COAST GUARD CHANGE
The sky was a clear blue on June 21 for
the CG Change of Command ceremony at
the end of the island on a grassy lawn overlooking the bay. The Navy region Southwest Band provided the music, while the
color guard consisted of active duty CG
members. The guest list was extensive and
consisted of LA/LB police and fire depts.,
Port Security, Marine Exchange, local political officials, Commanding General Los
Alamitos, Customs and Border Patrol, Dept.
Homeland Security and many others. The
base support personnel were in full attendance.
Just off shore were the fireboats from LA
& LB, harbor pilot, lifeguard service, two
cutters, and making for a very nice backdrop. The fireboats put up a full plume water spray.
Capt. Jennifer Williams gave a lengthy
departure speech encapsulating her total
four years' experiences in LA, good and not
so good. The District Commandant gave the
keynote address and describes the highlights
of Jennifer's tour as Capt of the Port and
Sector commander.
Upon transfer from Sector Los AngelesLong Beach, Williams will return to Coast
Guard Headquarters where she will serve as
the Office Chief for Commercial Vessel
Compliance and oversee standards and policies related to domestic and foreign flagged
fishing vessels, passenger and cruise ships,
and cargo vessels.
Capt. Charlene Downey, currently deputy
sector commander, will relieve Capt. Williams. Downey, a native of Fort Wingate,
N.M., is a 1989 graduate of the Naval Academy Preparatory School in Newport, R.I.,
and graduated from the U.S. Coast Guard
Academy in 1993 with a Bachelor of Science in management. She received her Master in Science in Management (HRM) from
the Florida Institute of Technology in 2000
and earned her Human Resources Certificate from George Mason University in
2003.

Change of Command Ceremony
In this issue of the Bo’Sun’s Pipe newsletter, Council President Paul Abelquist attended three Change of Command
Ceremonies. What is a Change of Command ceremony?
The Change of Command Ceremony is a time-honored event preserved by the rich heritage of naval and Marine Corps
tradition. A custom is formal, follows military protocol, and is designed to strengthen the respect for the continuity of
command that is vital to military organization. The culmination of the ceremony is reached when both officers face one
another, pass the organizational colors, salute and transfer responsibility for the command. This provides the entire command with the knowledge that the officer, directed by proper authority, is taking command and provides an opportunity to
witness this transfer of responsibility.

NOSC LA CHANGE
OF
COMMAND
The morning of June 14 was heavily overcast and grey, perfect for hiding warships. The dais was set up on the
aft portion of USS IOWA BB-61 with the 16-inch gun turret as a backdrop, it was very impressive.
In attendance were the NOSC Officers, Command Master Chief, Chief Petty Officers, and the enlisted support
crew, in dress whites. The distinguished guests and officers were piped aboard with sideboys.
The keynote speaker was USO Director, Bob Kurkjian; he praised the relationship between the USO and NOSC
and the warm relationship with Capt. Thomas. Next, CDR Sheakley presented the captain with a Presidential citation; CMDCM Persiani presented the Capt with a wooden trident from the Chief's Mess. At this point, Capt. Thomas read his orders. He is to report to Naval Activity Omaha, NE. He then went on to recognize every officer and
chief in his command, with special emphasis on the Command Master Chief. He also noted the support efforts of
the USO and Navy League and their importance to the men and women of his command. He made an interesting
comment about the importance of working within a reserve command, noting that the personnel were accomplished career people in the civilian world, but who also have a desire to serve their country. To that end, establishing relationships within the command was essential to good order and discipline. He went on to cite the accomplishments of the command during his tenure.
This ceremony was a very personal event, unlike the formal events I have experienced on the east coast. The
Capt hugged the Master Chief after a personal story of their close working relationship. Capt Johns then read his
orders, directing him to take command of NOSC Los Angeles.
The Chaplain presiding over the ceremony is one of the Navy's two Buddhist Chaplains, also a reservist. I had
the pleasure of talking with him. He is employed with the federal prison system.
I had the pleasure of speaking with Capt Thomas one on one. He is a very pleasant man and thanked me for attending the ceremony. We adjourned to the wardroom for cake cutting with Capt. Johns and the crew. I had an
opportunity to meet him with Nanci; we both look forward to a productive relationship.
In closing, I thanked the Master Chief for inviting Nanci and me. He said to call him and we will set something

3RD ANGLICO CHANGE
OF
COMMAND
The sky was a clear blue on June 23 for 3rd ANGLICO Change of Command at the entrance to the Center. The Master of
Ceremonies gave a brief introduction of what was to take place, followed by the invocation, parading of the colors, and the
National Anthem. Without further ado, the change of command was underway. The passing of the Organizational Colors
from the outgoing Inspector-Instructor to the incoming Inspector-Instructor signifies the passing of command authority.
Col. David Valdez, Commanding Officer, made the opening remarks highlighting the exemplary achievements of third
ANGLICO for the past two years under Lt. Col. Kisch's command. He presented the Meritorious Service Medal with gold
star to the Colonel. Then he welcomed the incoming Lt. Col. Aaron M. Doty, saying the he was taking command of a very
successful unit. He noted his past duty station and accomplishments. Lt. Col. Thomas F. Kisch gave a warm departure
speech noting the accomplishments he is credited with rest squarely on the shoulders of the men and women under his command. He commended his wife for being his pillar of strength and support. Upon transfer from Third ANGLICO, Kisch will
report to Camp Pendleton where he will take up duties as assigned.
Lt. Col. Aaron M. Doty previous tour of duty was Assistant Fire Support Coordinator (AFSC) 2nd MarDiv, Camp Lejeune, NC. Col. Doty gave thanks for receiving his orders to take command of such a fine unit. He vowed to build upon the
fine reputation achieved, thus far. At the conclusion of the ceremony, guests were invited to a light lunch of local Mexican

Dear Members,
I hope you are enjoying your summer. As you can see in this newsletter, your council leadership has been busy "Getting
back in the game". We have successfully reached out to all of our adopted units, establishing contact with each command
and their new leadership teams. We look forward to supporting these commands in any way possible.
This coming Labor Day we are celebrating the inaugural year of LA Fleet Week from September 2-5, 2016. LA Fleet
Week™ is Los Angeles’ new end-of-summer tradition which is expected to draw 250,000-300,000 visitors to the LA Waterfront over Labor Day weekend. Fleet Week is an annual patriotic tradition where active military ships recently deployed
in overseas operations dock in a major U.S. city for one week. Fleet Week is an opportunity for the local community and
region to learn more about the mission and operations of the U.S. Navy, as well as other branches of the military.
Hosted by the Port of Los Angeles, LA Fleet Week™ event partners include U.S. Navy, Navy League of the U.S., U.S.
Marines, U.S. Coast Guard, U.S. Army, USO, Downtown San Pedro Business Improvement District, San Pedro Chamber
of Commerce, and Battleship IOWA. Celebration activities to take place in the seaside community of San Pedro and come
alive with the presence of our military men and women coming ashore from the visiting ships to sample our culture and
hospitality and partake in recreational events. There are several memorable events planned for this inaugural year, starting
with a preamble to Fleet Week featuring the Navy Band Cruisers (formerly The Navy Show Band). The band is currently
touring the country and putting on a show of entertaining music for all ages. They will make an appearance on 24 Aug 2016
alongside the USS IOWA from 6pm to 8pm. This event is free to the public. Details are on page 5 of this newsletter.
A memorable event in the planning for the visiting sailors is a meet and greet aboard the SS Lane Victory on Wednesday,
31 Aug 2016 from 5pm to 8pm affording the sailors an opportunity to meet with the true salts of the sea, our U.S. Merchant
Marine Veterans. They will mingle with sailors who have nobly served in all wars, WWII to the present conflict, learning
how our military might is projected and transported to all corners of the world in times of political unrest.
To make Fleet Week a success and a memorable occasion for the visiting sailors, marines, and coast guard, the Long
Beach Council is asking for your financial support. Contributions large or small are greatly appreciated. Tax-deductible

LONB BEACH COUNCIL BOARD MEETING
On July 23 Long Beach Council Board Meeting was held at the
American Legion Post # 496. Below is a summary of the meeting.
President’s Report
Busy with the JROTC units, numerous changes in command
Solicit to industrial base for sponsorship and donations
Re-established the relationship between NL and our adopted
units
Add new members especially donors and affiliate members
Look at tours that would interest council members. It was suggested that sea cadet units be invited as a field trip
Treasurer and Membership Report
Treasurer’s report: $4,298.94 in General Fund
Membership Report: We have 6 eMembers along with 7 new
regular members for a total of 13 New Members
Newsletters
Newsletters should be more frequent and contain more information
August will be an 8-page newsletter as there has been several
events and the upcoming Fleet Week during Labor Day
weekend.
President requested that board members provide information
and articles for the newsletter
It was recommended that an 8-page newsletter be sent out
four times a year (January, April, July, and October)
A 4-page newsletter can be sent between quarters
(Feb/Mar, May/June, Aug/Sep, Nov/Dec)
Two motions were noted during the meeting:
Motion 1: Paul offered to have future council meetings at the post.
Frank Galloway made a motion to have our NL board meetings
held at the AM Legion Post #496. This was seconded by George
Chambers.
Motion 2: CG RAM program (bicycle race) is asking NL for support. Dave recommended $200 donation from general fund. Motion: Grif Healy made the motion for the council to give $200 for
this program. George Chambers seconded the motion.
Next Board Meeting to be determined.
