1 INTRODUCTION
This report summarizes the findings of M.K. Ince and Associates Ltd’s (MKI) assessment of the potential
impacts of ZEP Wind Farm Ganaraska on Radio Communication, Radar and Seismoacoustic Systems.
The assessment methods follow the protocol laid out in the document Technical Information and
Coordination Process Between Wind Turbines and Radiocommunication and Radar Systems
(RABC/CanWEA, 2012) produced jointly by the Radio Advisory Board of Canada and the Canadian
Wind Energy Association.
The RABC/CanWEA document outlines the procedure for determining consultation zones with respect to
Radio Communication, Radar and Seismoacoustic Systems based on the characteristics of each system. In
the event of an overlap between the project area and the consultation zone of a communication system,
consultation with the system operator is recommended.
1.1
Project Description
ZEP Wind Farm Ganaraska is a proposed wind energy production facility with a total installed nameplate
capacity of 20 MW. Figure 1-1 depicts an overview of the proposed project’s location. The project is
owned by ZEP Wind Farm Ganaraska LP. Twelve turbine sites are being proposed, however only ten
turbines will be built. As presently envisioned, the turbines will be REpower MM92 wind turbines of 2
MW each. The turbines will be mounted on 100 m towers and have a rotor diameter of 92.5 m. Figure
1-2 depicts all radio communication infrastructure within the project area.

SYSTEMS IN THE STUDY AREA
2.1
Radio Communication Systems
The Spectrum group of Industry Canada manages the use of the electromagnetic spectrum in Canada. On
February 3, 2012, their database was searched for all stations within 60 km of the project site. The
analysis of the search results is discussed in Section 3. Radio communication infrastructure identified in
the Industry Canada database around the project area is depicted in Figure 1-2 and detailed in Appendix
A.
2.2
Environment Canada Weather Radar
The nearest Environment Canada weather radar station is King City CWKR. This station is approximately
75 km west of the ZEP Wind Farm Ganaraska, which is outside the recommended 50 kilometre
consultation zone. Environment Canada was contacted and supplied with a turbine layout for review and
has indicated that it has no objections to the turbine layout. See Appendix B for relevant communication.
2.3
Seismoacoustic Systems
The Natural Resources Canada seismoacoustic station closest to the site is the SADO station, near
Sadowa, ON. This station is over 90 km from the ZEP Wind Farm Ganaraska. The proposed wind farm is
outside the recommended 50 km consultation zone for this station.
2.4
Air Traffic Control Radar and Airfields
The consultation zone around a military or civilian airfield is a minimum of 10 km as outlined in the
RABC/CanWEA Guidelines and could extend up to 80 km depending on the type of Air Traffic Control
(ATC) radar present. The nearest airport for which records were found in MKI’s desktop analysis is the
Peterborough Municipal Airport (YPQ), approximately 30 km northeast of the project location. NAV
Canada was contacted most recently on October 10, 2012 and supplied with the updated layout. As of
November 14, 2012, the time of this assessment, no final response has been received from NAV Canada.
2.5
Additional Consultation
RABC and CanWEA mandate correspondence with certain agencies to coordinate the assessment of
possible wind turbine effects on telecommunication and radar systems. These agencies include:

3 CONSULTATION ZONES FOR RADIOCOMMUNICATION SYSTEMS
3.1
Point-to-Point Systems
The RABC/CanWEA document prescribes the consultation zone for a point to point link above 890 MHz
as being 1 kilometre radius around the transmission and reception sites, and a cylinder around the signal
path with a diameter defined as:

The data from the Spectrum Direct Database search were used to determine how closely each signal
passes by the project area. All link stations transmitting and receiving within 60 km of the project area
centre were mapped. Consultation zones were calculated for any signal paths passing near or through the
project area.
The proposed turbine locations are within the consultation zones of two point to point systems. Rogers
Communication Partnership and Bell Mobility, which operate these systems, have been contacted and
supplied with the turbine layout to discuss potential impacts. However, at the time of this assessment,
November 14, 2012, a response is still pending from both. Further information regarding the point to
point systems and license holder are summarized in Table 4-2 and Appendix A.
3.2
Broadcast Transmitters
As recommended by the RABC/CanWEA document, the TV or radio broadcast transmitters has
consultation zone of 2 km for FM and TV stations, and 15 km for a directional antenna system and 5 km
for an omnidirectional antenna system. No broadcast transmitters are within consultation zones of the
proposed project turbines.
3.3
Over-the-Air Reception
For broadcast receivers, which MKI assumes to be any residence, the consultation zone is defined as:
1) 15 km for Analog TV receivers
2) 10 km for Digital TV receivers

There are several nearby communities within these consultation zones. Should reception problems arise
after construction of the wind farm, mitigation measures will be discussed with the affected residents.
3.4
Cellular, Land Mobile, and Point to Point Systems below 890 MHz
The RABC/CanWEA document prescribes a 1 km radius consultation zone for cellular networks, land
mobile networks, and point to point systems below 890 MHz. Three cellular networks are within the
consultation zone of T1, T7, T8, T9, T10 and T11. Rogers Communication Partnership, Bell Mobility and
Telus Communications Company were all contacted and supplied with the turbine layout to determine
potential impacts.
Telus Communications Company has indicated that no impacts to their communications network are
anticipated. At the time of this assessment, November 14, 2012, MKI has not yet received a response
from Rogers Communication Partnership and Bell Mobility.
The Municipality of Clarington has indicated that one municipally owned land mobile radio tower exists
in Orono Works Yard, approximately 1.2 km from the nearest project turbine. Discussions with the
municipality have indicated that no impacts to municipal communications are anticipated from the
proposed project. See Appendix B for relevant communication.
Durham Regional Police have indicated that new communications infrastructure (referred to as NextGen)
would not be impacted by the proposed project. See Appendix B for relevant communication.
3.5
Satellite Ground Stations
Wind turbines may also interfere with a satellite link if located between the satellite and a ground station
receiver. The RABC/CanWEA guidelines recommend a 500 m radius consultation zone around satellite
ground stations. Beyond 500 m, the consultation zone is a cone extending up to 10 km along the
transmission path, with a width

There are no satellite ground stations within 10 km of any of the proposed turbines. No interference issues
are anticipated.
There could, however, be satellite TV receivers at some of the residences within 10 km of the project site.
If reception issues arise after construction of the proposed turbines, mitigation measures will be discussed
with affected residents on a case-by-case basis.

Communications Impact Assessment
VHF Omni-directional Range (VOR)
VHF OmniRange (VOR) is a type of short-range air navigation beacon. The RABC/CanWEA document
prescribes a consultation zone of 15 km around these facilities. No VOR beacons exist within 15 km of
the ZEP Wind Farm Ganaraska.

4.1
Mandatory Consultations
The Department of National Defence (DND), Royal Canadian Mounted Police (RCMP), Canadian Coast
Guard and various public safety agencies were contacted and supplied with a turbine layout. The results
of these consultations are summarized in Table 4-1 below.

5 CONCLUSIONS & RECOMMENDATIONS
Industry Canada’s Spectrum database was searched for radiocommunication systems near the project
location. Bell Mobility, Rogers Communications Partnership and Telus Communications Company all
have infrastructure within the consultation zones recommended by RABC and CanWEA. These parties
have been contacted and informed of the proposed turbine locations to determine whether any concerns
exist with respect to ZEP Wind Farm Ganaraska. While Telus indicated that no impacts are anticipated,
responses are still pending from Rogers and Bell Mobility.
Various public agencies, were also consulted as mandated by the RABC and CanWEA. No negative
impacts are expected by these agencies. Appendix B includes a summary of the parties contacted for
consultation, with their contact information and any responses received with regards to the ZEP Wind
Farm Ganaraska.
The results of this assessment indicate that the impacts of the ZEP Wind Farm Ganaraska on radio
communication, radar and seismoacoustic system are anticipated to be limited.
5.1
Recommendations
Based on the results of this study, the following recommendations are made:
•
Monitor complaints of degraded signal quality related to direct-to-home satellite receivers, overthe-air TV receivers and AM/FM radio receivers post-construction. Issues that arise should be
mitigated through movement of the affected receiver or by other means agreed upon by the
proponent and the affected party.
•
Continue consultation with Bell Mobility and Rogers Communications Partnership to ensure the
project does not negatively impact their services.
6 QUALIFICATIONS AND LIMITATIONS

Dear Milan Vujosevic,
M. K. Ince and Associates Ltd is consulting for the developer of the Ganaraska Wind Park near Kirby,
Ontario. We are performing a telecommunications consultation as outlined by guidelines issued by RABC
and CanWEA and have identified a potential impact with Rogers Communications Partnership for some
antennas near the proposed project area.
The proposed layout of the Ganaraska Wind Park has changed since we last consulted with you regarding
your nearby towers. Please find attached the most recent coordinates of each turbine for reference. There
are eleven proposed turbine locations however only ten turbines will be built.
Please advise if you foresee any potential impacts to your telecommunications network as a result of the
revised layout. These turbines are within the consultation zone of Call Sign VEL467 and Link Call Sign
VEA922, and Site 770468.
Please advise if you expect any impacts to signals transmitted by these towers or any other nearby towers.

Ontario. We are performing a telecommunications consultation as outlined by guidelines issued by RABC
and CanWEA and have identified a potential impact with Telus Communications for some antennas near
the proposed project area. The system which the proposed wind turbine may impact is Call Sign CFT598.
The proposed layout of the Ganaraska Wind Park has 11 turbine sites however, only ten will be built.
Please find attached the most recent coordinates of each turbine for reference.

Consultation zone calculation
Point-to-Point Radiocommunication Links
These are defined as any point-to-point radio communication transmissions
where it is primarily intended that the signal at the receive end will be retransmitted in some forms or types of modulation.
It includes such links as STLs (Studio to Transmitter Links), TTLs (Transmitter to
Transmitter Links) and NTLs (Network to Transmitter Links).
The consultation zones related to these systems are based on the path’s Fresnel
zone clearance and can be determined from the following two conditions:
a) A 1.0 km radius around the transmit and receive antennas, plus
b) A cylinder between the transmitter and receiver outside of the one kilometre
radius from either end defined by:
Path Clearance = Pc (m) = 52*[D (km) / F (GHz)] ½ + 2*B (m)
D = Path length between transmitter and receiver in kilometre
F = Frequency Band in GHz
B = Blade length
Consultation zone calculation
Transmitter Clearance = Tc (km) = 1 + Pc(m)/1000
Consultation zone calculation
For this analysis:
D = 16.4 km, F= 8 GHz , B = 92.5 m
Pc (m) = 52*[16.4 / 8] ½ + 2*92.5 (m) = 74.453 + 185 = 259.45 m
Tc (m) = 1 + Pc (m) /1000 = 1 + 0.259 = 1.259 Km
Conclusion
The proposed Ganaraska wind turbine project is far
from our path and MW transmitters sites.
TELUS does not anticipate any interference case from
Ganaraska wind turbine project to our MW system but
M.K.INCE should advise TELUS for any change of this
locations specifically on turbine number 7 which is too
close to our transmitter.

We have completed the detailed analysis of your proposed site, Ganaraska (revision 1), located near Ganaraska,
Ont (WTA-2037). The results of our detailed analysis have shown that there is likely to be no interference with DND
radar and flight operations.
Therefore, as a result of these findings we have no objections with your project as submitted (attached).
If however, the layout were to change/move, please re-submit that proposal for another assessment using the
assigned WTA number listed above. The concurrence for this site is valid for 24 months from date of this email. If
the project should be cancelled or delayed during this timeframe please advise this office accordingly.
It should be noted that our office looks at each submission on a case by case basis and as such, concurrence on
this submission in no way constitutes a concurrence for similar projects in the same area, nor does it indicate that
similar concurrence might be offered in another region.
Finally, the concurrence offered in this email extends only to the subject projects and current proponent. Should the

2012 to consider one additional turbine location. The new turbine coordinates have been attached to this message. Please note that we are
currently in the process of finalizing our layout and do not, at this time, anticipate any further revisions to turbine locations.
Please confirm that no impacts to DND radio communications are anticipated from the proposed wind farm or advise of any potential
issues of concern.

On behalf of ZEP Wind Farm Ganaraska LP, the project proponent, M.K. Ince and Associates
submits this request for consultation for impact of wind turbines on the radiocommunication
and radar systems for the ZEP Wind Farm Ganaraska, a proposed Class 4 Wind Farm
currently being assessed under Ontario Regulation 359/09. We are completing
Communications Impact Assessments and contacting the appropriate agencies as
recommended in the guidelines set out by the RABC and CanWEA. The ZEP Wind Farm
Ganaraska is located in the Municipality of Clarington. The proposed wind turbine coordinates
and heights have been identified. I have attached these coordinates and heights to this email.
Could you please let me know if the Canadian Coast Guard has any concerns with respect to Vessel
Traffic System Radars and the proposed wind turbines?

I can see two additional wind turbines, not just one (12 instead of 10). And the coordinates of the other wind
turbines have also slightly changed.
However I confirm that, despite the changes, the assessment made by Lee Goldberg is still valid: No
interference issues are expected with this project (ZEP Wind Farm Ganaraska).

Our preliminary assessment of the information provided to us via e-mail on March 16, 2012 indicates that any
potential interference that may be created by the Ganaraska ZEP Wind Farm near Clarington, ON will not be
severe. Although we would prefer our radar view to be interference free, this is not always reasonable. As a
consequence, we do not have strong objections to the current proposal.
If your plans are modified in any manner (e.g. number of turbines, height, placement or materials) this analysis would
no longer be valid. An updated analysis must be conducted.

Please be advised that since our last correspondence, the turbine layout proposed for the Ganaraska Wind Farm has been revised to consider one additional turbine
location. A table and map illustrating the revised turbine locations have been attached to this message. We are currently in the process of finalizing our layout
and do not, at this time, anticipate further revisions to turbine locations.
Please note that we will be submitting the Land Use Application at a later date. Presently, we ask that you please let us know whether NAV CANADA has any
concerns with respect to civilian radar/air navigation equipment and the proposed turbines. Should you have any questions or require further information, please do
not hesitate to contact me.

M. K. Ince and Associates Ltd. is consulting for the developer of the ZEP Wind Farm Ganaraska Project, a proposed Class 4 Wind Farm
curently being assessed under Ontario Regulation 359/09. We are completing Communications Impact Assessments and contacting the
appropriate agencies as recommended in the guidelines set out by the RABS and CanWEA. The ZEP Wind Farm Ganaraska is located
in the Municipality of Clarington, near the community of Orono. The proposed wind turbine coordinates and heights have been identified
and can be found in the attached spreadsheet.

I have been working with Carolyn and Andrea (with whom you've been in touch) and the ZEP Wind Farm
Ganaraska project proponent on telecommunications issues, and I wanted to follow up with you directly.
We have had additional discussions with DRPS and they have found no conflicts between the proposed NextGen
system and the proposed turbine sites. Given that the nearest turbine is proposed for nearly 1 km from the tower
in question, and that no further impacts have been identified by DRPS, we would appreciate receiving
confirmation from the municipality that there are no further concerns with respect to potential communications
interference.

used for the NextGen project by DRPS I cannot confirm but they should be able to.
The other two cell towers and private providers and the best way to figure out who is using them is
Industry Canada wh0 are responsible for telecommunications towers.

interference is anticipated to communications infrastructure. With respect to receivers (for instance municipal
vehicles, police cruisers, etc.) there exists the potential for multipath interference when receivers are in the
immediate vicinity of turbines. The interference would be similar to reduction in signal quality one would experience in
urban areas, due to reflections of signals from buildings. Depending on the signal modulation (analog vs digital, etc.),
the interference could possibly manifest itself as a slight audio distortion when near turbines, in a manner similar to
reduced FM radio quality when amidst buildings. Digital modulation may not manifest any interference at all.

I am following up from our phone conversaƟon last week to inquire if you can send me an email that was
agreed to, or other document that states that the Ganaraska Wind farm will not cause RF interference with
the Region’s NextGen radio system that is in the 700 MHz range and will be operaƟng on the towers in the
vicinity of the wind farm.
While we have determined that the locaƟons do not conflict with the microwave links, this further assurance
about the RF interference (or lack thereof) is required in order for any concerns about the wind farm project
to be addressed and finalized from the NextGen perspecƟve. UnƟl that occurs, I would hesitate on behalf of
the NextGen team to state that we have no opposiƟon or concerns.

To finalize Rob's response, the Telecom study has been underway for some time now and is almost complete,
pending further information from yourselves regarding the potential new tower. I believe we have already
submitted turbine coordinates, but we will resubmit them and make sure you are copied on that correspondence.
I'm assuming the permit you refer to in your final question is the Renewable Energy Approval; we plan to release
documents for public review within the next month or two, but more importantly, plan on formally fixing the turbine
locations within the next week, after which point turbine movements to accommodate telecom issues become
much more difficult. Anything you can do on your end to expedite that information would be greatly appreciated.

To review some of the issues we discussed this morning I would like to summarize them as follows…please feel
free to provide comments / corrections as required…
The Region is working on the NextGen Radio System for public safety radio communications in and around the
region of Durham. This system will supply 100% of the emergency and general radio traffic and (LTE – Future)
for the Durham Regional Police and the Region’s Fire Services as well as many of the local municipalities (works,
transit etc).
The system is designed to provide a very high degree of radio coverage across the region and will require clear
communication paths. It is NextGen and the Region’s position that any construction in the region that may
impede, or affect this clear and reliable communication be reviewed with the Region (reference – Letter
addressed to Mayor Adrian Foster, Clarington – dated 27 July 2012). I have cc’ed Dwayne Campbell from the
Region’s planning Dept.
I have also sent off a request from our engineers at Harris Communications for the specs for our towers, GPS
locations and the microwave links. With the current low resolution maps I have, it appears we are on the tower
about 500-600 M East, North East of your easternmost turbine, but we will let the GPS decide that exactly. I
can advise that all of our frequencies are currently scheduled to be in the 700 MHz range.

I would ask that you also provide to us the GPS coordinates and specs for your proposed Turbines and indicate
which is the “spare”. Could you also send that on a map??

The tower height is 98.5 M to the centre of the Hub and the rotor is 92 M across. Thus the max height
(reach) of the rotor is 144.5 M and the max width is 92 M for each tower.

this issue, it is not too late to for your tower locations to be adjusted. This becomes much more complex once a
permit is issued to build the sites. Can you advise when you estimate submitting your tower plan for permit
review?
IT IS CORRECT THAT WE CAN STILL MAKE SLIGHT LAYOUT ADJUSTMENTS IF REQUIRED TO AVOID
INTERFERENCE WITH MICROWAVE LINKS. ANDREA WILL PROVIDE THE INFORMATION ON TIMING OF
THE STUDY, BUT IT IS A HIGH PRIORITY FOR US AS WE WOULD LIKE TO FIX OUR TURBINE LOCATIONS
ASAP.

M. K. Ince and Associates Ltd. is consulting for the developer of the ZEP Wind Farm Ganaraska Project, a proposed Class 4 Wind Farm
currently being assessed under Ontario Regulation 359/09. We are completing Communications Impact Assessments and contacting the
appropriate agencies as recommended in the guidelines set out by the RABS and CanWEA. The ZEP Wind Farm Ganaraska is located
in the Municipality of Clarington, near the community of Orono. The proposed wind turbine coordinates and heights have been identified
and can be found in the attached spreadsheet.
