Dear Friends & Supporters:
The year 2014 was exciting, challenging, and rewarding for Legal Aid of North Carolina. The
current year has also brought many rewards and the promise of even better things to come.
Our 2014 Annual Report chronicles these challenges and successes. We are pleased to present
this document to you on behalf of our Board of Directors and staff.
Despite a significant cut in funding, Legal Aid of North Carolina is not missing a beat and remains
unwavering in its mission to ensure equal access to justice and remove legal barriers to economic
opportunity. We continued to provide outstanding service to our clients, whose needs are greater
than ever.
We are stepping up efforts as funding for Legal Aid of North Carolina continues to decrease.
We strive to build on the support from law firms and individual lawyers who have contributed so
generously. While we anticipate that annual campaigns will continue their success of the past years,
we plan to identify other communities throughout North Carolina as focal points for expanded
fundraising campaigns. Finding alternative sources of funding remains a top priority for Legal Aid
of North Carolina. New sources of support from foundations, corporate counsel, the accounting
profession, and the business and banking communities will be explored for ongoing financial
assistance, as well as additional creative measures to assist Legal Aid of North Carolina. This
work is simply too important, and our staff is too valuable, to be neglected.
As we explore new ways of raising money to meet the tremendous need for legal services in a state
like North Carolina, where poverty rates are staggering, some things have stayed the same: Our
support from law firms and individual lawyers has been steadfast and growing; our Board remains
committed and active; and our staff remains competent, efficient, and devoted.
We offer our thanks because Legal Aid of North Carolina would not be possible without the
extraordinary gifts of time, money, enthusiasm, and insight of literally thousands of volunteers
and donors, as well as Board and staff. Looking ahead, our commitment has never been stronger,
and we continue to assess the challenges of the climate and evolving needs of our community as
we begin a new year. We won’t be able to do it without you.

Increased services—and sleep—for disabled woman and mother

suffering from
extreme psychosis.
Amanda Glover is profoundly disabled. The 30-year-old
Gaston County woman was born with Sturge-Weber Syndrome, a rare, mysterious neurological disorder that has
left her almost completely bedridden and suffering from
extreme psychosis. Someone must be at her side—and
awake—for 24 hours a day. She refuses to let anyone but
immediate family members touch her, so caretaking responsibilities have fallen entirely to her mother (pictured
on right), with past help from her stepfather. In the summer of 2014, mother and stepfather alternated sleeping
every other night so that someone could always be with
Amanda. This cost them well-paying jobs and their house.
Their sole source of income—aside from Amanda’s small disability check—has
been a type of Medicaid benefit that pays for in-home services for people with developmental disabilities. The problem was that mother and stepfather were paid at
a 12-hour-a-day rate for providing 24 hours of care. To avoid putting her daughter
in an institution, her mother asked for a 6-hour-a-day increase in benefits to enable Amanda’s brother to take a shift. The local agency that administers the Medicaid-type benefit denied the increase. Amanda’s mom then sought help from our
Gastonia office, which had helped her before during conflicts regarding Amanda’s
benefits. Sharon Dove (pictured left), the head of the office, represented Amanda.
Sharon’s advocacy brought the local agency to the bargaining table. They agreed
to settle the case by increasing Amanda’s benefits by 4 hours a day. While not the
6 hours the family hoped for, they were relieved and grateful for the reprieve from
their grueling schedule, making it possible for them to keep Amanda at home.

As a civil legal aid organization, criminal law isn’t our raison d’être, but our advocacy for domestic violence victims often puts us in partnership with police officers
and prosecutors trying to jail abusers. In 2014, our Greensboro office represented a
woman nearly killed by her boyfriend. He stabbed her 17 times, permanently injuring her hand and forcing her to undergo several life-saving surgeries. The boyfriend
fled the scene but was later arrested and charged with attempted murder. Our attorney represented the client at a contested hearing for a domestic violence protective
order. The boyfriend claimed his assault was an act of self-defense. Our attorney’s
advocacy won out, and our client received a year-long order of protection. Our attorneys then began working with the DA’s office to provide evidence and support in
their criminal case against the abuser, which resulted in a conviction for attempted
murder. Our client is now safe and her abuser is behind bars.

Restitution for mother who endured hellish living conditions
When she came to our Raleigh office for help, Susan (not the client’s real name) was
separated from her husband, experiencing a difficult pregnancy, and raising two
small children while attending college. As if that weren’t enough, her apartment was
falling apart. Green mold was growing everywhere, the drywall was rotting, and a
foot-high pool of sewage in the crawl space produced an odor so foul that a visiting nurse reported it to the local environmental authorities. From her own pocket,
Susan paid for mold and air-quality tests. She was told the apartment needed total
remediation. Her landlord gave her 60 days to move and asked if she’d just “take
a couple hundred dollars and go.” She declined the offer and came to Legal Aid of
North Carolina for help. We arranged for two pro bono attorneys to take her case.
Frederick Davis of Davis Legal Services, PLLC and Adam Gottsegen of Nicholls
and Crampton, PA spent more than 60 hours on the case. They sued the landlord in
district court and stuck with the case as it went to superior court. Ultimately, after
a 6-hour mediation session, a settlement was reached that provided Susan with
$22,000 in restitution for enduring the hellish living conditions for so long.

Foreclosure averted for mother abandoned by her husband
In 2012, after 32 years of marriage, Jacqueline McDowell’s husband abruptly left her and their two children.
Over the next 2 years, Ms. McDowell (pictured on
right) struggled to pay her mortgage and provide for
her family while working as a certified nursing assistant.
She worked two and often three jobs to stay afloat. Her
estranged husband paid no child support and made
no other financial contributions. In March 2014, Ms.
McDowell lost her job and was unable to maintain
her mortgage payments. Her home soon fell into foreclosure. Working with her housing counselor, Tiffany
Thompson of Consumer Credit Counseling of Fayetteville, and her Legal Aid attorney, Kate Hudson (pictured above on left), the foreclosure sale was delayed while
Ms. Thompson enrolled in the Hardest Hit Fund. This U.S. Treasury program helps
homeowners in certain parts of the country save their homes from foreclosure. Ms.
McDowell was approved for $36,000 in assistance but still needed about $3,000. Her
housing counselor and Legal Aid attorney negotiated with Treasury and reduced
the amount she needed to $40. Soon, her missed payments were completely made
up, and she could rely on 15 months of additional help with her mortgage while she
got back on her feet. Ms. McDowell now has the safety and security she needs to
raise her children and restart her career.
