Board of Directors
Shawn Foster Wins 2016/2017
“Honorary Governor of West Pasco” Race
The 19th annual “Honorary Governor of West Pasco” competition, sponsored by the West Pasco Chamber of Commerce, is an
amazing fundraising effort for WPCC and the charities chosen by
the three candidates campaigning for the “Honorary Governorship”. Shawn Foster represented Pasco Kids First, Ken Watkins
represented SPCA Suncoast and Mark Wickham represented Youth
& Family Alternatives – RAP House.
Shawn Foster raised a total of $14,507.02
for Pasco Kids First, a private, not-for-profit organization founded in
1989 as the Pasco Family Protection Team.
Pasco Kids First is committed to continuing to
advocate for the best
interests of children

a fully accredited Children’s Advocacy Center. It is their mission
to keep kids safe, strengthen families
through empowerment and enhance Becky Bennett (left)
our community by preventing child accepted the award on
abuse and healing children from trauma.
Shawn’s behalf.
Mark Wickham raised a total of $6,184.86
for Youth and Family Alternatives – RAP
House - Runaway Alternatives Project. Each year, the
Runaway, Homeless and
Youth Crisis Shelters serve
over 1,000 youth and their
families promoting positive
family interactions, resource

partnership with families and communities
to establish, maintain and enhance a nurturing and safe environment for children.
Ken Watkins raised a total of
$3,507.35 in monetary contributions, and $4,800 in labor and
supplies for kennel renovations,
for SPCA Suncoast-The Society for
the Prevention of Cruelty to Animals,
formerly known as the SPCA of West
Pasco, has been saving lives and finding homes since 1964 as a 501(c)3
nonprofit organization. Currently, they
are saving the lives of hundreds of
adoptable pets every year. The SPCA
Ken Watkins
temporarily provides a home for cats
and dogs who are owner surrendered for a variety of reasons and
those who run out of time at other shelters. Their dedicated staff
provides them attention, health care, food, a clean place to sleep,
and love while they live at the shelter. The SPCA Suncoast’s mission is to save, protect and improve the lives of our community’s
animals by advocating for their welfare, educating the public,
enhancing the human-animal bond and providing compassionate
care for homeless pets waiting for adoption.
Thank you to all three candidates for sponsoring such an amazing campaign and fundraising events to support their charities.
Each of these individuals are outstanding members of the West
Pasco Chamber of Commerce and serve their community well!

Northeast Pasco Rural Protection Overlay
Ordinance Hearing
July 12, 2016
Board of County Commissioners will hold the first of two final hearings
to consider adoption of the Northeast Pasco Rural Protection Overlay
Ordinance. This ordinance has also been years in the making with
extensive public involvement to create a set of standards to preserve
and protect the very things which make Northeast Pasco County attractive to those who live there: the rolling hills, scenic vistas, large
open spaces, and overall rural character. The intent and purpose of
the Northeast Pasco Rural Protection Overlay District is to implement
the provisions of the Pasco County Comprehensive Plan Goal FLU:
2 Protection of Rural Areas, with specific focus on Policy FLU: 2.1.1
Recognition of the Northeast Pasco Rural Area. The provisions of this
Section are intended to assist in preserving and protecting Northeast
Pasco County’s existing rural and agricultural character for existing
residents, while providing for the area’s limited orderly and appropriate growth to allow future residents the opportunity to enjoy its rural
lifestyle. For more information please visit the Pasco County Website,

Katmandew Face & Body Art is not just a company that paints
the faces of the kids for festivals and parties. We are a company that
has many facets that can benefit businesses of any genre. We can
help build business recognition with unique marketing through
body painting. We can supply models that are painted in colors and
themes for each business, including their logo, to attract attention
and start conversations in a positive light. We can accommodate
many clientele and are family friendly with our services. Nothing
we do will put a negative light on your business. Another way we
can impact your business is to gain you more exposure through
sponsoring us for local festivals and events in the area. Instead of
giving away pens, cozies and novelties to promote your business,
why not give away free face paintings at events where parents
will have more money to spend on other vendors and make
their children happy, which in turn will keep them at the event
longer? Sponsoring allows this to happen while your business will
be promoted by our company at the event by talking it up with
our customers. More information on sponsoring can be found on
our website. Really, there is nothing we can’t do to promote your
business with living canvases that express what you are trying to
sell. Contact us today and find out everything we can do to get
your business noticed even more than you think it already does,
and for less than it costs with most marketing services.

Now is the time of year we cross our
fingers and hope Mother Nature spares
us from any major hurricane activity. More
than anything, we want to ensure our
families are safe from the potential harm
these gigantic storms can bring.
In the midst of an emergency, it can be difficult to remember
all the proper steps to keep you safe and prepared before the
threat of a hurricane. That is why hurricane preparedness is so
important. Below, with the help of the National Hurricane Center,
we posted a number of tips to help you get and stay prepared for
any hurricane that comes our way this season, which ends November 30. For more detailed information, please visit www.nhc.
noaa.gov or http://www.nws.noaa.gov/om/hurricane/resources/
Hurricane%20ENG.PDF.
Your first step in preparing is to find out if you live in an evacuation zone (http://pascoview.pascocountyfl.net/pascoview/). If
you must leave your home, have a destination selected for safety.
Have a plan of action. If you and your loved ones are in separate
locations, decide on a meeting place away from the high winds,
debris or storm surge. It is also important to keep a list of all local first responders and government agencies in Pasco County.
During weather events, emergency call centers are inundated
with phone calls. What we have to remember is only call 9-1-1
for life-saving needs. For reports of property damage, utilize the
Resident Information Center, a number that will be distributed by
the Pasco County Office of Emergency Management when needed.
Another thing to remember is to catalogue your property. If
you must file an insurance claim, an insurance company will want
to know what items you had in your house. One of the best ways
to do this is to use a video camera to record everything inside your
home. Also, get serial numbers to your electronics. Speaking of
insurance, make sure you have it on your home and that it will
cover flood damage.
While a storm is approaching, it is paramount to remove or
secure items in your front and/or backyard. Those objects, if left
unsecured, can be flung into the air like projectiles, causing further
damage or death. It will also be important to fill your car with gas
and to withdraw cash from your bank account. If there is a major
power outage, ATMs and gas pumps could be useless. Also, you
won’t be the only one trying to evade the wrath of a hurricane,
which means gas stations could experience long lines and delays.
Put together a supply kit that can get you through several days
if you find yourself either displaced or without amenities like water
or electricity. That kit should include three days of water (usually
one gallon per person per day), non-perishable food items, a first
aid kit, batteries, weather radio, medications, and hygiene items,
just to name a few.
We must also make sure our four-legged family members are
cared for. The Mike Fasano Regional Hurricane Shelter in Hudson
is a pet-friendly location. If that isn’t an option, consider a hotel
that will allow pets to stay. For more details visit: http://www.

One final thing to contemplate is assigning a friend or family
member who lives outside of a disaster area to act as a point of
contact. Text with that friend or family member to let them know
you are safe. That will allow them to pass along that information
to others who will be concerned for your well-being. This is important because communication lines can be either severely limited
or nonworking, which means people may not be able to contact
you. This plan will keep them updated and free up any working
means of communications if a disaster strikes.

Reflecting on the 2015-16
School Year
by Kurt S. Browning, Superintendent of Pasco
County Public Schools
I didn’t want the summer to end without highlighting some
of the many things Pasco County Schools has celebrated during
this past school year.
•Pasco County’s teacher of the year, Donald Blake from Fred K.
Marchman Technical College, is one of five finalists for state
teacher of the year. We’ll find out later this month if he will be
the first Pasco teacher named Florida Teacher of the Year.
•Two of our schools – Fox Hollow Elementary and Zephyrhills
High – swept the Florida Department of Education’s Family and
Community Engagement awards for our region.
• Zephyrhills also is the home of food and nutrition services manager, SueEllen Smith, one of five winners of the national School
Nutrition Foundation’s School Nutrition Heroes award.
•Three teams qualified for the Odyssey of the Mind World Finals:
Mittye P. Locke Elementary, a team made up of Wesley Chapel and
Wiregrass Ranch high school students, and Dayspring Academy.
•The River Ridge High School rookie robotics team was selected
by the judges to receive the Rookie All-Star award. This is the
highest honor a rookie team can receive at the Florida FIRST
Robotics competition. This award qualified them for the FIRST
Robotics World Championship where they represented Pasco
well.
•Longleaf Elementary School was one of 14 schools in Florida
named Florida Arts Model Schools.
• Finally, I can’t forget the Land O’ Lakes Unified Soccer Team, which
won bronze at the Special Olympics World Games last summer.
I am so proud of these individuals and their schools, as well as
others space prevents me from naming. None of their successes
would have been possible without the support and guidance of
teachers and other staff members. This is a great school district
and we have amazing, talented teachers and staff who make a
difference in children’s lives every day.

from voters which average hundreds into thousands each day!
The Election Support division has finished preventive
maintenance on all voting equipment including the DS200 scanners, ExpressVote machines and the scanners used to tabulate
vote-by-mail ballots. Adaptations made to the Electronic Voter
Identification (EViD) equipment will simplify the ballot on demand
process used at early voting sites by having the machines connect
to the internet through the use of a MIFI device rather than an
Air Card. Packing supplies for the primary has begun, as well as
the implementation of a new inventory tracking system for the
election equipment. In the Information Technology (IT) division, voting equipment
is being updated with new software releases. With the finalization
of Senate redistricting, updates to the voter registration database
are complete for those voters whom were assigned new districts
and the changes in polling locations as a result. These updates
have been made to the website in the voter lookup module and
the senate district maps accessible through the website. Work is
being completed to implement LiveBallot, the newest service available through pascovotes.com, which is a web based, voter-specific,
interactive sample ballot. LiveBallot is a markable, audio-enabled
sample ballot which is accessible for all voters and is particularly
useful to voters with disabilities, voters in the U.S. Military, and
overseas voters.
My staff and I are dedicated to providing exemplary public
service to the citizens of Pasco County and we pledge to #BeElectionReady! Will you? As always, we stand ready to assist.
