Texas Comptroller Susan Combs
Susan Combs was sworn in as
Texas Comptroller of Public
Accounts on January 1, 2007,
with an overwhelming majority of votes in November
2006. She is known for her
limitless energy and unparalleled commitment to excellence, which she has applied
throughout her career working for Texas.
Prior to being elected as State Comptroller, Combs won back-to-back elections in 1998 and 2002 to
serve as Texas Agriculture Commissioner, during which she
built a strong record of fiscal conservatism and paved the way as
the first woman elected to the office. Her initiatives and programs boosted economic development and ignited revitalization
across Texas.
Susan Combs has been a leader in tackling the state’s obesity
crisis, being recognized for her work by being inducted to the
Texas Women’s Hall of Fame for her dedication and commitment to providing healthy food for Texas schoolchildren. She
was also named, in 2004, as one of only six national heroes in
the fight against obesity.
Combs graduated from Vassar College and received her law
degree from the University of Texas School of Law. She was
born in San Antonio and has a cow-calf operation in Brewster
County on the same ranch established by her great-grandfather
over a century ago. She is married to Joe Combs and is the proud
mother of three sons.

“Spectacular” well describes the Chamber’s 92nd Annual Banquet as members were treated to a

Economic Trends Look Promising
Building Permits:
Building permits issued in 2006 reflected a record year for housing and commercial construction. Total building permits were
$135,000,000 – 39% over 2005. Single-family home permits for 369 units exceeded 2005 permits by 37%. What similar trends were found
in 2007? As you might imagine, the influx of new, large retail stores has slowed from previous years, and it’s difficult to match a record
home building year like 2006. However, 356 home permits were issued in 2007, the second highest level in the past 20 years. Total building
permits (including commercial/retail) were a respectable $96,000,000 in 2007.
Labor Force:
San Angelo’s total civilian labor force (residents in age range of 16-65) has changed little since 1990 – a modest increase of 13% from 1990
to 2005. The wage and salary workforce is a calculation of those that are actually employed for wages and salaries. The growth in that sector
has also been slow – 9% growth over the last 11 years. These figures account for the relatively low unemployment that we enjoy in San Angelo. From November of 2006 to November of 2007, the unemployment rate decreased from 3.9% to 3.5%; rates significantly lower than the
state or national averages.
Retail Sales:
The most recent retail sales figures from the State Comptroller’s Office issued for the month of November 2007 show a strong 9.96% increase
over November of 2006. During that month, San Angelo led other West Central Texas communities in retail sales growth for that time period: Abilene (.13%), Midland (6.77%), Odessa (7.4%), and Lubbock (-1.79%). December retail sales figures will be available in approximately one month. Another very encouraging trend has been the increase in the hotel/motel tax returned to the City for tourism promotion,
upkeep of public facilities and the promotion of the arts. Lodging tax receipts were up 15.3% from December of 2006 to December of 2007.
This increase was on top of a 42% increase during 2006. Higher occupancy rates and newer facilities account for this growth.
Growth Sectors:
From November of 2006 to November of 2007, the economic sectors showing the most growth in employment included – Professional/
Business Services (5.1%), Trade/ Transportation/Utilities (3.7%), and Mining & Construction (3%). Manufacturing, Financial Services, and
Information showed no growth over the past year. Public employment decreased 2.2%.
Future Growth Sectors:
Here at the Chamber of Commerce, we are receiving more and more inquiries from companies involved in the energy industry: oil/gas, wind
energy, and other alternate energy production. There will be jobs added in the growth of home office companies like Multi-Chem Group and
MyMail.com. Expect jobs to continue to be available through Verizon’s LiveSource Center, DCS/Performant, and SITEL. Account Control
Technology recently announced that they were expanding and adding 150 new jobs over the next 18 months. The abundance of rain in 2007
will result in strong retail sales from the agricultural industry, and the health care industry continues to look for additional employees. Unless
we have a large economic disruption like we had in 1997 (three manufacturing facilities closed), 2008 should be another good year.

On the Road Again…
Convention & Visitors Bureau’s Feb. 2008 Events
The new year has started, and the CVB is on the
road once again doing sales blitzes, travel
shows, legislative visits and trade shows. San
Angelo will be represented at Southwest Showcase, Austin Sales
Blitz, Unity Dinner and the American Bus Association.
76th Annual Stock Show & Rodeo
The time is here for the 76th annual San Angelo Rodeo. In the
past, the rodeo has brought in thousands of people from out of
town, and this year is expected
to grow even more, with an expected 40,000 spectators overall. The rodeo will, once again,
offer competitors a chance to
gain valuable points and money
as part of the 12-city Wrangler
Pro-Rodeo Tour. Boyd Polhamus of Brenham, Texas will be
returning this year as the announcer for all nine performances.
Rodeo dates are February 21-24 and 27-March 1 at the San Angelo Coliseum. For all ticket inquiries, please call 653-5622.
Republic of Texas Independence Day Celebration
The Republic of Texas Independence Day Celebration will be
held on February 29 through March 2 at El Paseo de Santa Angela Pavilions & Grounds, Fort Concho, Historic Concho Avenue & downtown San Angelo. The event includes three full
days of fun, food, and games plus the Republic of Texas Army
Re-enactors, the Texas Rangers traveling museum, a motorcycle
& car show and a Chili & BBQ cook-off. For details on any of
the events, contact John Luce at 653-6519.
Volunteer of the Month - Tim Hall
Tim has been working in the
Visitor Center since 2004.
Tim works Thursdays from
9:00 a.m. to 1:00 pm. He always has a smile on his face,
a song in his heart, and makes
every visitor who walks in
feel welcomed. Tim also
comes in several times a week
and picks up all of the Chamber’s recyclables. Thank you
for your hard work, Tim!

2008 Firefighter Combat Challenge
For the first time, the Junior League’s 2008 Fiesta On The Concho will be
home to the Concho Valley Firefighter Combat Challenge. The Challenge
seeks to encourage firefighter fitness and demonstrate the profession's
rigors to the public. The Firefighter's Combat Challenge is an intense,
spirited competition in
which firefighters, wearing full turnout gear, race
against the clock and
each other on an obstacle
course that is dominated
by a five-story tower.
The Challenge is a snapshot of the tasks firefighters from across the
United States and Canada
perform at the scene of a
fire. Successful competitors at the Concho Valley Challenge will go on to
compete in the national Challenge, with the possibility of competing in
the worldwide competition. For more information on the competition,

Workforce Solutions of the Concho Valley is sponsoring this
second in a series of free luncheons discussing practical solutions
for employers dealing with employees who are experiencing alcohol or drug-related issues at work. Co-sponsors are the San
Angelo Chamber and Concho Valley CARES. The luncheons are
scheduled at Workforce Solutions, 202 Henry O. Flipper. Chamber members interested in attending are encouraged to sign up
immediately by faxing the registration form included in this
newsletter to 655-4649.
Specific issues that will be addressed in each session include
how to establish random drug testing in the workplace; how to
approach employees who may be having substance abuse issues;
how to establish employee assistance programs, and effective
practices being used by employers to address alcohol or drug use
issues impacting employees in the workplace. Questions and answers will follow each presentation. For more information or to

Keep San Angelo Beautiful
Brings Home National Award
One of the Chamber's partners in the production of last year's
Dragboat races was Keep San Angelo Beautiful. Attendees at
the races were able to enjoy the show in clean, litter-free surroundings, thanks to the volunteer efforts of KSAB. We certainly appreciated their work, and now they have been recognized by their national organization for this and many other
projects designed to keep San Angelo beautiful and educate
the public about waste reduction, litter prevention and recycling.
Keep San Angelo Beautiful received the Great American
Cleanup National Award from the Keep America Beautiful
organization. This award, one of only 19 awarded to Texas
organizations, was presented during the Keep America Beautiful National Conference in Washington, D.C. KSAB also
received one of only five SAM'S Club gift cards awarded for
outstanding event coverage given to sponsors.
KSAB Chairman Tom Nurre, Sr. said the announcement of
this award was timely, as KSAB and the City of San Angelo
are currently preparing for the 2008 Great American Cleanup,
"Shine Up San Angelo" event this spring.

Board Endorses Field House Project
At January’s meeting of the Chamber of Commerce
Board of Directors, members heard a presentation
from Stormy Kimrey regarding the status of the
Field House project for San Angelo Stadium. Kimrey represented a group of citizens who are spearheading a campaign to raise $3 Million to build a
new Field House to replace the existing 40+-yearold structure. Recognizing that a suitable Field
House is an important component for the Chamber’s marketing effort to lure sporting events and
playoff games to San Angelo, the Chamber Board
voted to pledge $5,000 towards the campaign and
to make information available to our members. If

Concho Cadre Honored at Annual Awards Dinner

The Chamber held its annual appreciation/awards dinner for the Concho Cadre on the evening of Jan. 14th at Zentner’s
Daughter restaurant.
Honorees included outgoing President George Draper, Jr., who passed the gavel to incoming President Leon Langley. A platinum award of appreciation was presented to Ron Uppstrom as the Cadre member who attended the most activities in 2007.
Uppstrom attended 101 functions last year.
The Cadre selected the gold, silver and bronze award winners by secret ballot in December. They are: Gold-Julie Seay, Silver-Linda Warren, and Bronze-Ona Haynie. Two new honorary members of the Cadre were also recognized, Margaret Goode
and Billie Dunn.
Also present at the dinner were 2007 Chamber Chairman of the Board, Gary Cox and his wife, Linda. A special thanks to
Sam’s Club for donating the cake, Zentner’s Daughter and to all who donated items to be given as door prizes.

March For Meals campaign. March For Meals is a national
effort to raise awareness for senior hunger, “so no senior
goes hungry.” Help us to make this year the best one yet!

Meals For The Elderly is a Texas non-profit, charitable organization that receives no
government or United Way funding.

MFTE serves a HOT lunch to more than 560 clients; approximately 197 of these are
diabetic recipients, at a cost of $2.86 per meal.

Meals For The Elderly has been deemed a Certified Nutrition Site by the National Meals
On Wheels Association and has exceeded the national nutrition standards.
•
More than 2,000,000 meals have been delivered to the homebound elderly by volunteers.
171,763 meals were delivered in 2007 alone.

We currently deliver meals on 32 routes to Water Valley, Carlsbad, Grape Creek,
Christoval and Wall.

2,100 volunteers offer their time to ensure the daily delivery of meals. Delivering
Smiles...One meal at a time.
