The company is owned by Brookfield residents Julie and Brian Waterman, and was founded in 2007 by Julie Waterman after she was inspired by the upscale chocolatiers of Europe during a backpacking trip abroad while in college. Now with a staff of 15, Indulgence has grown as a wholesaler of confections to approximately 300 upscale grocery stores and other fine food and beverage establishments throughout the upper Midwest. Indulgence also has its own retail stores in both Milwaukee and Shorewood, WI. At its shop and chocolate pairing bar in the Walker's Point neighborhood of Milwaukee customers can order off a seasonally changing menu that features Indulgence’ confections paired with wines, craft beers and cheeses. At Indulgence’s Shorewood location customers can enjoy a modern chocolate boutique filled with all the company’s signature confections. Description of East Tosa Project The commercial property for which the conditional use permit is sought is located at 6538 W. North Avenue (northeast corner of 66th and North) in East Tosa and is owned by Rimfire Properties, LLC. The building was built in 1925, and for many years until May 2014 it housed an old-fashioned style candy store named “Not Just Nuts”. The rear unit of the building is currently occupied by “The Parlor,” a message therapist business. Indulgence desires to locate its third retail location at the property, which would be used as a chocolate and ice cream shop. In addition to selling all of Indulgence’s confections on their own, the shop will offer customers Indulgence’s confections paired with scoops of ice cream from the popular local ice cream company Purple Door Ice Cream. For instance, menu items for the ice cream portion of the shop might include Chai Ice Cream with a Pistachio Cardamom Truffle, Whiskey Ice Cream topped with Candied Bacon & Cacao Nib Praline Crumble, or a classic Vanilla Ice Cream with Indulgence’s own Sea Salt Chocolate Sauce. No food production will take place at this location. As with Indulgence’s other retail locations, it is important to the Company that the style of the retail shop take into consideration the character of the building and neighborhood Packet Pg. 25 Attachment: Conditional Use Permit Description (2724 : 6538 W. In addition to some indoor seating, it will have outdoor sidewalk seating, and an open garden patio on the currently empty lot adjacent to east side of the building. Bike racks will also be installed outside the shop to accommodate those taking advantage East Tosa’s bikefriendly community. While the hours of operation will need to be fine-tuned based on business demand, Indulgence anticipates that the shop will generally be open as follows, with extended hours/days of operation during the Company’s busy Christmas holiday season: May to October: Tuesday – Thursdays, 10am to 8pm, Friday – Saturday, 10am to 10pm, Sunday 11am to 9pm. Closed Mondays. November to April: Tuesday – Thursday, 10am to 6pm, Friday – Saturday, 10am to 10pm, Sunday, 11am to 8pm. Closed Mondays. Indulgence anticipates that the new East Tosa shop will result in at least two or three Full Time Equivalent (FTE) positions, and potentially more. Since announcing its intention to locate its new chocolate and ice cream shop in East Tosa in November 2014, the positive response from the community has been significant. The residents of East Tosa appear excited to have another locally owned business add to the unique character of its family friendly, walkable/bikeable commercial district. Indulgence chose East Tosa over other communities in the Milwaukee metro area, because the Company felt its chocolate and ice cream concept would be a good fit with the vibrancy of East Tosa, where the shop will be a nice complement to the existing quality retail and culinary businesses located there. Indulgence believes its new shop will also fill a need along the North Ave corridor for a family friendly after-dinner dessert destination. Indulgence is excited to be a part of the Wauwatosa community, and the Company looks forward to working with the City to Wauwatosa to create a quality shop that enhances the East Tosa neighborhood. Located at the north end of the complex, the transitional boiler will produce steam for the Milwaukee Regional Medical Complex. The existing fencing surrounding the property will be extended to enclose the boiler and some components that are located outside the building (fuel oil tank, generator, boilers and temporary stacks) will be removed in about 30 months. North Avenue Wauwatosa, WI 53213 (414) 479 - 8900 446 ' 5,351.64 Print Date: 1/16/2015 Packet Pg. 33 5.b TransitionalBoilerSolutionfor MilwaukeeCountyPowerPlant In order to provide a safe and reliable transfer of the boiler operations at the Milwaukee County Power Plant (MCPP), a Transitional Boiler Solution (TBS) will be implemented for the production of steam to serve the Medical Center. The TBS will utilize clean‐burning natural gas fuel and will enable the elimination of coal‐fired boiler operations in the existing MCPP which will bring an environmental benefit to the Wauwatosa community. The TBS will be situated on the north end of the MCPP property, as can be seen in Figure 1. The dark line work shows the new elements. The piping will be elevated and shall sit on a steel structure (as can be seen in Figure 5). Figures 4 and 5 indicate the anticipated change in appearance of the north end of the property when viewed from the west. The enclosure will remain on the site as a permanent structure; but the large boilers, generator, and fuel storage vessel (all of which are outdoors) will be removed from the site within 30 months of completed construction. The 40‐foot stacks seen on the left side of Figure 5 will be removed along with the boilers at that time.
