 Youthful Offenders (YO): the defendant may have a $1000 bond.
When he/she appears for First Appearance, many times we’ve seen
this type of wording: “Release Only to Father, or parent.”
• We need an actual name. Many times a brother, sister, or friend
comes to pick up the YO.
• Also, with the scenario above, and since the bond is not addressed on
the back of the blue sheet, the parents feel there’s no need to pay a
bond, just sign for the YO.
(MCSO would require the $1000 bond be paid and release only to the
specified parent.)
• Readdressing the co-sign issue. (Many times parents leave a YO in
jail and simply will not sign for the YO in order the teach a lesson,
and are simply fed up with the actions. Just please be aware of this
once the next court date arrives, or a jailer brings it to your attention.

MCSO Electronic Monitoring
 Bond must remain secured
 One to two day interview and verification
 Will not monitor YO
 MCSO can monitor those in custody for
OFA's, must be recommended
CMPD Electronic Monitoring
 MCSO will receive the disposition with CMPD
EM written or stamped, CMPD will advise that
they will not monitor
 MCSO currently will return the release
conditions to the Judge ordering the EM for
notification that CMPD will not monitor

 Per NCGS 148-13(b): With respect to prisoners who are
serving prison or jail terms for impaired driving offenses
under G.S. 20-138.1, the Secretary of Correction may, in
his discretion, issue regulations regarding deductions of
time from the terms of such prisoners for good behavior,
meritorious conduct, work or study, participation in
rehabilitation programs, and the like.
 148-13(b): The Secretary's regulations concerning
earned time credits authorized by this section shall be
distributed to and followed by local jail administrators
with regard to sentenced jail prisoners.
