Back in 1996, the party also largely gave up on nominee Bob Dole once it became clear he had little chance of winning, so it’s not without precedent. Nevertheless, it’s jolting prospect now, with roughly three months still left before the November 8 vote and weeks before the three presidential debates. Republicans who have devoted their professional lives to electing GOP candidates say they believe the White House already may be lost. They’re exasperated by Trump’s divisive politics and his insistence on running a general election campaign that mirrors his approach to the primaries. “Based on his campaign record, there’s no chance he’s going to win,” said Sara Fagen, the political director for former President George W. Bush. “He’s losing groups of people he can’t get back.” Trump’s campaign says things are moving in the right direction, a position that itself feeds the discontent among his GOP detractors. The billionaire businessman’s loyalists say enough time remains to change the dynamic against Democrat Hillary Clinton who, like Trump, is deeply unpopular with voters. And his backers are blaming the media for the perception that all is not well.“Frankly, a lot of stuff over the last week … it’s him being distorted,” said Trump’s campaign chairman, Paul Manafort. “For the last week or so, he’s been very focused and very much on his officials in Washington and states that would be affected, including Ohio, Pennsylvania and New Hampshire. They spoke to media on the condition of anonymity because they were not authorized to describe publicly those private discussions. There is no evidence that a formal plan to break with Trump exists at either the state party or RNC level, but Priebus has informally discussed the possibility with party leaders in battleground states in recent days, three of the officials said. Should that occur, it’s not likely to happen until after Labor Day, as the party is still relying on Trump to help raise money to fund its expansive political operation. But the amount of money needed decreases as each day passes, giving the RNC greater financial freedom to potentially change course as the election nears. The dissension in the Republican ranks hasn’t affected Trump’s ability to draw supporters to his rallies. Lisa Thompson, a firefighter from St. Cloud, Florida, is among the many who continue to stand in long lines for hours to see Trump at his events. She said those balking at his missteps were being “too sensitive” — a luxury the nation can’t afford with growing security threats. She urged Trump to stick with his playbook. Milwaukee officer hit by brick in shooting aftermath Milwaukee August 14 Police in Milwaukee say one police officer is being treated after he was hit in the head by a brick through a squad car window. ]The injury happened Saturday night as officers are dealing with unrest on the city’s north side following a man’s fatal shooting by police hours earlier. Police say the man was armed and was shot during a foot chase that followed a traffic stop. Capt. Mark Stanmeyer says officers stopped a car with two people inside Saturday. He says the pair got out of the car and ran and that the officers chased them. He says a 23-year-old man who was one of the people fleeing was armed with a handgun and was shot by an officer during the pursuit. The man’s name wasn’t immediately released. Stanmeyer says the man died at the scene. The Milwaukee Journal Sentinel reports that more than 100 people gathered near the scene Saturday night and some in the crowd started smashing a squad car’s windows. The 24year-old officer who shot the man has been placed on administrative duty. The officer has been with the Milwaukee department six years, three as an officer.Assistant Chief Bill Jessup told the Journal Sentinel newspaper that it wasn’t immediately clear Malaysian man controlling actions of IS sympathisers: police Kuala Lumpur Aug 14: whether the man pointed a gun at or shot at the officer. Around 100 pits in Helin – buried in the hilly rural outskirts of the city of Xiaoyi – have been exhausted, and cluttered hamlets totter precariously on the brittle slopes of mines. But while local authorities have begun evacuating hundreds of thousands of residents most at risk elsewhere in Shanxi province, Helin’s situation – though serious – isn’t yet considered a priority. “We haven’t been told to leave yet, but when the government gives us the order, we’ll be happy to go,” said Wang Junqi, who lives in a one-room tenement with his family. “It isn’t safe here and the people who have a bit of money have already gone. It’s scary, but what can we do?” Mines that burrowed under villages and towns during China’s three-decade coal boom have left the authorities with the need to evacuate hundreds of communities in danger of sinking. Shanxi province alone plans to move 655,000 residents by the end of next year from unsafe old mining regions, with the cost of relocation estimated at 15.8 billion yuan ($2.37 billion). The Shanxi government estimates coal mining has cost the province 77 billion yuan in “environmental economic losses”.GEOLOGICAL DISASTERS Mine-induced subsidence is not unique to China, but its problems dwarf those of other countries. A notice board at a deserted Communist Party building in an abandoned village not far from Helin gives an idea of the scale of the disaster. It lists 19 geological “disaster zones” spread across 23 villages, 55 landslides, 950 cracks in the ground and 808 incidents of mine subsidence — all in an area of just 13.25 square kilometres (5 sq miles)According to official data, coal mining had already caused as many 26,000 geological disasters by the end of 2014, and as much as 10,000 square kilometres of land has been affected, an area the size of Gambia in Africa, according to some estimates. China’s land ministry said last month it would spend 75 billion yuan ($11.27 billion) over the next five years to restore mined land and treat mining waste nationwide. game.”Trump did show some modest improvement as a candidate in the past week. He has stopped criticizing a Muslim family of a fallen US soldier. Gone are the fights with some of his party’s most respected members of Congress. But also in the past seven days, Trump has questioned the advice of senior aides, threatened to stop raising money for the party, dismissed the usefulness of get-out-the-vote efforts and defended his decision not to run any television ads even as his opponents fill the airwaves with spots backing Clinton in several contested states. It all largely overshadowed the content of 44 previously-unreleased email exchanges Clinton had while at the State Department. They became public on Tuesday and showed her interacting with lobbyists, political and Clinton Foundation donors and business interests while serving as secretary of state. To some Republicans, it’s enough for the party to give up on their nominee. More than 100 GOP officials, including at least six former members of Congress and more than 20 former staffers at the Republican National Committee, have signed a letter asking the party chairman, Reince Priebus, to stop helping Trump’s campaign. “They’re going to do it sooner or later. They might as well do it sooner to have more impact,” said former Minnesota Rep. Vin Weber, among those who signed. Senior Republicans in Washington and in some of the most contested states have discussed a scenario in which the party scales back its presidential focus in states that don’t feature top races for Senate. They could abandon a state such as Virginia, for example, and focus more on a state such as Indiana, where Democrat Evan Bayh is trying to make a Senate comeback. That’s according to several Republican Geneva Aug 14: Swiss police said on Sunday there was so far no indication that an attacker's knife rampage on a train, which killed one woman and injured five passengers, was an act of terror. "The question of motive remains," police from Switzerland's eastern Saint Gallen region said in a statement, stressing: "To date there is no indication this was a terrorist or politically motivated act." Police spokesman Bruno Metzger told AFP "terrorism is not our main theory" for Saturday afternoon's attack and that "other motives" figured far higher on the list, although he would not say what they were. A 27-yearold Swiss national used flammable liquid to start a fire on a moving train in eastern Switzerland before stabbing passengers, according to police. The attack took place at around 2:20 pm (1220 GMT) near Salez station on a train running between Buchs and Sennwald near Switzerland's eastern border with Liechtenstein and Austria. Police said the attack had been caught on video, allowing them to determine that the man had acted alone. The victims included two men aged 17 and 50, three women aged 17, 34 and 43 and a six-year-old girl. Dozens of people were on the train at the time of the attack, police said. Regional police in Switzerland's eastern canton of Saint Gallen said a 34-year-old woman who had been in critical condition since the attack had died of her injuries on Sunday morning. Metzger said the attacker, who is not of immigrant origin and does not have a criminal record, remained in critical condition. A person who had been on the platform at Salez station was also hurt after rushing in to pull out the attacker -- who was on fire -out of the train, police said. "His intervention probably prevented worst," police spokesman Hanspeter Kruesi told the Blick daily, suggesting that more passengers might have been injured. Metzger said police for the time being would not provide more details on the identities or nationalities of the victims. Late on Saturday, police had searched the home of the suspected attacker, who lives in a canton neighbouring Saint Gallen. "The results are part of a criminal proceeding and are therefore not public," the police statement said. Some 90 rescue workers had taken part in Saturday's operation, including police, firefighters, ambulances and three rescue helicopters, police said. Saint Gallen prosecutors, who have opened a criminal investigation into the attack, have secured the affected carriage, which is being scrutinised by forensics teams. had broken the windows of an unoccupied squad car and set another police car on fire. Office on missing persons not aimed at targeting army: Sirisena Colombo Aug 14: Sri Lankan President Maithripala Sirisena has made it clear that his government's move to set up an office to find about 65,000 people reported missing during the civil war was not aimed at targeting the security forces but for the redressal of those affected by the strife. "Those who claim that this Office on Missing Persons (OMP) would betray the security forces, I would like to tell them that I am ready to meet them and argue our case," Sirisena told a television channel yesterday. He denied that the move was aimed at targeting government troops. "We only want to give redress to those who have been affected not to punish anyone," he said. Sirisena said the original form of the OMP bill was changed with many amendments by the government at the last stage before bringing it in parliament and there was nothing to fear about it. The function of the office is to establish whether a missing person is dead or alive and, if they are dead, dis- cover when, how and where they died. While the Tamil rights groups have welcomed the move, the Sinhala nationalist majority groups stay opposed. They said the move will extract revenge from security forces for needing the LTTE's militancy which killed thousands of civilians and soldiers. The Joint Opposition backing the former President Mahinda Rajapaksa created a rumpus in parliament when the bill was introduced last Thursday. They said the bill had not been legally adopted. Amidst opposition protests Speaker Karu Jayasuriya said the bill had been approved without a vote. He said the opposition did not take his offer to debate and go for a vote if needed. The draft bill to establish an OMP was passed with amendments in Parliament without a vote on August 11. A 26-year-old Malaysian man could be the person controlling the actions of several Islamic State sympathisers in the Muslim-majority country from his base in Syria, a top police official said. Three of the nine suspected Islamic State militants detained this month, including two allegedly involved in the nightclub bombing in a suburb here last month, had taken orders from Muhammad Wanndy Bin Mohamed Jedi, Inspector-General of Police Khalid Abu Bakar said. Jedi had also ordered another attack on an entertainment outlet in Johor. One received orders to attack police headquarters here and governcomplexes in ment Putrajaya, he said. They were detained along with six others, including three Iraqi militants and a 17-year-old in Kuala Lumpur, Johor, Sabah and Kelantan between July 20 and August 9 by the Counter Terrorism Division. The three Iraqis are former soldiers who have been in Malaysia for a few months while the six Malaysians are three VCD sellers, a factory operator, an excavator driver and an unemployed man, Khalid said. Floods kill at least 3 in southern US as heat wave bakes East Coast New York August 14 Torrential rains causing flooding in parts of the southern United States have killed at least three people, US media reported on Saturday, as millions of Americans on the East Coast sweat through soaring temperatures and stifling humidity. Flooding in parts of southeast Louisiana and southern Mississippi shut down many roads on Friday, prompting numerous rescues and cutting off at least one town as an area of low pressure slowly moved west along the Gulf Coast. Rivers and streams were bursting out of their banks, the National Weather Service said. The floods killed at least three people on Friday, local media reported. Among them, a man in the Louisiana town of Zachary, near the capital Baton Rouge, drowned trying to escape flood waters, local television station WAFB reported. “We were walking out and he slipped and fell,” his roommate Vernon Drummond told the station. “He went under the water. We tried to save him, but we couldn’t,” he further said. The area recorded 10 to 15 inches (25.4 to 38.1 cm) of rain, David Roth, a meteorologist with the National Weather Service, told AFP. Another 10 inches were expect- Brad Gilbert (left) helps his friend Mike Abel with his flooded business in Amite, La., picking up anything that is salvageable before the water gets higher. Louisiana Governor John Bel Edwards declared a state of emergency and planned to hold a news conference on Saturday morning after meeting with emergency officials. “We are in constant contact with local officials and first responders, and assistance is already on the move to affected parishes,” he said in a press release. Layton Ricks, president of Livingston parish in the Baton Rouge area, told reporters, “we’re experiencing one of the worst storm events we’ve ever had, with flash flooding.” He said roads that had never flooded were under water, and that the backlog of people waiting to be rescued was as long as 150, even after more than a thousand rescue operations had been carried out so far. The National Weather Service warned of “significant flash flooding” through the weekend as the weather pattern moves north. “A low- to mid-level cyclone over the Lower Mississippi Valley will slowly begin to lift northward into the Middle Mississippi Valley by Sunday evening into Monday,” it said.Entergy Louisiana said more than 7,500 customers were without power last night. Meanwhile, on the east cost residents are spending the weekend hot under the collar amid excessive weather warnings in New York, Philadelphia, and Washington, DC. The combination of heat and humidity would make it feel as hot as 43 degrees Celsius in those cities. Narsingh, Yogeshwar begin Rio campaign on Monday RIO DE JANEIRO, August 14 : A turbulent run-up to the Rio Games behind him, Narsingh Yadav will be eyeing a fairytale climax while old warhorse Yogeshwar Dutt would look to bid adieu with a second straight medal when India begin their Olympic wrestling campaign in Rio de Janeiro on Monday.Midway into the 17-day extravaganza, the biggest ever Indian contingent of 100-plus athletes is yet to land a medal and the onus would now be on the wrestlers to make up for it.Having finished with two medals in wrestling at the London Games four years ago, the expectations are high and it would be up to the eight-member team to shoulder the rethe sponsibility. However, build-up to the Rio Games hasn’t been very smooth for the Indian wrestling contingent with Narsingh fighting to clear his name in a doping scandal till the last moments. While the entire team’s preparations were affected due to a doping “conspiracy” surrounding Narsingh, but the man at the centre of the controversy himself had put up a brave front all through and fought out against all odds to emerge triumphant in the end.It started with two-time Olympic medallist Sushil Kumar demanding a selection trial in men’s 74kg freestyle against Narsingh, who had bagged the quota place for India last year in this weight category. The fight went to the Delhi High Court, which dismissed Sushil’s plea of seeking a trial. However, that was not the end of hurdles for Narsingh as there was more trouble in store. With just 20odd days for the Olympic Games to start, 27-year-old wrestler from Maharashtra tested positive for a banned substance in two dope tests conducted by the National Anti-Doping Agency (NADA).The failed dope tests almost derailed his participation in the Olympics but Narsingh appealed and NADA constituted a three-member panel to hear his case. After a week’s ordeal, NADA gave a verdict in Narsingh’s favour, exonerating him of all charges after being convinced by the ‘sabotage’ theory advanced by the wrestler’s legal team, just four days ahead of the Games Opening Ceremony. Finally, on Wrestling Federation of Tripura waits with bated breath for Dipa’s performance AGARTALA, August 14 : India’s request, the world World (United body Wrestling) reconsidered his name in the 74kg category. It is now time that Narsingh bury the ghosts of the past and concentrate on job at hands. And the wrestler is more than keen to do exactly that when he takes the mat on August 19.“I don’t want to think about it (the past) anymore. I’m just focusing on my training. I just want to win a medal for my country. That’s the only hope left for me. I am giving my 100 per cent,” Narsingh said after arriving at the Games Village a couple of days back.In fact, there is extra pressure on Narsingh to prove his worth as he denied the only double Indian Olympic medallist a chance to bid for a third medal.Reigning Olympic Olympic wrestling champion Jordan Burroughs, 28, is one of the favourites to win here in the 74kg division. Excitement and expectations has reached a feverish pitch in Tripura as the people from the small north-eastern state will watch their favourite daughter Dipa Karmakar vault into history during the finals at the Rio Olympics, in Agartala on Sunday.Agartala, from where Dipa hails, is covered with posters wishing her grand success and many local clubs have performed yagnas for her.Her parents Dulal Karmakar and Gauri Devi are predictably tensed.“I will stay at home today. Many of our relatives will come in the evening to sit before the television with us to see Dipa’s performance. I called up Dipa and told her to go ahead and that God will be with her,” said her father, who is also a wrestling coach.“I am only praying to God that her performance makes the country and our state proud,” said mother Gauri. They visited Tripureswari mandir at Udaipur, one of the 51 shaktipeeths of the country, about 50 km from here on Thursday to offer puja so that Dipa did well in Rio.Mantu Debnath, an Arjun awardee in gymnastics from Tripura, said, “Dipa has already created history as the first woman gymnast to enter Olympics from the country and she is also the first to make it to the finals of an event.“If Dipa can bring a prize, it will be a matter of great joy. Brazil, Germany power We’ll play with more positive intent in last Test: Kohli Farah roars to another into semifinals 10,000m title GROS ISLET, August 14 : RIO DE JANEIRO, August 14 : Brazil beat Colombia 2-0 to move into the last four and a date with Honduras, while Nigeria and Germany both won on Saturday to set up an intriguing semifinal line up in men's soccer at the Rio de Janeiro Olympics.Brazil, who has never won the Olympic soccer title, was nervous, especially in a first half that had 21 fouls and five yellows cards, four of them for Colombia. The visitors rarely tried to play, preferring to hack at their opponents and it was from a 30-yard free kick that Brazil took the lead after 12 minutes with Neymar curling the ball through a wall that disintegrated.Brazil were the better team throughout and Luan got the second goal they deserved seven minutes from time when he lifted a sublime chip over the goalkeeper from 25 yards out.“It was very important that we scored early and that helped us not fall into their trap of winding us up,” defender Marquinhos told TV cameras after the game in Sao Paulo.“We are very disciplined to not lose a goal and when we score early that allows us to open up a bit,” he added. “We held it together at the back and we played well.”Rampant Germany hammered Portugal 4-0 to set up a semifinal clash with Nigeria.Serge Gnabry put the Germans ahead with an angled strike just before halftime and Matthias Ginter added a second with a commanding header from a corner 12 minutes into the second half.Davie Selke got the third in the 75th with a goal that was almost identical to the first before substitute Philipp Max put the icing on the cake when he ended a sweeping move with a neat finish into the top corner three minutes from time. Ecstatic after clinching an unbeatable lead in the ongoing Test series against the West Indies, Indian cricket captain Virat Kohli said his team will now play with more “positive intent” in the fourth and final Test starting August 18.India hammered West Indies by 237 in the third Test here yesterday to grab an unassailable 2—0 lead in the series.“The team is feeling really good, especially because we didn’t have a day of play in Jamaica and fifth day was really testing for us. We didn’t get the result we wanted. Here also we played two good days of Test cricket, then lost day 3, but again on day 4 bowlers came back and executed what we wanted to,” said day’s the after Kohli play.“Bhuvneshwar Kumar was amazing in the afternoon, and picking up 5 wickets for 28 runs on that pitch in 24 overs was a great spell. That really changed things around for us. Not to forget the first innings, where the way Wriddhiman Saha and R Ashwin batted was really top class Test cricket as well,” he added.“So the team is really happy that we could exe- cute our plans and wrap up the series here. Now we can play with more positive intent in Trinidad and express ourselves fully and understand the areas we still need to improve on.”The visitors had made three changes for this match, and while they were reduced to 130/5, it worked out fine in the end as things came together on day five.India had declared their second innings at 217/7 and then bowled out West Indies for just 108 runs after they were faced with 87 overs to bat out.“Very few people like change. This team doesn’t think how others would react or what they might say. We put out a combination that’s best according to the pitch. When I came at No.3 many people asked why I did it, but I am not fixated by my batting spot,” Kohli said.“If the team needs, I can open the batting too because that’s the rule applicable to everyone in the team . He is now the favourite to add a fourth in the 5,000m next weekend.Should 33-year-old manage it he would emulate Finnish great Lasse Viren, currently the only man to complete the distance "double double", by retaining the Olympic 5,000 and 10,000m titles. He has already achieved the feat in the world championships, with three in a row in the 5,000.The second half of the race was a masterclass in distance running by Farah, who was accidentally tripped with 16 laps to go by American training partner Galen Rupp but picked himself up and surged through the field to claim victory in 27 minutes 5.17 seconds.“I got emotional because you put so much work in and in one moment it's gone. That one moment could be it, I just had to get through it and believe in myself,” Farah said.‘Great athlete’All of his championship victories have come in a similar style, where he tracks his usually Kenyan and Ethiopian rivals before hammering a last lap and kicking in the last 200m.So it played into hands when none of his rivals seemed willing to set a pace that might have drawn his sting, even after his fall.As the pace increased in the final laps and the leading bunch lost numbers, the race finally descended into a winner-takes-all dash for gold between Farah and Kenya's Paul Tanui, with the composed Briton always looking favourite to come out on top.Once again Farah relied on his finishing kick to outsprint Tanui and crossed the line with his hands placed on top of his head in his signature “Mobot” pose.Tanui, who has won two world championship bronze medals over 10,000m had to settle for silver, with Ethiopia's Tamirat Tola getting bronze. 10 entertainment Glimpses of Future JAMMU MONDAY AUGUST 15, 2016 Sheila ki Jawani, Kamli, Beedi: Best 5 songs of the birthday girl, Sunidhi Sidharth Malhotra lifting Alia Bhatt in his arms shows how they cannot get enough of each other! Judwaa starred Salman Khan in the double role. Interestingly Varun is all set to star in remake/reboot/sequel of the hit comedy. Varun Dhawan says that he’ll start shooting for Judwaa sequel from January 2017. He spoke to a news daily, “We need time to work on the script and my look. My double role should be unlike anything seen so far. Luckily I’ve my dad (David Dhawan) directing me in Judwaa 2. He is the master of double roles.” Talking about his tribute to the original Judwaa song at Dream Team Tour, Varun says that the current generation still loves this popular number from the ’90s. “I am also doing Salman Khan’s hit Judwaa number Tan Tana Tan Tan Tan Tara. Today’s generation may not remember my dad (David Dhawan)’s film Judwaa. But that song is popular to this day.” Varun told the news daily. The song will also feature in the upcoming sequel as a remix version. It will certainly be a delight to see Varun take Salman Khan’s A-Game further. will make you sweat! Jhalak Dikhla Jaa 9: Surveen Chawla impresses Anil Kapoor, Chutki gets eliminated This was one fiery episode of Jhalak Dikhla Jaa 9. You’d have thought no one could match up to the perofrmance by Salman Yusuf Khan last week but you were wrong. Matching up to his level was a cake walk for Surveen Chawla. Mona Singh also makes a guest appearance on the show to support her friend Chutki. Old memories of her season come rushing back to your head. She was a diva on the dance floor. Manish Paul’s brilliant comic timing as a hots keeps us entertained throughout. And of course, Anil Kapoor graced the episode with his performance. He got a score of 27. Then next performance was by Surveen Chawla and she burned the dance floor. Anil Kapoor, Karan Johar could not stop staring at her. Her 24 co-star Anil even said that had he knew she danced so well he would have changed the script of the show according to this. She scored a 27. Then next contestant was Chutki. He fumbled a little during the performance. He scored 23 points. Mona Singh came on show to support her good friend. Next performance was by Shantanu, and Jacqueline Fernandez found him pretty cute. 28 points on score card. Helly Shah’s performance was found not to be up to the mark. A mere 22 points was her score. Contestants in the Risk Zone according to judge’s scores- Helly Shah, Arjun Bijlani, and Chutki aka Gaurav Gera. And unfortunately my favourite one got eliminated – Chutki aka Gaurav Gera. Mona Singh got pretty upset over this. Judges also looked pretty disappointed with the results. Chutki will be missed. Priyanka Chopra is one of the most active celebrities on social media and we love it. The diva shares every bit detail about her life and shoots with her fans and no wonder they go gaga over her. PeeCee, who is busy shooting for the second season of her popular thriller Quantico, just shared her post workout picture and boy, it will surely make you sweat. PC was at her wittiest best when she posted the picture of her having a sip of water and captioned it, “Post gym hydration with groans and moans.. Yes I’m working out now!! #prismaaddict #postgymrefuel”. This gal surely makes workout look effortless. Don’t you think so? Just a few days ago Priyanka shared an adorable video of hers on Instagram having a burger and confessed that it gives her the confidence when she goes in front of the camera or red carpet. Yep! Not only that she even said that the burger makes her the happiest. PeeCee is one person who has her share of her guilty pleasures, but works out hard equally to shed off those unwanted calories. Now if you want to have that SEXY BOD and plus a burger, follow the mantra of Priyanka Chopra. 11 Glimpses of Future JAMMU MONDAY AUGUST 15, 2016 NATION CBDT to acknowledge black money declarants by August-end New Delhi, August 14: Black money holders who have disclosed their illgotten assets during July under the ongoing compliance window will receive acknowledgement from the tax department by August 30. Send Pak envoy Abdul Basit back to Islamabad in 24 hours: Shiv Sena Mumbai, Aug 14: Following Pakistan High Commissioner Abdul Basit’s provocative statement on Kashmir, the Shiv Sena on Sunday asserted that the former should be sent back to Islamabad within 24 hours. Speaking to ANI in Mumbai, Shiv Sena leader Sanjay Raut called for shutdown of the Pakistan High Commission office in New Delhi and the embassy in Mumbai. “Such a person, who spews venom against the country sitting in Delhi, should to sent back to Islamabad within 24 hours. He is making such statement a day before our Independence Day and I’m sure the government will take action against him,” Raut told ANI in Mumbai. “Don’t know why Pakistan is celebrating Independence Day as it is observed by nations and Pakistan is not a nation, it’s a hub of terrorists,” he added. The Congress also condemned Basit’s statement and demanded an apology from the envoy, adding the ‘56 inch’ of Prime government Minister Narendra Modi has completely failed in its efforts to ostracise Islamabad. Speaking to ANI, Congress Abhishek Manu leader Singhvi called for introspection by the Centre on how they have failed to get Pakistan isolated globally, adding Islamabad’s ‘wish’ of claiming Kashmir is destined to go unfulfilled.“I think normally one would not give importance to such comments, but when it comes from the High Commissioner of a nation it has a full official flavour and colour to it. Pakistan will of course have to wait for millennia to even consider its wish being ful- filled, which they have expressed as the year of Kashmir ‘azadi’,” he said. The Pakistani envoy earlier in the day said Islamabad has dedicated the 70th Independence Day to the freedom of Kashmir. Basit said Pakistan has always made efforts to improve its relationship with India. “As far as the relation of Jammu and Kashmir is concerned, we dedicate this year’s Independence Day to Kashmir’s freedom. We are confident that the sacrifices made by the people of Jammu and Kashmir would be successful,” Basit said. He asserted Pakistan has always given moral support to Jammu and Kashmir’s freedom struggle and would continue to do so.“Struggle for independence will continue till Kashmir gets freedom; sacrifice of the people of Kashmir will not go in vain,” he said. schedule for payment of tax, surcharge and penalty payable under the IDS has been extended... Hardik, 23, is living in Udaipur after he was asked by the high court to stay out of Gujarat for six months while granting him conditional bail in two sedition cases. In a complaint filed with a local police station in Udaipur, Hardik accused senior police officers, including the IG and the SP, of wrongfully confining him to his accommodation by misinterpreting the high court order. Hardik forwarded the complaint to Pratap Nagar police station by post and it was received a couple of days ago. "The police officers have blocked my freedom, restrained my free movements, confined me and put me under the 'house arrest'. They have wrongfully restrained me and prevented me to move in any direction beyond circumscribing limits of my house and confined me in the house by applying force," Patel wrote in the compliant. He alleged the court order was being "deliberately, illegally and malafidely misinterpreted by Udaipur police.” Hardik is staying at the residence of former Congress MLA Pushkar Dangi in Srinath Colony since July 17. He has been asked by local police not to step out of the house, except for going to the local police station to mark his presence weekly. "The complaint was received a couple of days back and was initially put up for a probe but since everything is going as per the order passed by the Gujarat high court, the complaint was disposed of," Deputy SP (Udaipur East) Bhagwat Singh said. The complaint was against seven police officers including IG, SP, Additional SP, Deputy SP. Include ‘Dogriyat’ in policy for dealing with J&K crises: JKNPP GOF Staff Reporter Jammu, Aug14: Referring to the recent statement of the Prime Minister Narendra Modi for evolving a solution to the prevailing crisis in the state under the policy of “Kashmiriyat, Insaniyat and Jamhooriyat” Harsh Dev Singh Chairman JKNPP and Former Minister said that the aforesaid slogan needed modification so as to include ‘Dogriyat’ within its ambit. He said that there had been enough of experimentation with the AB Vajpayee’s slogan of “Kashmiriyat, Insaniyat and Jamhooriyhat” which had failed to cut the ice and to achieve the desired results with large scale death and destruction witnessed in the state during the last couple of years. He said that the votaries of the said policy must bear in mind that the slogans of Kashmiriyat and Insaniyat had failed to prevent the large scale persecution, migration and exodus of miniscule minorities in Kashmir in the past. He said that though the concept of ‘Kashmiriyat’ as promulgated by Nund Rishi and Badshah was laudable but the same had undergone tremendous metamorphosis under the influence of Pak and its paid mercenaries thus bringing in it the element of intolerance. He said that the rich culture of ‘Kashmiriyat’ nourished by the Sufi saints and rishies had largely been vitiated and polluted by certain vested interests who preached non violence and intolerance as against pluralism, brotherhood and co-existence advocated and promoted under original ‘Kashmiriyat’. Lambasting the central leadership particularly the BJP for pushing ‘Dogriyat’ into oblivion, Singh said that it was the Dogra rule which provided the most glaring example of co-existence, tolerance and pluralism. He said that from 1846 to 1947 the state witnessed an era of pluralism and communal harmony with hardly any instance of communal polarization. He said that the rich dogra culture has displayed infinite tolerance since times immemorial and still continues to be reconciling and accommodative. He said that during the past several years of insurgency and turmoil in the Valley, it was the dogra land that received the migrants and other victims of militancy with open arms and gave them not only space in Jammu but the much needed love, affection and solace irrespective of their caste, colour, creed or religion. He said that the Dogra land with its age old tradition of tolerance and peaceful co- existence is the only land in the world where lion and lamb flourished and survived together. He observed that ‘Dogriyat’ was all inclusive and covered Hindus, Muslims, Sikhs, Gujjars, Bakarwals, Budhists, Jainis besides al others communities inhabiting Jammu region. Lampooning the BJP for harping ‘Kashmiriyat’ to the utter neglect of ‘Dogriyat’ despite having won 25 seats from Dogra land, Harsh Dev Singh said that the saffron leaders had done the greatest dis-service to Jammu region by relegating ‘Dogriyat’ to the back ground. Strongly emphasizing the adoption of the Dogra philosophy in addressing the present crisis, Harsh Dev Singh remarked that ‘Dogriyat’ with its all encompassing, all embracing and exceptionally tolerant principles could alone be the panacea for various ills afflicting the state. They are using them as fodder for terrorism in the name of religion and on the lure of 'jannat'," Singh said. He said on the one hand, we would have to deal with the terrorists with an iron hand and on the other, treat the misguided youth as "our own children". Only Minister's Office Jitendra Singh said, "Our stand is very clear in the context of J&K issue. If at all there is any outstanding issue with Pakistan it is how to liberate the part of J&K which remains under illegal occupation of Islamabad after 60-65 years of Indpendence and make it a part of J&K and part of the Indian Union. "Whatever goes on in Islamabad and on behalf of Pakistani authorities is a reflection of confusion and frustration they suffer from," he said. Earlier in the day, while participating in Pakistan's Independence Day celebrations at its High Commission here Basit said, "Pakistan will continue to extend its full diplomatic, political and moral support to the valiant people of Jammu and Kashmir till they get their right to self determination." He went on to say, "As far as Jammu and Kashmir is concerned, we are dedicating this year's Indepedence Day to the freedom of Kashmir. They had virtually apprehended these petitioners making them immobile," it said. "However, their attack on these petitioners continued even thereafter when it was not at all needed. As far as injuries suffered by these petitioners are concerned, such a situation could clearly be avoided. It is apparent that to that extent, respondents misused their power. To that extent, fundamental right of the petitioners, due to police excess, has been violated," the bench said. The three petitioners had told the apex court that they had planned to take out a peaceful protest march up to Delhi for ventilating their grievances and, when they reached near Katra, they were assaulted by Jammu and Kashmir Police on August 7, 2007. According to the petitioners, the march up to Delhi was for highlighting the grievances of Jammu migrants, who were forced to leave their homes between 1996 and 1999 due to the terrorist attacks. They said they reached Katra to speak with the authorities concerned regarding the plight of the migrants and had a discussion with the officials about the peaceful march. The petitioners alleged that after the march resumed, around 500 policemen blocked the bridge, which migrants were about to cross, and attacked them with 'lathis' and lobbed teargas shells. They said when they approached the police and asked them to stop the attack, they were beaten up. 32 JK Police Kashmir, Bodh Raj Dy SP CD Udhampur, Ravail Singh Dy SP IR 19th Bn, Pawan Kumar Gupta, Director Prosecution PHQ, Farooq Ahmad Khan, SI PC Srinagar, Bhagwant Singh Dy SP Rly Hqrs, Ghulam Rubani Shah, ASI DPO Srinagar, Vijay Pal Singh, Dy SP SKPA Udhampur and Gulzar Ahmad Sheikh, ASI Crime Kashmir. The 92-year-old practice of presenting a separate Rail Budget to come to an end from the next fiscal, with the Finance Ministry accepting Railway Minister Suresh Prabhu's proposal to merge it with the General Budget. According to railThe Finance ways, Ministry has now constituted a five-member committee comprising senior officials of the Ministry and the national transporter to work out the modalities for the merger. The committee has been asked to submit its report by August 31. "I had written to Finance Minister Arun Jaitley for merger of the Rail Budget with General Budget. This will be in the Railway's interest and also in the nation's interest. We are working out the modalities," Prabhu told PTI. The public sector behemoth has to bear an additional burden of about Rs 40,000 crore on account of implementation of the 7th Pay Commission awards, besides an annual outgo of Rs 32,000 crore on subsidies. Besides, the delay in completion of projects resulted in cost overrun of Rs 1.07 lakh crore and huge throw-forward of Rs 1.86 lakh crore in respect of 442 ongoing rail projects. If the merger happens, Indian Railway will get rid of the annual dividend it has to pay for gross budgetary support from the government every year. According to a senior Railway official, the move to discard the age-old practice of a separate Rail Budget is part of the Modi government's reform agenda. With the merger, the issue of raising passenger fares, an unpopular decision, will be the Finance Minister's call.Prabhu had also told Rajya Sabha on August 9 that he has asked the Finance Minister to merge the Railway Budget with General Budget in the long-term interest of national transporter as well as the country's economy. Pakistan has decided to play a "good host" and avoid a repetition of the tense atmosphere that prevailed during Home Minister Rajnath Singh's recent visit by according a "warm welcome" to Finance Minister Arun Jaitley at the SAARC ministerial conference later this month. Jaitley is likely to attend the SAARC Finance Ministers' Conference to be hosted in Islamabad on August 25 and 26 and there are chances of "gracious between handshakes" Pakistan finance minister Ishaq Dar and his Indian counterpart, finance ministry officials said. Pakistan would play the role of a "good host" and try to keep the overall ambiance the statement positive, added. Lt Col Niranjan E K, head of NSG's bomb disposal unit who was killed while sanitising a terrorist's body during the Pathankot air base terror attack in January, has been honoured with the Shaurya Chakra, the third highest peacetime gallantry medal of the country, on the eve of the 70th Independence Day. Niranjan, an officer of the Army's Corps of Engineer, was part of the special NSG commandos unit that was rushed to the IAF base in Punjab after four terrorists entered the high-security military facility on the intervening night of January 1-2. NSG had said it lost the experienced and brilliant counter-IED officer to a deadly booby trap as the terrorists had used an "innovative technique" whose antidote was not included in the Standard Operating Procedure of the 'black cat' commandos force. Niranjan's lungs got punctured due to the impact of the blast of a grenade that was kept in the pocket of a slain terrorist and the officer died before being taken to hospital. NSG Director General R C Tayal, had maintained that Niranjan, an experienced and highly trained Commanding Officer of the Bomb Disposal and Detection Unit, had followed all laid down SOPs while sanitising the bodies of the four terrorists, killed in the attack on IAF base on January 3. Niranjan was probably the only officer who had a wide-range of experience in conducting back-to-back anti-sabotage and sanitisation checks on live bombs, including defusing IEDs found in Patna and Bodh Gaya in Bihar, Bangalore and Burdwan in West Bengal. The DG had said a grenade that took the FBI-trained officer's life was concealed very "cleverly" by the terrorists.
