Destination Chattanooga, Tennessee 2016 -- All Aboard!
Time travels quickly! In just a short time we will come together in Chattanooga for
the Southern States Correctional Association’s 47th Annual Summer Training
Conference. The Tennessee Host and Program Committees are working hard and
moving fast-forward, steadily, preparing for a successful training conference and
planning activities for all to enjoy. So many of the Tennessee members are new to
the SSCA and they have really stepped-up and taken the lead with the tasks
assigned to them to an extraordinary level.
I would like to extend a special thank you to Tony Howerton, Correctional
Administrator of Contract and Private Managed Facilities, for all his hard work and
taking the lead for this years’ Lefty Thomas Golf Tournament. The challenge in TN
began at the TDOC Wardens Meeting. With that being said, Golfers – get your
teams together and bring your best game to Tennessee! Who will win?
Look in this issue of the Concourse for more information about the 2016
conference, registration, the Catastrophic Weather Fund, how to sign up for the
golf tournament, and much more.
In these difficult financial times, some states cannot send its SSCA members to the training conferences. As SSCA
members, we are so dedicated to the SSCA that we are motivated to hold fundraisers to assist with providing its
members the opportunity to attend the SSCA training. Our members’ virtue to get going when things get rough is
admirable.
Due to conflicting schedules and pre-commitments we were not able to hold the Spring Officer’s Meeting in April, and
will now meet in Memphis, TN in May. We will be discussing several business and administrative matters as well as
continuing to plan the future of the SSCA. We also look forward to our meeting with William ‘Bill’ Gupton, Director of
Corrections at Shelby County Government, and his staff. We have an afternoon planned of networking with the staff,
learning about what they do and introducing them to the SSCA. Director Gupton also extended an invitation to us to
tour their facility with him.
Often times we forget to thank those who have been very supportive – in all sincerity, I say ‘THANK YOU’ to all who
participate and have participated, supported the changes and worked hard to make them happen, on this journey of a
strong and successful organization. YOU ARE the realization behind the SSCA! I encourage each and every one of us
to remain on this journey! With your help, together we will be even more successful going forward and shaping the
future!
As my term, serving in this wonderful opportunity as your SSCA 2016 President winds-up in July my involvement with
the SSCA will not. I convey this to you now – I did not “Just Join” – I will stay “Involved” with the future and success
of this outstanding organization! I have all the confidence that you will do the same!

Louisiana Statewide Tactical Team Training
On Thursday, April 7, 2016, the Tactical Units from LSP (27), AVC (3), DCI (5), EHCC (7), LCIW
(7), RCC (10), DWCC (2) and (3) Sheriff’s Deputies from the Washington Parish Sheriff’s Office met at 6:00 a.m. at RCC. There were sixty-four (64) officers in attendance for this training.
The Tactical Units held physical fitness training. Training stations were set up for: shooting drills,
building clearing and riot control. The officers were also trained in the proper use of the electronic
capture shield.
Shooting Drills: During this drill the officers ran through a firing course using rifles, shotguns and
handguns.
Riot Control: The Tactical Officers practiced formations. The tactical officers were briefed on the S
& S formations and when they would be utilized. They practiced the variations of the column, line,
wedge and echelon formations.
Building Clearing: Conducted scenarios inside of an abandoned building. The Tactical Officers
were given a safety debriefing and the following was discussed: Team set up, search techniques,
Weapon Discipline, Cover Techniques, Hostage and Negotiations Techniques, individual responsibilities, Team/Squad Leader responsibilities, situations when using less lethal, or lethal force. The
uses of force guidelines were stressed during this training. All teams were given different scenarios
and did well during the training. They utilized all methods that were discussed in the safety debriefing.

Preventative Maintenance Program
J. Reuben Long Detention Facility
Brent Parker is employed with the Horry County Sheriff Office as the Facility Maintenance Supervisor at J. Reuben
Long Detention Center in Conway, South Caroline. Brent’s
team consists of eight staff members that maintain eight
buildings totaling almost 400,000.00 square feet. The
maintenance team has effectively transferred from reactive
maintenance (repairing things only after catastrophic failure) to proactive maintenance (making necessary repairs or
upkeep to help prevent catastrophic failure). By implementing a more proactive response the team initiated a
preventative maintenance program which enables them to
perform work orders without shutting down daily operations
and with minimal interruption.
The team has successfully saved costs associated with maintenance for the first year of the preventative maintenance
program. Comparing beginning September 2013 through September 2014 without a preventative maintenance schedule and then the following year of September 2014 through September 2015 with a preventative maintenance schedule the results speak for themselves. There was a reduction in work orders for repairs and hours spent conducting the
repairs.
Preventative maintenance programs are beneficial to prolonging the life of the facility’s equipment and reducing repair
costs by conducting repairs made before absolute failure. Preventative maintenance programs also generate savings
associated with equipment down time, and overtime for repairs. During the period studied, the J. Reuben Long Detention saved 246 work orders totaling 1020.65 labor hours in the first year according to our “City Works” work order
tracking program. The final example shows the comparison of the preventative maintenance program over a three
month period one full year after the initiation date. The savings showed that we saved an additional 48 work orders
totaling 337 labor hours
Due to the success of the first preventative maintenance program, the maintenance team has studied integrating the
entire electrical system for our facility into preventative maintenance program and additional cost savings are expected. An important part of the preventative maintenance program is having repair parts on hand to expedite necessary repairs. Our team uses a check out system that is set up to allow for the warehouse team member to control
and maintain the stock we require for each item. The team has determined a minimum balance for commonly used
repair items in stock, which allows for repairs in a timely manner to prevent such things as expedited shipping fees,
issues due to down time waiting on parts and inconvenience to the public and staff. The parts warehouse is set up
with two sides with a large open walk way down the middle. One side of the warehouse is for the custodial supplies,
some office supplies, all paper products and inmate clothing and bedding. The other side stocks all electrical, plumbing, HVAC, mechanical, kitchen and storage items. Another beneficial part of initiating the preventative maintenance
program is time savings, which allows for time and opportunity to perform renovations, installations of new equipment
and repairs to equipment or buildings with our own maintenance team members eliminating the cost of outside contractors or vendors previously performing these projects.
Implementing a preventative maintenance program requires support of the management of the facility to make an
investment stock items and staff time to intergrade preventative maintenance philosophy throughout the detention
center.

Recruitment Targets Students
JACKSON – College students who want to earn an income while pursuing their education and be in a profession with the promise of career advancement should consider working at the Mississippi Department of Corrections.
The MDOC is hosting interviews and screenings at each of the their three state facilities to fill 100 correctional officer positions. The general public is invited but college students are especially encouraged to apply.
A flexible work schedule, including part-time hours or light work shifts and schedule constraints, will be
available to students who apply.
Marzayvious Hutton, a Cleveland, Miss. native, is among students who now work at MDOC.
“I learned of MDOC opportunities through rapid hiring and never expected to acquire a job. However, I applied and got the job and it has been the best thing to happen to me, while trying to make other marks in education,” said Hutton, a senior Business Administration major at Jackson State University.
Hutton has been employed with MDOC for more than a year, and plans to keep his job after he graduates.
“I work well with my colleagues at Central Mississippi Correctional Facility,” he said. “MDOC has been great
in terms of working with my school schedule, and if I need time off for school purposes they work with me.
My work is, although challenging, but I am firm with the inmates and I have not been under any threat or danger so far,” Hutton said.
College students are who are graduating are eligible for promotion after one year of work experience.

SSCA Catastrophic Weather Fund
A silent auction is held at every July SSCA conference to support the Catastrophic Weather Fund, please bring any items you wish to donate
to the auction with you to the summer conference, or contact Cookie Crews, Executive Secretary, for shipping information. Also, be
reminded that the fund is in place to provide needed assistance to SSCA members who have maintained their SSCA Membership for a
minimum of one (1) year, and have sustained a recent loss due to a catastrophic weather event.
A catastrophic weather event is defined as a hurricane, tornado or flood that has been labeled as such by the National Weather Service.
Once a catastrophic event has been declared by the National Weather Service, members of SSCA may apply, in writing, to their State
Representative for assistance. The State Representative will then forward the request, with an attached explanation of the nature and
circumstances of the loss, to the Chairperson of the Catastrophic Weather Fund Committee. The committee will consider requests on a
“first come first served basis,” until the fund is depleted. The State Representatives’ names and contact information are found in the
Concourse, or on our website at www.sscaweb.org.

Alabama, Kentucky, North Carolina, Tennessee, Texas, West Virginia
Each member state shall select one of its regular members to serve as State Representative on the Executive Board. The term of the elected State Representative shall be three years. Candidate applications shall
be received by the Nominating Committee, screened for eligibility by established criteria, and provided for
vote to be selected by a caucus of the appropriate state’s regular members. A regular member is any person employed in or honorably retired from any area of the criminal justice system within the boarders of
the member’s state. Only regular members are eligible to vote, hold office in, or be a representative of the
Association.
To be eligible for State Representative you must have:
1.
At least two (2) years of continuous active regular membership in SSCA;
2. Time available to devote to the Association’s business
3. A willingness to work towards the expansion of SSCA
4. Demonstrated knowledge of and working involvement in the Association; i.e. serving on committees
5. Participating in the program, pursuing additional members, developing articles for the Southern Concourse.
To Apply for State Representative you must submit the following to the chairman of the SSCA Nominating
Committee:
1.
A cover letter indicating your intent to be considered, an affirmation/explanation that you meet the
eligibility criteria, and why you are seeking the post;
2. A current resume/vita;
3. Letters (one each) of support from your agency/department administrator and your immediate supervisor.
SSCA Secretary
Each year an individual is selected to serve as Secretary for SSCA. The Secretary is a member of the
Executive Board and is responsible for recording the minutes of the Association and Board meetings. The
Secretary must be able to attend all meetings and have the commitment required to perform the duties
and responsibility of their position.
SSCA Executive Treasurer
The Executive Treasurer is a newly established position voted on at Mid-Winter. They will be responsible
for the association’s financials. Responsible for the maintenance of the Executive Treasurer’s and Association’s financial records. This position will ensure the financial stability of the Association.

P.C. SHIELDS MEMBER RECOGNITION
CALL FOR NOMINEES
The P.C. Shields Member Recognition Award was named in honor of SSCA’s oldest and most loyal member. The award was established
to recognize annually, at the summer training conference, a member who has made significant contributions to the Southern States
Correctional Association, furthering its professional purpose, philosophy and recognition as a professional association.
A committee receives nominations and selects the recipient. Any member in good standing may submit a nomination. Completed applications must be received by April 1, 2016. Applications received after this date will not be considered.
The Award recipient will be recognized at the Annual Awards Banquet in July. In addition, the recipient will receive transportation to
the conference, conference registration, hotel room for three nights, and any meals during the conference not covered by the conference registration.
The nomination letter should include the nominee’s name, state, and reasons for nominating the individual. Please be as specific as
possible with your comments, which should address the contributions your nominee has made to SSCA. Our Association has many
members who are worthy of this recognition. Please take the time to nominate a deserving member.

Kenneth Law Scholarship
PURPOSE:
The SSCA is a 14-state regional organization of correctional practitioners representing the operational and administrative areas of jails, probation,
prisons, and parole. It is the intent of this scholarship award to financially assist individuals preparing to or already participating in an accredited college or university program of study.
PROCESS:
Each year individual(s) will be selected to receive the SSCA Scholarship Award. The process begins at the state level with applicants submitting application packages (form and attachments) to their respective SSCA State Representative no later than April 1, 2016. These applications will be
screened by a State-level screening committee and one primary and one alternate application will be forwarded to the SSCA Scholarship Award Committee for consideration. The Award Committee will select recipients and award scholarships in an amount and number to be determined by the Executive Board. Applicants will receive written notification of their selection or rejection. Awards will be announced at the annual training conference in
July 2016.
AMOUNT: The Association will designate a maximum of $5,000 per year for the scholarship program. Additional contributions may increase the
amount of funds available each year. The Executive Board will determine the amount and number of scholarships to be awarded each year to individuals
who are Regular members of SSCA, their spouse or dependent children and are pursuing either part-time or full-time formal education at the college or
graduate school level. The funds will be deposited with an accredited college or university to apply toward the student’s tuition and related academic
expenses.
ELIGIBILITY:
(1)
Applicant must be a U.S. Citizen
(2)
Applicant must be an active regular or lifetime SSCA member or a spouse or dependent child of a member.
(3)
Applicant must be pursuing a bachelor or graduate degree in a program of study applicable to the field of criminal justice, rehabilitation,
social services or a related field.
(4)
Applicant must be entering his/her freshman, sophomore, junior, senior year or graduate school. Freshman or first year graduate students
must be officially accepted in the college or university.
(5)
Applicant must complete the application form, provide all required attachments, and submit the entire package to their State Representative
prior to April 1, 2016. The scholarship will be awarded for the next fall term. Incomplete application packages will not be accepted for
consideration.
ATTACHMENT TO APPLICATION:
(1)
Beginning freshman will submit two (2) letters from high school instructors under whom the student has studied, stating why they support
the applicant’s receipt of the scholarship award.
(2)
Sophomores, juniors, seniors, and entering graduate students must submit two (2) letters of recommendation from professors under whom
the applicant has studied, stating why they support the applicant’s receipt of the scholarship award.
(3)
Beginning freshman must submit a certified transcript of their high school grades to date.
(4)
Sophomores, juniors, seniors, and entering graduate students must submit a certified transcript of their college courses and grades to date.
(5)
Graduate students already matriculating in a graduate program must submit a certified transcript of graduate courses and grades to date.
(6)
Beginning freshman and entering graduate students must submit a copy of their official letter accepting them into the college/university.
(7)
On a separate sheet(s) of paper provide a written narrative supporting/justifying his/her need for this scholarship.
COMPLETION REQUIREMENTS:
(1)
Recipient will only be eligible to receive this scholarship one time.
(2)
Scholarship recipients must forward to the appropriate State Representative a copy of their transcript for the time period the recipient has
received the award.
(3)
Failure to satisfactorily complete the semester may result in the recipient being required to repay SSCA the full amount awarded. Satisfactory completion means an overall grade point average of “C” or 2.0 on 4.0 scale for each semester a scholarship was received.
