Union Bank Announces Calexico Branch Closure

Another bad news for banking in Calexico was reveled
Monday evening as Union Bank
announced the closure of its
Calexico branch.
This is yet another closure of
commercial banks Calexico has
been suffering since last year as
Chase, Rabobank, and Bank of
America decided to leave the city.
Union Bank's closure was
rumored after the previous banks
closed but they announced back
then that they would remain in
Calexico.
Union Bank's Vice President
of Corporate Communication,
Tanya Peebles-Hill sent a statement explaining the decision of
the bank to close its Calexico
branch.
"In response to shifting market conditions and ongoing evolutions in customer preference,
Union Bank recently notified
employees and customers that we
will merge our Calexico branch
into our neighboring El Centro
branch, located at 576 Main

our Calexico customers, who will

service at our El Centro branch."
At this moment, Calexico
only has Wells Fargo as its only
commercial bank who recently
announced expansion projects
and two credit unions: First
Imperial and Sun Community.
Most of the banks that closed
down at the border were trying
did it to avoid the regulations of
Operation Choke Point.
Operation Choke Point is an
initiative of the United States
Department of Justice that was
announced in 2013, which is
investigating banks in the United
States and the business they do
with payment processors, payday
lenders, and other companies
believed to be at higher risk for
fraud and money laundering.
This is a situation that has
affected all the banks next to the
U.S. Mexico border. Just in San
Ysidro, over 50% of their banks
have closed in the last year
because of the new regulations
imposed by the federal government.
Pioneers Park Museum Celebrates Pioneers Day

The
Imperial
County
Historical Society held their
Pioneers Day at the Pioneers
Museum this past Saturday,
February 20th opening the gates
for everyone to come and explore
what the Museum has to offer.
There were plenty of things to
do for those that came out to enjoy
the event. Special exhibits displayed a lot of the Imperial
County history from old engines
and machinery to tractors and
farming equipment. There were
free hotdogs for those who got
hungry along with some treats
such as Kettle Corn and Old
Fashioned Ice Cream, with the
proceeds going to help fund the
Museum.
Guests were able to enjoy the
hay ride that circled the grounds.
There were plenty of games for
the youngsters, and the brave notso-youngsters, like tug-a-war,
sling shots and bean bag toss.
The Mercantile Store was
open for a huge yard sale that gave
an opportunity for the attendees to
find that special item that they had
been looking for.
The Museum had an open
house of the main museum at no
charge.
The event was well attended
and offered parking across the
street at IVC, with shuttles bringing the guests over to the Museum.
Pioneers' Park Museum was
created to preserve the vision and
journey of those who saw that
potential and worked to make our
community what it is today.

class will qualify for a spot in the
State finals the following weekend in Bakersfield.
Brawley Union High School's
Wildcat wrestlers, fresh off a win
in the dual tournaments the previous weekend, barely squeaked by
to take the top team spot at the
CIFSDS Division 3 Masters
Qualifiers on Saturday, February
20 at Del Norte High School in
San Diego. The normally dominant Brawley team took home the
first team spot by two and a half
points over La Costa Canyon 239
to 236.5, whom Brawley defeated
in the dual tournament finals for
the official championship.
Central Union finished in 9th
place in the same division as
Brawley, with five wrestlers
earning a spot in the Masters.

“Music Man” Rehearsals
Underway In Brawley
Ahead Of Spring Show

Rehearsals are underway for
the North County Coalition of the
Arts (NoCCA) production of
“The Music Man,” which is
scheduled to take place on April
22-24 at Palmer Auditorium on
the campus of Brawley Union
High School.
With Palmer Auditorium
closed for unknown reasons,
once again, practices for the play
are being held in both the school's
drama and band rooms. Actors
and extras will be coached by
director George Scott, who will
be joined by stage manager Sarah
Correa and choreographer Lisa
Smelser for the production.
Currently, practices are being
focused on musical instruments
for many of the extras, which
includes a number of children,
along with line readings and song
performances by the main actors.
Children in the production are
being taught trumpet and flute,
along with other instruments, for
pivotal scenes in the play's final
act.
NoCCA has been attempting
to hold productions at the Palmer
Auditorium since it was reopened in 2015 after the building
was closed due to a 2012 earthquake cluster damaged the interior.

1957, “The Music Man” has been
adapted and revived several times
on Broadway, including a 1962
film starring Robert Preston and
Shirley Jones and a 2003 madefor-TV musical starring Matthew
Broderick
and
Kristin
Chenoweth.
In the play's synopsis, when
Harold Hill, a traveling con man,
arrives in River City, Iowa, he
convinces the locals to start a
band by purchasing the uniforms
and instruments from him. His
intention is to flee as soon as he
receives the money. Librarian
Marian Paroo suspects Harold is
a fraud, but holds her tongue
since her moody brother,
Winthrop, is excited about the
band. As Harold begins to develop feelings for Marian, he faces a
difficult decision about skipping
town.
Supervisor Terrazas Chairman Delivers
State Of County Address At Desert Museum

Imperial County Supervisor
Jack Terrazas gave the State of
County last week and announce
the launch of a county-wide
effort to eliminate hunger.
The State of County took
place at the Imperial Valley
Desert Museum in Ocotillo
where the Imperial Valley community gathered to hear the presentation made by Supervisor
Terrazas. During this remarks,
Terrazas said that county
finances and financial outlook
are considered solid.
"Despite years of financial
difficulties and challenges, we
remain
financially
stable.
Through strong, disciplined leadership, we are able to meet the
ongoing needs of our communities and be ready for the events
we will face in the months
ahead." Terrazas stated.
Terrazas spoke about the
strong leadership in Imperial
County as they rolled out the
Imperial County 2020 Strategic
Plan. He spoke about the work on
the Phase 1 of the Calexico
Downtown Port of Entry.

First Full Year Helping City Homeless

The Calexico Brown Bag
Coalition celebrated one year of
activities and feeding the homeless by having a dinner for the
homeless at the Women's
Improvement Club.
This week marks the 1st
anniversary of the Calexico
Brown Bag Coalition began feeding the homeless once the shelter
they had opened during the winter freeze closed after fifty-five
days of operation. To celebrate,
instead of feeding at the parking

Club lent them the use of their
hall so they could offer them a sit
down dinner.
Helping the event was the
Calexico Housing Authority,
Heffernan Memorial Healthcare
District, and Bulldog Barbershop
who gave free haircuts to the
homeless.
For Bulldog Barbershop
owner, Andrew Parra, events like
these one is a chance to give back
to the community.
"This is the second time we
help and I think it was time to us
to serve the community and
improve the self-esteem of someone else." Parra said.
Maribel Padilla, member of
the Calexico Brown Bag
Coalition, learned in this past
year that they can never do
enough and need lots of support
to help the homeless to give them
food, shelter, and clothing.
"We have learned that the
need is out there and we are
going to continue until we get the
support of the community that
gives us the donations." Padilla
said, "As long as we have people
that help us feed the homeless we
will continue to do it."
Coalition co-founder Norma
Aguilar said the next step for
them is to become a non-profit
group so they can apply for
grants and work with other agencies to help them receive bigger
donations.
"It's something special to do
something for a year and help
them get food, housing, and
clothing." Aguilar said. "Some
people called them transients but
as long they are in Calexico, they
should be treated as residents."
Aguilar and Padilla said that
the most difficult experience was
losing one of its senior shelter
residents after being ran over.
Aguilar said that it was very difficult to see a lot of senior citizens between 80-90 years old
without a home in Calexico living in the streets.

four Second Chance Graduation
Ceremonies in 2015. At total of
47 male inmates and 7 female
inmates received certification for
completing this program which
supports education, training,
mentoring, support services, and
job placement for incarcerated
adults. Part of the curriculum for
this program was construction
and building technology which
encompassed HVAC and basic
electrical installation.

Community Development Mini-Grant
Fiscal Year 2016-2017
The Imperial County Children and Families First
Commission will release Application Guidelines on
February 16 for the purpose of funding mini-grants for
local projects that benefit children ages 0-5 years old and
their families over the course of a one-year award process
that will apply to the 2016-2017 fiscal year. The
Commission will award mini-grant applicants under a twostep process. Step 1 will require applicants to complete
and submit a Statement of Interest to Apply by March 15,
2016. Step 2 will require applicants that have been identified through review of Step 1 to submit a Community
Development Mini-Grant Application by May 11, 2016.
Agencies that may apply include public and non-profit
organizations, community-based organizations, neighborhood associations, preschools, collaboratives, faith-based
organizations, and civic agencies. Maximum award is
$25,000 per application. For further information and/or to
obtain the Community Development Mini-Grant

Wells Fargo Delivers Grant Checks With Help From Juan Vargas

Wells
Fargo
presented
$55,000 to two nonprofit organizations in Imperial Valley for the
support of small business microlending and financial education
to senior citizens.
On Thursday, February 18,
Wells Fargo representatives as
well as elected officials met to
witness the issuance of two
checks targeted to help business
development in the Imperial
Valley and also announce the
expansion of services of Wells
Fargo in Calexico.
The grant awards included
$10,000 for Neighborhood House
of Calexico and $45,000 Accion.
Neighborhood
House
of
Calexico's grant will go to the
development of a financial education program aimed at supporting the senior citizens of
Calexico. The outreach program
focuses on community workshops that provide training on
using ATM's, online banking and
education on available financial
services.
"Wells Fargo's support to
Calexico Neighborhood House
will help senior citizens understand the use of ATMs, as well as,
how to access bank information
via online banking." said Ricardo
Ortega, Calexico Neighborhood
House Director.
The grant award for Accion
will support micro loans for small
businesses and provide much
needed financial resources for
small business development in
the Calexico and Imperial Valley
region.
"We are excited to work with
Accion
and
Calexico
Neighborhood House to help
business development and provide crucial financial education
programs,"
said
Ernesto
Arredondo, Area Bank President
for San Diego. "We can be as
strong as the community which
we work and serve and we help
them succeed and thrive."
Rep. Juan Vargas (D-Chula
Vista) commended the work of
Wells Fargo for staying and
expanding their services in
Calexico unlike other banks.
"Wells Fargo doubled down
on the community that has a lot
of banking needs." Congressman
Vargas said, "They have supported this community and have
plans to expand and help more
people of Calexico and thanked
them for helping the community."
In this regard, Vargas said his
office has met with the banks that
left Calexico and regulators in
Washington and said the story
they get from the banks is that it's
very difficult to do business on
the border because there are very
little banking needs in the area
and said they will continue working with the banks to come back
to Calexico.
"Those banks made a bad
mistake leaving the area and
there is no excuse for that. All the
excuses they gave like Operation
Chokehold and other issues; we
check with the regulators and
they those programs are not in
effect anymore." Vargas.
Wells Fargo made the ribbon
cutting of their new ATM
machine and also announced a
new branch will be opening in
Calexico next to their current
location.

Supervisors Recommend Boutique Senator Hueso Delivers
Checks To ICOE And
Airlines As EAS Replacement

The Imperial County Board
of Supervisors voted to recommend Boutique Airlines to
receive he Essential Air Service
in the valley.
The County Board met in a
special session last Tuesday to
hear the presentation by three airlines that submitted a bid to
replace SeaPort Airlines the discontinued their services in several states including Imperial
Valley and San Felipe due to the
shortage of airline pilots in the
United States. Shortly after the
cancellation, of these air services,
County of Imperial staff began to
work with the U.S. Department
of Transportation to find a solution. The DOT released an
Emergency
Request
for
Proposals on January 20 for
replacement EAS in Imperial
County.
The EAS program is a federal
program which provides small
communities with air services by
certified air carriers. DOT's mandate is to provide the EAS communities with access to the
national air transportation system.
The three applicants that presented their case to the Board was
Great Lakes Aviation, Mokulele
Airlines, and Boutique Air. The
three applicants gave a twenty
minute presentation to the Board
talking as to why they were the
best option for the Imperial
Valley.
Great Lakes Aviation proposed two roundtrips on weekdays and two roundtrips weekends to LAX. Great Lakes have
13 EAS contracts as of October
of 2015. This is down from 19
they and in April of 2015.
Mokulele Airlines from
Hawaii proposed twenty-four
roundtrips frequencies a week to
LAX. Their proposal included
landing in LAX terminal 6 with
inside connections and no existing security to all south terminals.
Finally, Boutique Air offered
three round trips per day to LAX
and one round trip per day to
Phoenix, Arizona.
El Centro City Manager
Ruben Duran told the board that
the El Centro City Council voted
unanimously
to
support
Mokulele Airlines because of
their proposed package. Imperial
City Councilman Mark Gran also
said that the Imperial City
Council voted to endorse
Mokulele but said Geoff Dale
was the only vote against it.
Supervisor Ray Castillo said
that many of the complaints that
have been brought forward to
him is the turbulence.
"What sold me about this airline company that flies on a higher elevation than the other airplanes that that makes a big factor because of the air turbulence."
Castillo said, "This will make the
flight smoother and that is a big
factor why a favored this company."
Supervisors Ryan Kelley and
Mike Kelley agreed that
Boutique Air offered a good
packaged and a motion was made
to recommend the airline and was
approved unanimously.
Mathew Butcher, Director of
Operations for Boutique Air, said
to be excited about serving the
Imperial Valley and provide safe
airline services.
"We bring a higher standard
and better customer service during the flight and it's been proven
that people enjoy flying on our
airplane." Butcher said. "We are
excited to bring this service to
this community." He also added
that the airline is open to have
charter flights to Mexico in the
future.
If
Department
of
Transportation approves this recommendation, Boutique Air
could start their services in 90
days or less.

The Imperial County Office
of Education and William
Moreno Junior High in Calexico
received
funding
from
Proposition 39 funds.
State Senator Ben Hueso was
in Calexico last Friday, February
19, and visited Willie Moreno
Junior High in Calexico to present two checks from Proposition
39.
Presented
the
Imperial
County Office of Education with
a check for $4,309,092 and Willie
Moreno received a check in the
amount of $954,601 under
Proposition 39, the California
Clean Energy Jobs Act.
Proposition 39 was approved
by the voters in 2012. The initiative closes a corporate tax loophole, thereby returning billions in
otherwise lost revenue to
California. The Act ensures
those revenues will improve
California schools and create tens
of thousands of jobs through the
installation of energy efficiency
measures and clean energy generation.
State Senator Ben Hueso told
the Willie Moreno students their
mission is to see them succeed
and bring more money to
California schools. Hueso mentioned that California investing
the most amount of funding per
student than they have ever
invested in the history of the
State.
"You are the generation of
students that receives most of
educational investment in the history of California." Hueso told
students.
Calexico Unified School
District Superintendent Maria
Ambriz thanked Senator Hueso
for his support in brining funds
that will be beneficial for students.
"As the Superintendent for
the Calexico Unified School
District, I am pleased that our
District is in receipt of Prop 39
funds in excess of $2.2 million,"
stated Superintendent Ambriz.
"As per our California Energy
Commission approved expenditure plan, this will enable the
District to make needed repairs
that are energy efficient in the
areas of lighting and thermostats
controls, which will ultimately
save electricity. On behalf of
Calexico USD, I would like to
thank Senator Hueso for his continued support to our District and
the Imperial Valley."

Vista Sands Children’s Socialization Program is a collaborative program
between Imperial County School Districts and Behavioral Health. The
program is designed to assist children whose capacity to function at
home, school, and the community has been impaired by emotional and
behavioral problems. The program encourages positive growth in social
and coping skills in a structured setting without removing the child from
family, school and community.

County Probation Department Receives $100K To Replace Kitchen Tools

The
Imperial
County
Probation Department received a
check for $100,000 to replace the
kitchen equipment in the
County's Juvenile Hall.
Last Friday, February 19,
State Senator Ben Hueso presented a check coming from the U.S.
Department of Agriculture that
will go towards purchasing
replacements for the majority of
the kitchen's large appliances.
The County received notification
from the California State
Department of Education last
month that the Imperial County
Probation Department would
receive the funding.
The
Imperial
County
Probation Department's food
service must plan and prepare
meals to meet specific nutritional
requirements set forth by the
State of California. The food
service facility cooks and serves
approximately 97.4 meals per
day for youth at the Juvenile Hall
facility and the Betty Jo
McNeece Receiving Home combined.
The kitchen was built in 1976
and most of the equipments had
not been replaced or updated in
over 25 years. In the grant application, the Probation Department
requested to replace the kitchen's
combi oven, reach-in refrigerator,
a mobile heated cabinet, a mobile
refrigerator cabinet, an ice maker,
and funds to purchase a new gas
tilting skillet.
"We greatly appreciate the
State Department of Education's
support in awarding the funds to
Imperial County," said Chief
Probation Officer Dan Prince.
"Modernizing the Department's
kitchen equipment will optimize
our ability to prepare and serve
nutritious meals to the youth
placed in our care. I especially
wish to thank our Imperial
County Board of Supervisors for
their support of this grant opportunity."
This new equipment will
increase the Department's ability
to serve healthier meals to a
potentially larger group of children while simultaneously oper-
ating an energy efficient kitchen,
reducing energy costs by approximately 25%.
For Pam Allen, food services
supervisor for Juvenile Hall, the
new equipment will save the
county money since their current
equipment breaks down constantly.
"I was surprised that we got
the full amount and we got everything we need." Allen said. "I
never thought we would get the
$100,000."
State Senator Ben Hueso said
that his new kitchen will bring a
new healthy working environment and that is something everyone should strive at all levels of
government for all employees, he
said.

Valley MANA Chapter For Scholarships

El Centro Sector Border
Patrol agents assigned to the
Indio Station working at the
Highway 86 checkpoint, arrested
a woman suspected of drug
smuggling after they discovered
packages of methamphetamine
hidden in the rear bumper of her
vehicle on Sunday.
The incident occurred at
approximately 9 p.m., when a 33year-old woman approached the
checkpoint driving a white 2003
Chevrolet Cadillac CTS.
Agents referred the woman to
the secondary inspection area for
a closer examination. A Border
Patrol detection canine alerted to
the vehicle at secondary inspection. After an intensive search,
agents discovered 21 vacuum
sealed bundles of methampheta-
mine hidden in the vehicle's rear
bumper.
The methamphetamine had a
combined weight of 26.67
pounds with an estimated street
value of $266,700.
"This seizure is an example
of the great work of the men and
women of the El Centro Sector,"
said Chief Patrol Agent Rodney
S. Scott. "Our community is a
safer place because of the great
work these brave men and
women carry out daily."
The woman, a United States
citizen, the vehicle, and narcotics
were turned over to the Drug
Enforcement Administration for
further investigation.
In fiscal year 2016, El Centro
Sector has seized than 400
pounds of methamphetamine.

Better Late Than Never For Holtville To
Receive Funds
It almost March, yet it seems
like it was just Christmas. Those
December cool temperatures
went away early with 90 degree
weather here in February. We
were warned of a wet El Niño
February, but so much for that.
Holtville was the star of the
Valley with all of the events surrounding the Carrot Festival/Rib
Cook-off/ Super Bowl going on
with few hitches. The Athletic
Club may need to reevaluate the
rib-cook off, as many of the
teams that were barbequing up
those tasty ribs were running out
before 11 a.m. I guess it could be
a good thing when a fundraising
event gets so large that you run
out early. The Carrot Festival was
another success. It was nice to
see several contestants for the
Carrot Queen and her Court.
Imperial Palms at Barbara Worth
opened up the room for the banquet and the Alamo River Band
had all of the City Council tearing it up on the dance floor. There
was a new sweepstakes winner,
with a winter visitor taking that
top prize and earning a ride in the
parade. It was great seeing everyone out there along the parade
route.
On another note, Imperial
Valley Livestock, which us one
of Holtville's newest businesses,
experienced a fire. Fortunately
firefighters from the Holtville
Fire Department were just walking of the building for a training
exercise when they noticed the
fire. It was extinguished fairly
quickly, keeping the damage to a
minimal. The building had to be
red tagged so that everything
could be checked out and made
safe to reenter. This came at a
really bad time for that business,
as they were counting on supplying a lot of feed and supplies for
the animals at the fair. The City
has made arrangements for them
to keep their business open selling the products from their parking lot.
Holtville is getting funding
on some projects that have been
on the books for over 10 years,
starting with new road work on
Walnut from 1st to 4th Street,
which is getting ready to go out
for bid.
Holtville's landscape will
change with this next one that
was designed in 2006 and has
now been awarded $3.8 million
for the construction of the
Holtville Wetlands off the Alamo
River. This project has a direct
link to the restoration of the
Salton Sea. There will be some
meetings held next week to see
who is going to administer the
grant.
It's is nice to see the Holtville
Public Works employees taking
out some of those buckled side-
walks around town. Having this
work done in-house is saving
Holtville a lot of money.
Serving on the City Council
opens up the opportunity to serve
on other committees and boards
and I have been fortunate to be
able to serve on the Imperial
Valley
Transportation
Commission for the past 3 years.
There is a lot going at ICTC with
over $500 million in projects in
the works in the Imperial County.
I have also been appointed to the
Community Economic and
Human Development Committee
for the Southern California
Association of Governments
where, along with their Regional
Council and Transportation
Committee, we have been working on a long range transportation
plan for 6 counties in Southern
California. The 25 year $500 billion plan has been exciting to
work on and extremely interesting in regards to our changing
landscape and economy. The
plan, known as the 2016-2040
Regional
Transportation
Plan/Sustainable Communities
Strategy or as 2016 -2040
RTP/SCS, is scheduled to be
finalized in late March. The draft
plan is available for viewing on
the SCAG website.

IN CASE YOU aren’t aware
(and if you aren’t, for shame), it’s
Fair & Fiesta time in Imperial
County!
This year, the Fair is bringing
a fair blend of the familiar with
the new to the Grandstand, with
the mariachi and heavy metal
fusion band Metalachi coming
back for the third year in a row
along with Yesterday, a tribute to
the Beatles.
They join the
Jimmie Cannon Valley Jazz Fest,
High School Madness, the second Saturday’s sprint car auto
racing and the second Sunday’s
Redneck Rodeo as returning
attractions.
Coming to the fair for the first
time are tributes to Willie Nelson,
ZZ Top and Country Music band
Little Texas.
All that, along with all the
exhibits, small concerts, carnival
and other regular attractions that
brings tens of thousands during
the 10-day Fair & Fiesta.

As much as we detest things
like
the
Motion
Picture
Association of America, they are
around for a perfectly valid reason. That is, to provide a guideline for parents on what movies
are appropriate for their children.
Recently, the Fox film
“Deadpool” opened to unprecedented worldwide success, raising more than $300 million
around the planet.
Unfortunately, this success
came at the expense of some parents too arrogant to heed the “R”
rating. This shouldn’t be a surprise, given how some parents
refuse to keep their sick children
home and how others view things
like vaccines.
Yes, “Deadpool” is a comicbook character. However, there
are comics that are geared for
people older than 8 years old and
not all “superheroes” are like
Superman and Captain America.
We really can’t have
symapthy for parents who can’t
be bothered to do the minimum
of research about a movie before
forking over their money to see
it. It’s not like they weren’t
warned, with that big “R” rating
that means “Mature Audiences
Only.”

ON MORE THAN one
occasion, my Facebook feed will
get bombarded with something
other than cat videos and single
picture-and-text memes that
completely explain a “friend’s”
position on a complex political
topic.
Then, we get the posts about
“weird” criminals, the ones that
are so off the wall, you can’t help
but cringe and laugh at the same
time. So, we thought we’d share
a few of them we’ve collected
over the past month with you!
1. THIS REALLY BITES!
In February 2016, a 24-year old
Jupiter, Florida man was arrested
for assault with a deadly weapon
for throwing a 3-and-a-half foot
alligator into a Wendy’s drive
through window. The suspect
was caught hours later and
claimed that the stunt was a
“prank.”
The man was also charged
with taking an alligator and theft.
Later, his parents called the incident a “prank” and didn’t understand why the charges were so
severe.
2. MIND HIS MONKEY
BUSINESS. Firefighters were
called to a bar in Patos, Paraiba,
Brazil to remove a monkey who
drank a glass of rum and was
brandishing a kitchen knife. The
monkey was also chasing after
the men in the bar, leaving the
women alone.
The monkey was captured
and released into the nearby
wilderness, only to be recaptured
after being aggressive towards
residents near those woods.
Brazilian authorities are now
attempting to determine if the
monkey can be released again of
will require permanent captivity.
3. STRING THEM UP. A
couple in Mason County,
Michigan were arrested on retail
fraud charges when their Silly
String fight, using multiple
unpaid cans of the party material,
caused a large mess in numerous
aisles inside an area Wal-Mart.
The couple, who were asked
to pay for the cans they used,
opted to leave and were arrested
by a deputy sheriff soon afterwards.
The couple face charges of
retail fraud and could receive up
to 93 days in jail and a fine of
$500 or three times the amount of
the items taken.
The store sells their Silly
String for $3 per can.

Holtville High School Student Signs Letter of Intent With George Fox University

Collin Hoyt, with his parents
and coaches by his side, signed a
Letter of Intent to join the football program at George Fox
University. Collin will be moving up to the northwest early this
August to get started in their
football program.
Collin stated that he feels
blessed and excited be able to
start this new chapter of his life
and have this opportunity to join
George Fox where he plans to
enter their Pre-Med program with
a focus on Biology.
George Fox University is
Oregon's nationally recognized
Christian University. They provide students with personal attention, global opportunities to learn
and serve, and a supportive community that encourages academic
rigor and spiritual growth. They
offer bachelor's degrees in more
than 40 majors, adult degree pro-
grams, six seminary degrees, and
13 master's and doctoral degrees.
George Fox University is
accredited by the Northwest
Commission on Colleges and
Universities. The school consistently earns third-party recognition from publications such as
Forbes and U.S. News & World
Report, which annually rank it
among the nation's top Christian
colleges.
Collin is excited about heading up north and realizes that it
will be a much different climate
than here in the Valley. Being up
there just three weeks ago, he
said that it is really green.
Collin stated that, "Hard work
pays off, it may not seem like it at
first, but once that you get to your
senior year and look back and
look at all of the things you done,
you realize that all of the hard
work will get you places."

Surveys

The Imperial County Sheriff's
Office has decided to implement
a customer satisfaction survey
program in an effort to improve
transparency and public relations.
The program will start with the
Holtville Sheriff's Office and then
move throughout the entire
Imperial County.
The surveys will be available at
the Holtville Police Station and at
the Holtville Civic Center.
Citizens of Holtville that have an
encounter with any Holtville
Sheriff's officers will also be
given a survey.
Holtville Police Chief Manuel
De Leon explained that the surveys would be used to make
improvements to the way the
department is operated and to
improve relations with the citizens. Chief De Leon also stated
that someone out there could
have a suggestion that could help
the department to run more efficiently and that the department is
open to those ideas.
The are several questions on the
survey regarding how the contact
was made with the department
and gives the citizen a chance to
report on how they were treated
and on how the contact occurred.
All of the surveys will be held in
strictest confidence for the privacy of the person filling out the
survey.
HOLTVILLE PUBLIC WORKS employees were out early on Wednesday morning taking out some
of the buckled sidewalks on Chestnut Avenue. The sidewalks have been in poor condition for several years and are now finally being removed and replaced with fresh concrete. The Holtville City
Council took action late last year to allow this work to be performed by the City Employees which
will save the City quite a bit of funds by not having to contract out the work. The workers are working across the city street by street and this project will be completed over the next few weeks.

Receives New Donated
Chairs For Sporting
Events
Through a fundraising effort the
Holtville High School has some
pretty awesome looking chairs
for their sporting events that are
held at the High School
Gymnasium. The chairs will be
used by the basketball, volleyball, and wrestling teams.
The fundraising effort started at
football games during the 2014
season by setting up a table with
a picture of the chairs. The
Community stepped up to the
plate once again and filled a need
that the High School had.
This is the second time that
Viking Chairs had been purchased for the High School the
last time was in 2002. Those
chairs were starting to show a bit
of where.
The new chairs are used quite a
bit by students and it is hoped
that they the will last, with some
care, for another 20 years.
The new Chairs have gone back
to using the old Viking Head
logo that had been used by the
High School for many years.
HOLTVILLE HIGH SCHOOL Athletes will have some new
Holtville Vikings chairs to show their Viking Pride.
JUST LIKE THAT the old chunk of buckled side walk is lowered into the old Holtville truck. There
were three buckled sidewalks on the 800 block alone.

Auto Racing Returns To Imperial
County’s Fair & Fiesta
The familiar roar of racing
engines will return to the
California Mid-Winter Fair when
Imperial Motorsport Promotions
present the California Lightning
Sprints and Dwarf Cars, Saturday
night, March 5th.
The event is a return of the
time honored tradition of auto
racing conducted at a County
Fair. This combination is over
100 years old in America and the
action should be spectacular on
the super quick ¼ mile fairgrounds banked oval.
The California Lightning
Sprints (CLS) are a Southern
California-based 1200cc Winged
Mini-Sprint Car club. The group
El Centro Seaman Proudly Represents
Imperial Valley During Overseas Deployment
competes in both winged and
non-winged events throughout
California and has excited
crowds everywhere they've competed. The cars reach speeds in
excess of 100 mph, and while
CLS racers may be small in size,
they are big on excitement!
Bobby Michnowicz (MickNo-Vitch) earned his third championship in the last 4 seasons and
leads the list of entrants. Bobby is
the most versatile driver in the
field at Imperial, having raced on
the old ½ and 3/8's mile tracks
both in non-winged and winged

The Dwarf Cars return to
Imperial after thrilling fans with
a 30 car field last November.
Dwarf cars are a throwback
to the Jalopy races that ran at the
Fairgrounds in the 1950's, only
smaller. They use bodies of vintage coupes, sedans or pickup
trucks fashioned similar to cars
built from 1928 to 1948 and use
motorcycle engines with a maximum displacement of 1250 cubic
centimeters. A large contingent of
racers from Arizona have made
plans to challenge the California
Dwarf Cars on the Imperial oval
during the Fair.
Racing begins at 5pm,

Charles “Charlie” Layton
Charles “Charlie” Layton passed away peacefully in his sleep February
12, 2016 at Heart & Hands in El Centro. He was 84 years old. He was born to
Buren & Gladys Layton Jan. 20, 1932 in Holtville and he never lived anywhere
else. He farmed until he retired a few years ago.
He married Wanda Horton Sep. 30, 1950. They created the cactus garden
at the Pioneers Museum where they are both lifetime members. He was a lifetime member of the Holtville Friends Church.
His favorite pastime was pitting his Bridge skills against the ladies of the
Holtville Women’s Club.
He and Wanda were Holtville’s Citizens of
the year in 1995. He is survived by his wife Wanda
of 65 yrs.; sons Richard (Linda), Larry (Lee) Jimmy
(Helen), Mike and daughter Julie (George)
Velasco. Six grandkids & ten great grandkids.
Services were held on Monday, February 22,
2016 at 10:00 a.m. at the North Holtville Friends
Church. Burial followed at Terrace Park Cemetary
in Holtville.

Pioneers Museum Opens Up For Pioneers Day
THERE WERE SEVERAL working antique engines that were on display making a
lot of popping noise.
THIS FULL ON musical display was very intriguing for the youngsters at they were
entertained by all of the movement and music.
THERE WAS A large display of old fashioned riding tractors for kids, displaying
several different models.
THE OLD HOLTVILLE Jail was put on display. Several parents tried to lock up
their kids.
THERE WAS A lot to look at the Museum with exhibits inside and out giving the
opportunity to be able to see what Pioneers Museum has to offer.

The City of Imperial hosted
their monthly Market Days with
their fifth annual Tri-Tip CookOff, which drew thousands to
sample pieces of grilled beef in
either single slices or as a ful
meal.
After all the cooking was finished and the dishes were served,
Republic Services (formerly
known as Allied Waste) took
home the top prize for having the
best beef in Imperial.
Second place went to the
Vicious Smokes team while third
(and People’s Choice) was won
by the “Kill it and Grill It” team.
Republic services also won
for “Best Booth” for their grill
shaped like a trash collector
while the Imperial FFA took
home the prize for “Best Side
Dish” with their cheesy potatoes.
While most teams began
preparing their dishes well in
advance, most of the cooking
was done on site. Tasters were
required to purchase tickets,
which could be used for small
samples of beef or for full plates
of their favorites.
Music was provided by Tina
Michelle and the Rhinestone
Cowboys, performing country
music and covers throughout the
afternoon. Games of various
types were played throughout the
park along with a mechanical
bull
The afternoon was also
February’s “Market Days” event
for the city of Imperial, with several information and sales booths
dotting the entire park.
The Cook-Off is also
Imperial’s salute to the upcoming
California Mid-Winter Fair &
Fiesta and, as such, winners were
labeled in a similar manner to
how animals are judged at the
Fair. For example, first place was
called “Champion,” while second was called “Reserve champion.”
The California Mid-Winter
Fair & Fiesta will begin on
Friday, February 26 and will run
until Sunday, March 6.
ANOTHER COOK PREFERRED using this fully contained
smoker and grill unit to perfect his beef recipe.

Terrazas said that the main
goal for this year is to fight
hunger in the Imperial Valley. It
is estimated that 22% of residents
live with food insecurity. Forty
percent of children face hunger
on a regular, if not daily, basis.
"The predominance of low
income wages and government
assistance for so many Imperial
County families means that food
is the last thing they are able to
afford. We cannot expect to edu-
cate and nurture our children on
empty stomachs. The future of
our Valley lies in the development of this younger generation,
but they need to be nourished
with the right amount and kind of
food to live healthy lives and
grow their food potential." he
said.
In 2016, the County will
work to expand existing food and
feeding programs, such as
FEAST. FEAST is a community
organizing process that allows
participants to engage in an
informed and facilitated discussion about food, education and
agriculture in their community
and begin to work toward solutions together to help build a
healthier, more equitable and
more resilient local food system.
"For too long, too many have
faced food insecurity problems.
Eliminating hunger is a big goal
but one our residents need and
deserve. This year our County
will utilize its departments and
community members to seek the
development of new and creative
programs to attack hunger.
Although we may not achieve the
completion of our goal in 2016,
we will begin the journey and
"strive and persevere and never
give up." The issue is too important too critical to those who are
least able to help themselves."
