Contents
Art and culture are imperative to living a truly rich and satisfying life. The

Greeting creative perspective that art and culture provide are also an impetus for
the creation of new industries and adding beauty to an area.
With this in mind, the city of Sapporo has been regarding the creativity

2006 released our Creative City Sapporo statement, and in November

2013, we joined the UNESCO Creative Cities Network as the first City
of Media Arts in Asia.
In response to these ideas, the city has been putting on exhibitions led

The combined efforts of the government and the people were realized,
and in 2014 the first Sapporo International Art Festival took place, and

we are planning for it to take place once every three years henceforth.
In the second installation of the Sapporo International Art Festival in

Venues & Areas 2017, we will be welcoming musician Otomo Yoshihide as the guest
director. He is someone with experience and finesse in areas of
participatory projects and has a career that is not limited to music, but

spans internationally as well as across various fields.
Under Mr. Otomo s guest direction, the residents of Sapporo City are

excited to organize and host this art festival together, to rediscover the
beauty of Sapporo, and share the hope that this becomes a great
opportunity to share with people both near and far.

The theme of the second Sapporo International Art Festival is “What is an Art Festival?”
Something that has been stuck in my mind since receiving this offer to act as guest director, and have been
thinking about since is “so what exactly is an ‘art festival’?” Like, what is “art”? What does it mean to put on a

One of the activities that I have been heavily involved in since after the earthquake (in 2011) is creating a new

“festival” that has never existed before. The “festival” I mean by this, is not just providing a place to sing and
dance—although yes, those are important—but more than that, the “festival” I am imagining is creating, with
our own hands, an intense place where our view of the world will be drastically changed after being there. This

Sapporo Collective Orchestra
The Sapporo Collective Orchestra is an orchestra founded for SIAF2017, centered around junior and high school students.
The members will be selected through an open call, but participation will not depend on any past experience with musical
instruments. We will aim to establish an orchestra and create music by combining the different sounds that the participants make,

the beauty of both the city and nature can be felt. By this, we hope to create an opportunity to re-highlight the history and charm
of Sapporo, while also revitalizing the area by creating opportunities for visitors to go around the city.

Since the design elements will be key to promoting the SIAF2017 to a broad audience, we will begin by conducting workshops to
sort through what we should keep in mind when it comes to design aesthetics as we begin by creating the symbol.
Simultaneously, we will work on the necessary design elements as well, such as the signs and billboards, as well as the
communication design. By placing importance not only on the results but also the process , we hope that it will be an opportunity
to learn about archiving our process while learning the process as well.

Born in 1950, now living in Sapporo, Hokkaido. He has been involved in art, performance, and dance since

The Susukino Area
Moerenuma Park
Susukino is one of Japan s three biggest downtown areas along with Kabukicho (Tokyo)
and Nakasu (Fukuoka). Susukino blossomed when it was designated by Michitoshi
Iwamura, the chief magistrate for the development of Sapporo, as a licensed red-light
district at the beginning of the Meiji era. In 1920, the red-light district was transferred to

Shiroishi (current Kikusui district) due to the growth of population in Sapporo and expansion

of the urban district. Cafe, bars, and restaurants were built to replace the former red-light
district, which eventually became the root of Susukino today. It is said that about 80,000
