Welcome to Peterson Air Force Base
W elcome to Peterson Air Force Base! W e look forward to helping ease the transition
to on- and off-base communities as well as area schools. If you’re new to Peterson
AFB, congratulations and welcome.
Peterson AFB is a wonderful place for families. In addition to great amenities and recreational
facilities found around, and on, the installation, our location offers unlimited points of interest in the
surrounding communities and local schools committed to providing a quality education for our
children. As School Liaison Officer, my role is to improve transitional support for school age children
of Peterson AFB personnel by establishing partnerships between the base and local schools,
advocating for military children, increasing awareness of the unique needs of military children, and
providing a process to address and resolve military-specific issues affecting students in kindergarten
through 12th grade. W e are very fortunate to have committed educators at all levels that are willing
to help military families on a day-to-day basis. They appreciate our service to our nation and we
appreciate their service to our children, our communities, and our nation as well.
There are many school systems serving Peterson AFB. Many base housing residents attend
Colorado Springs School District 11 (D11), Falcon School District 49 (D49), and Harrison School
District Two (D2). Colorado is a ―Choice State‖ and families have the option to apply to many
quality schools within multiple school districts. Parents are encouraged to research and visit
local schools as part of their Colorado School of Choice Application; a sample of local school
performance may be viewed in Appendix A.
For those wishing an alternative to public education, there are also many quality private schools in the
area from which you can choose (Page 24). Many families also choose to home school and there are
many active home schooling groups you may choose to join in order to share talents and resources.
W e have an excellent relationship with the local schools. Our commitment as a member of the
surrounding school districts/communities is very strong—we will need your help to continue to expand
this relationship to help improve our schools. Please consider volunteering in your children’s schools
or participating in Peterson AFB’s Adopt-A-School Program.
There is a lot of information in this handbook that you will hopefully find helpful. It includes general
information about registration, school physicals, immunizations, and graduation information. This is
followed by listings of, and information about, local schools (both public and private) to include links to
their web-sites, addresses, and phone numbers to their administrative offices.

General Information
SCHOOL LIAISON OFFICER (SLO)
The education and welfare of school-age children is a quality of life issue. Military families experience
challenges with reciprocity and quality of education from location to location. School-age children are
as transient as their military parents and may encounter transition and academic problems.
Every Air Force installation has a SLO to coordinate and assist parents of school-aged children with
educational opportunities and information necessary to succeed in an academic environment. The
SLO is the central point of contact for commanders, military families, and local school systems on
school-related matters. Air Force SLOs network, educate, and work in partnership with local schools
to address or enhance the military child's education. The Air Force SLO provides military
commanders with support necessary to coordinate and advise military parents of school-aged
children on educational issues and needs and to assist in solving education-related problems.
The SLO works to identify barriers to academic success and develop solutions; promote parental
involvement in their children’s education; develop and coordinate partnerships in education; provide
parents with the tools they need to overcome obstacles to education stemming from the military
lifestyle; and promote and educate local communities and schools regarding the needs of military
children.
The Air Force SLO also connects families with Child and Youth Programs and Exceptional Family
Member Program (EFMP), Family Support offices. Each branch of Service has SLOs ready to serve
relocating families, regardless of the service member's Service affiliation, ensuring a smooth
transition to their new civilian schools. W orld-wide contact information for School Liaisons is available

School Locator: “Colorado Choice State”
The Colorado Board of Education recognizes that students may benefit from having a choice of
schools to attend which is not limited by school boundaries. As such, both in-District and out-ofDistrict students may enroll in programs or schools within Colorado Springs School Districts on a
space available basis.
To apply for admission to a school other than their neighborhood school, parents complete a Choice
Open Enrollment Form and submit the form to the school they wish to have their student attend.
Annually, the open enrollment window is November 1 through February 15 for the next school year.
Schools may accept applications after the open enrollment period on a space available basis.
Approved applications for choice open enrollment are valid up to the duration of the academic level
(elementary, middle, or high school). Students must re-apply for choice open enrollment to attend a
school other than their designated attendance area school at the next academic level.

State law further defines that applications may be denied only if (C.R.S. 22-36-101(3):
 There is a lack of space or teaching staff within a particular program or school requested.
 The school requested does not offer appropriate programs or is not structured or equipped
with the necessary facilities to meet special needs of the pupil.
 The pupil does not meet the established eligibility criteria for participation in a particular
program, including age requirements, course prerequisites, and required levels of
performance.
 The student is currently expelled or has been expelled in the preceding 12 months, or has
been expelled as a habitually disruptive student or for a serious violation in a school building
or on school property necessitating mandatory expulsion.
Generally, district transportation is not provided for students attending a school under choice open
enrollment, unless required by law. Transportation to and from school is the responsibility of the
parent/guardian.
Students granted open enrollment at the high school level have the same curricular and
extracurricular eligibility as all other students attending the school, subject to the rules and regulations
of the District, Colorado High School Activities Association and state law.
Choice Open Enrollment Forms, District policies, and frequently asked questions about choice open
enrollment are available on the Districts websites (Page 16). A helpful checklist may be found at
Appendix B, Page 37.
Military Interstate Children’s Compact
The Compact provides for the uniform treatment of military children transferring between school
districts and states. It was developed by The Council of State Governments' National Center for
Interstate Compacts, the Department of Defense, national associations, federal and state officials,
departments of education, school administrators and military families. Children of active duty
members of the uniformed services, National Guard and Reserve on active duty orders, members or
veterans who are medically discharged or retired for (1) year, or members who die on active duty are
eligible for assistance under the Military Interstate Children’s Compact. Colorado is one of 43 states
that have adopted the Compact.
Enrollment
• Educational Records - the compact provides that schools must share records in a timely manner in order to expedite the
proper enrollment and placement of students. If the sending school cannot provide the parent a copy of the official record,
an unofficial copy will be provided that may be hand carried to the school in lieu of the official record. This unofficial record
can then be used for preliminary placement while the school sends for the official record. Once requested, the sending
school has 10 days to provide the official record to the receiving school.
• Immunizations – the compact provides for specific timelines, in this case 30 days from the date of enrollment, for
students to obtain required immunizations in the receiving state.
• Age of Enrollment/Course Continuation – the compact requires, absent a new enrollment in Kindergarten, that a student
shall be allowed to continue their enrollment at grade level in the receiving state commensurate with their grade level from
the sending state. For example, if a student is enrolled and attends Kindergarten at the age of 5 in State A and transfers
to State B, the student would be allowed to continue in Kindergarten despite State B’s entrance age of 6 years. Further,
the compact allows for such continuity of enrollment when a student has completed Kindergarten and is ready for
enrollment in First Grade. For example, if a student has completed Kindergarten in State A and transfers to State B, the
student would be allowed to enter First Grade despite State B’s entrance age of 6 or 7 years.

Eligibility
• Power of Attorney - special power of attorney, relative to the guardianship of a child of a military family and executed
under applicable law shall be sufficient for the purposes of enrollment and all other actions requiring parental participation
and consent.
• Tuition - a local education agency shall be prohibited from charging local tuition to a military child placed in the care of a
non-custodial parent or other person standing in loco parentis who lives in a jurisdiction other than that of the custodial
parent.
• Non-custodial parents - a military child, placed in the care of a non-custodial parent or other person standing in loco
parentis who lives in a jurisdiction other than that of the custodial parent, may continue to attend the school in which
he/she was enrolled while residing with the custodial parent.
• Extracurricular activities - state and local education agencies shall facilitate the opportunity for military children’s
inclusion in extracurricular activities to the extent they are otherwise qualified.
Placement
• Course placement / Educational Program placement - when the student transfers before or during the school year, the
receiving state school shall initially honor placement of the student in educational courses based on the student’s
enrollment in the sending state school and/or educational assessments conducted at the school in the sending state if the
courses are offered. Course placement includes but is not limited to Honors, International Baccalaureate, Advanced
Placement, vocational, technical and career pathways courses. Continuing the student’s academic program from the
previous school and promoting placement in academically and career challenging courses should be paramount when
considering placement. This does not preclude the school in the receiving state from performing subsequent evaluations to
ensure appropriate placement and continued enrollment of the student in the course(s).
• Special education services – 1) In compliance with the federal requirements of the Individuals with Disabilities Education
Act (IDEA), 20 U.S.C.A. Section 1400 et seq, the receiving state shall initially provide comparable services to a student
with disabilities based on his/her current Individualized Education Program (IEP); and 2) In compliance with the
requirements of Section 504 of the Rehabilitation Act [insert federal statutory reference] and with Title II of the Americans
with Disabilities Act [insert federal statutory reference] the receiving state shall make reasonable accommodations and
modifications to address the needs of incoming students with disabilities, subject to an existing 504 or Title II Plan, to
provide the student with equal access to education. This does not preclude the school in the receiving state from
performing subsequent evaluations to ensure appropriate placement of the student.
• Placement flexibility – local education agency administrative officials shall have flexibility in waiving course/program
prerequisites, or other preconditions for placement in courses/programs offered under the jurisdiction of the local
education agency.
• Absence as related to deployment activities – a student whose parent or legal guardian is an active duty member of the
uniformed services, as defined by the compact, and has been called to duty for, is on leave from, or immediately returned
from deployment to a combat zone or combat support posting, shall be granted additional excused absences at the
discretion of the local education agency superintendent to visit with his or her parent or legal guardian prior to leave or
deployment of the parent or guardian.
Graduation
• Waiver requirements – local education agency administrative officials shall waive specific courses required for
graduation if similar course work has been satisfactorily completed in another local education agency or shall provide
reasonable justification for denial. Should a waiver not be granted to a student who would qualify to graduate from the
sending school, the local education agency shall provide an alternative means of acquiring required coursework so that
graduation may occur on-time.
• Exit exams - states shall accept: 1) exit or end-of-course exams required for graduation from the sending state; 2)
national norm-referenced achievement tests or 3) alternative testing, in lieu of testing requirements for graduation in the
receiving state. Within 12 months of the effective date of this compact, the Interstate Commission shall adopt a rule
addressing the acceptance of exit exams.
• Transfers during Senior year – Should a military student transferring in his or her Senior year be ineligible to graduate
from the receiving local education agency after all alternatives have been considered, the sending and receiving local
education agencies shall ensure the receipt of a diploma from the sending local education agency, if the student meets

the graduation requirements of the sending local education agency. In the event that one of the states in question is not a
member of this compact, the member state shall use best efforts to facilitate the on-time graduation of the student.

New Student Registrations and School Physical Forms
New student registration for kindergarten through 12th grade takes place at your school. The district
websites (Page 16) have information about enrolling your student, and enrollment forms that may be
completed online, printed, and taken to the school. You may also access ―School Finder‖ on:
http://www.schoolchoiceforkids.org/english.phpto determine your neighborhood school, based upon
your street address.
Only a parent or guardian may enroll a student in Colorado Springs School Districts. Along
with a completed enrollment form for each student, you will need to bring:
1. Verification of child’s birth date (birth certificate, passport, or military ID)
2. Immunization records
3. Proof of residency (current utility bill, lease, tax notice showing your name and the property address)
4. If student is not living with both biological parents, a copy of legal paperwork (custody/ guardianship) may be necessary
5. If student has an Individualized Education Plan (IEP) for special education services, a copy of the current/latest plan
6. Name and address of student’s previous school to request academic records
For District 11, children entering kindergarten must be 5 years old on or before October 1.
Immunizations
You must provide one of the following to your child's school in order to comply with the law:
1. A completed Certificate of Immunization certifying that the student has received minimum
immunizations as indicated above.
2. If a student’s Certificate of Immunization is not up to date, the parent/guardian or emancipated
student has 14 days after direct notification to provide documentation that the next required
immunization was administered and submit a written plan for completion of any additional
required immunizations. If the plan is not completed, the student shall be expelled or suspended
from school for non-compliance. Exception to this rule is a shortage of vaccine.
3. 3. Statement of Exemption to Immunization Law printed on the reverse side of the Colorado
Department of Public Health and Environment Certificate of Immunization:
a) a medical exemption signed by licensed physician stating that the student's physical
condition is such that immunizations would endanger life or health or is otherwise medically
contraindicated; or
b) a religious exemption signed by the parent, guardian, or emancipated student that the
student adheres to a religious belief opposed to immunizations; or
c) a personal exemption signed by the parent, guardian, or emancipated student that the
student adheres to a personal belief opposed to immunizations.

months after the 2nd dose. (Tdap should be given to students at 10 or
11 years of age to complete the tetanus/diphtheria requirement if
possible).
4 IPV or if dose 3was administered on or after the 4th birthday, only 3

doses are required. The final dose must be given no sooner than the 4th
birthday. A laboratory test showing immunity is acceptable.

For school certification, the 1st dose cannot be administered more than
4 days before the 1st birthday. The minimum interval between dose 1
and dose 2 is at least 28 days. A laboratory test showing immunity is
acceptable.

For school certification, the vaccine cannot be administered more than 4
days before the 1st birthday. 2 doses are required for children entering
K, through 4th grade. 1 dose is required for 5th through 11th grade. A
laboratory test showing immunity is acceptable.

ACIP minimum intervals: The second dose must be administered at
least 4 weeks after the first dose. The third dose must be administered
at least 16 weeks after the first dose and at least 8 weeks after the
second dose. The final dose is to be administered no sooner than 24
weeks or 6 months of age. The 2-dose series is acceptable for ages 1115. 2 doses can only be accepted using the approved vaccine for the 2dose series with proper documentation (name of the vaccine, dosage,
dates, and interval). A laboratory test showing immunity is acceptable.
Bus Schedules
District 11 operates no fee school bus transportation from Peterson AFB to Christa McAuliffe
Elementary, Jack Swigert Middle School, Mitchell High School, and Mann and North Middle Schools,
Bus Schedule (Please e-mail SLO at: [email protected], and they will provide updated schedules).
District 11: No fees for transportation to public schools within the district.
District 12: No public school transportation available. Parent’s responsibility to transport.

Fees will be assessed per ride as follows:
 General education students - 50 cents per ride ($1 per day for round trip)
Maximum household charge of $50 per month
 Choice and in-district students who ride on a space available basis - 60 cents per ride
($1.20 per day for round trip)
Maximum household charge of $60 per month
 Out-of-district students who ride on a space available basis - 70 cents per ride ($1.40 per day
for round trip)
Maximum household charge of $70 per month
 There is no charge for special needs students who have transportation as part of their
Individual Education Plan or their 504 Plan or ESL students who attend a magnet program
 There is no charge for students who demonstrate they are eligible for free or reduced lunch
District 49 Fees:
There are three options for payment:
 $200.00 flat fee for the year, as many rides as you want, paid in advance.
 $30.00 per month flat fee, for a maximum of $240.00 for the year.
 Pay per ride at a $2.00 per ride, not to exceed 15 rides per month.
 Rides within a month that reach or exceed 15 rides will be billed at
the monthly charge of $30.00.

Provide care for D-11 Kindergarten Program
Children may be in the program no more than 10 hours per day. For waiver information please ask
the front desk staff. The program also offers transportation to and from Remington Elementary School
in District 49. Full-day care on D-49 school breaks is also available. For details, contact the Youth
Center at 556-7220.
Choosing a School
One of the most important decisions parents make is to choose which school district their children will
attend. Many factors go into this critical decision. Most families that live on Peterson AFB send their
children to Colorado Springs School District 11, Harrison District 2, or Falcon District 49. The largest,
Colorado Springs School District 11, consists of 35 elementary schools (K-5), 9 middle schools (6-8),
5 high schools (9-12), 4 alternative schools, 9 alternative education programs, and 7 charter schools
that serve more than 30,300 students. Many families living off base may choose Cheyenne Mountain
District 12 (D 12) or Academy District 20 (D 20). There are many resources on the Internet, such as
Great Schools, located at http://www.greatschools.org/ to help you learn what others have said about
a particular school, and to help you as you make this weighty decision.

Colorado Academic Standards (CAS)
The Colorado State Board of Education has adopted new learning standards for K‐12 education to
include the arts, mathematics, reading, writing, and communicating, social studies, world languages,
science, personal finance literacy, comprehensive health and physical education, and STEM (Science
Technology Engineering and Mathematics). The primary goal is to better prepare Colorado students
for success in college and the workforce in a competitive global economy. These common core
standards have been adopted by many states. More information about the common core can be

Standards of Learning Tests
The Office of Standards and Instructional Support (SIS) at the Colorado Department of Education
define what all students in all Colorado public schools should understand and accomplish in the core
areas as a result of their elementary and secondary schooling. Colorado requires the mandated use

Special Education
The Individuals with Disabilities Education Act (IDEA) and Colorado’s special education law require
all schools to ensure that all identified children with disabilities have the right to a free, appropriate
public education. Special Education and related services are provided at no cost to identified disabled
students.

Delayed Openings – Early Closure
The school superintendents or designees can close schools, delay start times, or dismiss students
early in the event of hazardous weather or other emergencies that threaten the safety, health, or
welfare of students and staff members. The two primary factors in considering school closures are:
amount of snow where drifting makes conditions unsafe for buses, and whether the wind chill is too
cold for students to wait for a bus or walk to school. On days when school is cancelled or released
early, all after school and evening activities are cancelled. Local television and radio stations will be
informed by 5:30 a.m. that the starting time for the district will be delayed or that school is cancelled.
If school is delayed, the decision about whether to close will be made by 7:30 a.m. If the decision is to
have school after a delayed start, there will be no further announcements. Delays are always twohour delays. Buses will run two hours later than normal and schools will start two hours later.

You are encouraged to become active in your schools. Many schools have PTAs or PTOs; contact
your child’s school to determine time/location. If your school does not have a PTA/PTO, why not start
one yourself? Schools are happy to have committed parents helping facilitate the education of
children.
Impact Aid
The mission of the Impact Aid Program is to disburse Impact Aid payments to local educational
agencies that are financially burdened by federal activities and to provide technical assistance and
support services to staff and other interested parties. At the beginning of each school year, or at first
quarter parent/teacher conferences, your child’s school will send home a federal survey card to be

completed by a parent or guardian. Please complete and return this form. Since 1950, Congress has
provided financial assistance to local school districts through the Impact Aid Program. Impact Aid was
designed to assist local school districts that have lost property tax revenue due to the presence of taxexempt Federal property, or that have experienced increased expenditures due to the enrollment
of federally connected children. It is VERY important for you to fill out these forms as they are tied to
monies for your child’s school. This is extremely critical in the current economic climate. Please fill out
the forms and return them in a timely manner.
Graduation Requirements
Colorado Springs School District 11 graduation requirements are based on the number of units of
credit earned in grades 9-12. A unit of credit is defined as the amount of credit given for successful
completion of a unit of work as defined by the high school course handbook.

Home Schooling
Home schooling is deregulated in the state of Colorado. Therefore, the parent or guardian is taking on
all of the responsibility for the student's education including but not limited to; the acquisition of books,
supplies, tests, and maintaining permanent records.


Your program shall include no less than 172 days of instruction, averaging four
instructional contact hours per day. (22-33-104.5(3)(c), C.R.S.)
Your program shall include, but is not limited to: communication skills of reading, writing
and speaking, mathematics, history, civics, literature, science and regular courses of
instruction in the constitution of the United States. (22-33-104.5(3)(d), C.R.S.)

The parent or guardian must provide written notification explaining the intent to home school
his or her child. Notification can be given to any Colorado public school district office.
This written notification must be given 14 days before the parent or guardian establishes the
home school program. (22-33-104.5(3)(e), C.R.S.)
The notification must list the child's name, age, place of residence, and attendance hours.
Please Note: W ritten notification must be re-submitted to the school district each year the
home school program is maintained after the initial year.

The Peterson Homeschool Group is comprised of active, reserve, and retired military members and
their families. W e are located on Peterson AFB in Colorado Springs. Our goal is to provide a
supportive atmosphere for our homeschool families and educational opportunities for our children.

District 11 Opportunities
District 11 Community Education classes are open to all. Topics for school age children vary and may
include art, animation, babysitting, cartooning, summer foods, writing skills, creative drama,
detectives and spies, drawing basics, French, German, reading basics, mental math, sculpture,
Spanish, tennis and yoga. Adult classes include computer, world languages, refresher courses,
health and wellness, gardening, floral arranging and dance.
Opportunities for the arts have expanded to music, ceramics, papermaking, printmaking, watercolor
and hand tinting of photos. The instructors are chosen for their experience and talent. Call 520-2384

Checklist for Open Enrollment in Colorado
 1. Determine which school district(s) you are likely to enroll your child in (students who live in the
school district are given preference over out-of-district students).
 2. You will need at least the following information when enrolling in a school district for the first
time:





Proof of age (birth certificate or other documentation)
Proof of home address (such as utility bill)
Proof of immunization (click here for 2012-2013 requirements)
Name of the previous school (if your child is open enrolling or transferring from another school district)
Local schools may ask for other information, check with individual schools about their requirements
 3. Call the school district or school to find out the beginning and ending dates to open enroll in the
school you are interested in. Some schools, especially charters, have a different deadline and
process from the district.
 4. Find schools. For a list of school options, search SchoolChoiceForKids.org for schools near
you. There are two options on the search page. Using option #1 you can find all schools within your
area. Or use option #2 to find schools with specific characteristic, such as Montessori, classical
education, schools for at-risk students, etc. Also ask the school district about unique programs it may
offer.
 5. Find out where to obtain and drop off open enrollment forms (for example: at the school or a
district office).
 6. Find out what the selection process is (for example: if there is a waiting list, does the school
accept new students on a first-come-first-served basis or through a lottery system?).
 7. Read the school district board policy on open enrollment transfers.
 8. If your student plans to participate in high school varsity athletics, read the CHSAA rules
regarding limitations on participation for students who transfer schools.
 9. Visit the schools you are considering. Learn more about how to select a school here.
 10. Submit your application(s) to open enroll your child. You may want to apply to more than one
school, in case your first choice is not available. Some school districts limit the number of schools you
can apply to.
 11. Determine how you will transport your student to the school. Most school districts do not
provide transportation for students who choose to enroll in a school outside their neighborhood
attendance area.
 12. Ask how long the enrollment is valid for. Find out if you will have to reapply each year.

The Call for the Arts

Visual arts & writing allow us a glimpse into the world of military children – as seen through their eyes. The Military Child
Education Coalition (MCEC) believes that artistic expression is a pure, sincere and candid method children use to
communicate pride in their parents, celebrate their military-connected lives, acknowledge their grief or worry, and so much
more.
Since the MCEC began the ―Call for the Arts‖ in 2002, thousands of military children – from all over the world, from every
service, of all ages – have mailed us their drawings, their poems, and their interpretations of what it means to be a military
child. The MCEC takes advantage of every opportunity to display the artistic skill of these unique, resilient children.
Submissions must include the Official Submission Form and be postmarked by the last Friday in January, 2013, every
year.

The MCEC Tell Me A Story (TMAS) program empowers military-connected children by using literature and children’s own
stories in a way that fosters skills for resilience, strong peer and parent connections, a sense of pride and
