TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S Trans-Valley Youth Football League Mission Statement The mission and philosophy of the Trans-Valley Youth Football League is to establish an environment of continuous improvement in developing the self-esteem, personal growth, pride, and well being of all of the participants of the communities involved. The League intends to promote the spirit of teamwork and friendly rivalry among all the players, coaches and families of the participating communities. It is the League’s intent to not only nurture and develop the children’s athletic ability, but also to develop them as responsible and well-adjusted individuals. All League decisions and policies will be based on “What is best” for the children of the participating communities. Page 1 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S ARTICLE I: Documentation Team Draw areas, Coaches and participant Registration items SECTION I: Team Draw Areas A. TVYFL member team "Draw Areas" (defined as the area in which a team may accept applications for participation) shall be presented to the League Board for approval annually. B. Players who have participated on a TVYFL member team without a transfer during the season prior to a League Board change in the member teams "draw area" shall be grandfathered on to said team provided said player meets all qualifications as required by the member team. C. All TVYFL member teams are required annually to sign the League "Draw Area Agreement" and SHALL be approved by the League prior to participating in League/team activities .No new documentation will be required yearly If the team is : 1. A participant in the T.V.Y.F.L the previous year 2. No new school in previous years draw area 3. Not affected by a new team 4. Not affected by the request of another T.V.Y.F.L. team to draw from the team‟s area Of previous draw area paper work on file with the T.V.Y.F.L. Board. **If the previous 4 conditions do not occur the team must only sign a newly dated "draw area agreement" yearly. D. All League Draw Agreements must be accompanied by your team's tax ID# and Articles of Incorporation. All Teams shall submit a draw area map and information for 2011 to update league information except the following Open Draw areas and the teams within the Boundaries of Patterson, Crows Landing, Newman, and Gustine teams City of Modesto limits for Modesto and Salida Based teams SECTION II: Coaches Items and eligibility A. All coaches shall have a current application along with a copy of a current driver‟s license or picture I.D, current first aid/CPR card through end of current season, DOJ live scan and completion of USA Football items required of all coaches by TVYFL on file with the League prior to the coaching clinic or participating in any way at team level. The member team and/or a designated official will accomplish screening. B. All coaches are to be listed on the official roster for the team they represent with the Head Coach listed first. All coach's names and telephone numbers are required for the roster to be considered completed. C. The final and fully completed original roster for all Football & Cheer teams must be presented to the League President or his designee prior to the game day of the Third week of Scheduled play. Rosters maybe mailed to the League at: TVYFL, P.O. Box 576646, Modesto, CA, 95355. Mail must be postmarked by the Tuesday prior to the Third (3rd ) game. Any organization not in compliance shall forfeit all games until the League receives the original roster and player fees. D. Original Roster will be signed by the TVYFL President or designee a. b. Temporary roster signed by the League for “Munchie Game‟s” through Week 3 (may have added players noted by team prior to week 4 stamped/noted “temporary”) Final Roster signed and photocopied for week 4 with no further changes permitted after stamped by TVYFL. Page 2 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S SECTION III: Team Roster and Participant Eligibility A. Players who completed last year's season will be assigned to the same "parent" team PROVIDED they have met all qualifications as required and adopted by the teams Board of Directors. Any player who wishes to change his team affiliation (with the approval and accompaniment of the player's parents, or legal guardian) must present his reasons for this change to the local teams Board of Directors. If the Local Team Board denies the request, the player (with the approval and accompaniment of the player's parents or legal guardian) may present in written form, his reasons for a "team change" to the League Board. If the League Board deems appropriate, a meeting shall be scheduled with the player, parents or legal guardians and the Local Team Board. After hearing all sides of the case, the League Board will retire to "Closed Session" for further discussion and decision. All participants in the case will be notified of the Board's decision either by mail or phone. All decisions of the League Board are final. (transfer’s are not ‘grandfathered’ to team and must re-apply yearly) B. All member teams shall accept registration until the day the final roster is to be turned in or Until member team reaches a roster size of 40 players. Member teams may continue to accept players above the 40 players if they so choose however; the League must approve increase in roster size. C. Team roster size shall not exceed 40 players without League approval. D. Teams shall not make cuts to their roster size. (This includes no tryouts- first signed= first on roster) SECTION IV: Player Eligibility by Level (Varsity, Junior Varsity, Novice, Junior Novice) A. Date for Age eligibility for TVYFL- November 29 of current year. B. All players must have an application, physical and proof of age on file with their member team prior to participation in team practice. C. VARSITY SQUADS shall consist of players 12, 13 and 14 years of age. a) All Eighth Grade players must compete at the Varsity Level. b) Once a player has participated as an 8th grader in football they are no longer eligible to participate in the TVYFL. c) Individual's entering the 9th grade or who turn 15 years old on/before November 29 may not participate in the TVYFL. D. JUNIOR VARSITY SQUADS shall consist of players 10, 11 and 12 years of age. D. NOVICE SQUADS shall consist of players 9 and 10 years of age. E. JUNIOR NOVICE SQUADS shall consist of players 61, 7 and 8 years of age. F. If an opposing Head Coach questions the eligibility of a player, he may request a signature from that player to be compared to the signature on said players registration form and/or original roster. Said player is ineligible if the signatures are not the same after review by league officials. G. Special circumstances can be waived on a case by case basis with completed waiver form. H. No weight limits. Participation is by age with only exception being all 8th graders shall participate at Varsity level. SECTION V: Waivers or Transfers A. All member team transfers must be presented to the league for approval prior to the Player‟s participation in practice, play, or involvement in any team function. B. All waivers/transfers SHALL be COMPLETE and approved by the member team prior to submission for approval by the League prior to the start of practice for the player. 1 2/2011- added 6yr olds on first day of TVYFL practice date allowed. No waivers allowed for under 6yrs on practice day 1. Page 3 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S C. "Proof of Age and Grade" must accompany all waivers where applicable. VIOLATIONS: A. Sections II through V under Article I inclusive will result in the following minimal suspension to coaches (see 1 and 2 below) 1. First offense - (1) One week suspension 2. Second offense - (2) Two week suspension 3. Third offense - (3) Suspension of the remainder of the season ** If only 2 games or fewer left in the season, coach will be suspended for the following season and the first 4 league Games of following season. ** 1. The T.V.Y.F.L board retains the right to alter any punishment regarding any team members, players or coaches, if there is reasonable cause and evidence that show the rule violation was injurious, physically or mentally, to any participating player or coach in the T.V.Y.F.L and proper written documentation is accompanied by the altered penalty whether it be a more severe or lighter penalty than the rules called for. 2. Any rules disobeyed or omitted by any team coach or player and not covered specifically by a penalty are subject to discipline agreed upon by the T.V.Y.F.L board members or Executive board members after discloser and discussion of the violation and penalty taking into account the needs and effects of the team players in regard to the " Mission Statement of the TVYFL” Page 4 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S ARTICLE II Clinics, Practice and Game Day SECTION I: Clinics 1. Player Clinics may be conducted by member teams prior to the Official Season starting Date (that date set by the League) under the following guidelines: The clinic may not exceed one day for a maximum of six hours. The clinic must be held prior to July 15 There shall be no player contact allowed this includes blocking sleds, bags, and dummies. The clinic is open only to players within the TVYFL. 2. July 6 to July 15- pre-conditioning allowed weekly2 All paperwork must be complete (participants and coaches) 3 days per week @ 1 ½ hours per day maximum Team vs Team 7 on 7 allowed with TVYFL knowledge and approval3 during final week of July 15. Touch or flag only. 3. All required paperwork must be completed prior to participation in clinics or preconditioning by players. Penalties shall be determined by the TVYFL for any violations. SECTION II: Pre Game Regulations 1. All member teams within the TVYFL are required to have on hand at all practices and games, a copy of said rules. 2. One League Representative per team is required to be at each game. 3. An Official Team Roster on TVYFL form is to be presented to the opposing team representative at The Official roster check and is to be fully completed including players not participating. 4. A binder containing all player registration forms, including but not limited to, Application for Play, Proof of Age, Physical Form, Insurance information, etc. must be in the possession of the coaches of each team "Level" at all times during practice and games. Said binder is to also include not less than one League Insurance accident form, T.V.Y.F.L playing rules, and national high school federation rules. 5. In the interest of sportsmanship, only Coaches and players may participate in the on field post-game congratulations between opposing teams. No cheerleaders. 6. The Home Team must provide a current carded First Responder and/or E.M.T., or more qualified individual (Medic) for each "Level" of team play. 7. Medical personnel must be introduced to the officials and opposing team Head Coach prior to game play. 8. A one-hour delay will be allowed if medical personnel are unavailable then the game will be rescheduled whenever possible and if necessary. 9. Team representative and opposing team board member or acceptable replacement shall be on Each teams sidelines, in the area outside of the team box, and count plays for players 2 3 2/2011- Jr. Novice now allowed to participate in optional preconditioning by teams. Preconditioning rule clarification only. This is not a change to the original rule. Page 5 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S On the field up to the minimum 10 plays per player at all levels, except Jr. Novice, until the entire team has played the minimum 10 plays per player. The Board Member and Weigh master may leave the sideline area after ALL players have reached the 10 play minimum. Team representative will have roster of players for their team and the TVYFL play Counting sheet present for their team. The representative is charged with informing Their team coaching staff of players below minimum plays at halftime. Completed/signed play form‟s will be kept and turned into opposing league rep at completion of varsity game that day. Any intimidation/harassment of the individuals counting plays will not be tolerated and will be dealt with by the League Executive Board as soon as possible with written statements from the board member, weigh master, and other witness’s SECTION III: Practices (Cheer will follow these rules and always maintain same time/location of practice with team) All Head coaches shall be responsible for keeping an accurate written record which clearly identifies attendance and absence of all participants at practices throughout the season. 1. Two-hour practices may be scheduled five days a week for the first four weeks prior to the first scheduled game. Jr. Novice- 1 ½ hours/day MINIMUM4 allowed (Team discretion of 1.5 or up to 2 hours daily practice) 2. After the first scheduled game, practices shall be limited to four days per week (7 hours maximum) with one hour a no- pads practice. Helmets are allowed at a no pads/no contact practice. An additional two hours per week may be used for team meetings as long as said meetings do not take place at practice and do not include any physical activity. 3. All players at all levels must complete ten hours of no pads practice before participating in contact play. All late participants must fulfill this requirement. 4. No practice shall last more than two hours and will conclude not less than 1 hour before darkness unless the member team has arranged for an adequately lighted practice field but in no case shall practice last for more than two hours. 5. Practice of any kind on Sunday's is strictly prohibited. 6. Any "Level" of team practice without a League approved coach and an individual, who is certified in CPR and First Aid, is strictly prohibited and will be cause for immediate suspension or expulsion of the team Head Coach of that "Level" from the League.("Level" is defined as Varsity, Junior Varsity or Novice) 7. The running of "plays" during conditioning is prohibited 8. Conditioning week- Monday/Tuesday no footballs. Wednesday, Thursday, Friday- footballs allowed In drills ONLY (i.e.- QB, WR, up to ½ line drills only) NO full play football plays during conditioning week. 9. Minimal Practice time weekly to participate in games are as follows: 5 day practice weeks- participant‟s shall have 6 hours practice for Novice, JV, Varsity and 4.5 hours for Jr. Novice . 3 day practice weeks- participants shall have 4 hours practice for Novice, JV, Varsity and 3 hours Jr. Novice. School and Church camp weeks / items are exceptions to above rules. Exceptions outside of School or Church will be dealt with by the local board on a case by case basis. 4 2/2011- Jr Novice allowed to practice to maximum of other levels but maintain minimum times for JR. Novice only. Page 6 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S SECTION IV: Roster check in and Warm ups A. Each member team is required to have an "Official Roster Representative" designated by its teams. The "Representative" shall be responsible for checking in the opposing team players at the official roster check. Representative’s will count plays during game on sideline with opposing team member to 10 per player. B. Check-ins shall be at a designated location where both teams shall be checked in separately at the same location of the stadium/field. The Team representative shall have the authority to halt Checkins if said Check-ins are not in compliance with League Policy. C. Member teams representative is responsible for the conduct of his team during check ins. D. All players are required to wear their assigned game jersey to the check in on all game days. Players may have different number later in season due to various reasons. Note new number on roster and turn in per normal paperwork routine to league. E. All players must be present to start warm up exercises not less than one hour before game time. Any player not present will not be allowed to participate in the start of the game and shall not participate in any form until warm up exercises have been accomplished. F. A copy of the Official Team Roster on TVYFL form with TVYFL president stamp is to be presented to the opposing representative at first check in. a. Late arriving players are allowed to check in with both team representatives up to game time provided the participant receives a proper warm up prior to entering the game. (minimally 10 minutes for the warm up with a coach) G. Representatives from both teams are required to be present for official Check in. a. this includes late arriving participants check in. Section V: Game Rules (Novice, JV, and Varsity ) (Junior novice rules are in Section IX) 1. Regular High School Playing Rules shall be used except where modified by the TVYFL as outlined in its Coaching and Playing Rules. 2. There shall be no crashing of the center/long snapper on punts or P.A.T. (7 yds +). Shotgun snaps are generally 4-5yards and this does not apply. 3. Game Quarters for all TVYFL teams shall consist of the following: Junior Novice not included here * Four ten minute quarters using a stop clock with a fifteen-minute half time break. * Each team will be allowed three time outs per half. * Injury time outs called by an official shall not be counted against any team. 4. The official clock shall stop on change of possession and will not restart until the ball has been snapped. 5. All teams are strongly urged to use the High School numbering system Numbers 50 to 79 inclusive = Non Ball handling position numbers (Linemen only) 6. The Varsity, Junior Varsity, and Novice squads will: * Be allowed to kick the Point after Touchdown (PAT). * Be awarded two points for a successful PAT. * Be awarded one point for successfully running or passing the ball over the goal line. 7. Two Coaches and one player from each team may roam from end zone to end zone. 8. Except as provided above all other players and coaches must remain within the 30-yard lines (bench area) and at minimum 4 feet from edge of field edge. 9. No person will be allowed on the playing field or within the field area without an Official League Sideline Badge. 10. All teams shall play on a regulation football field. 11. Running Clock is mandated for a team behind 35 points at anytime during the game. A Coach that is down by 21 or more points at any time shall be granted a running clock at his/her request. Once a running clock starts it shall remain running to the completion of the game with stoppage Page 7 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S only for timeout‟s, injury, or scoring at which time it will restart on the kickoff. Section VI: “Munchie Game‟s” (Round Robin) All four levels of participation shall compete in this pre season TVYFL event. Section VII: All Star Games (Novice, JV, Varsity) 3 games- all participant must show current report card with minimal 2.0/Satisfactory grades and Citizenship grades prior to start of All Star practice. American Conference teams shall play against each other National Conference teams shall play against each other Southern Conference teams shall play against each other Scoring allowed at all levels. Teams set by following season ending positionso American- 1,4,6,9,10 Vs. 2,3,5,7,8 o National/Southern- 1,3,5,8 VS 2,4,6,7 Rules- all levels (Head Coaches of Superbowl‟s are All Star Head Coaches) o American Conference o National Conference o Southern Conference o No blitz o No playing both ways in same half (1/2 offense and ½ defense) o All offensive plays begin from a huddle on field Offensive play is any play designed to gain a 1st down/touchdown at any time Overtime rules same as regular season Mandatory for each team / level to be represented by Head Coach o Exceptions must be approved by TVYFL board prior to September 30th except in emergency status which will be taken on case by case basis Section VIII: Complaints on field Only a TVYFL League Board Member, Team Captain, or Head Coach may bring a complaint to the Officials. Prohibitions include: o Smoking and/or use of tobacco of any kind are prohibited on the Field Area. o The carrying and/or use of alcoholic beverages by any individual are strictly prohibited on the premises, before, during or after a League Game. Section IX: Junior Novice Scrimmage Format (instructional- Keep game moving with basic plays) Maximum 1 hour game time total running clock- no exceptions (ie- start 12:30pm. Ends 1:30pm. Whether quarters finished or not) A. Jr. Novice games will be conducted as a scrimmage with the following rules: 1. All games at the opponent‟s 40 yard line 2. No Kicks/punts allowed 3. The Quarters will be 12 minutes using a running clock. 12 minute halftime Timeout, injury, and scoring in which clock starts when snapped for play on the 40 yd line. 4. Quarter- each team will remain on Offense or Defense for entire quarter Page 8 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S 5. Offense will operate with 2 coaches allowed on field and start at opposition 40 yard Line and run plays until team scores, commits turnover, or 12 minutes completed *score or commit turnover= re start at 40 yard line *end of quarter= next quarter begins with change of offense to defense 6. Coaches from novice or above will officiate scrimmage 7. No Scoring kept 8. Offense must run balanced line (t-g-c-g-t) 9. No player will be allowed to play both offense and defense in the same half if there are 22 or more players suited. 10. If there are less than 22 players suited, a minimum number of players are to play on offense and defense in the same half. Shall have different ball handlers for each Half. There will be different QB‟s and RB‟s each half regardless of team player numbers. Each team will field same amount of players if less than 11 on a team/field 12. If a player plays offense in the first half, he must play defense in the second. 13. All players suited must participate on offense and defense during the game. 14. All Offensive plays will begin from a Huddle on the field. 15. Water break can stop clock at 6 minutes of each quarter IF necessary (remember 1 hour max game time) B. Jr. Novice "No Blitz" Rules: 1. All interior linemen must be in a down position. (tackle to tackle- 3 or 4 pt. stance) 2. There is to be no more than 6 Defensive Rushers per play. 3. No blitzes by Inside Linebackers . No "A" or "B" gap blitzing by linebackers 4. No D-Line Stunts (loops, cross, etc.) 5. Rushing is not restricted if: * Quarterback leaves the "pocket" (between tackles). * Quarterback takes snap parallel to the Line of Scrimmage with intent to run or pitch (at official's discretion). * Quarterback gives up possession of the ball to any other offensive player, halfback pass, flee flicker, play action pass, etc. 6. Maximum 2 Coaches on the Field during game play. 7. The defense will be a straight 6-2 playing head up with no gapping on interior line (T-G-C-G-T). The center must be uncovered. The Offense will run a balanced line (2 down linemen on each side of the center- T- G- C- G- T . TE and Receivers do not constitute an unbalanced line) 8. The remainder of this document governs all other Rules for Jr. Novice play, if not specifically stated in this section. 9. THERE WILL BE NO SCORE KEPT AT THIS LEVEL OF PLAY. 10. THERE WILL BE NO HURRY UP OFFENSE AT THIS LEVEL OF PLAY. (Offensive Plays shall start from a huddle on the field) 11. Offense shall not "spread the field" taking advantage of 6-2 defense. o there will be minimally (1) running back in the back field on offense at the snap of the ball Page 9 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S ARTICLE III Player/team equipment Players Equipment A. Each player must have NOCSAE approved football helmet to participate in practices or games. Mouthpieces are required and shall be of any readily visible color, other than completely white or completely clear. Mouthpieces shall be attached to the face mask. B. It is the responsibility of the Head Coach of each team to insure each of his players has all Of the required NOCSAE approved equipment prior to participating in practice or games. C. Any player wearing braces or eyeglasses must wear a full cage facemask. Under no circumstances are single bar type face guards permitted. Athletic straps shall be used with eyeglasses. Any shields Shall be clear only (no shading/tinting at all allowed) D. All Varsity teams are required to use an "Intermediate" football of any brand as long as it meets the requirement of "Intermediate" size. E. All Junior Varsity and Novice teams are required to use a "junior" football of any brand as Long as it meets the requirement of "junior" size. F. Junior Novice Footballs should by of “pee wee” or age appropriate sizing. a. All footballs for teams shall be approved at League Meeting prior to season starting due to inaccurate branding of footballs by some manufacturers. G. Players wearing casts of any material, hard or soft, are strictly prohibited from participating in any team practice, scrimmage, or game. A cast is anything that restricts motion or protects from movement any body part. SECTION I: Section II: A. B. C. D. E. Certified equipment documentation yearly (helmets) F. Player equipment necessary for game play. (i.e.- helmet, shoulder pads, mouth piece of any color except white or clear, other pads including- hip, butt, thigh, knee, and pants, belt, strings) i. Mouth piece must be serviceable by maintaining thickness and covering all teeth to the back of the mouth. ii. Any mouth piece with any hole or „thinned‟ from use must be replaced before participant is allowed to practice or play in game. iii. No participant shall be allowed to participate in practice or game with out the properly fitting mouthpiece attached to the face mask. 5 This includes first aid kits for Football and Cheer; practice and games Page 10 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S ARTICLE IV Coaches and Player participation SECTION I: Coaches A. All coaches must have a League Application on file and approved by the member team and League Board or TVYFL President, prior to participating in any form practice or game. Head Coach Must be minimally 21 yrs of age at start of practice o Shall keep written record of attendance for practice of all participants throughout the season o Shall keep written record of ALL injured players at practices or games with minimally name, date/time, location, and description of injury. Description should include what participant was doing when injured and action taken by coach/other people for the injured person. o Shall attend and coach All Star game at the end of current season Assistant Coaches shall be 18 yrs of age at start of practice. B. CPR and Basic First Aid are required for all team Coaches prior to season opening. Proof of Certification must accompany coach's application along with State photo ID or State Drivers license. C. Mandatory League sponsored Coaching Clinic is required by all coaches on an annual basis. D. It will be the responsibility of the Head Coach of each "Level" to insure that the conduct of their coaching staff and players is above reproach at all times. E. If, at any time, the TVYFL Board or its Representative is shown good cause and feels a Coach is not adhering to his responsibility; Or is not meeting the standards required as a coach, the Board or its Representative may immediately take appropriate disciplinary action including but not limited to the suspension or expulsion of said coach from the League. F. Any Coach ejected from the game by a referee, League Board, or it's Representative, for Any reason, will be immediately suspended from participation or involvement of any kind, in all practices and games for the week following the date the incident occurred and will be placed on probation for the remainder of the season, unless other action is deemed appropriate by the League Board or its Representative. G. Neither profane language nor poor sportsmanship will be tolerated and violators will be Ejected from the game. H. There is a maximum of 9 sideline badged coaches for each level. I. Headsets / radio communication from/to sidelines shall only occur between badged coaches certified by the TVYFL for that organization. Only 1 coach. No spotters or assistants allowed to assist ‘box’ (or above field level) coach. SECTION II: Player Participation Page 11 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S A. Every eligible player at any "Level" suited up must participate in practice and game play. B. Every player suited on game day must play a minimum 10 plays. A "kneel down" does not count as one of the minimum plays for each player. Penalty for Violation of Minimum play rule1) Novice, JV and Varsity –Head Coach one (1) game suspension up to and including possible Forfeiture of game as decided by Executive Board (1/2008) 2) Jr. Novice -Suspension of Head Coach for a period to be determined by the Executive Board. 10 play rule in effect but there is no play counters at this level. C. Players who are deemed ineligible for any reason will not be allowed to dress out for the game/s. D. Any Player ejected from the game by a referee, League Board, or it's Representative, for Any reason, shall be immediately suspended from participation or involvement of any kind, in all practices and games for the week following the date the incident occurred and will be placed on probation for the remainder of the season, unless other action is deemed appropriate by the League Board or it's Representative. E. Neither profane language nor poor sportsmanship will be tolerated and violators will be ejected from the game. F. Once the final rosters are submitted no player will be allowed to play or waiver to the next team level for the remainder of the season. Teams should have copy at front gate to avoid issues at various sites. Players or coaches not on the roster should expect to pay at the gate. Any issues should be resolved through the league reps at a later time. B. League Badges 1. In order to reduce the number of non-official personnel on or near the field sidelines, the following Badges will be issued per member team by the League: TVYFL E-Board: TVYFL Representatives: Varsity Coaching Staff: JV Coaching Staff: Novice Coaching Staff: Junior Novice Staff: Equipment Personnel: Cheerleader Coordinators: Black Sideline Badge Purple Sideline Badges Blue Sideline Badges Red Sideline Badges White Sideline Badges Green Sideline Badges Yellow Sideline Badges Pink Non-sideline Badges 2. The League Board will issue Badges to only those coaches who have a current approved application with all accompanying documents on file. 3. Badges must be worn at all times while in the Field Area. 4. Failure of a coach or staff member to wear their issued Badge may result in removal from the sidelines for that game. 5. Coaching Badges are only valid for scheduled contest that they are participating in. Page 13 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S ARTICLE VI League Operations SECTION I: Conducting the league A. The League Season shall consist of possible non-league, League and Post-season games, scheduled by the League Board on an annual basis. The League Board must approve all games or scrimmages involving TVYFL teams. G. League standings and possible Post-season play will be determined by: i. Conference (common opponents) ii. Head to Head iii. Coin toss C. All tied games will be played off following the national federation rules. D. Games cancelled due to weather will be rescheduled at a later date. The League Board Shall reschedule these games at the earliest possible date agreeable to both teams. E. Fines. All fines collected will be kept in a separate account to be used for charitable donations. 1) $ 50.00 for failure to have an approved representative at meetings6 2) $ 50.00 per coach for failure to have coaching paperwork back to the league by application deadline. 3) $ 50.00 per coach for missing all-star practice and/or $100.00 for all-star game. 4) $100.00 for any coach being ejected from a game 5) $150.00 per person for not reporting to the admissions gates or chain crew during Round Robin, Super Bowls, or All star games F. Protests will be accepted in written form only with accompanying evidence and a check payable to the TVYFL for $250.00. The protest will be reviewed by the Executive board and if necessary the entire league board will convene a special meeting to hear the protest. If the protest is agreed upon by the board the protest fee will be refunded. If the protest is turned down the fee is not refunded. G. All disciplinary matters will be handled by the Executive board of the T.V.Y.F.L. H. All fines are due in full before the next game or a forfeit will result. More than two consecutive absences will result in automatic forfeit of third game and forfeits will continue until fines are paid in full. Absences will carry over to next season. I. More than three (3) consecutive absences from regularly scheduled league meetings will Result in dismissal from the T.V.Y.F.L board.* subject to Executive board approval*. J. All member teams of the T.V.Y.F.L will submit a (3) three year agreement prior to any play Or participation in the T.V.Y.F.L. Along with said agreement will be included a copy of the Articles of Incorporation and Tax I.D number for said team. Signing member team will be responsible for all league fees7 for duration of agreement with the following exception. The T.V.Y.F.L or the local team may cancel their TVYFL contract or be removed from the TVYFL as stated in the contract and listed below8o . THIS AGREEMENT will be in effect for a period of three years. The applicant member team may discontinue this contact during the period of November 29 thru December 31 (inclusive) each year without penalty. This contract cancellation shall be in writing and submitted to the TVYFL Executive board within the time period listed. 6 League meeting, Cheer meeting, or other emergency meeting as required by the TVYFL. Fee’s per year $5,500.00 beginning 2008 season (adjustments made later in season based on actual team items) 8 Written notice required by/on December 31st, each year of contract, delivered in possession to the League or Team 7 Page 14 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S January 1 through November 28 (inclusive) the cancelling team shall be responsible for the current year’s fees of this contract and return or replacement cost of any perpetual trophy(s) not returned within 30 days of cancellation. These fees are approximately $5,000.00 per year for a total obligation of $15,000.00 over the period of the contact. IT IS AGREED, if for any reason the above requirements cannot be agreed upon or if for any reason the League determines Applicant’s Membership should be discontinued or terminated, the League agrees to give Applicant written notice from between 1) November 29 and December 31-they are removed from the TVYFL without penalty 2) January 1 and November 28- they will be removed from the current football schedule for Safety and/or discipline reasons o K. Board positions will include: EXECUTIVE BOARD 1. President 2. Vice President - National Conference 3. Vice President - American Conference (includes Southern Conference in 2010) 4. Secretary 5. Treasurer 6. Insurance Commissioner 7. All-Star Games Commissioner 8. Munchie Games Commissioner 9. Cheer Commissioner 10. Coaches Education Commissioner GENERAL MEMBER BOARD 1. The general member board will consist of: A. One (1) league representative from each member team B. Executive board members Charitable Contributions Once a charitable concern has been brought before the league, Representatives will be allowed to return to their respective local boards to discuss their level of giving. All monies will be forwarded to the TVYFL and all matters will be kept confidential. Chain of Command The Chain of Command' should be given to each and every person (family), coaches, and Local Team Boards that are involved in the TVYFL. Head coaches, League Rep's, Cheer Rep's and a Local Team Board Members name should be included with The Chain of Command. If there is a question, dispute or any other problem (pertaining to football or cheer), whether from a parent, coach, participant, board member, etc,-there is a chain of command that must be followed. Each step is to be taken before moving to the next step. Refer to your local team's rules first. The TVYFL takes great pride in what they do and will work diligently to maintain its good reputation. Please follow the chain of command as listed below: a. Talk to - inform the participant, parent or coach. b. Talk to - inform the head coach. c. Talk to - inform the local team League/ Cheer Representative. d. Ask to be heard by the local team board. e. Ask to be heard by TVYFL Board or Cheer Committee Most problems can be and should be handled at the local team level. If a problem cannot be solved or a question goes unanswered, then and only then should you move to the next 'link' in the chain. The TVYFL Cheer Committee and the TVYFL Board realize that there may be issues that need to be dealt with immediately and will do so as needed. Page 15 www.tvyfl.us 2011 TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S Trans Valley Youth Football League Cheer Rules and Guidelines From this point on the Trans Valley youth Football League will be referred to as TVYFL.All persons appointed and/or elected to and/or volunteering for a position within the TVYFL Cheer, willread and abide by the TVYFL Cheer Rules and Guidelines and the TVYFL By-Laws, Coaching andPlaying Rules, Mission Statement and Code of Ethics. Cheer Committee is a recommendation board for the TVYFL and is responsible for making recommendations to the TVYFL Board via Cheer Commissioner for the League. Cheer Representative and Coaches Requirements Section I: Cheer Representative Each and every team within the TVYFL will elect and/or appoint a cheer representative. The Cheer Rep will have the following duties: a. Attend a monthly meeting for the TVYFL Cheer Committee. Attend All Star Practices/game, Super Bowl, and stunt camp. b. Understand, accept, abide by and implement the rules of the TVYFL. c. Understand, accept and abide by your duties of cheer representative. d. Collect and hand out all paperwork required by the TVYFL and TVYFL Cheer Committee by the Specified dates announced at Cheer meetings/website/email. e. Accept the responsibility for their Team Board, coaches, cheerleaders and parents. f. Understand the rules and regulations of the TVYFL and AACCA. g. Report to their team's board, coaches, parents and/or cheerleaders any change of the rules. h. Report to their team's board and coaches any infractions brought by an opposing team and/or the TVYFL. i. Handle disputes within your own cheer teams-cheerleader/coach, parent/coach, cheerleader/cheerleader, coach/coach, etc. Following the chain of command. j. Inform their team's board and cheer coaches of all mandatory functions set by the TVYFL. k. Organize cheer for any TVYFL event, hosted by your local team (including maintenance of 1st aid items at Munchie games, practice, games, and all star practice and game) l. Be involved with and help with the TVYFL Cheer Committee in a positive manner. m. Complete all of the requirements and certifications as required of all coaches. Cheer Representative shall work with their League Representative and local team board completing the following information for Cheer teams: 1. Copies of coach's application, CPR/First Aide cards, AACCA Certification and proof of fingerprinting (DOJ Forms). This is to be completed by squad and the packet is to be complete before being turned in. Applications that are turned in incomplete will be rejected. 2. A binder-to be reviewed by TVYFL for each squad (4) that will include: 2a. Team roster in alphabetical order, name, age, school, address, phone number 2b. Every cheerleaders application, parental consent form, copy of birth certificate, completed TVYFL physical (medical) form and copy of insurance card. 2c. All will be by squad in alphabetical order. 3. Copies of paperwork and/or letters given to cheerleaders/parents regarding TVYFL. 4. Documentation showing notification of upcoming sign-ups. Have zoned area for each cheer squad to perform during their team's games. b. Notify cheer representatives of games times, locations All Star Practices: team representative of hosting team shall… a. Have locations on sight for each squad to practice b. Notify cheer representatives of dates, days, time, location and directions to your field. c. all Cheer representative are Responsible for taking daily roll for all cheerleaders and coaches, which will then be turned in to the Cheer Committee Representative present. All Star Games and Super Bowls: a. Give all cheer representatives' game times, picture schedules, location and directions to your field. Section II: Coaches • See Article IV; section I - Coaches and players participation on page 11. o Additionally, Cheer coaches must be AACCA* certified through the ending date of the current season they are coaching o Understand, accept, and abide by the rules and regulations of the TVYFL, TVYFL Cheer Committee, AACCA, and their team's organization/board rules and regulations. o Attend all TVYFL Cheer Coach Mandated Functions Junior Instructor's – 1) allowed to show Cheer and Dance ONLY 2) 2 years older than oldest child on roster 3) Supervised by head coach at ALL TIME’s 4) SHALL NOT DISCIPLINE 5) No one on one alone with cheerleaders 6) Not older than 17yrs (18 must apply as coach) 7) Shall complete all paperwork required of Cheerleaders (inc. Physical) 8) Not allowed to assist in stunting in any manner. **AACCA clinic is provided by the TVYFL. AACCA does charge a fee, which is to be paid by the coach and/or their teams organization. *** All persons having contact with children Shall be DOJ approved. Section III: Rules and Regulations All rules and regulations must be implemented and followed. a. All TVYFL Coaching and Player rules apply* (where appropriate) to cheer. b. There will be no tryouts or cuts. c. Each team will have Four (4) squads: 1. Junior Novice 2. Novice 3. Junior Varsity 3. Varsity d. Each squad must take up to forty (40) cheerleaders. e. Each squad must have one (1) coach per 12-15 cheerleaders. Page 17 www.tvyfl.us TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S f. g. h. i. j. k. l. m. n. o. p. q. All Cheerleaders MUST attend a mandatory stunt/cheer camp**(Camp is Optional for Jr. Novice Cheerleaders) Mascots DO NOT attend stunt/cheer camps and MAY NOT perform any Stunts or Dance. Good sportsmanship by all members is mandatory. Twenty (20) minute half times for Homecoming will be allowed provided adequate notification is given to league and game officials and time is allowed for guest cheer teams to perform their routines. Otherwise, fifteen (15) minute half times will run and the guest cheer team will still be allowed to perform their routines. If time has run out, the home team will be penalized for delay of game. Cheerleaders may at no time during official game play or during time outs be on the sideline or field. During half time ONLY, routines may be performed at mid-field. Coach's shall be on the field as advisor only. Coach shall not spot or participate in stunt/cheer. Inappropriate or taunting cheers will not be tolerated. All cheer teams and each squad will attend and cheer at the TVYFL “Munchie Game’s” and All Star Practices/games. All cheer teams and each squad will attend their home and away games. Cheerleaders voted into All Stars (5 from each squad) will attend practices. All star practice is mandatory for all cheerleaders. If you are not able to attend, allow the next person to take your place. Mascots ARE NOT eligible for All Star Status. A certified coach for each squad must attend and participate in All Star practice every night. Mascots. Team Item- it is up to the local team board to decide if they want mascots. If a team decides to have mascots, the following rules shall apply: • A Mascot is any child age 5 yrs on/before the 1st day of practice. Halftime Music and Practice Music must be approved prior to any use by designated TVYFL Representative. s. Any complaints regarding illegal procedures during halftime must be accompanied by a videotape of said routine. Uniform cost, registration and camp fees SHALL NOT exceed $ 315.00parental out of pocket cost. Uniform Maximum - $215.00 - Uniform consists of camp uniform, Shell, Skirt, Boys Briefs, Socks, Shoes, Top Undergarment, and Poms. b. c. d. e. f. - standard full vest front and back: NO halter, crop, or tank shells allowed. No racer backs in 2008 - No cut outs of any kind allowed. OPTIONAL items: These are NOT included in the out of pocket MAXIMUM expense for the parents. These items (if desired) are on a participation level by team item (i.e.-Novice, JV,Varsity) and must be acquired by OPTIONAL fundraising or TEAM BOARD purchase. NO Cheerleader will be required to participate in the fundraiser BUT they will receive the exact same item(s) as everyone else at their level. Failure to adhere to this requirement will result in the removal from the TVYFL as a Coach or Representative as decided by the Board Of Directors of the TVYFL. - Sweats/warm ups, hair pieces, jackets, sweaters All cheerleaders are to wear appropriate undergarments under the shell and skirt. Registration AND Cheer camp fee's/uniform SHALL not exceed $100.00 maximum per cheerleader. All Cheer uniforms Shall be presented to and approved by the TVYFL board and TVYFL Treasurer who will place the order for the team with Varsity. The TVYFL will contract with a uniform company approved by the TVYFL Executive Board for Uniforms. The current Season Vendor will be VARSITY Uniforms. Teams will have various options for the uniform styles, however, remaining with in the packages shown at the TVYFL Cheer Board meeting by Varsity. (optional items may be purchased through other vendors if desired. The Cheer Rep. is responsible for following the optional items rules) Section V: Stunting TVYFL Stunt Camp is mandatory for all cheer representatives, coaches, and Cheerleaders (Optional for Jr. Novice Cheerleaders). Stunt Camp may only be attended after ten (10) hours of team conditioning is complete. Stunt camp dates, times and location will be announced when set by the league. • Each squad is allowed to perform up to the maximum level of stunts that are mandated at each level and may not exceed the level in which they are registered in and must stay within the rules and guidelines of the TVYFL. There will be NO exceptions. • If a cheerleader is waived up to the next level, the entire squad will stunt at the lower level. For example: Novice age cheerleader is waived up to the JV level. The entire squad will stunt at the "Novice" level. • Each squad will have a maximum level of stunting that they may achieve. Those are as follows: o Junior Novice- Cheer/Dance only (no stunting/tumbling) o Novice squads will be allowed to advance to a prep position with no cradle. o JV squads will be allowed to advance to a full extension with a cradle allowed at the prep position. o Varsity squads will be allowed to advance to an awesome/Cupie, with a cradle being from an awesome/Cupie position. No stunting/tumbling o At All Stars o Allowed on the sideline, end zones, or during run through. • Page 19 www.tvyfl.us TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S Allowed before or after a game unless said stunting occurs before the game at practice time and only under the direct supervision of a coach. o ABSOLUTELY NO stunting/tumbling outside the presence and guidance of a coach. Tosses are prohibited in ALL Levels. o • The TVYFL Board of Directors will determine the punishment for each squad, and/or individual cheerleader caught stunting outside the presence of a coach. a. Generally- this should result in the REMOVAL from the team immediately as it is an UNSAFE practice in regard to the individual cheerleader, cheer squad, parent team, and the TVYFL. b. This applies to the cheerleader(s) committing the act as well as the COACH allowing the act. General Rules• All stunt groups must have One Flyer, Two Bases, One Back Spotter, and One Front Spotter. • Cradles must be standard straight ride. No other type cradles may be performed including twist, toe touch, or pike cradle. Barrel rolls are only allowed after the flyer has cradled. Barrel Rolls are NOT allowed at Novice Level. • Retake sponges, and Show-and-Go’s are allowed as long as the squad does not surpass their technical allowed level. • Reloads are not allowed. • After a cradle a flyer’s foot/feet must touch the ground before a new stunt can begin. • Stunts may not move or rotate. • Pyramids are not allowed. • Stunts cannot be touching. • While mounting the stunts three spotters/bases must be holding the flyer. • No Jewelry will be allowed to be worn at anytime during stunting. The only exception is a medical alert tag and it must be taped down. (Taping of earrings is NOT allowed). • Flat Back/Dead man’s lift/V-sits must have 2 back spotters if in the extension position. This would equal a total of 6 people in the stunt group (2 bases, 1 flyer, and 3 spotters). Junior NoviceNo Stunting/Tumbling Allowed. (Cheer/Dance Only) NoviceTechnical Level: stunt up to Extension Prep Level. No Cradle. All stunts must be performed on both legs. Prep level cupies/awesomes are prohibited. Creativity: allowed as long as does not surpass the technical level. Competition is not allowed for the Junior Novice level. General Rules: o Competition is optional for Novice, Junior Novice, Varsity and cheerleaders. NO TRYOUTS are allowed for competition. Page 22 www.tvyfl.us TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S A roster with all cheerleaders participating in competition will need to be turned in one week prior to competition. Roster will be provided by TVYFL Cheer Commissioner. Each competition participating in needs to have prior approval by the League Board. Levels may be combined for competition, but can only combine two levels. Please see Stunting at Competition for rules on combining levels and stunting. All squads must adhere to Jamz Rules and Conduct for competition. All Competition Music must be approved prior to competition. If a squad qualifies for Jamz Nationals Competition must seek permission first from TVYFL Board to attend Nationals. o o o o o Stunting at Competition: o o Squads may not surpass the TVYFL rules and guidelines for stunting, even if Jamz Competition allows more advanced stunting. Levels may be combined for competition, but can only combine two levels. If levels are combined for competition than can only stunt at the level of the youngest squad. Novice and Junior Varsity may be combined to compete together, but can only stunt at Novice Level. Junior Varsity and Varsity may be combined to compete together, but can only stunt at Junior Varsity Level. Novice and Varsity can NOT be combined for competition. *Any failure to follow the above rules may lead to disqualification of Squad at competition or up to and including team suspension as decided by Executive Board. Page 23 www.tvyfl.us TRANS VALLEY YOUTH FOOTBALL LEAGUE RULE’S Stunting Definitions Awesome/Cupie: is a stunt in which the flyer legs and feet are touching and are together and there is not separation between the flyer’s legs Base: A person who is in direct weight bearing contact with the performing surface (both feet are securely placed in the performing surface) and provides primary support for another person. Back Spotter: A person located behind the stunt that maintains continuous visual contact with the flyer, keeps the arms up and may hold the calves or ankles of the flyer, or the bases’ wrists on an extended stunt. The back spotter is responsible for the neck and shoulders of the flyer. Dead Man Lift: A type of flatback (see below) when the arms of the bases are extended. A Dead Man Lift requires three bases. Dismount: The final part of a stunt (originated by the bases) used to bring the flyer back to the performing surface (i.e. step off, shove wrap, cradle). Double Leg Stunts: Flyer bears weight of stunts on both legs. Extension: The supporting arm(s) of the base(s) is/are fully extended above the head. Flatback: A stunt in which the flyer is lying horizontal face up and is supported by two or more bases and one continuous back spotter. A flatback is also referred to as a Dead Man Lift if it is extended. Flip: An aerial skill that involves hip-over-head rotation without contact with the performing surface as the body passes through the inverted position. Flips are often referred to as tucks whether they be back or front tucks. (Not allowed in TVYFL). Flyer: A person who receives primary support from another person. Front Spotter: A person located in front of the stunt added to help control the stunt and for the additional safety of the flyer. Mount (Load-in): Any entrance into a stunt skill where one or more persons is supported by one or more persons. Pop (cradle): A controlled upward throwing motion by a base(s) to release the flyer free from contact with the bases to a cradle catch from a shoulder-level stunt and above. Prep-Level: The height of the bases hands are at shoulder-level (also known as shoulderheight). Pyramid: Multiple stunts connected by hand-to-hand (arm-over-arm), hand-to-foot, etc. Re-loads: flyer is in a cradle and is popped by bases from cradle immediately into a reload position to perform another stunt. Retake: flyer goes to stunt, go back to sponge/ready position then back to a sponge Stunt: Any skill encompassing a mount/load-in, stunt transition and/or dismount. Tosses,pyramids, inversions and release moves are considered types/variations of stunts for overall category purposes. Single Leg Stunts: Flyer is bearing weight on one leg. (Not allowed in TVYFL). Toss: A throwing motion by a base(s) originating from the ground or waist-level with the flyer becoming free from contact with the bases.
