PRESIDENT’S REPORT

I present to members Football Federations Tasmania’s
Annual Report for 2013. The past twelve months have
once again been an extraordinarily busy and successful
period for both the organisation and the sport in
Tasmania. While there have been many highlights during
the year, some major initiatives are worthy of individual
mention.
The first year of the statewide Victory League clearly can be considered to
have been a major success. Media coverage for the competition exceeded
expectations and it was particularly pleasing to see the level of TV coverage,
a sector we’ve previously struggled with. Melbourne Victory’s preseason
week in Tasmania continued the good work of the previous year, with
multiple school visits and culminating in the double header at Kingston with
Tasmania v MV and MV v Western Sydney Wanders. Some icing on the cake
was our Victory League champion South Hobart qualifying to play the
inaugural (and very entertaining) National Premier League grand final
against Sydney United 58.
Our infrastructure stocks received a much needed boost with the $1.2M
upgrade of KGV to a state of the art all-weather pitch. The surface has been
widely acclaimed by participants and not only did we get an extra 60 games
played on it this season, it was used for more than 700 hours of training and
provided a venue that could be played on regardless of the weather this
winter. Now we need similar facilities for our juniors ….
The huge turnout of coaches to the State Coaching Conference in September
(over 120) was symptomatic of the availability and uptake of coaching
education now in Tasmania.
Participants this year started to see the value and reach of our work at the
top level start to flow through the football family, as more than 9,000
Victory league footballs were distributed to juniors statewide.
This completed year was the last of our existing strategic plan and our new
five year plan has now been approved by stakeholders. Next year’s Annual
Report will report against the strategic objectives. While we have
accomplished a lot, there is much to do and I would like to thank my fellow
directors, all the various volunteer office holders of our constituent member
organisations, FFT staff and all our sponsors for their valuable contributions
during what has been a very busy year.

2013 will go down in Tasmanian sporting history as the
year that the Victory League was launched.
Most of the work was done by my predecessor John Boulous and I
thank him for the successful momentum he has left me as we head
into 2014 and beyond.
The introduction of the Victory League was a monumental moment for
Football in Tasmania and there are many people who can be proud of
their association to bringing it to fruition.
Congratulations to the eight clubs who were successful in gaining a
license for the first three years and well done to South Hobart Football
Club who took out the inaugural flag.
The Victory League would not have been possible without the support
of numerous organisations and businesses. A heartfelt thank you to
Melbourne Victory, Mitsubishi Motors, Redline Coaches, Specsavers,
Southern Cross Austereo, Forestry Tasmania, Boags, Euro Signs and
Brown Brothers.
Using the success of the Victory League, strong presence was built in
the Tasmanian media, taking our coverage to new levels. Thank you
to Callan Paske and Damian Gill for their efforts in helping to reach
these new levels of exposure.
During the year we welcomed our new Technical Director Spencer
Prior who joined us from the Young Matilda’s. Spencer played in the
EPL and the Hyundai A-League, as well as being a Football
commentator on Fox Sports, so we’re sure his knowledge and
enthusiasm will be a great fit at FFT.
Competitions Manager George Kalis continued to oversee the
competitions department and deliver matches week in week out
throughout the state. In working with Ian Colhoun and John Pierre
Raymond, they handled all things refereeing.
Thank you to all staff, stakeholders and particularly the FFT board.
I’m looking forward to working with the whole Tasmanian football
community, to work on the vision of making football the premier sport
in the state of Tasmania.

FINANCE DIRECTOR’S REPORT
Glenn Campbell
I am delighted to present this Finance Report to Members on
behalf of the Board of Football Federation Tasmania (FFT).
The year ended 31 October 2013 saw a small surplus for the
organisation of $22k. Revenues grew strongly for the year rising to
$2.487m from $2.131m in 2012, with increases in most revenue
categories. The most significant increases were ‘Grants and
Sponsorships’ which increased by $58k, ‘Competition Fees’ which
increased by $66k and ‘Player Development’ increasing by $69k.
Correspondingly investment in the game by the Federation also
increased significantly. Total Expenditure increased from $1.989m in
2012 to $2.464m for the year to October 2013. Increases included:
‘Coach Education’ which increased by $40k, ‘Competition Expenses’
which grew by $149k and ‘Player Development’ being increased by
$94k. Good cost control and restraint were shown with ‘Employee
Expenses’ increasing by only 1% from $558k to $563k, significantly
less than C.P.I.
Prudently, Total Assets of the organisation grew from $864k to $923k
outstripping the growth in Total Liabilities from $277k to $313k,
ensuring that Net Assets grew by $23k (from $587k to $610k) and
that the organisation retains a strong balance sheet for strategic
investments in the game.
Every endeavour is being made to ensure the Federation is being
managed prudently, while ensuring the maximum available funds are
being invested in the game.
The October 2013 Accounts were audited by Independent Auditors
Accru Hobart, with Auditor Michael J Burnett concluding that, in his
opinion, the Financial Report was in accordance with the Corporations
Act 2001 including: giving a true and fair view of the organisation’s
Financial Position at, and Financial Performance to, 31 October 2013;
and complying with Australian Accounting Standards.
The Credit Policy of the Federation was reviewed during 2013 in
response to tardy payment practices by a small number of clubs.
The year also saw a strengthening of the Board’s Financial,
compliance and governance capability, with the creation of a Finance,
Audit and Risk (FAR) Subcommittee replacing the previous Finance
Subcommittee. The FAR is comprised of a Chair, the Board Chairman
and the Chief Executive Officer. It is governed by formal Terms of
Reference and reports to the full board at each meeting.

Responsibilities of the FAR include:
a) Overseeing financial reporting;
b) Oversight of the risk management system;
c) Review of internal controls;
d) Assisting the board in meeting its compliance obligations;
e) Reviewing the appointment, tenure and independence of
external auditors and
f) Reviewing and assessing the financial management of the
organisation.
I would like to thank the clubs for their co-operation and professional
approach to their governance and financial management practices;
the members of the FAR Subcommittee and FFT Finance Officer
Michael McIntyre for his continuous focus on improving the quality of
financial information available to the Board.

It is both a pleasure and an honour to present the FFT
Technical report for 2013 to our Members. Having only
started the role of Technical Director and the Head of Game
Development in September there has been many developments and
success both on and off the pitch.
Staff
Having only been on board for 3 months, I’d like to start by thanking
Mike Edwards, Dean May, Anthony Alexander, and Dale Itchins on
their outstanding contribution to support the Technical department in
the absence of a Technical Director and Northern Development Officer
during 2013. Through their drive and commitment to see the game
flourish in the State, they worked tirelessly to see the game improve.
NTC Boys Football Program
The 2013 program incorporated two (2) tiers of squad members,
which included fulltime scholarship holders that were complemented
by an underpinning development squad, predominantly eligible for
State U14 representation. This model proved to be highly successful
and provides a seamless development pathway for the most talented
players within the State, along with important coach mentoring
opportunities.
Recently at the Boys NTC Challenge in Canberra, FFT Boys continued
to show they are developing in line with the National Pathway. We
took a young squad containing 6 players born in 1999, which will
serve us well in the future.
Highlight from 2013 would be that 80% of the Skilleroos have been
offered and accepted a place in the 2014 NTC squad, which shows the
strong linkage between the NTC program and FFT underpinning
development programs.
Special mention should go to Tristan Prendergast who has been
identified by several A League goalkeeper Coaches, and has secured a
contract with Sydney FC. Also special mention that the Technical
Support Group identified Luke Eyles during the recent NTC Challenge
in Canberra. This placed Luke in the 23 players in his age group in the
Country, and also got him a spot in the All-stars squad.

NTC Women’s Football Program
2013 has been another positive year for the NTC Football Program.
The focus this year has again been on developing the tactical
understanding and technical abilities of the players using Game
Training as the mode of delivery. Here, the players are taught the
functional roles and responsibilities associated with playing the game.
The Program entered into the Southern Women’s Premier League as
its competition environment and performed very well, executing the
tasks set for each match in a positive and consistent manner.
Nine players represented the State at the NTC Challenge in Canberra
in August, combing with five Northern Territory girls to field a side
against the other states. A strong opening day performance against
NSW (0-1) was followed by further losses to the other states, but
apart from a big loss to the ACT, the team remained competitive. At
the conclusion of the week-long event, two players, Jessie Williams
and innocent Michael, were named as ‘players of interest’ for future
development and/or National squads.
Four NTC players were also eligible for the State U15 squad that
competed in the National Youth Championships in Coffs Harbour in
July. These four performed very well and made strong contributions
to the Tasmanian performance.
It was also pleasing to see that the State Women’s team that
competed against Victoria in October of the 16 players selected, 12
were either current or former NTC Women’s Football Program
scholarship holders.

Skilleroos
At this years National Championships in Coffs Harbor, FFT had (4)
four U13 Boys identified by FFA. The report from the Technical study
group commented that there continues to be significant growth in the
skill levels at Nationals with FFT teams.

During 2013 FFT ran its Inaugural SAP Festival in Launceston March
2013, which was a huge success. Teams from WA, FFSA, Capital
Football, FFV attended. We also had our friends from South Korea
bring over an U12’s team to partake.
Futsal
The Federation Futsal competitions across the State again grew in
numbers during 2013.
Competitions were offered from January to April and again from
September to December.
Launceston and Devonport Futsal had significant growth from the
previous year and our Senior Hobart competition grew by 20%.

This represents all regional areas of Tasmania with 3000 playing the
game of Futsal.
We also conducted an inaugural one-day State Tournament in 2013,
which attracted 50 Teams including Devonport and Launceston. This
was a great initiative with a view to conduct 2 additional Tournaments
in Launceston and Hobart for 2014.
Referee accreditation is a priority for 2014 with 2 courses booked for
February and October 2014.
We had 3 Tasmanian squads participate in the National Futsal
Championships conducted in Canberra in 12 Boys, 13 Boys and Senior
Men
Development Officers
During 2013 Approximately 7000 children were seen with school
clinics, which was an outstanding achievement given the lack of a
Northern Development Officer for a large part of the Year. Special
mention to Darren Purton and Mitch Billing for supporting in a casual
role, servicing the North and North West of the State.
Highlights would the North West program visits, that for the first time
FFT have facilitated football activities with the school kids. Also during
Victory Week, (8) eight schools were visited by Melbourne Victory
players and staff visited schools.
During 2013 FFT held (15) fifteen mass participation 5 a side gala
days across the state with over 2000 participants. These were run
through 50 different schools.

Special Projects
FFT continued to be involved with Special Projects such as worked
with Clarence City Council to facilitate the football activities for “World
Games Day” held at Wentworth Park. This was a successful day to
promote multiculturalism, which is an area that continues to grow
within Australian football.
We facilitated Beach Soccer at Kingston Beach with support from
Kingston Council. These comprised of (4) events with 60 participants
per event in January 2013. They were hugely successful days and
everybody enjoyed the challenging experience of playing football on
the sand. Also with Beach football FFT had a strong presence at “Day
at the Beach, Kingston Council Regatta” on Australia Day 2013.
Working closely with Special Olympics, FFT provided support of their
ribbon days by facilitating football activities for participants with
Intellectual Disabilities. During this special event there were in total
over 150 participants that had a great football experience.
Coach Education
During 2013 we made major advances in Coach Education on both
Advanced and Community pathways, up skilling over (130) Coaches
on courses from Skills Certificate to FFT Regional C Licence. We also
had over (220) candidates attend Grassroots courses, which look after
the life and soul of our young footballers experiencing football for the
first time.
Highlight of the year was FFT hosted the National Coaching
Conference in September, which had 110 coaches attend. The event
had Han Berger (FFA Technical Director), Kelly Cross (FFA Assistant
Technical Director), and a number of FFA Technical Support Group
members all in Hobart to deliver the updated FFA National Curriculum.
Special mention must go to the coaches and staff who committed and
contributed within the many FFT state and regional programs
throughout this year. The overall quality and standard of the football
delivered has seen marked improvements.
Conclusion
This year has provided many highlights in terms of technical football
progress, talented player development and achievements. Again, we
continue to improve and broaden the opportunities for players at all
levels to be involved and to learn.
I look forward to an even better 2014 with some exciting
developments, both for players and Coaches.

COMPETITION MANAGER’S REPORT
George Kalis
2013 saw the introduction of the Victory
Leaguea
new
state
wide
senior
competition comprising of five southern
teams, 2 from the north and 1 from the
north west.
The competition was fierce and South
Hobart FC continued their dominance of the
game in Tasmania winning the Victory
League losing only 1 match during the
season. They continued their success by
winning the inaugural Victory Cup coming
back in injury time to force the game into
extra time before completing the “double”.
Additionally after winning the Victory League South Hobart went on to
compete in the National Premier League Finals Series, making it all
the way to the Grand Final where they lost gallantly to a strong
Sydney United 58 outfit 2-0 in front of a vocal and strong Tasmanian
home crowd.
In Northern Tasmania Somerset were crowned Northern Premier
League Champions and also won the Northern Finals Series.
Beachside won the Southern Premier League and South Hobart went
on to win the Southern Finals Series.
The Women’s Premier Leagues saw Ulverstone being runners up to
the highly successful Launceston City team in the north again in 2013
and Olympia FC Warriors winning the Southern Women’s Premier
League. NTC were crowned State Women’s Champions after defeating
Olympia FC Warriors in an all-southern final.
The 2013 Summer Cup Division A was won by Olympia FC Warriors,
South Hobart were crowned Division B champs, NTC defeated Olympia
to win the Women’s Final and the social competitions won by Metro in
the Men and Kingborough Blue in the women’s.
Olympia FC Warriors won the Lakoseljac Cup for Men, Clarence United
defeated Olympia FC Warriors in a reversal from 2012, South Hobart
were crowned Under 20’s Cup Champions and Olympia FC Warriors
the Statewide Vase competition.
The inaugural Victory League Best and Fairest Medal was won by
Jayden Hey at the Victory League Awards with Kim Barker voted best
referee in the competition.

At the Northern Awards Presentation Kaimon Johnson was named
George Dale Medalist and Caitlin Storay won the Women’s Best and
Fairest. Chris Collins won the Under 18’s Medal and Kamil Douglas the
winner of the Fred Paice Medal in League 1.
At the Southern Awards Dinner Miles Barnard took out the Vic Tuting
Best and Fairest Medal with Jessie Williams winning the Women’s Best
and Fairest Medal. Other winners included; Francis Kenyi for the Best
and Fairest in Southern League 1, Melesse Asayhe winning the Under
20s’s John Barker medal and Lucy Johnson the best and fairest in the
Reserves women’s competition.
From a Refereeing perspective Tasmania had three referees elevated
to the National Training Pool. This is where young referees are
recognised and considered for national competitions and is the
pathway to the A-League and W-League Panels.
Lauren Hargrave, Brenton Kopra and Jimmy Hortle were all successful
in being elevated onto the NTC panel.
Sarah Wikeley and Lauren Hargrave attended the Girls National
Championships in Coffs Harbour with Jimmy Hortle and Ben Cornish
attending the Boys titles. Brenton Kopra was selected to attend the
NTC Challenge in late 2013, the first Tasmanian to attend this
competition as a referee.
The Referee Standing Committee and the Referee Technical
Committees met several times during 2013 and have continued to
develop strategies moving forward to retain referees and encourage
their growth, as well as steps to improve the standard of refereeing in
the state.
I would like to thank the three regional referee development officers;
David Cole (north west), Ross Logan (North) and Adrian Lockley
(South) for their efforts in 2013 in ensuring refereeing continues to
move forward. Both David and Adrian have also recently completed
the Level 2 Trainers course meaning we can upgrade referees to
higher standards without having to leave the state to run courses.
I’d also like to thank Kylie Prendergast and Michele Green for their
assistance in 2013. I thank all club members - from players, coaches
and board members for their assistance and patience with competition
issues this year.

MEDIA, COMMUNICATIONS and
MARKETING
Damian Gill
2013 has been a landmark year for Media and
Communications for Football in Tasmania.
As a Federation we have improved our media output and the
profile of the sport as a result has never been stronger. 2013 has seen
unparalleled media coverage, increased and improved social media
engagement and an overall rise in professionalism from the product we
provide.
With Football in Australia and Tasmania on a strong growth curve, in 2013
FFT re-launched a Tasmanian statewide football competition.
The new statewide competition, the Victory League has been
overwhelmingly received by the football public, the wider Tasmanian
community and the mainstream media.
The Victory League has taken football in Tasmania to a new level with
unparalleled media exposure for the sport. The Victory League’s coverage
and media saturation have been the envy of other football federations
around Australia and the Victory League’s success has brought with it
exceptional outcomes for commercial partners and sponsors.
Football has never featured so regularly in mainstream media with excellent
print coverage with up to ten articles per week in season showcasing the
beautiful round ball game across the three major papers in Tasmania.
Television coverage also saw a dramatic jump, with top flight Tasmanian
football reaching more homes than ever before with football being featured
up to five times a week on free to air news. Radio coverage also saw a
significant spike with consistent coverage through news and sports
programs across commercial radio and ABC News and local radio.
Within this massive year for local media for our sport, there were some
historic moments within the Victory League’s first season that saw the
Tasmanian game receive major national media exposure.
Tilford Zebras’ Adam McKeown made a record that may never be eclipsed in
Tasmanian Premier football, with the striker putting away seven goals
against Launceston City, a story that was very well received by media.
Kostas Kanakaris made national headlines with a national record, slamming
a hat-trick away in 2 minutes and 51 seconds to score Australia’s quickest
ever hat-trick, a milestone that saw Tasmanian football on the front page of
the fox sports website, news.com.au and many other notable national media
entities.
Exposure from marquee appearances in the Victory League also garnered
major national interest. Ex-Socceroos Zeljko Kalac and Danny Allsopp both
played one-off games throughout the season, these appearances produced

increased attendance and coverage across the country, including video of
Victory League on SBS’s World Game.
South Hobart’s appearance in the National Premier Leagues (NPL) Finals
Series was in a sense a culmination of a terrific year of football and media.
It was arguably Tasmanian football’s biggest day as the Australian football
world honed in on Tasmania and saw publicity for the Victory League and
football in Tasmania reach new heights in interest across the country.
Hosting FFA’s major event was a huge feather in the cap of Tasmania’s
statewide competition and the work being done to improve and grow football
in the state.
There is simply not another premier league in the country that garners the
same level of mainstream and online media coverage that the Victory
League has produced in it’s inaugural season.
SOCIAL AND ONLINE MEDIA
This year has seen FFT’s website refreshed with new features, including a
brand new match center. It has given the site a fresh look in a year that has
seen our site reach more people than ever before.
In 2013, the FFT site has seen a 6% rise in visits and a 10% rise in unique
visitors, due to increased activity and new and exciting content on the
website. We are being widely read in the football community and the
amount of content has risen in the past twelve months with a greater
emphasis on digital and video production.
FFT TV also reached new heights this season, with weekly video highlights
and regular segments with the SpecSave and Goal of the Week, which
engaged football fans with weekly polls. We also saw video previews and
video reviews on a regular basis, giving football lovers more content to sink
their teeth into than ever before.
In 2013, FFT’s match highlights and videos on the FFT YouTube channel
have been seen by more than 83,000 people and we expect further growth
next year. The work of Stefano Lufi and his cameramen has seen Victory
League, Northern, Southern and Women’s Premier Leagues highlights online
in a timely fashion week in week out. Stefano has also provided an excellent
service, in supplying media organisations with quality footage in a timely
fashion after the completion of Victory League matches. Stefano’s work has
been excellent in ensuring the consistent quality coverage the Victory
League has seen in 2013.
We continue to work with important local football websites with The Back
Post and Walter Pless.com.au, to continue their excellent services to the
passionate local football community.
This year has seen a dramatic rise in the social media presence of the
organization, with an increase in Facebook likes of 62.5% along with
consistently higher activity from visitors of the page. Twitter has also been
utilized more effectively with the governing body playing a leading role in
keeping fans posted with matches, stories and scores and part of this is
helping member clubs to embrace social media and utilise the power of the
platforms.

FFT also engaged in Instagram in 2013 – allowing football fans greater and
often inside access into Football Federation Tasmania. We currently have
405 followers on Instagram and expect further growth as the social media
service continues to grow.
