The 02 Greeting creative perspective that art and culture provide are also an impetus for the creation of new industries and adding beauty to an area. With this in mind, the city of Sapporo has been regarding the creativity 03 Theme of the people as the driving force behind city development. In March 2006 released our Creative City Sapporo statement, and in November 04 Outline of the SIAF 2017 2013, we joined the UNESCO Creative Cities Network as the first City of Media Arts in Asia. In response to these ideas, the city has been putting on exhibitions led 05 Schedule until the opening of the SIAF 2017 by the residents gearing towards an international arts festival, and creating the momentum for the Sapporo International Art Festival to 06 Ongoing projects starting in 2016 take place. The combined efforts of the government and the people were realized, and in 2014 the first Sapporo International Art Festival took place, and 08 SIAF2017 Special Big Band (Project) we are planning for it to take place once every three years henceforth. In the second installation of the Sapporo International Art Festival in 11 Venues & Areas 2017, we will be welcoming musician Otomo Yoshihide as the guest director. He is someone with experience and finesse in areas of participatory projects and has a career that is not limited to music, but 13 Pre-events in 2016 spans internationally as well as across various fields. Under Mr. Otomo s guest direction, the residents of Sapporo City are 14 SIAF Lab excited to organize and host this art festival together, to rediscover the beauty of Sapporo, and share the hope that this becomes a great opportunity to share with people both near and far. Katsuhiro Akimoto Chairman Creative City Sapporo International Art Festival Executive Committee Mayor of Sapporo SAPPORO INTERNATIONAL ART FESTIVAL 02 Outline of the SIAF 2017 As of 2016.2.16 Title Theme Sapporo International Art Festival 2017 (SIAF 2017) What is an Art Festival? Dates Sunday, August 6 - Sunday, October 1, 2017 (57 days) Main Venues Susukino Area / Tanukikoji Area / Maruyama Area / Sapporo Art Park / Theme of Sapporo International Art Festival 2017 What is an Ar t Festival? Sapporo Shiryokan (Former Sapporo Court of Appeals) / Moerenuma Park and others The theme of the second Sapporo International Art Festival is “What is an Art Festival?” Something that has been stuck in my mind since receiving this offer to act as guest director, and have been thinking about since is “so what exactly is an ‘art festival’?” Like, what is “art”? What does it mean to put on a SIAF2017 Special Big Band (Project Team) Band Master (Guest Director) Otomo Yoshihide “festival” for it? Tuning (Executive Advisor) One of the activities that I have been heavily involved in since after the earthquake (in 2011) is creating a new Numayama Yoshiaki “festival” that has never existed before. The “festival” I mean by this, is not just providing a place to sing and dance—although yes, those are important—but more than that, the “festival” I am imagining is creating, with our own hands, an intense place where our view of the world will be drastically changed after being there. This Band Members (Participants) time, elements such as “art” “international” and “Sapporo” are also involved. So what shall we do? Takahiro Urushi, Satoshi Katono, Kino Tetsuya, Chiaki Sakaguchi, The more I thought about these things, the more I began to think that these questions were too good to keep to SATO Naoki, Yo Nakajima, Hata Satoshi, Asami Hosokawa, myself. This is a citizen participatory art festival, so there are as many answers as there are citizens, and I feel Mayunkiki (MAREWREW), MIYAI Kazumi, Tomoko Yabumae that there is no need for there to only one right answer. Instead of looking for specific answers or arguing about these questions, I think it is better to just get hands on, to create something with each other, and see what comes of it. If there are 100 people, then there are 100 ideas, and they don’t have to all face the same direction. Ongoing projects O-FUROSHIKI Project, Rather, by not facing the same direction, they react to one another, and create noise, something unpredictable. starting in 2016 Sapporo Collective Orchestra, And we must embrace the magnanimity to accept these results as richness, otherwise we cannot change the Sapporo International Art Festival Design Project, way we view the world. Art Festival in the Downtown Project, This is an art festival that has just begun, with the vast northern land as its stage. Let’s create an inclusive and at times unconventional art festival that can only take place here, listening attentively, eyes wide open, Public Offering Project -Let s Create an Art Festival Together-, absorbing with our senses, while still honoring and making use of the previous art festival model, and the things SIAF2017 Artist-In-Residence Project that the people of Sapporo and Hokkaido have made until now. Forget about what art is, what music is, and instead strive to create a new kind of art festival that says “this is what Sapporo is!” I have a good feeling that I Organizer will be able to do that with the people here. In 2017 we will form an orchestra, and have our first performance during SIAF 2017. Through this project, we hope to unfold some expansive and carefree music, like the terrain of the north itself. Art Festival in the Downtown Project (Tentative title) We will exhibit work embedded in the city, centered around these locations: Susukino, Tanukikoji, and Maruyama with Maruyama *Sapporo Snow Festival (Odori Venue・Susukino Venue:Feb 6-12, Susukino Venue Feb 6-19), 2017 Sapporo Asian Winter Games (Feb 19-26) Primeval Forest, which is a national treasure. These areas have supported the urbanization of Sapporo, and are locations where the beauty of both the city and nature can be felt. By this, we hope to create an opportunity to re-highlight the history and charm of Sapporo, while also revitalizing the area by creating opportunities for visitors to go around the city. Simultaneously, we will work on the necessary design elements as well, such as the signs and billboards, as well as the communication design. By placing importance not only on the results but also the process , we hope that it will be an opportunity to learn about archiving our process while learning the process as well. So I started thinking that with whom we put our heads together, and the process of how to put ideas into shaper, is a pivotal element in and of itself. I began to think that the people I work with must be none other than the citizens and the people of Hokkaido Sapporo August Festival which takes place every year at the Kita Sanjo Hiroba. His activity has garnered some well-deserved attention, and last year he was designated as a guest director for the Sapporo International Festival 2017. at large, and also those all around the world who are interested in this art festival, if I want to make the question what is an art festival? come to life. So, I ve decided to start something like a band. It will be called SIAF2017 Special Big Band . However, we won t be performing music together. What would happen if we called the core team of organizers a band? What if my role was something like a band master? I wanted to think about it that way instead. It is the coming together of band members with diverse backgrounds, and getting more people involved by utilizing their networks, and repeating Tuning (Executive Advisor) Numayama Yoshiaki|NMA Concert Organizer these jam sessions .
