raped in Arnia and Domana areas.
Police said that they got information from the family members of a 16
year old girl, who is ninth class student, that their daughter has been

as
"absurd"
Pakistan's proposal of sending supplies to Jammu and Kashmir,
India today strongly retorted that
it along with others in the region
have already received enough of
"trademark exports" from that
country including terrorism and
infiltrators. India's sharp reaction
came after it received a note verbale from Pakistan's Foreign
Ministry on Friday proposing to
send supplies to Jammu and
Kashmir.

Ministry "completely and categorically" rejected the communication
from Pakistan. "A communication
was apparently delivered to our
High Commission in Islamabad on
August 12. I can only characterise
its contents that propose sending
supplies to the Indian state of
Jammu and Kashmir as absurd,"

Spokesperson Vikas Swarup said.
"India and others in the region
have already received enough of
Pakistan's trademark exports -- international terrorism, cross-border infiltrators, weapons, narcotics and fake currency," he said.
India's reaction came on a day
when Pakistani forces violated the
ceasefire along the LoC in Poonch
district of Jammu and Kashmir.
Earlier in the day, Pakistani High
Commissioner to India Abdul
Basit made provocative statements over Kashmir and said his
country will continue to extend
full diplomatic, political and
moral support to the people of the
state. Basit made the comments
during
the
country's
Independence Day celebrations at
its embassy here. In Islamabad,
President Mamnoon Hussain,
while addressing a gathering at a
flag hoisting ceremony, also
raised the Kashmir issue, saying
the country will continue to support Kashmiris in their bid for the
right to self-determination.
India and Pakistan have been
engaged in a war of words over
Pakistan and its Prime Minister
Nawaz Sharif's statements on the
situation in Kashmir which has
been witnessing unrest following
the killing of Hizbul Mujahideen
commander Burhan Wani.
Wani was described as a martyr by Pakistan, which has also
tried to internationalise the
Kashmir issue while India has
been maintaining that Pakistansponsored terrorism in the Valley
is the root cause of the turbulence.
Pakistan violates ceasefire in
Poonch, sweets at Waga border

Amid ceasefire violations
by Pakistan along the Line of
Control
in
Jammu
and
Kashmir's Poonch, soldiers
from the two countries exchanged sweets at Atari-Wagah
border on the occasion of
Pakistan's Independence Day.
After a lull of over four
months, the ceasefire on the
Line of Control was violated
again with Pakistan Army firing at two places and shelling
mortars in Poonch sector of
Jammu and Kashmir today.
Indian troops retaliated to the
firing which was still going on
when last reports came in.
"The Pakistan Army resorted to unprovoked ceasefire violation along the Line of Control
(LoC) in Poonch sector of
Jammu and Kashmir," Defence
Spokesman Lt Col Manish
Mehta said here. He said the

several places in Kashmir in view of
the separatists' call for a march to
the heart of the city even as restrictions on the movement of people

"Curfew remained in force in

several other places as a precautionary measure in view of the call
for march to Lal Chowk by certain
elements," a police official said. He
said curfew was imposed in
Ganderbal town, Awantipora, Tral,
Pampore, Baramulla town, Sopore
town, Bandipora town, Kaloosa,
Papchan and Ajar areas of the
Valley. "Curfew was also imposed
in Wargam area of Beerwah in
Budgam district following yesterday's sectarian clashes," he added.
Despite curfew, separatists elements managed to hoist Pakistan
flags in many localities across
Kashmir to mark the Independence
Day of the neighbouring country,
he said adding security forces
pulled down the flags as soon as
they were noticed. Authorities suspended Internet and mobile services across the Valley yesterday as
part of the security drill ahead of the
Independence Day celebrations tomorrow. While broadband services
were snapped yesterday evening,
the mobile telephony was suspended late last night, the official said.

troops are responding appropriately and no casualties or damage to our troops was reported
till the report last came in. The

Girl who vowed
to unfurl tricolour at Lal
Chowk turned back
Srinagar, Aug 14 (PTI)
A 15-year-old girl from
Ludhiana, who publicly
vowed to hoist the national
flag at the historic Lal
Chowk here and had dared
the separatists to stop her,
was today turned back by authorities from Srinagar
International Airport.
Jhanvi Behal accompanied
by 30 others arrived at the
airport but all of them were
sent back, a police official
said, without assigning any
reason for the step.
Behal had grabbed the
headlines earlier this year
by challenging JNU student
leader Kanhaiya Kumar to a
debate on nationalism. The
police official said while six
persons including Behal had
come in a flight from
Chandigarh, 25 others had
arrived here in another
flight from Delhi. "All of
them were sent back by the
same flight in which they
came," the official said. After

ranging from Rs one lakh to
Rs two lakh to three members
of the Jammu and Kashmir
National Panthers Party who
were beaten up by state police during a demonstration

The terror strike near Akhara camp has left at least 18
unsuspecting civilians injured to include pilgrims to
Buddha Amarnathji and one cop in Poonch of Jammu region. Half of the injured are reported serious. This happened when a delegation under the Co-convenor of the All
Jammu Civil Society Forum (AJCSF) Abdul Majid and former DC Sh. Mohammed Aslam Qureshi were at Rajouri visiting the area to strengthen the ties of communal harmony,
mutual brotherhood and national unity for which this remote hilly area is known for. Other team of AJCSF under the
chairmanship of the convener Gulchain Singh comprising
of General Secretary Annil Suri, Yashpal Gupta, S. Peter,
Kuldip Wahi, Neeraj Anand, were holding similar meetings
at Jammu where an unconfirmed news of sighting suspected terrorists was causing panic. In one voice the members of
AJCSF condemned the failure of government and the security agencies who have obviously failed in the sparks of terror from reaching the peaceful Jammu region. The epic centre of trouble, in the few affected areas of Kashmir Valley as
such seem out of control and there is no sign of governance
or any law enforcing or administrative authority there.
Denouncing this surrender to lawless elements in the
strongest words the AJCSF Convener Th. Gulchain Singh
Charak urged the government to contain the evil from
spreading and disturbing the otherwise peaceful life in
Jammu region. With the threats of strikes and identified areas in Jammu, there is need for extra vigilance and additional security troops. The aftermath of any possible strikes in
this area could have devastating impacts both in public order and the government that is in place only with the support from Jammu people. The Jammu region is suffering in
many ways. Governance has paralyzed trade and tourism,
pilgrimage are jeopardized. He strongly called for activating the winter secretariat to clear the backlog of work of the
Jammu region. Some members suggested moving the secretariat to move back to Jammu if it has become untenable, inoperative and defunct in the Valley till the situation normalizes there. In the meeting, the leading businessmen, traders
and industrialists pledged their all out support to the very
timely initiative taken by the Civil Society of Jammu
province for forming the body namely “AJCSF”, “It was the
need of the day “, they said, “when the administration is not
in sight, politicians in the hiding and the government paralyzed”. “We are with you singly and collectively” said they
in one voice and will help in promoting and protecting the
cause of Jammu in every possible way rising above all other
considerations, whatsoever. Taking a very strong view of
the terror strike after repeated calls of alerts and in the face
of perceived threats, the AJCSF expressed its dismay over
the concern shown by the authorities and their utter failure
in containing the trouble and protecting the nationalist and
secular population of the State outside the few troubled areas of Kashmir. In a strong voice the AJCSF declared that
“enough has been enough” and the Jammu region will not
tolerate any further indifference and second fiddle treatment meted out to it so far. Important leading businessmen
and AJCSF team members among others who attended the

competition was held to promote spirit of sportsmanship,
encourage physical fitness and
inspire the local youth to
showcase their talent in the
field of sports. The youth
whole heartdely participated
in the event in which all the
teams put up a good performance in closely contested
matches. The final match between the team Surankote 'B'
and Daranwali 'A' was well
contested and both teams put
their best foot forward, however, the Surankote 'B' team
came out victorious. The competition saw an overwhelming
response from all the teams
and spectators from near and
far flung villages. A total of 400
youth and locals witnessed the
final match. The Sarpanch,
Panch and Namberdars were
present to witness the match
and whole heartedly appreciated the gesture of goodwill
and bonhomie extended by the
Army. All teams and locals
participating in the tournament requested the Army to
conduct similar events in the
future also, as this is the event

and Sasalpur. People from border villages showed keen interest in the Camp and brought out
their problems and queries
which were answered by the experts from Army Medical Team.
An awareness campaign was also conducted at the venue where

diseases were discussed and

or secular mafia has come forward. It is not the burden of

ground reality of Kashmir and

issue. He urged Government of
India not to consider Kashmir
issue on development or unemployment lines if it would have
been developmental or unemployment issue then government of India had done a lot for
last two decades together but
still the issue is alive to connect
it with development or unemployment is simply to deceive
themselves and the people and
thereby turmoil will never end.
Permanent peace can be estab-
lished in Kashmir only if its solution is hammered out on political
basis

and State government failed to

labrador and a member of
Army's tracker dog unit, has
become possibly the first canine to have been selected for a
posthumous war honour, after
she and her handler Bashir
Ahmed War laid down their
lives to prevent an infiltration
bid by terrorists in north
Kashmir. Mansi was today honoured with the 'Mention of
Despatches' certificate. Her
name will appear in the
Gazette of India for making
supreme sacrifice for the nation. War, her handler and a
resident of Kupwara, was also
posthumously awarded the
Sena Medal as he died fighting
for the nation while challenging a group of infiltrating militants in Tangdhar, 150 kms
from Srinagar. The duo had
had a successful season last
year with three kills to their
credit. They were involved in
the killing of a terrorist at
Kaisuri ridge in Tangdhar
area, followed by the gunning
down of two militants on July
21 last year. Mansi and War, of
the 160 Territorial Army, were
gunned down by infiltrating
terrorists in August last year
when they were posted in the
dense forests where terrorist
from Pak- occupied-Kashmir
made an infiltration bid in
Tangdhar sector. Part of the
Army's Tracker Dog unit,
Mansi sensed a movement and

‘Suno Eh Kahani’

In the run up to the 70th Independence Day,
Army conducted the Swatantrata Diwas 2016 at
Pine Wood School Hamirpur in Poonch District
recently. With the theme being “Development
through Joint Effort”, the event captured the
various development initiatives undertaken in
the border villages along the Line of Control and
connects with people of Balakote block.
Speaking on the occasion, senior Army officials
called upon all stakeholders to work together
for a brighter tomorrow. The Army in concert
with the Civil Administration has been undertaking new initiatives for the development of
the area. These include construction of community halls, check dams, green houses and border
roads amongst others. Present at the event were
civil administration officials from various
Government departments including Rural
Development, Forest, Education, Health,
Agriculture and Horticulture. These departments had also set up their stalls to brief the locals and create greater awareness amongst the
border population. Veterans in large numbers
and hundreds of civilians particularly those
from the border villages enthusiastically participated in the event. The children from local
schools showcased a vibrant culture programme including patriotic songs befitting the
occasion. Career counseling for young boys and
girls of Class 12th was a popular draw. More
such guiding sessions shall be conducted in the
schools of the area. A medical camp with lady
doctor from the Army was also part of the event.
A number of local civilians employed by the
Army were honoured for their dedication and
devotion. A compensation of Rs. 5,84,191 was
paid to Mohd Bashir son of Late Gulab Din of village - Goladh, Tehsil - Mendhar, District Poonch (J&K) for mine blast injury. In the wake
of the unrest in the Valley, the border areas of
Rajouri and Poonch have shown great restraint
and maturity in avoiding any untoward incident. Civil administration has worked in close
coordination with the security forces in ensuring peace and development of the area which
was visible by the presence of large number of
government functionaries alongwith locals.
The Asst Commissioner Poonch thanked the
Army for its initiatives and assured of continued support for the development of the area.

masses. The play ‘Suno Eh
Kahani’ is based on the story of
a young girl ‘Guddi’ representing a major section of rural lower middle class adolescent
young girls, who are forced into matrimony at a very tender
age. Written and directed by
Padamshree Balwant Thakur,
this Natrang’s most celebrated
play was based on multiple subjects addressing the problems
of girl child, female feticide, education and empowerment of
women. In the play the lead
character ‘Guddi’ is fully
aware of the strains of early
marriage, as it has taken its toll
in untimely death of her mother. She wants to grow and get
educated before she takes up
the responsibility of married
life. Her dreams are shattered,
a ‘suitable’ groom is found and
marriage date is fixed. While
the marriage ceremonies are
being performed, help comes in
the form of intervention by legal
authorities and decision of marriage is deferred for appropriate
time. The play highlights the
plight of young girls who are sacrificed at the altar of rotten, redundant customs of illiterate
and ignorant sections of our society. The lead character of the
play ‘Guddi’ was played by Juhi
Singh who was equally supported by senior actor Neeraj Kant as

War Hero Lance Naik Mohan
Lal Lakhotra. R.L. Kaith mentioned to community members
that on 7 December 1971, Lance
Naik Mohan Lal was manning
the medium machine gun deployed with a company of
Jammu and Kashmir militia
on a piquet in the Western
Sector when the enemy attacked the piquet at night in
strength, supported by heavy
artillery fire and virtually
over-ran the forward trenches
of this locality. Undeterred
Lance Naik Mohan Lal kept on
firing at the enemy stalling the
further advance, thereby enabling our troops to reorganise
for
a
counter-attack.
Eventually, his dead body was
found at his gun post but in
front of the bunker as many as
nineteen dead bodies including
that of the enemy company
commander was also found.
For this displaying gallantry
and determination of a high order, the then President of India
V.V. Giri awarded ‘Vir Chakra’
to Lance Naik Mohan Lal

Restoration of peace and normalcy should be
our first and most immediate priority: Governor

Governor N. N. Vohra today appealed
to the public that the restoration of peace
and normalcy should be our first and
most immediate priority. He urged the
leaders of all the mainstream political
parties in the State to ensure against delay in commencing a purposeful dialogue
to vigorously pursue a sustained political
initiative in Jammu and Kashmir, with
the support of New Delhi as has already
been assured. The political leadership, he
said, is facing a momentous challenge of
taking every required initiative to reach
out and win the hearts and minds of our
youth and that this endeavour must be
very strongly supported by the entire admachinery
in
the
ministrative
State.Greeting the people on the auspicious occasion of country’s 70th
Independence Day, the Governor observed that our liberal democratic framework allows unfettered opportunity for
the pursuit of widely diverging ideologies. Side by side, our pluralistic foundations encourage and enable the resolution of all manner of differences through

The play was written by Mohd Khurshed and directed by
Naveen Pal.
The date of 15 August is the freedom of our country But in
present time we are neglecting our freedom day. We are telling
the importance of freedom from the play Nukkad. Once upon a
time an old is riding a bicycle and going to the city, the old man
stitches the national flag in his bicycle.
Then some boys are interacted with the old man and asked
him where he was going by stiching the flag on his bicycle and
asked to the young boys that today what was the day then the
young boys telling them we know about the day you are telling
but the boys asked him tell what you are explaining. Then the
old man tell them that today is the day of freedom. That’s why
he is stiching the flag on his bicycle.
The boys feels guilty by hearing the old man’s explanation
the n the old man told them don’t keep silence, go to your home
and stitches the flag on your houses and tell the whole village
peoples that today is the day of freedom. Then they move to
their told the importance of the day of 15th August.So we should
not neglect the day 15th August 1947, this is the day when our
freedom fighter are getting the freedom from the britishers.
So, we should not left the past memories we should always remember the old memories.

Independence Day I pay homage to our

struggle to liberate India from the colonial yoke and convey my warm greetings
and good wishes to the people of Jammu
and Kashmir.
2. I am deeply saddened by the continuing disturbances in the Valley in the
past several weeks which have led to sev-
eral dozen young men, and even women
and children, getting killed and seriously
injured. Daily incidents of stone-pelting
and recurring attacks by protesting
groups on the uniformed forces and their
establishments have left thousands of
civilians and Security Forces personnel
seriously injured.
3. While there may be varied explanations for the continuing disturbances it
is distressing that pre-occupation with
the past has paralyzed our enormous responsibility to look after, educate and
groom our bright youth and enable them
to compete and succeed in every walk of
life to emerge as future leaders who would
take the State to its rightful place in the
country.
4. For the past several years I have
been repeatedly appealing that we must
not allow any arising problem to adversely affect the educational schedules of our
children. It is indeed most unfortunate
that the recurring calls for shutdowns,
day to day protests and agitations have
led to the complete disruption of the educational system. The closure of schools,
colleges and universities and disruption
of the academic schedules has caused irreparable damage to the career prospects
of bright boys and girls who are pursuing
different educational courses.
5. It is most urgently necessary for
the Government and the leaders of the
civil society to ensure that all educational
institutions reopen immediately. Despite
varied constraints in the recent years,
our boys and girls have been doing extremely well even in the toughest all India
competitive examinations. It is the
bounden duty of the State to ensure that
our students do not face any kind of disadvantage which may adversely affect the
successful pursuit of their goals and aspirations.

and economic activities, particularly af-
fecting the livelihoods of those who earn
their bread on daily basis. The functioning of the administrative apparatus and
the public delivery systems have also
been adversely affected and this situation
is retarding the timely implementation of
growth and development projects.

Our liberal democratic framework allows unfettered opportunity for
the pursuit of widely diverging ideologies. Side by side, our pluralistic foundations encourage and enable the resolution of all manner of differences through
dialogues and discussions instead of
through confrontations and violence.
8. I urge the leaders of all the mainstream political parties in the State to urgently join hands, evolve an agreed approach and commence a purposeful dialogue with all groups which propagate divergent approaches. Side by side, it is of
vital importance that all civil society
groups also join ranks and give a loud and
clear call to all those who are involved in
the continuing agitations, as well as to all
others who support their cause, and
launch all possible initiatives to make the
latter recognize that the vicious cycle of
the ongoing violence has caused enough
death and destruction and must cease
forthwith.
While the restoration of peace

and normalcy should be our first and
most immediate priority, I would yet
again urge the leaders of all the mainstream political parties in the State to ensure that there is no delay in commencing
a purposeful dialogue to vigorously pursue a sustained political initiative in
Jammu and Kashmir, with the support of
New Delhi as has already been assured.
The political leadership faces a momentous challenge of taking every required
initiative to reach out and win the hearts
and minds of our youth. This endeavour
must be very strongly supported by the
entire administrative machinery in the
State.

The political leadership would also need
to take varied initiatives to progressively
strengthen communal harmony among
the people of all the regions of the State,
based on the principles of mutual respect
and accommodation of each others sensitivities, concerns and beliefs.

prosperity, it is imperative that the leaders of all political, social, cultural and religious organizations, and all other stakeholders in Jammu, Kashmir and Ladakh,
urgently join hands and work most closely together to restore and preserve harmony in the State. They shall also need to
work unitedly to see that the State
achieves speedy progress and early secures its rightful place at the vanguard of
the nation.
12. The very significant increase in
the attempts at the cross LoC infiltration
in the past year point to the unceasing attempts of our western neighbour to perpetrate terrorism and create chaos to rupture the established order in the State. It
is, therefore, necessary for our Security
Forces to maintain eternal vigilance on
the borders.
13. I take this opportunity of paying
homage to all the brave officers and men
of the State Police, Central Armed Police
Forces and Army who have sacrificed
their lives to safeguard the territorial integrity of our country.

my greetings to Chief Minister Ms

their lives for the sake of freedom and achieved it after long
struggle and sacrifices. All of us must have reverence for the
father of the nation and other freedom fighters.While hoisting
the flag Er Rishi Kaul Kilam said that we are living under the
shadow and symbol of this flag but our national and state leaders have always ignored the burning problems of the poor people of India. They have become mostly political beings and less
human beings. While showing anguish Er Rishi added that
even after 70 years of independence the leaders have failed especially on economic front. Er Rishi expressed that now the
people want freedom from corruption, regionalism, provincialism, communalism and poverty. People want an end to this
menace.
Er Rishi further stated that he has no hesitation in stating that common people have virtually lost faith
on the leaders because of their callous attitude and non performance as well as their false promises.There are villages
without roads, electricity, pure drinking water, medical facilities even after independence. The leaders and bureaucrats

Liberate PoK
The strong and bold initiative taken by the present government headed by Narinder Modi on the issue of liberation of PoK deserves all praise. The life of people in
Pakistan occupied Kashmir is under threat as they have
no freedom of speech. The puppet governments are installed there by rigging elections. It is part of India and
people on other side are eagerly looking at India for support. In 1994, the Parliament of India unanimously passed
a resolution on PoK. The said resolution was incomplete
and passed for public consumption only. Previous
Governments never pressurised Pakistan to vacate PoK in
the last 22 years since the day resolution was passed in
Parliament. In the last 22 years, India has held Foreign
Secretary, Foreign Minister and Prime Minister level
talks but India has never spoken a single word to its neighbour for the vacation of its illegal occupation over PoK.
Previous governments never expressed any interest in rehabilitation of the 12 lakh PoK Refugees until India vacates the PoK area from the unlawful occupation of
Pakistan. Nobody realised the agony and pain of PoK
Refugees who are living in Jammu after the day of migration from PoK. Hindus and Sikhs of PoK are the first ever
victims of J&K problem as they fell prey to Pakistan’s well
planned conspiracy in which either they were killed or religiously converted. Narendra Modi’s statement on the
time, when eyes of the entire world are placed on Jammu
and Kashmir, in which Modi stated that there should be
talks with the people of PoK, is welcome step but Displaced
Hindus and Sikhs from PoK consider the said statement of
Prime Minister deficient as he stated to hold talks to people who live cross the Line of Control (LoC). Centre government should also hold talks with 12 lakh population
that is putting up in Jammu and are still treated as
refugees. The problem of Jammu and Kashmir is the only
occupation of PoK areas and once they are liberated from
the clutches of Pakistan the area will again become the
part of India. It is high time to give full moral and political
support to the people of PoK as that they realize that their
country that is India has not forgotten them.
Thoughts for I-Day

Today we will be celebrating the
Independence Day. Seven decades ago on
this date the Tricolour was unfurled signalling the birth of a new nation. Hopes
replaced despair and the dream of the
founding fathers to breathe in free India
was realised. But that was just a beginning as there were many such dreams
that were to be fulfilled in the free nation.
Every Independence Day thus is a
time for stock taking to find out how far
we have come. Naturally, we need to look
at the bench marks that were set. The
pledge of Independence as taken by the
people of India on the Purna Swaraj Day
(January 26, 1930) may serve as a useful
guideline. While the entire text of the
Purna Swaraj Day pledge may not be possible to be reproduce, selected portions
have been quoted below:
“We believe that it is inalienable
right of the Indian people, as of any other
people, to have freedom and to enjoy the
fruits of their toil and have the necessities of life, so that they may have full opportunities of growth...India has been ruined economically. The revenue derived
from our people is out of all proportions
to our income. Our average income is
seven pice per day, and of the heavy taxes
we pay 20 per cent are raised from the
land revenue derived from the peasantry
and 3 per cent from the salt tax which
falls most heavily on the poor.
“Culturally the system of education
has torn us from our moorings and our
training has made us bug the very chains
that bind us.” The revolutionary youth of
the Hindustan Socialist Republican
Association stated their avowed goal as
to work for a revolution which would end
exploitation of man by man. There we
have many such objectives that prompted men and women, young and old, to
join the freedom movement. But there is
a need to now evaluate how far those objectives have been achieved and how
much more remains to be done. For a
country of overwhelmingly large young
Turmoil in Valley part of larger Islamist churning

streets today is quite emphatically
Islamiyat. One of Burhan Wani’s last
messages is said to have advocated the establishment of a Caliphate in Kashmir...
If we don’t defeat Islamism in J&K, we
will be looking at the war spilling over
south of the Banihal Pass When MPs and
other political leaders direct their ire at
the Government and charge it of not initiating the political process of reconciliation in Kashmir, there is a general presumption that good ideas must be accommodated. My experience suggests that
the whole business is a combination of
the delusional and the humbug. This was
amply demonstrated by the all-party
meeting hosted by Prime Minister
Narendra Modi on Friday, after
Parliament had concluded its Monsoon
session. The demand for such a gathering
had been mooted by different MPs during
the parliamentary debates for two reasons: To show a measure of national unity and because it is a Pavlovian response
to any sense. When political parties feel
particularly aggrieved, they usually rush
to the well of the Houses of Parliament or
march up Raisina Hill to present a petition to Parliament. Likewise, an all-party
meeting followed by an all-party delegation to Srinagar have become template
responses to any prolonged crisis in
Kashmir. Many political leaders even
manage to look serious when pressing for
such a talk shop. At one level, there is a
genuine desire to express concern over
the happenings in the Kashmir Valley
and to reaffirm that the unity and integrity of India is non-negotiable. However,
when it comes to offering suggestions as
to what is the best course for the
Government, there is a certain paucity of
ideas. What has become sufficiently clear
is that few politicians and parties are
willing to openly acknowledge that the
unrest in Kashmir has climbed new and
more dangerous heights.
It is important to acknowledge the
changes. Had the battlelines been over
the quantum of regional autonomy to be
conferred on the State of Jammu &
Kashmir, the country could have afforded to reiterate PV Narasimha Rao’s assertion that the sky was the limit. We could
well have afforded to engage in another
bout of Constitutional hair-splitting over
the pre-1953 status or the very utility of
Article 370 that confers ‘special status’ on
the State. Alas, things have moved well
beyond regional status and deliberations
over a financial ‘package’ to the troubled
State. It is important to remember that
the present bout of disturbances originated in the demonstrations that began last
month following the death of Hizbul
Mujahedeen commander Burhan Wani
in an encounter with the para-military
forces. Wani, it is important to note, was
not a conventional politician with a mass
following: He was a proud terrorist who
had at least 20 cases pending against him.
He flaunted his gun proudly on Facebook
and in all probability had killed his opponents both Kashmiri and others mercilessly. He was waging war against the
Indian State and was killed in the course
J&K: Focus delayed is opportunity denied

Has any attempt been made by the government in J&K to pursue their goal of a
‘sustained and meaningful dialogue
process with all internal stakeholders irrespective of their ideological views and
predilections’? The beautiful valley of
Kashmir is going through a phase of turbulence that should be a matter of concern to
all political parties and all Indians. For
weeks now a curfew partial or total has
been imposed. Several dozen lives have
been lost, both of Kashmiris and of our police and the armed forces. Anger and alienation has spread like a deadly pall across
the state. There seems to be an impasse of a
kind that obstructs any possibility of light
at the end of the tunnel. Rajya Sabha has
discussed this state of affairs at length and
it is a tribute to our democracy that, in
spite of differences of approach among political parties, the Upper House has unanimously passed a resolution emphasising
the importance of restoring peace and trust
in the Valley. What should be the future
course of action? There is a “hardline”
view that brute force deployed by the state
is the only answer to deal with the anti-na-
tionalism that is often on display in
Kashmir. Hardcore terrorists, who have
the backing of Pakistan, who wave the
Pakistani flag in rallies and lethally attack
our armed forces, need to be dealt with remorselessly and by greater force.
Certainly, militancy and terrorism those
openly espousing the cause of secession
and unwilling to accept the supremacy of
the Republic and its Constitution cannot
be given any quarter. But is the use of state
force in perpetuity the only response we
can think of to provide an enduring solution to the situation in Jammu and
Kashmir? I would think not. statesmanship requires the ability to go beyond brittle simplicities that look at problems in only two categories of undifferentiated black
and white. The crisis in J&K has complex
origins and no simple solutions. Quite
apart from years of neglect and flip-flops in
policies, there is the verifiable, planned
and continuous support to terrorism by
Pakistan. What can be done in these circumstances? I would suggest a four-point
agenda for consideration.
Firstly, we must work to restore normalcy. This means that those who resort to
violence and terrorism must be dealt with
firmly. Our armed forces and the police are
doing a very difficult job in highly adverse
circumstances. Their morale and resolve
must not be weakened. At the same time,
the indiscriminate use of weapons like the
pellet gun must be a reviewed. Dozens of
young Kashmiris have been blinded and
scores have been disfigured. Surely, the
armed forces can acquire less lethal, but
equally effective instruments for crowd
control. Secondly, we need to beef-up our
abilities to prevent terrorist infiltration
from Pakistan. While this is easier said
than done, an effort has to be made and the
requirements of our armed forces towards
this end must be met expeditiously and on a
sustained basis. At the same time, the sponsorship of terrorism should be made the
principal focus of engagement with
Pakistan. If Pakistan remains recalcitrant,
then we should go all out to give this issue
international resonance and enlist support
from the US, which has considerable leverage in Pakistan, to apply the requisite pressure on that country.
Thirdly, the government, both at the
state level and at the Centre, must work out
a political roadmap that includes the vital
elements of engagement and dialogue with
the people of J&K. Prime Minister
Narendra Modi recently reiterated Atal
Behari Vajpayee’s decade-old slogan of “insaniyat, jamhooriyat and kashmiriyat”.
Although much delayed, the reiteration is
welcome, but what is the follow up? When
the BJP-PDP alliance was formed, in
March 2015 they released an 11-page
“Agenda for Alliance” mapping out the future course of action. It explicitly refers to a
“sustained and meaningful dialogue
process with all internal stakeholders
which include political groups irrespective of their ideological views and predilections”, thereby including the Hurriyat.
Has any attempt been made to pursue this
explicitly stated goal? Even if we concede
that there is little to be gained by talking to
people like Syed Ali Shah Geelani, was an
effort made to identify other less inflexible
interlocutors who are and more amenable
to discussion including segments outside
the Hurriyat, opinion makers and youth
representatives? I think that however difficult this process may be, the effort has to be

Assembly poll battleground: It’s Kishor versus Kejriwal

The stage is set for the Assembly
Elections scheduled for next year. Amid the
fight among the BJP, SP, BSP, Akali Dal and
AAP, there will be another unique fight one
between Prashant Kishor and Arvind
Kejriwal. According to political pundits, this
fight will be more interesting because whoever wins will be more valuable on the chessboard of 2019 General Elections. Punjab will
be the first battleground for AAP chief
Kejriwal and Kishor, who is working for the
Congress’s Capt Amarinder Singh. The
Congress has been in the Opposition for 10
consecutive years under the Captain’s leadership; this has never happened earlier. So,
the Captain has to win the upcoming elections at any cost. On the other hand, Kejriwal
is upbeat and already dreaming of victory.
Almost all surveys and predictions claim
that AAP will be a big gainer in the State.
Meanwhile, Kishor is working for the
Congress in Uttar Pradesh as well, but it is
common knowledge that it is a lost game there.
However, the party has high hopes from
Punjab. After these elections, there will be
the real fight between Kejriwal and Kishor in
Gujarat. The State has a special significance
for the political strategist. It was here that he
worked for Narendra Modi for the first time
in 2012. It is said that he has set his heart on
ensuring the BJP’s defeat in the State, even
though AAP will be the Congress’s prime tar-
get. The results of Gujarat will decide the future course of politics.
MISSING DALIT LEADERS
Almost all Dalit leaders of the Congress
have vanished, even though Dalit politics is
on the peak in the country. The party is making do with only PL Punia. When issues of
atrocities on Dalits crept in, it was Punia
who addressed the media and raised questions. The Congress is giving the argument
that since elections are due in UP, the party
is keeping the Dalit face of the State at the
forefront. However, the reality is different:
Dalit politics of the party has gone off the
track. Chief of the Dalit cell and close aide of
Rahul Gandhi, K Raju, is not happy. Since he
has not got a Rajya Sabha seat, he has distanced himself from day-to-day party activities. Rahul had given him the full responsibility for Dalit issues, so other leaders could
not understand how to move forward.
During the UPA tenure, there were two
prominent Dalit faces of the Congress Meira
Kumar and Sushilkumar Shinde. This year,
Shinde was supposed to be sent to the Rajya
Sabha, but finally P Chidambaram was given
a ticket from Maharashtra. Meira’s name
wasn’t even discussed. That is why these two
leaders have confined themselves to a limited role. Hence, the party has put Punia for-
ward. But UP leaders are of the view that he
will not be very effective when pitted against
Mayawati.
REMEMBERING RAO
The greatest hurdle in the way of implementing GST, one tax system for the entire
country, has been removed. The necessary
Constitution Amendment Bill has been
passed in both Houses of Parliament.
Interestingly, during the process of getting
the Bill passed, the father of economic reforms in India, PV Narasimha Rao, was fondly remembered. Though, the Congress has almost forgotten Rao, but this time party leaders remembered him. Last Monday, when
Arun Jaitley introduced the GST Bill in Lok
Sabha, senior leader of the Congress,
Veerappa Moily, started discussions on it. In
his speech, Moily remembered Rao and said
it was he who gave a free hand to Manmohan
Singh to initiate economic reforms in the

honours the dignity of work.” These
words make a lot of sense today as we enter into yet another year of our independence. It is not a time to worry about how
tenable things are in the country today. It
is about doing things to realise the
dreams of our founding fathers.

After lying low for nearly a month over what was widely
perceived to be a step down from the ministry of human resource development, minister for textiles Smriti Irani has
now started taking interest in her new portfolio. She announced her arrival with a politically-correct social media
campaign for the promotion of handloom fabrics. Ms Irani
got herself photographed in a handwoven sari, posted it on
Twitter, tagged five people and tweeted “I support Indian
weavers, here’s my IwearHandloomlook”. But the minister
had better watch out. While she has discovered the beauty of
Indian handlooms, Ms Irani faces stiff competition from her
party colleague and bête noire, Lok Sabha MP Meenakshi
Lekhi, who has been passionately involved in the promotion
of khadi for some time now. Ms Lekhi has even drafted designer Ritu Beri to design a line of outfits for Khadi emporiums in a bid to popularise the handspun fabric and has been
instrumental in the setting up of a Khadi emporium outlet in
the Parliament Annexe building. Though she does not have
the advantage of heading a ministry, she is doing her bit by
helping out Kalraj Mishra, minister for medium and small
enterprises, as the Khadi and Village Industries
Commission is under his charge. This is just as well as it is
difficult to imagine Ms Irani and Ms Lekhi working together
given the cold vibes they share. Finance minister Arun
Jaitley calls them the “Khan market” group of young MPs
and has named NCP’s Supriya Sule, as its chairperson. The
reason: Ms Sule and a host of young MPs, cutting across party lines, including Sushmita Dev of the Congress, Nishikant
Dubey of the BJP and Samajwadi Party’s Neeraj Shekhar are
one happy gang which is constantly out lunching when
Parliament is in session. And Khan market is one of their
favourite destinations, although they also patronise the canteens in state bhavans, especially Andhra Bhavan. And
when they are not eating out, they often meet for lunch at Ms
Sule’s residence. Sometimes, they are spoilt for choices recently, they had to scurry from Ms Sule’s place to Shiromani
Akali Dal MP Naresh Gujaral’s residence as both hosted a
lunch on the same day. When Mr Jaitley mentioned these
luncheons to Ms Sule, she was quick to point out that despite
their outings, the young MPs attended Parliament regularly
and participated enthusiastically in the proceedings.
When the Supreme Court recently ordered for the Lodha
committee recommendations on the functioning of BCCI be
implemented, politicians involved in cricket administration
were most unhappy as they would lose their positions in the
all-powerful and cash-rich sports body. Yet, nobody was willing to confront the Supreme Court or Justice Lodha although
BCCI office-bearers constantly complain about them in private. They never fail to point out that Justice Lodha and his
team are working out of an expensive suite in a five-star hotel, all at the BCCI’s expense. Unwilling to antagonise the judiciary, the BCCI decided to outsource its fight to former
Supreme Court judge, Justice Markandey Katju, who was
hired, ostensibly, to oversee the implementation of the
Lodha panel’s report. But in reality, the outspoken Justice
Katju was handpicked by the BCCI because he has no qualms
about taking on the apex court. It also helps that Rajeev
Shukla, Congress’ MP from Rajya Sabha and IPL chief,
knows Justice Katju. It was an open secret that it was Mr
Shukla who had suggested Justice Katju to head the Press
Council when the UPA-2 was in power. So far, Justice Katju
has not disappointed the BCCI as he lost no time in denouncing the Lodha committee recommendations as “unconstitutional and illegal”. Having delegated its problems to Justice
Katju, the BCCI is now sitting back and watching as the two
ex-judges are busy battling it out in full public view.
Recently, when Congress president Sonia Gandhi cut short
her road show in Varanasi owing to ill-health, it was
arranged for her to be driven either to Gangaram Hospital or

270 airline crew violated safety norms this year

As many as 270 airline
crew members, mostly pilots,
were found violating safety
norms this year by regulator
DGCA which suspended over
150 of them, raising serious
concerns about aviation safety.The number paints an
alarming picture as there was a
total of 275 "enforcement actions" by DGCA last year, compared 270 such actions being
initiated in less than eight
months this year."Instances of
safety violations are increasing. To curb such incidents, the
regulator has stepped up surveillance activities," a senior

Directorate General of Civil
Aviation (DGCA) had earlier
this week suspended flying licenses of two pilots of Air India
and Jet Airways for four years
as they were found to be drunk
soon after operating international flights. It had also directed the airlines to register FIRs
against them.Violation of safety requirements such as being
drunk while operating a flight
can also attract imprisonment.One cabin crew member
each from the two carriers
have also been suspended for
the same violation for one
year.As per latest data available with DGCA, there were
safety violations involving
around 270 airline crew members this year till August 12 and
the number stood at 169 at the
end of June.Most of them were
pilots, flight commanders and

note of the lapse, a significant

Telangana. KCR left no stone unturned to give a warm welcome to the Prime Minister. Praising Modi, Rao said it was his
leadership that has kept the Central Government corruptionfree. This must be noted that these days, things are not hunkydory between the BJP and its partner in Andhra Pradesh, the
TDP. N Chandrababu Naidu is demanding special status for
Andhra Pradesh and his party has also started a campaign for
this. That is why the BJP needs a strong ally in this part of
South India. KCR targeted Naidu in the presence of Modi, and
said he doesn’t need packages worth crores, but only the PM’s
love for the new State. It is being said that KCR’s gesture has
won Modi’s heart and he is very happy with him.

A close aide of Rahul says that at least half a dozen leaders
from UP will get big responsibilities in the team. Except the
Congress President and Vice-President, no one has been given big responsibility in UP. In Sonia’s team, there is not even a
single General Secretary from the State. This time, there will
be at least one General Secretary in Rahul’s team, probably
Jitin Prasada. Meanwhile, Pramod Tiwari is also in the race
and fighting with all his might. There is not one leader from
UP in any of the important committees of the Congress.
Though Mohsina Kidwai is a part of the election committee,
but that is only for formality. Sources claim that this time, the
number of leaders from UP will increase in some of the party

taken to expedite development in J&K. The unprecedented
floods last year have taken a heavy toll, both on infrastructure and livelihoods. It is estimated that two-thirds of all
Kashmiris are around the age of 30, of which roughly half
are unemployed. On November 7, 2015, the PM had announced a “Diwali” gift of `80,000 crores for the state. While
roughly half of it was meant for roads and highway projects,
a significant amount was also allocated to flood relief, power, health, agriculture, food processing and tourism. How
much of this money has been spent? If this outlay is to be
spent over five years, can we think of fast-tracking key sec-
tors, especially those which rev up job creation and incomes? The co-option processes of the Indian sstate have a
great seduction. It is instructive to remember that since 1947
not a single secessionist movement has succeeded in India.
Equally important is the fact that we have shown the maturity to negotiate with even those who have questioned the
primacy of the Indian state — witness our interactions with
rebel groups in Nagaland, Assam and even Punjab. A tough
stand against Maoists has not inhibited us from reaching
out to those among them who wish to return to the mainstream. It is time we focused in a concentrated manner on
J&K and try to apply the healing touch to win back the
hearts and minds of the people of J&K. The BJP-PDP government should try and overcome its internal contradictions
and work to achieve this goal.

fresh attack on Islamic State militants in
northern Iraq in the early hours of

he had been replaced as the leader of the jihadist group. "They should know that
their children are still in our hands," said
a man whose face was covered by a turban
in the video posted on YouTube. "There is
a number of the girls, about 40 of them,
that have been married by the decision of
Allah," said the man in the 11-minute
video, which shows girls with veils sitting
on the ground and standing in the background. "Some of them have died as a result of aerial bombardment." The mass
kidnapping of 276 Chibok schoolgirls in
April 2014 provoked global outrage and

Black money holders
who have disclosed their illgotten assets during July under the ongoing compliance
window will receive acknowledgement from the tax department by August 30. Since
the government has extended
the deadline for payment of
tax and penalty under the
Income Disclosure Scheme
(IDS), necessary amendments have to be carried out
in Form-2, which is the acknowledgement issued by the
CBDT to people disclosing
their wealth. The IDS Rules
prescribe that the acknowledgement in Form-2 is to be
issued by the Principal

cent of the income declared.
In order to meet the demand
of traders, the government
last month had extended the

tax and penalty amount in
three installments by
September 30, 2017.
The first installment of 25
per cent under the IDS 2016
will have to be paid by
November 2016 to be followed
by another one of 25 per cent
by March 31, 2017.
The remaining 50 per

September 30, 2017. Earlier

while granting him conditional bail in two sedition
cases. In a complaint filed
with a local police station in
Udaipur, Hardik accused
senior police officers, including the IG and the SP, of
wrongfully confining him
to his accommodation by
misinterpreting the high
court order. Hardik forwarded the complaint to
Pratap Nagar police station
by post and it was received a
couple of days ago.

Minister Narendra Modi for
evolving a solution to the prevailing crisis in the state under the policy of
“Kashmiriyat, Insaniyat and
Jamhooriyat” Harsh Dev
Singh Chairman JKNPP and
Former Minister said that the
aforesaid slogan needed modification so as to include
‘Dogriyat’ within its ambit.
He said that there had
been enough of experimentation with the AB Vajpayee’s
slogan of “Kashmiriyat,
Insaniyat and
Jamhooriyhat” which had
failed to cut the ice and to
achieve the desired results
with large scale death and destruction witnessed in the
state during the last couple of
years. He said that the
votaries of the said policy
must bear in mind that the
slogans of Kashmiriyat and
Insaniyat had failed to prevent the large scale persecution, migration and exodus of
miniscule minorities in
Kashmir in the past. He said
that though the concept of
‘Kashmiriyat’ as promulgated by Nund Rishi and
Badshah was laudable but the
same had undergone tremendous metamorphosis under
the influence of Pak and its
paid mercenaries thus bringing in it the element of intolerance. He said that the rich
culture of ‘Kashmiriyat’
nourished by the Sufi saints
and rishies had largely been
vitiated and polluted by certain vested interests who
preached non violence and
intolerance as against pluralism, brotherhood and co-existence advocated and promoted under original
‘Kashmiriyat’. Lambasting
the central leadership particularly the BJP for pushing
‘Dogriyat’ into oblivion,
Singh said that it was the
Dogra rule which provided
the most glaring example of
co-existence, tolerance and
pluralism.
He said that from 1846 to
1947 the state witnessed an
era of pluralism and communal harmony with hardly any
instance of communal polarization. He said that the rich
dogra culture has displayed
infinite tolerance since times
immemorial and still continues to be reconciling and accommodative. He said that
during the past several years
of insurgency and turmoil in
the Valley, it was the dogra
land that received the migrants and other victims of
militancy with open arms
and gave them not only space
in Jammu but the much needed love, affection and solace
irrespective of their caste,
colour, creed or religion.
He said that the Dogra
land with its age old tradition
of tolerance and peaceful co-
existence is the only land in
the world where lion and
lamb flourished and survived
together. He observed that
‘Dogriyat’ was all inclusive
and covered Hindus,
Muslims, Sikhs, Gujjars,
Bakarwals, Budhists, Jainis
besides al others communities inhabiting Jammu region. Lampooning the BJP for
harping ‘Kashmiriyat’ to the
utter neglect of ‘Dogriyat’ despite having won 25 seats
from Dogra land, Harsh Dev
Singh said that the saffron
leaders had done the greatest
dis-service to Jammu region
by relegating ‘Dogriyat’ to the
back ground. Strongly emphasizing the adoption of the
Dogra philosophy in addressing the present crisis, Harsh
Dev Singh remarked that
‘Dogriyat’ with its all encompassing, all embracing and
exceptionally tolerant principles could alone be the

Noor Masjid and pelted stones on security force deployments. "At Azad Gunj in Baramulla, miscreants assembled

Similar incidents were reported from Bomai in Sopore and
Nesu, Gulshanabad and Mantrigam in Bandipora, he said.
The law and order situation remained peaceful in other

and noted it was a long-pending demand of the people to

Lt Col Niranjan E K, head of NSG's bomb disposal unit who
was killed while sanitising a terrorist's body during the
Pathankot air base terror attack in January, has been honoured
with the Shaurya Chakra, the third highest peacetime gallantry
medal of the country, on the eve of the 70th Independence Day.
Niranjan, an officer of the Army's Corps of Engineer, was part of
the special NSG commandos unit that was rushed to the IAF base
in Punjab after four terrorists entered the high-security military
facility on the intervening night of January 1-2. NSG had said it
lost the experienced and brilliant counter-IED officer to a deadly
booby trap as the terrorists had used an "innovative technique"
whose antidote was not included in the Standard Operating
Procedure of the 'black cat' commandos force. Niranjan's lungs got
punctured due to the impact of the blast of a grenade that was kept
in the pocket of a slain terrorist and the officer died before being
taken to hospital. NSG Director General R C Tayal, had maintained that Niranjan, an experienced and highly trained
Commanding Officer of the Bomb Disposal and Detection Unit,
had followed all laid down SOPs while sanitising the bodies of the
four terrorists, killed in the attack on IAF base on January 3.
Niranjan was probably the only officer who had a wide-range of
experience in conducting back-to-back anti-sabotage and sanitisation checks on live bombs, including defusing IEDs found in
Patna and Bodh Gaya in Bihar, Bangalore and Burdwan in West
Bengal. The DG had said a grenade that took the FBI-trained officer's life was concealed very "cleverly" by the terrorists. The brave
officer had sanitised two bodies and was working on the third
when the fatal blast claimed his life. The Pathankot attack
claimed the lives of seven security personnel while four terrorists
were killed by NSG and other security personnel. While the NSG
has maintained six terrorists were involved in the attack, including two in the airmen billet which they brought down using heavy
explosives, according to the NIA, it so far has proof of presence of
only four militants whose bodies were later recovered.

when they are at home and save
on mobile phone bills, a BSNL

Independence Day: 948 police,
paramilitary personnel awarded medals
New Delhi, Aug 14:
A total of 948 central and state forces police personnel
were on Sunday awarded gallantry and other service
medals on the eve of Independence Day. The top honour of
Presidents Police Medal for Gallantry (PPMG) has been
given to three Indo-Tibetan Border Police (ITBP) personnel for thwarting terrorist attacks at Indian Consulates at
Mazar-e-Sharif and Jalalabad in Afghanistan early this
year. One PPMG has also been given to CRPF Inspector
Gulam Nabi Bhat and an official of the Intelligence Bureau
and three policemen from Telangana for undertaking daring operations. The Central Reserve Police Force has yet
again been decorated with the maximum of these bravery
medals at 43, majorly for their operations in the Left Wing
Extremism affected states. The country's largest paramilitary force has got the most bravery awards among all police forces in the country for the last over seven years now.
The list of braves also include three Home Guard
jawans who laid down their lives in the line of duty during
terrorist attack in Punjab's Dinanagar police station last
year on July 27. Also, four fire service personnel from
Maharashtra who died while combating a massive inferno
in Mumbai last year have been decorated with the
Presidents gallantry medals. "President's Police Medal for
Gallantry has been awarded to seven personnel, Police
Medal for Gallantry to 170 personnel, President's Police
Medal for Distinguished Service to 88 personnel and Police
Medal for Meritorious Service to 683 personnel. "Nineteen
personnel on the occasion of Independence Day, 2016 have
also been awarded including President's correctional service medal for distinguished service to two personnel and
correctional service medal for meritorious service to seventeen personnel," a Home Ministry statement said.
Police personnel who have been awarded the PMG include 24 from Telangana, 16 from Odisha, ten from
Maharastra, eight from Jharkhand, nine each from Uttar
Pradesh and Chhattisgarh, among others.

5 Indians dead after
two trawlers sink off
Bay of Bengal coast
Dhaka, Aug 14:
Authorities have found
five bodies and rescued two
people alive from the Bay of
Bengal on Sunday after two
Indian trawlers sank the previous day with at least 17 people on board. They are all
Indian citizens. Bangladesh
Coast Guard's Mongla Zone
chief Captain Mehedi Masud
said that the five bodies were
found early morning on the
sea, around 30 km away from
the Hiron Point of the
Sundarbans.
Two
Bangladesh Navy ships and a
patrol aircraft were deployed
late on Saturday after a distress signal was sent from a
ship travelling with one of
the sunken fishing boats,
called Maha Gouri, a Navy official told AFP speaking on
condition of anonymity.
"The fishing trawler sank in
the Bay of Bengal just 70 kilometres north of Hiron Point
in the Sundarbans," the official said. He said waters were
choppy this afternoon when
the distress call was sent.
Another official confirmed
the number of missing after
the boast sank in the Bay of
Bengal, the world's largest
bay. "Seventeen fishermen
were missing after the
trawler sank today," Tapushi
Rabeya, a Defence Ministry
spokesman, told AFP.
