Port Windsor is the third largest Canadian Great Lakes port in terms of shipments. The Port Tour will be focused on the main operations in the West End of Windsor. Site tours will travel through a wide array of cargo that is shipped to and from the Port Of Windsor. Besides seeing the industrial sites we will visit installation for wildlife habitat that have been blended with heavy industrial. The drive will take us along the international border and describe the partnerships that have been created in the Port with the United States. In 2002, Allen joined then Bridgestone Firestone Inc. as export sales manager for Firestone Agricultural Tire. In 2008, Allen was promoted to vice president, and in 2009, he was promoted to President. Allen began his career in 1978 with Mid America Group. He also worked with Armstrong, Pirelli Armstrong and Titan Wheel International, which purchased Pirelli Armstrong’s agricultural unit. Allen received his bachelor’s degree in industrial engineering from Iowa State University and his master’s degree from Drake University in Iowa. Peter Anastor is the Director of the State of Michigan’s Agriculture Development Division. Prior to his current role, he was the Managing Director, Logistics, Supply Chain and Manufacturing for the Michigan Economic Development Corporation (MEDC). In this position, he implemented Michigan’s Logistics and Supply Chain Strategic Plan and developed program and policies that leveraged Michigan’s supply chain assets for jobs and investment. In other roles, Peter has served as the Senior Policy Director for the MEDC where he developed broad policy initiatives that encouraged economic development. He has served as Manager of Community and Urban Development and as Program Manager for Brownfield Redevelopment at the MEDC. Prior to joining the MEDC, Peter served as a Budget Analyst in Michigan’s Office of the State Budget. Peter earned a Bachelor’s degree from James Madison College at Michigan State University and a Master’s degree in Public Administration from the Maxwell School at Syracuse University. 13 Bill Anderson joined the University of Windsor as the Ontario Research Chair in Cross-Border Transportation Policy in 2008. At Windsor, he founded the Cross-Border Institute, which conducts research on the movement of goods and people across the Canada-US border and the economies of the border regions. An economic geographer, his interests include the Canada-US border; economic analysis of transportation infrastructure investments; Canada-US economic integration; urban and regional economic development; transportation and border security; international trade and transportation planning. He has conducted research for numerous federal, state and provincial agencies in Canada and the US and has been a consultant to the World Bank. John has over 20 years of experience in the automotive and 3PL arenas including Ryder, Lear Corporation and CRH. John holds an MBA from Spring Arbor College and a BBA from the University of Toledo. In March 2015, Mr. Bernal was appointed as Consul of Mexico in Leamington by the Undersecretary for North America and ratified by the Mexican Minister of Foreign Affairs. Prior to his current position, he was Deputy Director General for Consular Services at the Headquarters of the Mexican Ministry of Foreign Affairs in Mexico City. He has previously served as Deputy Consul in Texas, New Mexico, California, and in China. He has a degree in law from the National Autonomous University of Mexico. 14 Mr. Berry is the Harbour Master for the Windsor Port Authority located on the Detroit River along the international border. He is a former member of Customs Border Services and in 1994 served with distinction as a member of the EU/OSCE Sanctions Assistance Mission in the Former Yugoslav Republic of Macedonia. Appointed to the position of Harbour Master in July 2009, Mr. Berry assumed the role as the primary Enforcement Officer for the Windsor Port Authority. In that role Mr. Berry works closely with law enforcement agencies within Canada and the United States team. Mr. Berry is the designated Port Security Officer responsible for daily security operations, critical infrastructure protection, and incident command as well cross border liaison with US regulatory and enforcement agencies. She focused her work in transportation and the freight industry over the past eighteen years with Blakey & Agnew LLC, based in Washington DC. During twelve years as founder and executive director of the Coalition for America’s Gateways and Trade Corridors, Leslie provided her clients with policy support and federal investment in multimodal freight and goods movement infrastructure. Under her tenure, the Coalition’s work to increase awareness of the benefits of trade infrastructure development made it one of Washington’s most effective transportation lobbying initiatives. In 2012, Leslie was appointed to the U.S. Department of Commerce Advisory Committee on Supply Chain Competitiveness and she serves as an alternate member of the National Freight Advisory Committee at the Department of Transportation. Maria Luisa Boyce serves as U.S. Custom and Border Protection’s (CBP) Senior Advisor to the Commissioner for Trade and Private Sector Engagement and Director for the Office of Trade Relations. Mrs. Boyce assumed this role, after serving as the Assistant Commissioner for CBP’s Office of Public Affairs. Mrs. Boyce advises CBP Commissioner and senior leadership of the impact of the agency’s policies and regulations on the private sector. Mrs. Boyce manages the Advisory Committee of Commercial Operations of Customs and Border Protection (COAC) leading the interaction between COAC and CPB’s Senior Staff. She is also the Small Business Association (SBA) Ombudsman for CBP and as such serves as the Regulatory Fairness Representative for the agency responsible for performing as the liaison between the international trading community and senior CBP managers. 15 Marc A. Brazeau was appointed Head NAFTA Vehicle Transportation, Chrysler Group LLC in April 2015. Previously, Brazeau held positions on both sides of the supply chain; in the supplier community with Canadian Pacific Railway, and as a shipper with DaimlerChrysler, as well as in global management consulting. In this position, he is responsible for Chrysler Group’s Worldwide Vehicle Transportation activities. This includes developing logistics strategy; designing and optimizing networks; purchasing transportation services; controlling logistics operations; and ensuring supply chain quality standards are met. Brazeau is a former chairman of the AIAG’s Finished Vehicle Supply Chain Visibility committee and has published several industry benchmarking studies, contributed to supply chain publication articles, and has been a regular panelist or speaker at global supply chain conferences. Brazeau holds a Master of Business Administration degree from Georgia State University (2000). Brazeau was born in Montreal, Quebec, Canada. ———— SPEAKERS ———— Stephen Brooks President, Chamber of Marine Commerce Stephen Brooks was appointed President of the Chamber of Marine Commerce in April 2013 following seven successful years as the bi-national organization’s Vice-President in charge of government, communications and stakeholder relations.The Chamber of Marine Commerce represents more than 150 U.S. and Canadian companies that rely on marine transportation to deliver products and material that serve people all over the world. Mr. Brooks has more than 25 years’ experience in business development, government and political operations, including the position of Director of Operations to the Leader of the Opposition, the Right Honourable Stephen Harper, Canada’s current Prime Minister, from 2003-2005. During Mr. Brooks’s 12 years working on Parliament Hill he also formed his own consulting firm, S Brooks & Associates, primarily advising legislators in the area of communications technology and grassroots political organization. Randy Butler Joe Clavelle Senior Project Manager, Parsons Director of Business Development, BESTPASS Dr. Butler is a Senior Project Manager at Parsons Corporation in the Freight Systems & Intermodal Planning group. Dr. Butler’s career spans over 44 years in both the public and private sectors managing transportation operations, customer service relations, business processes reengineering, information systems, and project management. Previous positions include the US Department of Transportation Federal Highway Administration Program Manager, Vice President Computer Management Consultants, and various senior positions at Union Pacific Railroad. Dr. Butler’s professional focus is leading the development, design, and deployment of freight connected vehicle technologies to improve goods movement transportation operating efficiencies. 16 Joe is the Director of Business Development for BESTPASS. Previously, he worked for Canada’s largest bank – RBC for 20 years in Corporate and Commercial Banking. Since 2006, Joe has been working in the International Transportation market space in the Toll Roads and Weigh Station market. BESTPASS is the largest commercial vehicle toll service in the America’s saving trucks and toll agencies millions each year. ———— SPEAKERS ———— Mayor Drew Dilkens City of Windsor, Ontario Mayor Drew Dilkens is proud to represent one of the most exciting, modern, diverse and affordable cities in North America – the City of Windsor. After serving on City Council for eight years, he was elected as the city’s Mayor in 2014. Mayor Dilkens is a lifelong resident of the City of Windsor. He has a Bachelor of Commerce and a law degree from the University of Windsor, called to the bar in 2012. He also has a Master of Business Administration from Wayne State University and received his Doctorate of Business Administration from the International School of Management in Paris, France. He also holds the professional designation of a Certified Human Resources Leader (CHRL), along with training certificates from the Canadian Foreign Service Institute, Canadian Securities Institute and Federal Bureau of Investigations in the United States. In addition, Rhonda has been instrumental in creating connections with international ports and agencies that bring new ideas and relationships to increase trade opportunities. 17 Mr. Enríquez has been with ProMexico since May 2009. He assumed his first position as Regional Director and Trade Commissioner for Shanghai and after a year changed his market becoming responsible for all commercial affairs in Chile, Argentina, Bolivia and Uruguay. Mr. Enríquez applies his talents and knowledge into his work field thanks to his expertise in the private industry, where he carried out responsibilities in business strategy for RENAULT in Paris and in B2C enterprises where he assumed functions as Mexico and LatinAmerica´s Chief in Operations for BACARDI. Johanna Faulk is the Director of the National CertWORK+/AttestPLUS Program for Canadian Manufacturers & Exporters. The goal of the program is to provide a certification ladder for occupations in manufacturing operations, from the shop floor to Operations management. Dr. Faulk previously worked in the nuclear industry and the aerospace manufacturing industry in training and development, (although she hates flying) and in health and safety. 18 Ray Fischer Manager, Canadian Customs Operations, FCA Canada Inc. Ray Fischer manages the customs operations for FCA Canada Inc. (formerly Chrysler Canada) and is located in Windsor, Ontario. Ray began his customs career over 35 years ago, holding various positions with increasing responsibility. He had his own brokerage firms in the late eighties and early nineties. Ray has been with FCA for the past eleven years serving as Compliance Manager until 2012 when he assumed his current position as manager for all Canadian Customs Operations. He holds various industry designations and serves on several committees. He currently manages the Supply Chain unit in the Office of Supply Chain, Professional & Business Services, and several advisory committees, including the Advisory Committee on Supply Chain Competitiveness. His team specializes in resolving movement of goods and services issues for air, sea, rail, and highway transportation modes, which also requires an understanding of extensive factors such as IT systems, security, infrastructure, and sustainability. Mr. Harsh represented the Department of Commerce at various negotiations, including: the Trans-Pacific Partnership (TPP) Agreement; U.S.Panama Trade Promotion Agreement; Dominican Republic-Central AmericaU.S. Free Trade Agreement (CAFTA-DR); U.S.-Chile Free Trade Agreement; World Trade Organization; and the Asia-Pacific Economic Cooperation Forum. Aaron Hegeman has led BNSF’s Public Private Partnerships (PPP) team since May 2010, where he oversees BNSF’s cooperative efforts with local, state and federal agencies to develop rail infrastructure projects, and BNSF’s involvement in funding programs such as TIGER. Prior to leading the group, Aaron was a member of the PPP team with a territory focused on the Pacific Northwest and Midwest. Aaron joined BNSF Railway in May 1998 as a management trainee. He was promoted through positions in Marketing and Finance before joining the PPP team in October 2006. Laura Mester Tiffany is the original Executive Director of NASCO – North American Strategy for Competitiveness – and has served in that capacity for 17 of its 20 years. She was named President of NASCO in 2015 by the NASCO Board of Directors. Under her vision and leadership, NASCO has grown into a widely respected, tri-national coalition focusing on freight logistics, energy and the environment, and skilled workforce certification programs throughout North America. Tiffany enjoys serving on the U.S. Department of Commerce Advisory Council on Supply Chain Competitiveness and is the Chairman of its Information Technology and Data Subcommittee. Dr. Ken Morgan Joy Nott Director, Energy Institute Texas Christian University President, Canadian Association of Importers & Exporters Dr. Morgan has degrees in geology, environmental engineering and resource management. In 1981, he started the TCU Center for Remote Sensing and Energy Research for energy resource mapping. Dr. Morgan has lectured extensively about resource mapping, energy technology and emerging natural gas markets. In 2008, he founded and directed the TCU Energy Institute and established an Advisory Board of 24 energy companies. Dr. Morgan is also the Director of TCU’s new School of Geology, Energy and The Environment. Ken has published numerous articles on the potential use of domestic natural gas in the U.S. He currently chairs the Texas “Metroplex NGV Consortium” of over 160 companies and helped lead the successful legislation for the Texas NGV Transportation Triangle, Texas Senate Bill SB-20. Joy started her career in Montreal and worked for over 10 years for well-known customs brokers/ freight forwarders giving her hands on operational experience. Prior to joining I.E.Canada, Joy was a Vice President and Managing Consultant for JPMorgan Global Trade Management Services based in the Toronto, Ontario area and specialized in matters of customs and international trade for both Canada and the U.S. based clients. Joy also spent a number of years developing her expertise employed as a Senior Manager with public accounting firms of KPMG LLP and Deloitte & Touche LLP as a Customs and International Trade consultant. Her experience with professional tax and supply chain advisers has given her a background rich in understanding how customs and trade issues play an important role in developing corporate strategies. 22 ———— SPEAKERS ———— Rolando Pablos Leo Reddy Michael Reeves CEO, Borderplex Alliance Chairman & CEO, Manufacturing Skill Standards Council President, Ports-to-Plains Alliance Rolando Pablos is CEO of the Borderplex Alliance, where he is in charge of overseeing a unified bi-national effort to foster comprehensive regional economic development cooperation and collaboration within the North American Borderplex. The North American Borderplex is an international metropolitan area on the border of Mexico and the United States, and is centered around the nexus where West Texas, Southern New Mexico and Northern Chihuahua meet. Prior to his arrival at the Borderplex Alliance, Mr. Pablos served on the Public Utility Commission of Texas. Early in his career, Mr. Pablos was general counsel to Oberthur Gaming Technologies; a multinational firm based in Montreal, Quebec. As chief legal officer, Mr. Pablos administered the legal and governmental affairs of the firm’s U.S. and Latin American operations. Most recently, he was senior advisor to the global law firm of Dentons, where he provided public policy and strategic business advisory services to domestic and international clients. Mr. Reddy is the Chairman and CEO of the Manufacturing Skill Standards Council (MSSC)--an industry-led, non-profit training, assessment and certification organization focused on the core technical competencies needed by the nation’s front-line production and material handling workers. Under his leadership, MSSC developed two nationally portable certifications for the U.S.’s front-line production and material handling workers, the Certified Production Technician (CPT) and the Certified Logistics Technician (CLT). Both are accredited under ANSI-ISO 17024 (Personnel Certification), making MSSC the only national certification body with this ISO recognition for both manufacturing and logistics. MSSC has built a nationwide training and testing delivery infrastructure of 375 authorized test sites and 620 instructors, most at community colleges. 23 Michael Reeves was appointed as president of the Ports-to-Plains Trade Corridor Coalition in the spring of 2004. Reeves has extensive knowledge of transportation issues and governmental affairs at local, state and federal levels. During his time at Ports-to-Plains, Reeves has focused on strengthening relationships with state departments of transportation and building partnerships in Canada and Mexico. Under his leadership, the coalition is also working on decreasing America’s dependence on Middle East oil by providing needed infrastructure to support the region’s diverse energy production industry. Prior to Ports-to-Plains, Reeves served as Vice President of Governmental Affairs for the Lubbock Chamber of Commerce. There he was involved with coordinating transportation initiatives, leading the Chamber’s legislative programs and conducting communications efforts. Reeves graduated from Texas Tech University in 1991 with a BA in Journalism. He is a lifelong Lubbock resident. He and his wife Christy have two daughters. Colin Robertson focuses his practice on US-Canada government relations, advising clients on policy issues that involve perspectives from both sides of the border. At postings in Washington and abroad, Matt focused on advocating market-driven solutions to economic policy challenges in both industrialized and developing countries, and on protecting the interests of U.S. companies abroad. His last assignment was an innovative partnership with the U.S. Chamber of Commerce to create a high-level private sector advisory body for the Summits of the Americas. Matt worked closely with the U.S. private sector and with companies and business associations from throughout the Americas to negotiate an agenda to promote economic integration in the region for presentation to the leaders of the Americas. Colleen Shepherd Executive Director, Calgary Regional Partnership Colleen is the Executive Director of the Calgary Regional Partnership Incorporated (CRP). For the past 9 years Colleen has directed the development of Partnership’s flagship initiatives, including the Calgary Metropolitan Plan (CMP). The CMP was developed to manage the impacts of rapid urban growth on land, water and quality of life in the Calgary region. Prior to her role with the CRP, Colleen worked with municipalities on the West Coast of British Columbia to create plans for community adaptation and resiliency in the face of the rapid decline in the resource-based economies they historically depended upon.
