Norma Aguilar Returns To Calexico School Board
By
Mario Conde
The Calexico School Board
appointed Norma Aguilar to fill
the vacant seat at the Board of
Trustees.
The Calexico School Board
had a special meeting this week
to interview candidates that apply
for the appointment for eleven
months. The seat became vacant
late last year when Letty Zuno
resigned for personal reasons.
Zuno's term was going to end
December 2016 and had to run
for reelection in November.
Eight candidates applied for
the position and went before the
board to be considered. The
applicants where Norma Aguilar,
Bill Hodge, Orlando Espino,
Victor Legaspi, Michael Castillo,
Vincent Cuevas, Javier Moreno
and Kalahan Ramirez.
The candidates made their
opening statements and answered
a series of questions of what
would they do if elected and what
are their qualifications.
The time came for the board
to nominate a candidate for
appointment and each board
member wrote the name of a per-
son they feel was qualified for the
position. In the first round no
candidate received the majority
of votes having candidate
Orlando Espino being nominated
twice but the board deadlocked 22.
In the second round, Norma
Aguilar was nominated and the
board voted 3-1 with Trustee Ciro
Calderon voting against. Aguilar
was then sworn in by
Superintendent Maria Ambriz.
The members of the Board
thanked all the candidates for
their participation and their willingness to serve the student population.
Trustee Aguilar said she is
looking forward to working with
the board during this upcoming
year.
"My goal is to identify ways
to support the education of the
students. There are classrooms
that don't have up to date text
books and make sure that every
teacher that is placed here has the
proper support in their classroom
and particularly in classroom
management." Aguilar said.
This will be Aguilar's second
term as a school board trustee in
Calexico. Aguilar was elected to
the Calexico School Board in
2010 during a critical time for the
District and served until 2014.

made the initial inspection to
make sure everyone was out of
the residence. A family of seven,
including a newborn, had been
notified of the fire by a neighbor
and vacated the structure. After
vacating, they could hear a dog
barking from inside the burning
house.

wire. The walls were thick,
which provided a lot of fuel for
the fire. Chief Silva called for
backup from Imperial County.
As the firefighters began to
fight the fire, a little girl came up
to Chief Silva and said that her

and get it. Chief Silva had one of
the firefighters put on oxygen and
go into the building. There was so
much smoke by this time the firefighter was unable to locate the
animal.
The fire continued to increase
and was difficult to battle, so
Chief Silva requested a ladder
truck from the County.
After a little while the barks
from the dog could no longer be
heard. Chief Silva also learned
that the little girl that owned the
dog had also just lost her father
within the last couple of weeks.
Chief Silva shared that the little
girl would come up to him about
every fifteen minutes to ask about
her dog. Says Chief Silva, "I was
struggling in letting her know
that her dog didn't make it, but
after a while I went up to her and
explained to her that her father
would now need to take care of
her dog.”
The ladder truck from the
Imperial County Fire Department
arrived and was able to make
progress in extinguishing out the
fire from the top.
The fire took about three
hours to extinguish and when it
was safe, Chief Silva sent in
Holtville Firefighter Bradley
Kaufman to retrieve the remains
of the animal.
Firefighter
Kaufman was inside for quite
some time, then finally exited the
burnt structure holding a blanket
in his arms.
He had a huge smile on his
face. The dog had survived the
fire. Kaufman presented the dog
to the little girl.
Chief Silva was concerned on
the condition of the dog due to all
of the smoke and heat from the
fire, so he wanted to get the dog
checked out by a veterinarian.
He called the emergency number

Brawley’s Rock Cafe Closes After A Decade At The Plaza
By
Chris Furguson
While many businesses in
Brawley have spectacular openings, with ribbon cuttings and
lots of local dignitaries around,
most fade away or disappear
without warning or much notice.
This fact hit one of Brawley's
most popular businesses recently,
which closed it's doors after over
a decade of service.
The Rock Coffee Shop and
Cafe, a mainstay of Brawley's
Downtown Plaza area for the past
ten years, shuttered its doors on
December 31, 2015, after more
than ten years in operation, citing
the building owner's desire to
build a new business in the location.
The Rock's sudden closure
only came with a note left by the
owners, Mary Smith and Ted

Holtville Residents Awake To Burning Home Sunday Morning
By Jim Predmore
A fire broke out Sunday
morning, Jan. 3, at the residence
located at 225 W. 7th Street in
Holtville. The Holtville Fire
Department received the call
around 9:00 a.m. and responded
to the location. Upon arrival, the
Holtville Fire Department could
see the flames coming through
the attic over the patio. Chief
Silva arrived shortly after and

Riley, placed on the front door of
the building.
The note included words of
thanks to the residents of the city
for keeping the place going for
just over a decade and to wish
success upon the new incoming
business.
Items featured at the cafe
included high quality coffee
drinks, baked goods and a small
restaurant serving burgers and
pressed sandwiches.
The Rock was also a gathering place for locals and hosted
several small events, including
concerts and book signings,
inside the building. It was also a
hangout for high school kids and
coffee fans not wanting their
drinks from a national chain.
The cafe's name came from a
passage in the Bible, Matthew
7:25, which reads: The rain came
down, the streams rose, and the
winds blew and beat against that
house; yet it did not fall, because
it had its foundation on the rock.
It was rumored that a sports
bar will replace the coffee shop.
The Rock’s owners are also looking for a “suitable location,”
should they choose to reopen the
coffee shop and cafe.

Brawley Council Postpones Discussion On Impact Fee Increases
By
Chris Furguson
The Brawley City Council
tabled a planned discussion on
Water and Wastewater impact fee
increases for new construction
during their meeting on Tuesday,
January 5, 2016.
The item was pulled from the
meeting during the "approval of
the agenda" portion by Council
Member
Sam
Couchman.
Council members can request
changes be made to the agenda
and items have been removed
from agendas for future consideration or if city staff needs addi-
tional time to make a recommendation.
The item, which would raise
water and wastewater impact fees
for developers, was approved
several years ago, subject to an
annual review to see if the economy and other factors would allow
the implementation of the fee
increases.
Efforts from the local developers and the area building industry have stalled implementation
of the fees until this point.
Developers and other officials
were on hand to protest the
potential changes, but left satis-
fied once the delay was approved
by the council.
Developer fees are imposed
on new construction to pay for
needed improvements to the
city's infrastructure. The majority of fees imposed on developers
involve new road improvements,
additional officers and water and
sewer pipes.
The item is expected to return
to the agenda in April.

Calexico Chamber Unveils New Murals Around Office Building
By
Mario Conde
The Calexico Chamber of
Commerce office has new arts
around its building as a new
mural painting was inaugurated
Tuesday evening.
The rain and wind did not
stop the celebration of artist
Eddie Shiffer who unveiled the
new arts paining around the
chamber office as part of the
"Arts in Public Places" initiative.
This is Shieffer's second mural
project in Calexico.
"Ms. Carrillo wanted something fun and colorful and our
theme was to put a lot of color
and a lot of movement and have
people pay attention to the building." Shiffer said.
Shiffer, an art teacher from El
Centro, has been painting for
many years and made his transition to mural painting afterwards.
Hildy Carrillo, Executive
Director of the Calexico
Chamber of Commerce, said that
she wanted something different
of the building and not the typical
artist vision of the border town.
"His mural was the most
interesting for us and it fit the
location perfectly and I loved
what he presented." Carrillo said.
The Mural Project mission is
to promote the creative expression of local artist and provide an
enriching visual experience to
residents and visitors of
Calexico. The Calexico Arts
Commission has developed the
guidelines for implementation of
this project. The Commission
encourages artist to participate in
various areas of town to produce
beautiful works of art, while discouraging graffiti.
The Commission is using
$3,000 in funds from the "Arts in
Public Places" account to offer a
stipend to each artist. The project
would be done in cycles, with the
maximum of three mural per
cycle, and two cycles per year.
The Arts Commission will
serve as the selection committee
for the selection of the murals
and will also monitor their
progress. All murals will be cho-
sen based on the widest diversity
of ideas and visuals impact. The
murals will be placed on specifically designated walls throughout
the city. The mural areas may
vary in size between 6'x 8’ and 6'
x 20'

IID Delegation Headed To Sacramento For Salton Sea Hearing
A delegation of members of
the Imperial Irrigation District
Board of Directors and the
Imperial County Board of
Supervisors will appear before
the State Water Resources
Control Board at a public workshop during the board’s regularly
scheduled meeting on Tuesday,
Jan. 5, where the water board will
receive updates regarding the status of actions identified by the
Salton Sea Task Force.
IID General Manager Kevin
Kelley and Imperial County
Chief Executive Officer Ralph
Cordova Jr. will present at the
workshop, providing an update
on the IID/Imperial County
Salton Sea Restoration and
Renewable Energy Initiative, as
well as seek information from the
Salton Sea Task Force about what
its next steps and plans are.
In a joint letter to the Water
Resources Control Board, IID
and the county recognize that
successfully addressing the challenges at the Salton Sea will not
be completed in 2016 and, therefore, suggest that the protection
of public health and the environment in Imperial and Riverside
counties “should be a long-term
commitment by the state of
California, working with our
agencies and other regional partners.”
The immediate task for 2016,
the Imperial delegation suggests,
is to develop a long-term plan
and transparent partnership.
“IID and the county of
Imperial propose that the State
Water Board require the four
agencies that have been invited to
present at the Jan. 5, 2016, workshop to collaborate – in an open
and transparent process – with
key stakeholders to develop and
present a long-term management
and restoration plan for the
Salton Sea to the board and the
California Air Resources Board
no later than Dec. 15, 2016,” the
letter states.
To review the full letter, visit:
http://www.iid.com/Home/Show
Document?id=11449
IID General Manager Kevin
Kelley said he is pleased the State
Water Board has decided to hold
this follow-up workshop and is
encouraged by the water board’s
continued involvement. “We’re
looking forward to providing an
update on action’s related to the
Salton Sea Restoration and
Renewable Energy Initiative and,
from IID’s standpoint, find out
what has been done and where
we can see more state involvement related to overall restoration.”
The Imperial delegation further encourages the State Water
Board to remain involved as it
should play a key role in ensuring
milestones and real progress are
achieved.
Imperial
County
Chief
Executive Officer Ralph Cordova
Jr. said that, while good steps
have been taken, there are things
the delegation intends to “bring
to light.” The joint presentation
“will put a strong emphasis on
the consequences if the state
doesn’t step up their efforts to
fulfill its promise of restoring the
sea,” Cordova said. “We will
touch on the expectations of what
the sea would look like if the
playa continues to recede.” The
board “will be able to learn about
the potential negative impacts to
the area if no action is taken to
restore the Salton Sea.”
Tuesday’s Salton Sea workshop by the State Water Board is
the first since last March.
In addition to hearing from
the Imperial delegation, the State
Water Board expects updates
from the following agencies:
•
California
Natural
Resources Agency regarding
efforts to improve public outreach and local partnerships and
implement habitat creation and
dust suppression projects;
• Colorado River Regional
Water Quality Control Board
regarding efforts to improve
water quality in major tributaries
to the Salton Sea;
• California Air Resources
Control Board regarding efforts
to address air quality impacts
from the Salton Sea; and,
•
California
Energy
Commission regarding consideration of renewable energy opportunities at and around the Salton
Sea and the region.

Superior Court Introduces New Voice & Web Payment System
The Superior Court of
California, County of Imperial is
pleased to introduce a new 24hour-a-day telephone and web
access payment option for those
wishing to pay fines and/or fees
owed to the Court. The
Interactive Voice Response (IVR)
and Interactive Web Response
Systems (IWR), available in
English and Spanish, provide a
convenient and direct method for
court users to locate their court
case, understand their options,
and immediately pay monies
onto their case.
The impact of this innovative
service to the public is expected
to be profound, given that currently eight full-time staff persons take money payments over
the phone during the hours of 8-4
Monday-Friday only. “This new
bilingual system puts innovative
tools and current technology
directly in the hands of court
users to pay their fines and fees at
any time of the day or night,”
Court Executive Officer Tammy
L. Grimm stated. “These straightforward, uncomplicated options
for 24/7 payments require nothing more than a telephone, smart
phone, or access to a computer to
enter basic information to find
and retrieve their case. We think
the public will be thrilled that
they can now make payments on
their cell phones and smart
phones.” Grimm continued, “In
an era where dwindling public
resources often results in reduced
public services, I am pleased we
are able to create increased accessibility to the Court now with
these options.”
The IVR/IWR systems will

confinement in state prison. The
CCTRP provides a range of rehabilitative services that assist with
alcohol and drug recovery,
employment, education, housing,
family reunification and social
support.
CCTRP staff was alerted at
7:31 p.m. Monday, Jan. 4, that
King and Mendez had removed
their ankle monitors, and a facility-wide search for the women
was immediately conducted. All
local law enforcement agencies
have been notified and are assisting in the search and apprehension efforts.
King, 28, is a black female, 5
feet, 10 inches tall, weighing 175
pounds with black hair and
brown eyes. She was received by
CDCR on Feb. 19, 2014, to serve
five years for a second-degree

of El Salvador, is in Border Patrol

Old El Centro Walmart Area Seeing New Life With New Construction
By Chris Furguson
The City of El Centro has
been seeing some construction
near the original Wal-Mart location on Imperial Avenue between
Cruickshank and Bradshaw over
the past few months.
While construction projects
are becoming more and more
commonplace around the Valley,
with new buildings getting built
all the time, the location is what
some in the area is calling "interesting."
"It's nice to see something
new come to the area," said one
resident shopping in the are. "We
haven't seen much happening in
this part of the city for a while."
The new incoming businesses
to the "Old Wal-Mart" area
include:
• Aldi Grocery Stores: A cooperative style grocery store that
requires customers to bring their
own bags and to put 25¢ deposits
on grocery carts in order to keep
prices low. This new Aldi will be
located across a frontage road
from the nearby Payless Shoe
Source and the Farmer Boys fast
food restaurant. Another Aldi
store is currently being built in
Calexico.
• Ross Dress For Less:
Expected to be located inside half
of the original Wal-Mart location,
the new Ross Dress For Less will
feature clothing at a higher discount than at normal "department" stores.
PetSmart: A high end pet
store that offers specialty supplies and training services. This
will occupy the other half of the
old Wal-Mart.
Additionally, a new building
located at the southeastern por-
tion of the parking lot is being
built, but there are no planned
tenants for the location. There is
also a housing development
being built to the east of the nearby Target shopping store.
The last new construction to
take place in the area was a
Tractor Supply store on
Bradshaw Avenue near the new
Wal-Mart SuperCenter. Prior to
that construction, the newest
buildings were built across
Imperial Avenue, which includes
the Broken Yolk Café, and the El
Centro Fire Station #3, also
found on Bradshaw Avenue.
It is not known what will happen to the Ross and PetSmart
locations near the Imperial Valley
Mall, if they will remain open
with their sister locations or if
they'll close when the new stores
are ready to open.

area in El Centro, along with other stores. Chris Furguson Photo.

The Latest
News
By
Mario Conde
I would like to start this column by thanking Stephen Larson
for giving me the opportunity to
write for the Calexico Chronicle
seven years ago. It was on July
2008 when Mr. Larson hired me
to be part of a historical newspaper that has served Calexico for
111 years. Stephen Larson was a
respected figure in the Imperial
Valley and will be missed.
Rest in Peace.
A New Year has started filled
with hope and a chance for a new
beginning. This year will be a
very intense one in the Imperial
Valley as we will have election
for Calexico City Council,
Imperial Irrigation District,
Calexico
School
Board,
Heffernan Memorial Board, IVC
Board, and County Supervisor.
Election time is something that I
enjoy because as someone that
studied Political Science, I look
forward to see the candidates
come forward and hear what they
have to say to bring policy that
bring positive change to their
constituents.
Mostly, I enjoy watching the
candidates and how they run their
campaigns. It is the campaign
strategy and decision that make
that I pay close attention too
when there is a political campaign. It it's fun to see who the
candidates listen when they are
campaigning and talking to people.
For the Imperial Irrigation
District race it will be different
this year since it will now be district-only instead of valley wide.
Each board member will be elected from the division in which he
or she resides by the voters of
that division. The boundary
changes will be presented to the
Looking Forward To 2016 Elections
county registrar of voters before
the Dec. 9 deadline, qualifying
for the June 2016 primary election. Divisions 2 and 4 will be up
for election in June 2016.
Division 4 now covers most
of Calexico and will be up for
grabs this year. As its normal in
Calexico, there will be a long list
of candidates that will be running
in the next election. It's been said
former Calexico Mayor Bill
Hodge will be running for IID
and is preparing his campaign.
Hodge recently retired from his
post as a Calexico High School
teacher last month after more
than 20 years as Calexico teachers. All the best to Mr. Hodge in
his retirement!
The one race I obviously will
look forward too is the Calexico
City Council race this November.
Mayor Joong Kim, Mayor Pro
Tem Luis Castro and Councilman
John Moreno term will expire
this year and in the next couple of
months they will have to decide if
they want to run once again.
There are different version on the
street saying that the three or at
least two of them will not be
seeking re-election. It's too early
to tell and they still have several
months to decide if they are
going to a third term.
Three seats will be open this
year so expect lots of candidates
to run and lots of money to be
invested in the campaigns. This
election for Council will also be a
crucial one for Calexico since it
can change the balance of the
council The Council has not
improved its stability and ability
to work together and having three
new council members might
bring the city into political calm.
However, the new slate of council members need to be new people that have no ties with the current political groups. The problem with Calexico is that we have
the same people running in every
election cycle that are part of the
circle of people that have put
Calexico in this situation. Are we
going to see the same names
around town such as Castro,
Romero,
Ouzan,
Moreno,
Guzman, Reisen, and Hermosillo
all over town asking for your
vote? We live in a city of 45,000
and the same eight run every time
and giving us the never ending
story that Calexico will improve
but it never does. Calexico will
improve until they break the
never ending recycling of candidates every election cycle. I'm
not saying that the individuals I
mentioned don't care about
Calexico but its time to take a
step back and let others take the
lead.
One year ago I predicted in
one of my columns that a new
young generation of politicians
would rise by 2014 all over the
Imperial Valley. Since then we
have seen young politicians like
Mandy Real, Priscilla Real, Tony
Sandoval and Edgard Garcia
involved in City Council and
School Board in Calexico, Heber
and El Centro. I believe the
momentum will continue and I do
believe that the millennial generation should take its place and
step up to lead Calexico into a
new prosperous time.
Happy New Year Everyone!

Two Schools From Cities
That Share Same Name
Exchange Stories & Letters
By Jim Predmore
Last September as Holtville
Fire Chief Alex Silva was preparing for the 911 Ceremony, he got
an idea to contact the elementary
school in Holtville, Alabama to
see if they would like to join in
the ceremony via Skype, which
they did. The kids got so excited
that Alex wanted to do more
activities with the two schools
from cities with the same name.
Alex talked with 3rd grade
teacher Mrs. Ramos and with 5th
grade teacher Mr. Acosta and
asked if their students would like
to start sending letters to the stu-
dents at the Alabama school. The
teachers encouraged their students to do so.
The 3rd and 5th grade students from Finley got busy and
wrote letters and sent them off in
October of last year. Chief Silva
just received the first letters back
from Holtville Elementary in
Holtville, Alabama this week and
will be delivering them to the students.
The students from both
schools will continue to communicate through these letters
throughout the school year.

for Valley Veterinary in El

Chief Silva, Kalee, and her
mother drove to El Centro to
have the dog examined. Chief
Silva explained the girl's situation. The veterinarian, Dr. Garry
Nagra, drew blood, performed xrays and performed a complete
exam and gave the dog a shot. He
gave the dog back to its owner
with a diagnosis of being okay
and said that there was no charge
for his services.
The dog apparently had made
its way to the kitchen portion of
the house, which was the least
affected by the fire, and hunkered
down until it could be rescued.
It was determined that the fire
was caused by an electrical
source that was identified at the
location.

Brawley's Wrestlers Seek To Continue Championship Streak
By
Chris Furguson
While other sports have the
popularity and vocal support of
the community, the Brawley
Union High School Wildcat
Wrestling Team have been creating a dynasty of their own, with
over two decades of dominance
over the rest of the Imperial
Valley and championships with
competition over the mountains
to the west.
The Brawley Wildcats will be
competiting for their 17th straight
CIF-SDS wrestling divisional
championship at the end of the
upcoming season, along with
their latest IVL title.
However, BUHS Varsity
Wrestling head coach Tony Leon,
says that he has been struggling
to find a full team this season.
Injuries and other issues have
been keeping some of his best
grapplers off the mat for Brawley.
“We should do well this
year,” Leon said during a recent
practice at the school's heated
wrestling room, “but it's been a
hassle to get a team set for this
season.”
Despite the issues, the team
recently won their first tournament of the 2016 season at
Mission Hills high school in San
Marcos.
Brawley came away from the
tournament with 232.5 points
overall, defeating 22 other
schools with a 12-man team.
Outstanding
Wildcat
wrestlers from that tournament
included Victor Gonzalez (138),
Ruben Elizalde (145 and Most
Outstanding
Lightweight),
Daniel Jauregui Jr. (195) and
Dane Martinez (220).
Brawley's Junior Varsity and
Freshmen teams also came to
school from the holidays with a
tournament victories.
The junior varsity team won a
similar tournament in Escondido
while the freshmen team took
home a win in a duals format
tournament in Chula Vista.
Brawley's first home meet of
the season takes place against the
Palo Verde Yellowjackets on
Wednesday, January 13 at 7 pm at
the Brawley campus.
Brawley’s other home meets
this year will be against the
Calexico Bulldogs and the
Holtville Vikings.
