At presstime Thursday, it was uncertain whether their regional play would begin Monday or Tuesday. See story on Page 17. Photo by Bill Sterling Uncertain Future Is ‘Central’ to Outcome for Historic School By Linda Cicoira The New York artist isn’t going to make it happen on the Eastern Shore of Virginia. There won’t be dozens of people employed in a furniture-making workshop in the former Central School gym in Painter. There’s no longer a plan for concerts in the auditorium, a restaurant in the cafeteria, exotic vegetable growing on the grounds or artists studios and shops in the classrooms. But the opportunity is there for a price. Manhattan designer Tucker Robbins no longer has a vision for the Lankford Highway site. He’s put the property he bought from Accomack County about eight years ago for $150,000 up for sale for $525,000. That’s a difference of a couple of years’ rent in his Long Island City location, according to Robbins. “I want for Central to be utilized as the center of the community,” Robbins said Wednesday in an email sent from somewhere outside the country, where he was traveling. “I have been unable to make it work for my business, yet I am sure that it can work for enterprise, providing housing, a campus for retail and grounds for further development.” The former campus has been empty for more than a decade. It includes nine buildings over a little more than 12 acrea. The main two-story structure is about 30,300 square feet. “It cost $50,000 to get the asbestos out,” Realtor Bunny McLean said Wednesday, adding that Robbins also spent money on plans for the project. “Repurpose this historic school and create a business opportunity — apartments, a mini-mall of offices, arts and more — think of the possibilities,” McLean’s posting on a local real-estate website suggests. Current owner/designer has had elevations drawn to his vision. … Think of the stories this building could tell. Reclaim a tangible part of local history and have your imprint on stories of its future.” Central was built in segments. The first part cost about $25,000 to construct and was completed in December 1932. After a court battle that went to Virginia’s Supreme Court, Accomack’s School Board borrowed money from the State Literary Fund. Some taxpayers objected to the loan, complaining that the issue had been voted down when brought before the public. In January of the following year, the building was open for classes. Robbins got what he renamed “Central Green” listed in the National Register of Historic Places. “The responsibility for preserving Virginia’s irreplaceable historic resources rests ultimately with interested citizens like you,” State Historic Preservation Director Kathleen Kilpatrick wrote in a letter to Robbins in June 2010 when she announced the designation. Reflecting on his Shore experiences, Robbins said, “I am grateful for all the care and support Central and I have received from the Eastern Shore.” Central stands ready for a new owner. 2 • Eastern Shore Post • May 29, 2015 RTH ANNUAL U O F TALL SHIPS AT CAPE CHARLES® The Eastern Shore’s Harbor to Hospitality JUNE 13 - 14, 2015 TOUR THE DECKS! Music, Food and Family Fun www.tallshipscapecharles.com Scary Recollections By Linda Cicoira There was a tree house in the middle of a beautiful backyard surrounded with fruit trees and flowers in a busy Northern Virginia town where a 9-year-old girl moved with her family more than four decades ago. As part of an Eastern Shore Post survey, Angie Cobb of Onley remembered reaching it as the scariest thing she’s ever done in her life. “We had to climb up a tree and then swing over to get in,” she said of herself and her siblings. “I just couldn’t do it. But I wanted to get in that tree house so bad that I finally” took the leap. “It was probably 20 feet in the air, which is a lot when you’re 9 years old,” Cobb said. “I don’t know how I got out.” But for her sister, Julie Elbers of Onancock, the tree house wasn’t what got her. That unnerving moment came years later. “I skydived in a simulator,” Elbers said. “It scared me. It was too real. I don’t want to jump out of an airplane. I’ll watch ya. But I’m not doing it. I have no desire to fall to my death.” Barbara Collins, also of Onancock, is Cape $899 the mother of Elbers and Cobb. She had gone on a trip to Canada to take photographs of wildlife and was petrified to learn that while in an enclosure with lions, the weapon she was given for protection was useless. “He had a pair of lions,” Collins said. “We went in the cage with him. He gave us a cattle prod. He said they wouldn’t come near us.” But then she learned there were no batteries in the tool and the lions were circling. “That was one of the scariest things I’ve ever done.” Bruce MacMaster Jr. of Onley was a “brand new green sailor” in 1956. He was in a Navy ship at the Arctic Circle with waves measuring 50 feet. MacMaster was in a hurricane and at 19 his thought was, “I wanna go home!” Donna Custis of Pungoteague and Teresa Handy of Bloxom both said having a baby was scary. But that wasn’t the most terrifying event for Nancy-Jo Revel of Modest Town. “I let my son and his friends have a garage party. This is self explanatory,” she said. Carolyn Abbott of Parksley said the scariest thing was racing her car. “I was a little younger then, and had just purchased a (Dodge) Charger Hemisphere.” For Matthew Gogolin of Jamesville, it was “going to super-bike school.” Anthony LoFaso of Onancock said his scariest moment was when he “rode on the back of a motorcycle up the winding road to the top of the Sandia Mountains in Albuquerque, New Mexico.” Donna Belote of Onancock said parasailing was the activity that shook her up the most. Flying a World War II fighter plane was the scariest thing Roy Custis of Painter said he ever did. About eight years ago, he went up in the aircraft with his father, who always wanted to do it and never got a chance while in the war. $999 Correction Center 26507 Lankford Hwy. In this economic climate, you really don’t have much margin for error. Budget and school matters are big issues. How do you divide up the pie? How do you get the most out of what we do have? How do you attract jobs? How do retain the jobs that you already have? I’m proud of the fact we didn’t raise taxes this year.” Raised in Assawoman, Chesser and his wife of more than 40 years (the former Dawn McCready of Oyster), bought his maternal grandfather’s former home at Jenkins Bridge, where they now live. The couple own and operate the Holden Creek Hunt Club, which they started in the mid 1970s. They have a daughter and two granddaughters. Chesser is a waterfowl guide, a renowned decoy carver and a former farmer and game warden. He graduated from Atlantic High School in 1965 and attended Eastern Shore Community College when it was a branch of the University of Virginia at Wallops Island. He graduated in 1970 from Old Dominion University with a bachelor of science degree in business management. Chesser was named Carver of the Year for the Eastern Shore, Chinco teague, Pocomoke, Western Henrico, Richmond and Pender County, N.C., chapters of Ducks Unlimited and a Living Legend by the Easton (Md.) Decoy Festival. He served as honorary chairman of the Havre de Grace, Md., Decoy Festival. Chesser was the featured carver at the Congressional Sportsman’s Chesser Caucus at the (Sam) Rayburn House Office Building and at the Smithsonian Exhibit of American Bird Sculpture in conjunction with the Ward Foundation Museum at the Museum of Natural History, both in Washington. He exhibited at the 50th anniversary of the Duck Stamp Contest and was a judge for the 1984 event. In 2009, he was given the Virginia Heritage Award and has participated in the Masters and Apprentice Program for the Virginia Foundation for the Humanities, passing on traditional crafts. Chesser co-authored “Making Decoys the Century Old Way” with Curtis Badger in the 1980s. He wrote a column for several years about decoy collecting for Wildlife Art Magazine and penned the chapter on the Eastern Shore of Virginia in the book, “Chesapeake Bay Decoys: The Men Who Made and Used Them.” Chesser serves on the Barrier Islands Center and Saxis Island Museum boards. He was appointed as the supervisors’ liaison to the Accomack County Sheriff’s Office, and he serves on the county’s Agriculture and Forestal District Committee. He previously served on the AccomackNorthampton Planning District Commission and the Virginia Marine Resources Commission advisory board. “I don’t like serving on boards and commissions unless it’s absolutely necessary,” Chesser said. “If possible, it should be a citizen on there.” 4 • Eastern Shore Post • May 29, 2015 Savage Seeking Re-election Zeb B. CTGVARIETY.COM May 29, 2015 • Eastern Shore Post • 5 Court Postings By Linda Cicoira Accomack District Court After charging a man who has lived in Horntown for the last year with strangulation and assault in Accomack County earlier this month, police discovered he is wanted in connection with an attempted homicide in 2014 and related crimes in Pennsylvania. Levi Daniel Zagata, 37, of Trails End is being held in Accomack Jail without bond, according to records Zagata filed in the county’s general district court. Pennsylvania authorities are seeking to extradite him. Zagata was arrested at his home May 20 and charged with crimes occurring the previous day, including “impeding the blood circulation or respiration of another … by applying pressure to the neck … resulting in … injury.” He also was charged with misdemeanor assault. The victim was not identified. Upon running his criminal history, through NCIC (National Crime Information Center), Accomack investigators discovered Zagata had outstanding warrants in Lansford, Pa. According to Lansford Police, Zagata is wanted there on one count of attempted homicide, one count of making a threat with intent to terrorize, and two counts of aggravated assault on Feb. 14, 2014. In an unrelated case, Delaware authorities are seeking to extradite Gerald Lee Evans, 33, of Cape Charles for escaping from police after being convicted of car theft in October 2005. He was arrested May 19 by Deputy David Gladding and is being held without bond. Owners are responsible for pets’ behavior. Pets must be leashed or carried. Water for pets will be provided. Prizes for the best pet costumes include a Willie Crocket print, official SPCA hat, and gift certificate to Eastern Shore Pets. Parade participants will meet behind the Roseland Theater and follow the sidewalk to the wharf and back. Donations to the SPCA of pet food, litter, bleach, or supplies are always welcome. By Ron West At its session last week, Cape Charles Town Council discussed concerns regarding recent changes to the parking available on Mason Avenue. Virginia Department of Transportation (VDOT) had recommended that angled parking on the north side of Mason Avenue could increase the number of spaces for public use. While this would have made it easier for drivers to pull into a space, it also meant they would need to back out into oncoming traffic. To resolve this, VDOT suggested that drivers pull past the open space and back their vehicle into it. Council adopted VDOT’s recommendation and posted signs indicating that vehicles are to back into the spaces. Police have begun to issue parking tickets for those violating the new policy. Mayor George Proto noted that more signs might be needed to educate drivers. TOWN OF ONLEY PUBLIC NOTICE The Town Council of the Town of Onley will conduct a Public Hearing beginning at 6:30 p.m. on Monday, June 8, 2015, at the VVA Building, 25534 E. Main Street, for the purpose of receiving comments from the members of the public concerning the proposed Town Budget for the fiscal year beginning July 1, 2015 and ending June 30, 2016. The following is a synopsis of the proposed budget for the fiscal year beginning July 1, 2015, and ending June 30, 2016: PROPOSED EXPENDITURES FOR THE ESTIMATED REVENUES & OTHER YEAR ENDING JUNE 30, 2016 SOURCES FOR THE YEAR ENDING JUNE 30, 2016 General Government $ 179,333.00 General Property Tax $ 63,000.00 Public Works $ 73,967.00 Other Local Tax $ 399,520.00 Public Safety $ 340,321.00 Fines $ 105,000.00 Grant Expense $ 29,358.00 Interest Income $ 2,000.00 TOTAL $ 622,979.00 Miscellaneous Income $ 1,050.00 Grant Income $ 29,358.00 Allocated Funds $ 7,000.00 Decal Sales: Reserve to Balance $ 16,051.00 Cars/Trucks: $27.00/vehicle TOTAL $ 622,979.00 Motorcycles: $25.00/vehicle Proposed Fiscal Year 2015-2016 Tax Levy: Utility/Boat Trailers: $8.00/trailer No increase in Personal Property Tax & Boats: $0.30/hd value No increase in Real Estate: $0.08/hd value The Regularly Scheduled Town Council No increase in Meals Tax. No increase in Transient Occupancy Tax. Meeting will immediately follow the Public Hearing. Business License: $30.00 Councilwoman Joan Natali suggested that the town might have fallen short in alerting the public to the change in parking procedures. Councilman Sambo Brown, who spent much of his career in law enforcement with the county, said council probably needs to change the town’s vehicle ordinance to incorporate the new parking procedure. The westbound traffic lane has been moved a bit south of its previous location to accommodate vehicles making use of the angled parking spaces. Assistant Town Manager Bob Panek updated council on the efforts of the county’s Public Service Authority (PSA) to provide wastewater service to the area between Cape Charles and Cheriton. While county supervisors have been pursuing the establishment of public wastewater and/ or water lines for potential commercial interests, a proposed special-use tax for county residents has found little traction and a proposed connection fee for wastewater pumped to Cape Charles’ recently opened sewage facility has been opposed by the PSA. Opinions also differ between the PSA and the Town of Cape Charles regarding a possible surcharge for-outof town customers. Council agreed to pick up the matter at an upcoming work session. Town Treasurer Debbie Pocock presented council with the final version of the FY 2016 town budget. Council scheduled the public hearing on the $8,022,603 spending package for June 4. •a son, born to Marquita Davis and DeShawn Gholson of Exmore May 18 •a son, born to Sarah and Benjamin Shotwell of Onancock May 20 •a daughter, born to Markeshia Drummond and Debrandon Harmon of Savageville May 21 Town of Wachapreague Proposed Fiscal Year 2016 Budget (July 1, 2015 - June 30, 2016) Revenues $ Vehicle/Trailer Decals/Tags Business License Fire Program Grant Interest Income Litter Control Property Taxes Sales Tax Transient Tax Prepared Food & Beverage Tax Zoning Permits Utilities Tax Communications Tax Miscellaneous Revenue Marina Expenditures $ Business & Tourism Capital Fund Vehicle/Trailer Decals/Tags Dues/Publications/Postage Fire Program Insurance Miscellaneous Expenses Mosquito Control Office Expenses Payroll Payroll Taxes Professional Fees Refuse Repairs & Maintenance Seaside Park Total Revenues $143,920 Utilities Donations Proposed FY2016 Tax Levies: Town real estate and real property tax Zoning Expenses rates will remain the same at $.13/$100 valuation. Ron says Sunday saw lots of flounder being caught, many of them over 22 inches. Numbers of fish have moved up onto the flats, as some bloodworms have been coming out of the mud. Pink and chartreuse have been the bait colors of choice. On the bayside, schoolie rockfish are still on the outer flats and in the creek mouths. Speckled trout and puppy drum have not made a showing yet, but there are reports of large schools of big red drum from Occohannock Creek north to Onancock Creek. Fish are schooled in 4’-10’ of water, but the bite has slowed. Trolling spoons and casting large plastic swim baits have been the most productive methods for these fish; however, anchored-up bottom-fishing crab, spot or cut bunker also has produced. Black drum fishing is hot on the Middle Grounds and the Cabbage Patch above the bridge-tunnel. Bottom fishing has produced only small numbers of croakers and gray trout. Start looking for spadefish to show up around the towers and buoys, as the first fish here are always the oversize variety. Get your spadefish hooks and sea clams ready. The winners in the Black Drum Tournament at Chris’ Bait and Tackle were: first place - Major Jones 69.9 pounds; second place - Hunter Webb 69.2 pounds; third place - Nick Lewis 67.8 pounds. John Kish won the flounder tournament at Captain Steve’s Bait and Tackle with a 5-pound, 10-ounce fish, and Jay Staniszewski was second with a 4-pound, 13-ounce flounder. I am still trying to catch my breath,” said Pony coach Will Thompson following the game. Backed by the no-hit pitching of Trey Fisher, who allowed only one unearned run in the first inning on two errors, the Ponies still trailed entering the home half of the seventh inning. Dylan Mason led off the seventh with a single, Joe Thornton singled for his second hit of the day to move Mason to third, and then Ryan Mason walked to load the bases. Spencer White then hit a ground ball up the middle to score Dylan Mason with the tying run, and when the second baseman bobbled the ball, Thornton was sent home and scored the winning run, setting off a wild celebration. Dustin Holloway and Fisher also had hits earlier in the game. Fisher struck out six and walked none while holding the Cougars hitless. It was a pitching duel as the Ponies were blanked until the final frame. It was uncertain at presstime when Chincoteague would host its first regional game. Ponies Top Franklin Chincoteague breezed past Franklin 13-3 Tuesday to advance to the Conference 41 title game. Dylan Mason pitched five innings, allowing three hits, walking seven and giving up three runs. Ryan Mason relieved and struck out three in an inning of work. Arcadia Nips Nandua Arcadia’s Jaquan Wharton had an infield hit to score the winning run in a 4-3 Firebird win at home Tuesday in an opening round conference game. Zach Mills threw a complete game, allowing three runs and striking out 12. Dom Siemincky went 2 for 3 with a pair of doubles and two RBIs. Connor Brasure also had a double and an RBI. Mills and Tahree Pettit also picked up hits. Firebirds Fall to MW Maggie Walker knocked Arcadia out of the Conference 33 baseball playoffs with a 13-1 win in Richmond Wednesday. Amanda Baylis provided insurance runs with a two-run homer in the fifth inning after Caroline Harvie opened the inning with a triple and scored on a Wert single. Toppin singled prior to Baylis’ roundtripper. “Derrica got in front of the hitters all day and then we played good defense behind her,” said Nandua coach Lynn Williams. “She didn’t strike out many (three), but she was getting them to hit her pitches.” Nandua lost to King William 6-2 in an earlier meeting this season, but Williams said his team is playing better now and feels good about his chances. “They’ve got the best pitcher in 2A softball, but if we play our game, we’ve got a good shot at beating them.” King William’s Kayla Huffman has signed to pitch for Division 1 Radford. She’s loved and feared about equally. And she’s brought some fame to the Eastern Shore of Virginia. So why do I feel kind of sorry for a female, who because she has visited our locale, ranks up there with Diana Ross and Elizabeth Taylor? No, folks, despite the T-shirt that makes the statement, it is not “all about that ping.” Every time the famous great white shark, Mary Lee, is mentioned, somebody has to make a fat girl comment. S May 29, 2015 • Eastern Shore Post • 31 Is it natural that they would just have to include in their talk that she weighs more than 3,500 pounds and is 16 feet long? I don’t think so. There is a prejudice lurking about. Is it not enough that she has a healthy diet of protein like seals, tuna, manatees and surfers? OK, maybe that last food is more like dessert. But, Mary Lee works out a lot. And well, if you’ve seen her, I’m sure she has encouraged you to swim faster too. Let’s just agree to say she’s therapeutic. Mary Lee has traveled more than 20,000 miles since 2012 when a tracking device was attached to the girl in Cape Cod. That’s a lot of laps. A ping is registered when the shark’s dorsal fin breaks through the water and transmits a signal that, in turn, provides an estimated location, last Sunday near Hog Island. They say the purpose of tracking Mary Lee is to better understand ocean movement, reproductive behavior, juvenile activity, seasonal habits and other stuff to help sustain the species. Well, Post Office Mail ESO Closes Out Successful Year Dear Editor: On behalf of our Board of Directors and myself, I want to thank the ESO School of Dance for its two wonderful productions this class year: the 24th “Nutcracker” last December and the 24th original Spring production, “Big City, Bright Lights,” over Mother’s Day weekend. Our choreographer/School of Dance Director Dana Floyd-Sutter is amazingly gifted and we are fortunate to have her at Eastern Shore’s Own Arts Center. The wardrobe crew was outstanding, although their job was daunting; they designed and handled 393 costumes and headpieces for the spring show alone! All of our volunteers — from the production manager to the stage and lighting crew, front of house management to the company photographer, cast monitors to prop handlers — put in a lot of hard work to make these shows special. The performances shone due to the commitment of the dancers; we had a cast of 117 young ladies and gentlemen for “Big City, Bright Lights”! Thank you to the parents and especially those who volunteer for the productions; it truly takes everybody’s help to put on the best shows possible for the Eastern Shore community. I’d like to also thank the program ad sponsors and donors who help lower our expenses, which is vital to helping our non-profit arts center thrive. I am grate- I happen to think there is a whole lot more to the story. Someone out there is gearing up for a major motion picture. I hope she doesn’t wind up being a villain like “Jaws” star, Bruce the Shark, who was always popping up on “Saturday Night Live.” I just don’t see Mary Lee being viewed favorably and I again think some of that will be based on her girth. I read one account that described her as that “sizeable” shark. It is simply not polite conversation. Besides, she could go for nearly three months without eating. How about trying that? She already has to deal with her second meaning on my computer’s dictionary as one who “unscrupulously exploits or swindles others.” It’s not fair, I tell you. Sharks have been around for nearly 400 million years. A now extinct ancestor was even larger (so there) and ate dinosaurs. The Carcharodon megalodon shark grew to 50 feet long about a million years ago and “could easily ful to Nandua High School administration as well for providing an accommodating venue for our ballet productions. Thank you to the public who attended these shows and, hold on to your hats — next season brings the 25th anniversary of both the “Nutcracker” and the spring ballet, sure to be very special and memorable shows! Dawn Simpson, ESO Executive Director Nurses’ Donations Recognized Dear Editor: Once a year, during National Nurses’ Week from May 6-12, the nation pauses to recognize the compassion, empathy and dedication of nurses to their patients. Riverside joined the national celebration by honoring our nursing corps with educational and team-building events, and several local businesses generously donated gifts which added excitement to the events. Riverside wishes to thank the following local businesses for supporting and honoring local nurses: Anointed Hands Bakery, Blarney Stone, Bojangles, Book Bin, CD Marsh, The Clam Shack, Club Car Café, Corner Bakery, Dragon House, Eastern Shore Animal Hospital, El Maguey, Exmore Diner, Floral Express, Happy Buffet, Island House, Jaxon’s, Little Italy, Mallards, McDonald’s - Exmore, Pro Nails, Shore Therapeutic, Snips and Styles, Sunrise Pizza - Exmore, Tammy & Johnny’s and Vernon Powell-The Athlete. Practicing nursing with the highest ethics and swallow an entire person.” Now that’s a big-boned girl. Mary Lee was named after OCEARCH expedition leader Chris Fischer’s mother. “My parents have done so much,” Fischer said. “I was waiting and waiting for a special shark to name after her and this is truly the most historic and legendary fish I have ever been a part of and it set the tone for Cape Cod.” Humans are more dangerous to sharks than the opposite since people kill as many as 100 million sharks every year, often when they are accidentally caught in fishing nets. Did you know that shark bites are uncommon and fatal attacks are rare? Besides, if a shark does grab you with her teeth, she is just curious and because she lacks hands, she is simply feeling you with a gentle nibble. (Believe that and I’ll sell you the Town of Wachapreague.) OK, let me give a little advice about shark gazing. When you see one, get out of the water and don’t call her a whale. providing the best care possible have always been at the forefront of nurses’ work. Year after year, nursing is described by the public as the most trusted profession. Riverside nurses consider it a privilege to be trusted to share our patients’ healthcare journeys. Our nurses and team members are daily examples of the Riverside mission of caring for others as we would care for those we love.
