SkyPier at a glance
Being the convergence point of passenger, cargo, capital and information
flow, Hong Kong International Airport (HKIA) has well established itself as
an important engine of economic growth and as a key contributor to Hong
Kong’s position as a leading transportation and logistics hub in the Pearl
River Delta (PRD). The success in keeping the flow fluent and reliable while
providing a high service quality has won the airport many prestigious

As the world’s fifth busiest international passenger airport and the world’s
most active air cargo operation, HKIA sees an average of 750 aircraft
movements a day. Over 80 airlines (including 18 cargo carriers) operate at
HKIA, connecting Hong Kong with more than 140 locations around the world.

With scheduled flights servicing about 40
Mainland destinations, HKIA is the airport
of choice for China-bound international
travellers. Concurrently, HKIA is also
positioning itself to meet the ever-growing
travel and cargo needs of the rapidlyexpanding PRD region.
In light of
globalization and regional integration, it is
crucial for HKIA to further integrate its
extensive international connection with the
transportation network of PRD cities.
At present, over 60% of HKIA’s 40-plus
million passengers are Mainland-travellers.
Out of this group, 70% are inter-modal
transfer passengers who use HKIA to
connect with cities in the PRD and other cities in China for business and/or leisure purposes. This passenger sector is critical to the
future growth of HKIA and of Hong Kong. Much effort has been dedicated to the generation of pioneering travel products catered
to improve the passenger travel experience through enhanced connectivity, reliability and hassle-free accessibility. As such, HKIA
views its top priority is to extend itself beyond the border to the very origins and destinations of its passengers’ travel journeys.
SkyPier is a ferry terminal located within the grounds of HKIA. It serves as a base for a designated ferry service connecting HKIA with
the top five ferry ports in the PRD (Shekou, Fuyong/Shenzhen, Humen/Dongguan, Zhongshan and Macau). The implementation this
project represents an innovative step forward that forges HKIA’s position as a hub airport servicing not only Hong Kong residents, but
also the 48 million people residing in the PRD. HKIA believes that the value generated by SkyPier will revolutionize the behaviour of
Mainland travellers in that they would consider HKIA to be ‘their’ airport; especially for international destinations.

The fundamental business logic behind SkyPier is twofold. Firstly, high-speed ferry transportation sailing from HKIA (as opposed to
downtown HK) can effectively shorten travel time between HKIA and PRD ports by up to half. Secondly, since transiting passengers
do not “enter” the commerce of Hong Kong, this justifies their bypassing of HK Customs, Immigration & Quarantine (CIQ) formalities
and their exemption from the $120 HK Airport Departure Tax. These factors have eliminated major processing and travelling barriers
for sea-air passengers. Equally as important is the establishment of a significant financial incentive for the usage of this mode of
transportation. Within SkyPier’s short two-year operational history; the number of airlines represented increased from 25 in 2003 to
57 today, daily passenger throughput increased from 800 at commencement to over 4000 today, check-in counters increased from 12
to 19. Overall, SkyPier has facilitated the travels of over 2.3 million PRD passengers since its inauguration in September 2003. It has
experienced an annual growth rate of 56%. This strong traffic growth trend is expected to continue with a projected 1.7 million
passengers in 2006.
Way forward
In an effort to continuously enhance the customer service levels for sea-air passengers, the concept of Upstream Check-in at PRD
ports was designed to allow the checked-in passenger to bypass check-in formalities at SkyPier and to relief him from carrying his
belongings through the various CIQ checkpoints along the way. This project was realized in November 2005 as Shekou of Shenzhen
became the world’s first cross-boundary check-in facility. Passengers boarding ferries at Shekou can confidently check-in with their
airline, receive their boarding passes and drop off their bags. The remainder of their journey is then hassle-free.
In regards to infrastructure, the existing SkyPier is but a temporary facility pending the construction of the permanent SkyPier II.
SkyPier II will be located adjacent to the newly opened AsiaWorld-Expo. The permanent pier, hotel, exhibition facility and a 9-hole
golf course will make up SkyCity. Upon completion, SkyCity will provide much improved facilities and more convenient and hasslefree services for SkyPier passengers. Phase one of the SkyCity development is expected to be completed in 2007.

CILT Student Day 2006
In collaboration with the Lingnan Institute of
Further Education, Lingnan University (LIFE),
this year’s Student Day was successfully
organized and held on 11 March 2006 at
MBG06, Lingnan University. Over 250
students from both tertiary and secondary
levels and guests attended the event.
A total of nine student teams, from The
Chinese University of Hong Kong, The City
University of Hong Kong, The Hong Kong
University of Science & Technology, The Hong Kong
Polytechnic University, Hong Kong Institute of Vocational
Education (Tsing Yi Nexus), School of Professional and
Continuing Education of the University of Hong Kong, Shue Yan
College, LIFE, Hong Kong College of Technology, took part in the
competition. The fine and impressive presentations on the topic of “One-hour Living & Economic Circle” by the students
from the Hong Kong Polytechnic University have convinced the judges to award them the Champion title. All participating
teams were allowed one and a half hours to prepare for a 10-minute presentation on an assigned topic and then 4
minutes to answer one question from the judge panel. The First Runner-up and Second Runner-up went to Hong Kong
Institute of Vocational Education (Tsing Yi Nexus) and The Chinese University of Hong Kong respectively.

RFID applications and Logistics
Management Solutions by
Autotoll
The visit to Autotoll was fully
subscribed in the first week. Thirty
lucky members led by Mr. Francis
Chan gathered together at Autotoll’s
Solution Centre at Kwun Tong. The
reception and briefing were well
arranged and members found the
visit very useful in their learning of
an integrated end-to-end RFID based
solutions for complete tracking and
visibility.

Shenzhen Logistics Study Visit
The site visit to Shenzhen Yantian Port
was held on 3 March 2006. About 45
participants joined the day tour.
Participants found the trip useful and
fruitful. Dr. Dong of China Merchants
Maritime & Logistics (Shenzhen) Limited
briefed the group on the development of
western corridor and western Shenzhen
ports. The Shenzhen ports handled 52%
of containers while Yantian port
processed the remaining 48% of
containers in year 2005.

The group also visited the Depots of Shenzhen Hutchison Inland Container Depots Company Limited. Mr. Charlie Huang
of the company informed the group of the current position of the depot, infrastructure, China Government policies,
clientele and future development of the containers business.

The 4th Student Essay Competition
In conjunction with the CILT Student Day 2006 held on 11 March was the award
presentation ceremony for the 4th Student Essay Competition on Logistics & Transport
Policies - “My Creative Ideas on the Development of Hong Kong International Airport”.
Again, the competition was sponsored by GeoLogistics Limited and was opened to all
full time secondary school students. The winning teams together with their supervising

Role of the CILTHK Library: CPD & Lifelong Learning
Resources Centre

In today’s world of rapid changing technology and highly competitive business environment, it takes more than just hard work and
experience to be successful in one’s profession. Continuing professional development must continue throughout our professional career
and lifelong learning is essential. The CILTHK library plays an important role as a continuing professional development (CPD) and lifelong
learning resources centre for our members.
The CILTHK library has traditionally committed to a strong role in supplying books and texts used by members seeking to take our Professional
Qualifying Examination (PQE). To promote continuing professional development and lifelong learning, the CILTHK library would have to
play a role more than a book repository and increase its value to our members. It is essential for the library of a professional institute like
ours to keep up with services for the kinds of technology our members employ, and to provide high quality learning opportunities for
members to develop skills necessary to interpret, evaluate and apply information to the problems that may arise in their professions and in
their daily work.
Our focus on strengthening learning resources is reflected in the increasing volumes of publications made available in the library. The E&T
Committee has the aim to gradually increase the stock of the library’s content, and bring members’ attention to resources likely to appeal
to them, and expand collections of current, quality learning resources in print format, as well as those in other non-print and electronic
formats, and develop new mechanisms of access and a delivery system in support of high-quality information services. The ultimate aim is
that the library can blend with internet learning environment and become the popular place where members go.
While we strive to enhance the library services for our members, the greatest challenge is our awareness of members’ needs and motivations.
So please don’t hesitate to recommend books and publications, etc. to be included in the library and forward your ideas and assistance. It
is your library and we are here to address your needs.
Seminar
On 11 January 2006, Ms. Lilian Seet, Assistant Vice President of Federal Insurance Company, presented a talk on “Transportation Specialist
Legal Liability Insurance” at CILTHK office. Around 40 members attended the talk in the evening. At the last session of Q&A, attendees
and speaker engaged in interactive communication, and the seminar ended at 8pm. Thanks to Mr. Alan Pun for chairing the seminar.

YMC Mentorship Programme
The YMC Mentorship Programme 2005 was fully completed with the Thank You Party held on 17 February 2006 at CILTHK office.
About 10 mentors and mentees attended the party. The new Mentorship Programme 2006-07 is currently recruiting both mentors
and mentees. Student Members are welcome to join the programme as mentees while Chartered Members are encouraged to

Member Profile
Dr. David Maunder, Director of International Development for CILT International
Since January 1st 2006 Dr David Maunder has taken up the part time role of Director of International
Development on behalf of the CILT International Council. His role is to assist the Director General
and specifically he looks after education and training activities, liaise with the Africa Forum and
other countries where he has acquired working knowledge and extensive experience while working
for TRL previously.
David has had a long association and continuous link with CILT which he joined as a student in 1974
at the start of his career in the transport sector. After passing 4 examinations he became a member
in 1976, and then a Fellow in the early 1990’s and gradually through his work became closely involved in international activities of the
Institute. Firstly in 1986, he worked as a member of the International Advisory Committee. He then took deputy chair of the Africa
Support Group and chair in 2001. In the same year, he was appointed an International Vice President, a position he held until May
2005. Since 2003, he has chaired the International Assessment Panel doing all these activities alongside his research career with TRL
At the end of 2005, he retired early from TRL and immediately was offered the new part time post with CILT International. The
Director General and he will be attending the Africa Forum meeting in Lusaka at the end of March and they will visit 5 countries en

Visit a new ship
Seven Council Members and friends paid a visit onboard CMA CGM’s M/S Parsifal: a
modern new containership with a carrying capacity of 8,500 TEUs at Kwai Chung
container port on 25 February 2006.
Apart from allowing the members to visit the navigation bridge, the Master was kind
enough to show Council members the engine room, which looked like a power plant.

news of Dr. Becky Loo, Council member
and Chairperson of Membership
Committee. She gave birth to the
second baby son on 20 January 2006 at
Baptist Hospital. Fabian Ng weighed 3.
05 kg/6 pounds 12 oz. at birth.
Captain Boss, Master of CMA CGM Parsifal commanded the maiden voyage from
shipyard in Korea to Shanghai, Ningbo, Yantian and Hong Kong. After loading in
Hong Kong, the ship proceeded to Port Kelang as the last port in Asia Region before
heading for North Europe.
The new ship has a capacity of 8,500 TEUs; LOA 334m.; breadth 42.8m; 101,945 dwt.;
and a service speed of 25 knots. The main engine generates 93,360 HP at 94 rpm
(MCR) with a consumption of 270 ton of fuel per day. A round voyage calling at 15
ports will take 56 days.
