Westmoreland, southern Indiana and northern Fayette Counties. As the premiere healthcare
provider in the area, we know that care doesn’t always mean coming to the hospital nor is it
limited to treating illness and injury. Excela Health services extend across the counties and

outpatient rehabilitation, diagnostic testing and imaging, and medical equipment and supplies.

Behavioral Health - Program Descriptions
Our goal is to create an empowering environment so that individuals can begin to set their
personal path to recovery, accomplish goals, and reconnect with family, friends, the community
and themselves. We work with individuals to develop strategies for coping, personal growth and
continuing wellness.
In our recovery principled programs, we emphasize the principle of hope and avoid the language
of illness. Though a blend of compassion and understanding, we focus on individual strengths
and strive to help each person achieve his/her desired results. We offer a comprehensive
continuum of inpatient, outpatient and community-based services for children, adolescents,
adults and families.
Adult Outpatient Clinic (Westmoreland Hospital)
This is a psychiatric outpatient clinic staffed by two Licensed Clinical Social Workers (LCSW),
one Licensed Psychologist, one full-time Psychiatrist and two part-time Psychiatrists. Services
include individual, group therapy, psychiatric evaluation, medication management and a Clozaril
clinic. There are 22 patients scheduled for the Clozaril clinic every Thursday morning, with a
total of 50 patients in the program.
New Patient Inquiries have remained consistently higher than the capacity of the available
resources. As a result, there is a great demand for services that will enable the practice to
continue its consistent growth.

Child Outpatient Clinic (Latrobe Hospital)
This is a psychiatric outpatient clinic that is staffed by two Licensed Clinical Social Workers
(LCSW) and two part-time psychiatrists. Both are board certified in child and adolescent
psychiatry. Services include individual, group and family therapy, psychiatric evaluations and
medication management. In addition to outpatient, the site also provides a licensed office-based
Crisis Walk-In program. After hours crisis is handled through the Latrobe Hospital emergency
department and supported by Behavioral Health inpatient staff.

Adult Inpatient (Westmoreland Hospital)
This is a 32-bed acute inpatient facility, located in a free standing behavioral health building on
the campus, directly across the street from the main hospital building and consisting of two units;
15 beds on the second floor and 17 beds on the third floor. Ambulatory programs occupy the
first floor and the crisis center occupies the ground floor of the same building. The ADC is 26
and the ALOS is 6.5 days. The principles of recovery embodied throughout our services account
for a restraint-free inpatient program with minimal (2 in 2013) seclusions. There is a Family
Physician who attends to the medically related concerns and completes the H&Ps; if medical
related issues arise, the FP is called, not the psychiatrist on call. In addition, the program has
three- Licensed Clinical Social Workers (LCSW) on-site five days a week, an Occupational
Therapist, RNs, and Behavioral Health Technicians.
Child/Adolescent Inpatient (Latrobe Hospital)
This is an 11-bed acute inpatient facility located on the 4th floor of the hospital that has an ADC
of 7, and an ALOS of 5.5 days. There is a Family Physician who attends to medically related
concerns and completes the H&Ps; if medical related issues arise, the FB will be called, not the
psychiatrist on call. In addition, the program has two- Licensed Clinical Social Workers (LCSW)
on-site five days a week, a Teacher, an Occupational Therapist, along with RNs and Behavioral
Health Technicians.

Adult Acute Partial Hospital (Westmoreland Hospital)
Our partial hospitalization program (PHP) is located on the first floor of the behavioral health
building, directly across the street from the main hospital. It is licensed for 25 patients per day; it
operates two, 4-hour sessions per day. The morning session is for individuals with a mental
health diagnosis only, and the afternoon session is for individuals with a co-occurring substance
abuse diagnosis. The ADC is 10 and the ALOS is 7.5 days. Our PHP is often used as a step
down from inpatient.
School Based Mental Health Program (Based at Latrobe Hospital)
We operate fully functional outpatient clinics in four school districts in Westmoreland County
(Derry, Latrobe, Ligonier Valley and Mt. Pleasant). The program is staffed by five- Licensed
Clinical Social Workers (LCSW) and one part-time board certified child psychiatrist.
All services, including medication management are provided within the school clinic setting.
Each school site is licensed by the Pennsylvania Department of Public Welfare, Office of Mental
Health and Substance Abuse Services as satellite clinics of the Latrobe Hospital Child Outpatient
Clinic.
Student Assistance Program – SAP (Based at Westmoreland Hospital)
This program is funded by Westmoreland County Behavioral Health and Developmental
Services. SAP is a required service for all school districts in Pennsylvania. SAP is an
assessment, intervention and referral service for youth, identified by the districts whose academic
performance has been compromised by behavioral/emotional issues and are considered to be atrisk. Excela provides SAP services to 15 of the 17 school districts in Westmoreland County and
two of the Vo-Tech centers. There are four Masters prepared SAP Liaisons on the staff, who
conduct evaluations and assessments at the schools. The program is operated in collaboration
with the St. Vincent College Prevention Project, which monitors fidelity to the evidence base of
the SAP model.
Nursing Home Support (Based at Westmoreland Hospital)
This is a Community Psychiatric Nursing Home Program providing in-home/community
psychiatric nursing services. The program targets priority populations (an OMHSAS
designation) who would otherwise be at risk for state hospital admission, as well as serving as

the first point of follow-up for individuals discharged from the state hospital. There are eight
RN’s and two Health Aides.
The program is licensed by the Pennsylvania Department of Health and Department of Public
Welfare, Office of Mental Health and Substance Abuse Services as satellite of the Westmoreland
Hospital Outpatient Clinic.
Crisis Response Center – CRC (Westmoreland Hospital)
The CRC is located on the ground floor of the behavioral health building, across the street from
the main hospital; it is the newest addition (opened March 25, 2013) to the Behavioral Health
service line. It is an enhanced expansion of the office based crisis walk-in services that had
previously been provided through the outpatient clinic. It was developed to provide an
alternative to emergency room treatment for individuals in psychiatric crisis. Combined, the
Excela emergency departments see approximately 3,000 individuals in psychiatric crisis each
year; at least 60% do not meet the criteria for inpatient admission and are discharged from the
ED to the community. The amount of time necessary to address this population had significant
impact on ED, and increased stress of the ED staff, which is not specifically trained to deal with
the psychiatric patient. Through collaborative agreement with CareGivers of Southwestern
Pennsylvania, Peer Support Specialists are also accessible through the CRC.
The CRC consists of three interview rooms equipped to address the varying needs of its guests.
The CRC is currently operating between 4pm and midnight, 7 days/week. The program is
expected to move to a 24/7 schedule in the Spring of 2014. The CRC is staffed by 1 RN, I
Masters Prepared Therapist and 1 Behavioral Health Technician per shift. In addition to hospital
staff, the Peer Support Specialists round out the staff compliment.
The program utilizes an evidence based practice for psychiatric crisis known as the “Living
Room Model” and was developed under the Practice Guidelines for Psychiatric Crisis, published
in 2009 by the Substance Abuse and Mental Health Services Administration (SAMHSA) of the
US Department of Health and Human Services (HHS).
The program is independently licensed by the Pennsylvania Department of Health and
Department of Public Welfare, Office of Mental Health and Substance Abuse Services, but must
be attached to an underlying psychiatric outpatient clinic; the CRC is attached to the license of
Westmoreland Hospital Outpatient Psychiatric Clinic.
CareGivers of Southwestern Pennsylvania
CareGivers is a separate not-for-profit (501 c3) organization, operated as a subsidiary of Excela
Health reporting to the Director of Behavioral Health.
As members of the United States Psychiatric Rehabilitation Association (USPRA), the
CareGivers recovery programs are nationally renowned as models of best practice and evidence
based implementation in the operation of peer driven, person-centered programming. The
individual programs are used by the Pennsylvania Department of Public Welfare as THE

benchmark for all other peer driven programs licensed by the state. CareGivers is the largest
community based recovery program in southwestern Pennsylvania.

Peer Support – Staffed by Certified Peer Support Specialists, former consumers of
mental health services who have completed a three-week state certified training program
and successfully passed the certification exam. We currently have 17 certified Peer
Support Specialists; two are dual certified (MH and Substance Abuse and one holds triple
certification (MH, SA and Forensics). They have full access to our facilities, and they
provide community based peer monitoring and support to individuals with chronic and
persistent mental illness. This is the largest peer support program in southwestern
Pennsylvania.

Clubhouse – Social, Educational and Vocational Rehabilitation Program. Clubhouse
serves individuals who have reached a point in their recovery where they are ready to
resume the path they were on prior to the acute stage of their illness. It provides
educational counseling and supportive services for return to school or work, and
Clubhouse operates both a Transitional Employment Program and a Supportive
Employment Program. The Transitional Employment Program focuses on short-term reintegration, usually about six months, as is intended to reacquaint the individual with the
demands of the workplace. The Supportive Employment Program is more long-term, and
is designed to help the consumers manage day-to-day stressors that can threaten the
stability of their recovery. The Clubhouse program holds accreditation by the
International Center for Clubhouse Development (ICCD). Based in New York, ICCD
accredits over 250 Clubhouse programs throughout the United States, as well as
programs located in Europe, Asia, Australia, and South America. The organization
insures that each clubhouse maintains fidelity to the model. The Clubhouse program is
also included on the SAMHSA National Registry of Evidence Based Programs and
Practices.

Psychiatric Rehabilitation – Similar to the hospital-based Partial Hospital Program,
Psychiatric Rehabilitation is a group therapy based day program, operated by recovering
consumers in conjunction with licensed mental health professionals. We serve
approximately 52 consumers per day in the Psych Rehab program.

Mobile Psychiatric Rehabilitation – Mobile Psych Rehab is the smallest of all
CareGivers programs; there is one practitioner assigned to the program. It serves as a
transitional service to consumers not yet ready for the open issue identification that
occurs in the group based Psych Rehab programs.

West Place Drop-In Center– West Place is funded by Westmoreland County Behavioral
Health and Development Services. It is a member governed social gathering place; an
opportunity for consumers to interact socially, and to become involved in advocacy and
community service opportunities. It is open six days a week from 4:30pm – 9:00pm.

EHPP – Department of Psychiatry
This is the entity that employs/contracts with the medical staff of the Excela Behavioral Health
Programs.
The Emergency Department
Westmoreland Hospital has a 45-bed ED
that sees about 60K patients a year. When a
patient walks into the ED, an ED-Nurse does
a medical triage. If the patient is determined
not to be in eminent danger or significantly
impaired, the nurse contacts the ER
physician to confirm and then flags the case
for the staff member from the Crisis
Response Center assigned to cover the ED.
Once the CRC staff member has seen the
patient, he/she will contact the psychiatrist
on call to discuss the case and determine the
most appropriate service plan.
As previously mentioned, the goal is to increase the rate of conversion from ED to CRC across
episodes. The ER physicians use the Emergency Severity Index to classify individuals
presenting in the Emergency Department. ESI classifies severity on a scale of 1-5. Patients
determined to be a “1,” would meet medical necessity criteria for inpatient and would
subsequently be admitted to the hospital. Patients determined to be a “4” or a “5” are transferred
to the Crisis Center for assessment and discharge service planning. The challenge lies between
the “ESI 2” and “ESI 3” designations.
Your Practice
This is a position for an Outpatient Adult Psychiatrist who is comfortable seeing children and
adolescents when on call. You will be an employee of EHMG with a practice that consists
predominantly of outpatient responsibilities. The outpatient clinic is operated Monday through
Friday. You would also be responsible for participating in the weekend call rotation, along with
weekday call coverage as scheduled. Upon your arrival, you and the other psychiatrists would
share a 1:5 or 1:6 weekend call schedule, as there is a NP and a PA who also participate in
weekend call. Participation in responding to requests for psychiatric consult from the medical
hospital is also part of the position. There is an average of three consults per day at
Westmoreland Hospital and two consults per day at Latrobe Hospital.
Outpatient Clinic
You will be working in the clinic Monday through Friday, from 8am to 5pm. A full day is
typically 19-20 patients. All new patients are allotted an hour for evaluations, and established
medication check patients are allotted about 15-20 minutes depending on the case and
psychiatrist. You will also be required to participate in physician coverage for the partial
hospitalization program (mentioned previously). PHP coverage is scheduled approximately 45

min-1 hr/day, Monday-Friday and is shared amongst all of the physicians on the campus (3FT2PT), you included.
Weekend Call
Weekend call begins at 5pm on Friday and ends at 8pm on Sunday. You will round in the
hospital and take telephone calls. We always have two physicians on call during the weekend.
One will start rounding at Latrobe Hospital and the other at Westmoreland Hospital. Once the
physician is done in Latrobe, he/she will then head to Westmoreland Hospital to help the other
physician complete the rounds. You will be responsible for covering the children in Latrobe, but
not as their primary doctor. These children will already have a treatment plan in place. If a child
admission occurs during the weekend, the responsibility of the on-call physician is for initial
pick up treatment planning on Monday morning. The same would be true for adult admissions.
An average full day for inpatient rounds is 15-16 patients.
Weekday Call (nights)
Weekday call starts at 5pm and ends at 8 am. You will be on call one day of the week, from 5pm
to 8am.
Day Call
Day call runs from 8am to 5pm, Monday through Friday. This is the least intrusive call coverage
and is intended to assist the clinic with any unassigned patient issues/concerns.
The call schedules are done three months in advance. You also have the opportunity to accept
additional call (over/above your scheduled call). This occurs as the result of vacation, sick,
and/or CME coverage. If you decide to take any additional call, you will receive additional
compensation. Extra Weekend Coverage Call Coverage is paid at $1,000 per day. Extra
Weekday Call Coverage is paid at $300/night.
EHMG is also entertaining candidates who are willing to take on a Medical Director position.
The Medical Director will be a working provider, along with taking on additional
responsibilities. The Medical Director participates in Peer Review, Credentialing and
Performance and Improvement. She/he would provide Physician Supervision and Policy
Development as well as play a key role in future recruitment activities. The Director also chairs
the Monthly Department of Psychiatry Meeting. On average, Medical Directors spend 12-15 hrs
per month dedicated to these duties. There is a Medical Director’s stipend that is paid in addition
to clinical compensation. Payor Mix

Greensburg, PA
Greensburg is a Laurel Highlands city in Westmoreland County,
Pennsylvania, United States, and a part of the Pittsburgh Metro Area.
The area lies within the eco-region of the Western Allegheny Plateau.
The city is named after Nathanael Greene, a major general of the
Continental Army in the American Revolutionary War. Greensburg is
the county seat of Westmoreland County, with a population of 14,892
people residing in the city, and a combined total of around 60,000
people.
Located southeast of Pittsburgh, Greensburg is a
major business, academic, tourism and cultural
center in Western Pennsylvania. It is evident as the
city's population doubles during work hours. The
city ranks seventh in Pennsylvania in terms of
daytime growth, behind Pittsburgh, Philadelphia,
Harrisburg, King of Prussia, Lancaster, and State
College. It also ranks 16th in the United States for
daytime growth among towns with a resident
population between 15,000 to 24,999. In 2007,
Greensburg was ranked as one of the "Best Places
to Retire" in Pennsylvania by U.S. News & World Report.
Originally a railroad stop on the Pennsylvania Railroad, Greensburg quickly became the center
of the coal mining industry in the region by the late 19th century when large areas of soft coal
were discovered nearby. This contributed to the growth and development of the growing county
seat. Many businesses and inns flourished within Downtown Greensburg for many years, and
once boasted four major department stores – JC Penney, Royers, Sears and its largest department
store, Troutman's.
Westmoreland Mall is currently the largest shopping complex in the Greensburg area and all of
Westmoreland County. Numerous shopping plazas and dining establishments also line the Route
30 corridor east and west of the city. With over 5,000,000 square feet (460,000 m2) of retail
space and growing, Greensburg is considered the commercial center of the Laurel Highlands
region of Pennsylvania as well as one of the largest retail markets in Western Pennsylvania.
Light to moderate industry and service industries thrive in the Greater Greensburg area. Several
industrial parks are primarily located outside the city limits. In addition, the area is home to two
large prisons, the Westmoreland County Prison and the State Correctional Institution at
Greensburg, both in Hempfield Township. Housing growth continues on the northern end of the
city, with the Saybrook Village and Evergreen Hill plans. The opening of the seven-story State
Office Building on North Main Street, the completion of the four-story addition to the

Courthouse Square Extension, and the Performing Arts Center of Seton Hill University are
expected to add new jobs to the city and attract more visitors.
Some of major corporations are headquartered in the Greensburg area:
Allegheny Energy owns and operates electric generation facilities and delivers electric services
to customers in Pennsylvania, West Virginia, Maryland, and Virginia.
Excela Health is a not-for-profit health organization that includes three licensed, acute care
hospitals, two free-standing outpatient surgery centers, home care and hospice, physician
practices, a durable medical equipment company and other facilities and services.
Pittsburgh Tribune-Review also known as "the Trib," is the second largest daily newspaper
serving metropolitan Pittsburgh, Pennsylvania, in the United States.
Greensburg is located almost 35 miles from famous city of Pittsburg. Pittsburgh is known as both
"The Steel City" for its more than 300 steelrelated businesses and "The City of Bridges" for
its 446 bridges. The city has earned the top rank
as "America's smartest" with a total of 68 area
colleges and universities, 38 of them non-profit.
Pittsburgh is also referred to as America’s "most
livable city" by Places Rated Almanac, Forbes,
and The Economist while inspiring National
Geographic and Today to name the city a top
world destination. Pittsburgh annually ranks as
one of America's safest big cities, recently being
named the 3rd "most secure" big city by Farmers
Insurance.

National Museum Broadcasting
In 1919-20 Frank Conrad founded the
broadcasting industry in a small red-brick garage
behind his home on the borderline of Pittsburgh
and Wilkinsburg, Pennsylvania. With bare wires,
crackling spark coils and homemade vacuum
tubes, Conrad pioneered an industry that has
become the world's primary source of news and
entertainment. Yet as the broadcasting industry
grew and prospered, the little garage where it all
began essentially became forgotten. Although
cosmetically remodeled over the years, the
original structure remained remarkably intact. Goal of the “Conrad Project” is to reconstruct the
garage as the centerpiece of a National Museum of Broadcasting in the Pittsburgh area, where
perhaps more pioneering work in radio and television was accomplished than any other place in
the world. Properly funded and developed, NMB could become a major tourist destination for
the state, attracting visitors from all over the world.
